The City of Berkeley invites you to apply for the position of Senior Solid Waste Supervisor in the Zero Waste Division of the Public Works Department! In this role, you will have the opportunity to collaborate with the Zero Waste Operations Manager and the Solid Waste Supervisor(s) on a daily basis to ensure that all operations are carried out safely and in compliance with environmental obligations. In addition, this role oversees the onboarding and recurring training programs for Solid Waste Workers and Drivers; interacts with the Division Manager to implement initiatives, policies, and procedures; and works closely to resolve customer service issues that arise at the council level.

The Senior Solid Waste Supervisor also works closely with peers across all operations to ensure consistent safety and operational standards and performance. Furthermore, this position leads the implementation of new routing and customer data management systems, participates in equipment purchase committees, and determines the staffing and resources needed to achieve desired operational goals.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from high school and five (5) years of increasingly responsible journey level experience in integrated solid waste collection, diversion and disposal which included two (2) years at the level equivalent to the Solid Waste Supervisor class.

Other requirements include possession of a valid class "C" California driver's license and have a satisfactory driving record. Candidates must be willing to work evening, early morning, holidays, and weekend shifts. Candidates must report changes in status of driver’s license.

THE POSITION:  The City of San Mateo’s Community Development Department has an opportunity for an intern to work on a number of projects. The Department, which has about 55 full time employees, includes the Building, Housing, Planning, Code Enforcement, & Business/Admin Divisions. The Management Analyst Intern will primarily support the Housing and Business/Admin Divisions and receive primary supervision from the Department’s Business Manager and Housing Manager, and project specific direction from the supervisor/manager primarily responsible for each specific project. The duration and start date of the internship are flexible, though summer interns typically start between mid-May and Mid-June.

DUTIES: The primary projects will most likely include the following: 
•    Market Research / Data Analysis. Support the research and help prepare findings report on fee schedules across multiple jurisdictions to help the Business Manager prepare for the 2025 comprehensive fee study. 
•    Contracts / Grant Administration. Support the Housing Division Community Development Block Grant (CDBG) and Permanent Local Housing Allocation (PLHA) administration of contracts and grant funds for nonprofit recipients.
•    Housing Element Compliance / Certification. Support the Housing Division with implementation of Housing Element policies and programs.
•    Community Relations Commission Support. Support the Community Relations Commission, under the direction of the commission liaison, in coordinating commission meeting, preparing documents for commission review, and preparing commission documents for approval and filing with the City Clerk.

In addition, the intern may work on a variety of other projects to support Community Development Department special projects and operations, depending upon need, availability and interest.

The Housing Department

The City of San Jose's Housing Department's mission is to strengthen and to revitalize the community through housing and neighborhood investments. The Housing Department has funded over 20,000 affordable apartments, oversees the Rent Stabilization Program that provides protection to both renters and mobile homeowners, and is implementing innovative programs to preserve restricted affordable apartments. The City of Berkeley is seeking a Housing Development Specialist (Community Development Project Coordinator)! In this role you will have the opportunity to be part of the team responsible for implementing the City’s Housing Trust Fund and Small Sites Programs. This position will work on renovations and new construction projects, the latter of which will include developments at the North Berkeley and Ashby BART sites. You'll work closely with nonprofit developers to underwrite project proposals, recommend funding, negotiate loan and regulatory agreements, and monitor project progress. You will also provide technical assistance and capacity building support to smaller, emerging developers.

Lead and/or supervisory experience is desirable.

A master's degree in a related program is desirable and can be substituted for one (1) year of the required experience.

DEFINITION

Under limited direction, the Housing and Economic Development Manager directs and administers the division to which they are assigned. DISTINGUISHING CHARACTERISTICS 

The Housing and Economic Development Manager functions as manager over the Citywide area of practice to which they are assigned, i.e., housing/economic development activities and provides technical expertise to other City departments and related agencies. The Housing and Economic Development Manager is distinguished from the next lower classification of either Management Analyst I/II in that the former is a division level manager, with vast programmatic responsibilities, expected to function with limited supervision.

The Position

The Solid Waste Manager reports directly to the Environmental Services Manager and is responsible for the administration of multiple integrated waste management contracts and programs within the Environmental Services Division. This position supervises a team of technical staff who execute various integrated solid waste management activities and may serve as the division head in the absence of the Environmental Services Manager.

Examples of Duties

• Manage multiple City franchise agreements for solid waste collection, material transfer and recovery, and landfill disposal including negotiating contract terms and monitoring performance.
• Oversee the division’s solid waste programs including planning, organizing, and implementing programs to create environmentally sound and cost-effective methods for the disposal of garbage and household hazardous waste, recovery of recyclables, diversion of organic material, and waste prevention.
• Plan, develop, and oversee the work of integrated waste management staff, providing leadership and fostering staff development.
• Receive and respond to complex customer service requests concerning scope of program, technical information, and service delivery issues.
• Oversee the Division’s public education, outreach, and special events to promote environmentally responsible and sustainable behavior.
• Analyze proposed legislation affecting integrated waste management activities, develops and implements program and policies to ensure City compliance with regulatory mandates.
• Conduct analysis and prepare reports and documents as required by regulatory agencies and for City Council study sessions and meetings.
• Participate in budget preparation and administration.
• Make presentations to City Council, boards, commissions or other public groups and acts as the City designated representative as assigned.

The City of Lincoln is accepting applications for the position of Refuse Truck Driver II in the Solid Waste division of the Public Works department. Under general supervision, this position performs the full array of duties in the Solid Waste division, including maintenance, operating collection vehicles and refuse equipment operation. This job classification is represented by the Classified, Local 39 employee group; the probation period is 12 months.

Open positions may be filled as regular/full-time or seasonal/part-time.  Seasonal positions are limited to 999 hours per fiscal year and are unbenefited, and may become regular/full-time positions, dependent upon the future needs of the department.

DISTINGUISHING CHARACTERISTICS

The Refuse Truck Driver II is the journey-level class responsible for a wide variety of maintenance and refuse collection tasks. This classification is distinguished from the next higher classification of Senior Refuse Truck Driver in that the latter performs the more complex assignments and lead responsibilities. 

SUPERVISION RECEIVED/EXERCISED

This position receives general supervision from the Solid Waste division’s Public Services Supervisor. May exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs general maintenance, repair, construction, equipment operation and installation work in refuse collection.
• Operates a variety of collection vehicles and equipment including front, rear and side loaders in the collection and transportation of residential and commercial refuse; drives to landfill site when vehicle is full and unloads material; evaluates and updates assigned routes; cleans, maintains and inspects assigned vehicles; maintains daily logs.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; may provide training to lower level staff; responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

KNOWLEDGE/ABILITIES/SKILLS
