DefinitionUnder general direction, the Sales & Promotions Supervisor is responsible for the design, development, and implementation of sales-oriented and revenue generating programs focused on VTA product lines and services; and a wide variety of VTA advertising campaigns and programs, including special marketing promotions and events. Designs, develops, and implements strategies to market or represent the VTA's transportation programs and transit systems.
Distinguishing CharacteristicsThis position manages all activities related to the promotions and sales of VTA product lines and services including fare programs such as Eco Pass, Convention Pass, annual pass, and tokens; revenue-generating advertising space contracts; and print and electronic advertising space/time procurement and placement.
The incumbent is expected to seek and develop potential new products and services that enhance ridership and revenue growth while meeting customer needs in a changing market place. This requires that the incumbent be proactive and creative in the development of marketing strategies for fare sales programs, the acquisition of new sales outlets, and the design, coordination, and placement of advertising for VTA programs.

Essential Job Functions
Typical Tasks
- Plans, supervises, assigns, and evaluates the work of the sales promotion and program staff;
- Interviews, selects, supervises, trains, motivates, and disciplines staff in accordance with current labor agreements;
- Develops and implements the marketing plan and sales strategy for the Eco Pass Program; manages Eco Pass corporate accounts;
- Meets with clients and assesses their marketing needs; develops plans and coordinates strategies to market or represent the Authority's transportation programs and transit systems;
- Seeks new markets for transit pass programs; oversees sales consignee and bike locker programs;
- Manages all service change communications including the production of system maps, brochures, and car cards, and communications regarding bus bridges and temporary reroutes of VTA bus service;
- Designs and develops customer-focused marketing;
- Identifies and helps define collateral materials needed to enhance sales and marketing efforts;
- Responsible for sales and marketing of VTA's fare media sales initiatives; reviews products and programs and recommends appropriate modifications to meet changing market conditions;
- Maintains and oversees VTA Transit Advertising Program;
- Interacts with private sector, governmental, and community representatives to develop joint advertising programs (including bilingual programs), promote Authority services, and solicit enrollment in Authority's promotional programs;
- Develops public and private sector working relationship and partnerships to promote VTA's sales programs;
- Researches issues, develops and presents, and distributes specialized information programs to target audiences;
- Plans or assists in special media events or promotional campaigns to promote VTA's activities or services;
- Plans and administers marketing programs or public events for internal clients; plans promotional campaigns for these events;
- Provides regular reports on program status and progress;
- Analyzes and evaluates complex marketing and sales situations, and recommends and implements effective solutions;
- Develops cost estimates for a variety of short and long-term projects;
- Participates in the annual departmental budget planning and preparation;
- Performs related duties as required.
Minimum Qualifications
Employment Standards
Sufficient training, education, and financial management experience to demonstrate possession of the required knowledge, skills, and abilities.
Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in marketing, advertising, business communications, or a closely-related field, and three (3) years of increasingly responsible experience in marketing, sales, and project development for an advertising agency, marketing department, corporation, or public agency. A candidate must have experience with project coordination, development and adherence to budgets, and project lead or direct supervision.

- Sell products to targeted markets;
- Plan, write, and edit material for advertisements, internal communications, promotional events, and other marketing communications efforts;
- Identify the appropriate advertising medium/media to effectively market VTA products, services, and promotional campaigns;
- Analyze and define problem areas and evaluate, recommend, and implement alternative solutions to complex issues and problems;
- Purchase and place advertising in a variety of media including print, radio, television, and internet;
- Evaluate market opportunities and product and service performance with regard to target segments, ridership, and revenue;
- Make effective and persuasive presentations to management, public groups, corporate customers, and others;
- Communicate clearly and effectively, both orally and in writing;
- Prepare and manage departmental budget;
- Establish and maintain cooperative-working relationships with those contacted in the course of work.
