Position Summary

This position assists the Director of Capital and Grant Programs in administering capital and grant programs management oversight functions, including capital program planning and scheduling, grant development and reporting, budget development and management, capital project finance and business development opportunities, and policy development for the Bridge, Bus, Ferry and District Divisions’ capital programs. The Principal Capital and Grant Programs Analyst will have a role and assist in planning, programming, organizing and implementing the District’s grant program and grant contract administration activities, legislative monitoring, and analysis and reporting. This position collaborates with all levels of District personnel and outside agencies in order to meet program goals and objectives.

Essential Responsibilities

• Researches potential grant opportunities and develops grant funding strategies
• Prepares necessary grant programming and application materials, grant contract documents and grant amendment requests
• Administers grant rules, regulations and requirements
• Recommends and assists in the implementation of goals and objectives; implements approved policies and procedures
• Coordinates lobbying activities associated with earmark funds
• Develops and maintains the District’s Annual Capital budget including coordinating annual capital budget project solicitation and reviews with Division Managers and staff, and reviews and analyzes project costs, justifications and schedules
• Oversees the tracking of, and internal and external reporting of, capital project budgets and expenditures, including the preparation of status reports• Coordinates and manages the annual Indirect Cost Allocation Plan and rate
• Assists with the development of the Short Range Transit Plan
• Performs technical and complex tasks of the work unit including capital planning and grants administration studies in support of the capital development and long term planning process including revenue projections
. Develops and maintains the ten-year capital and fixed asset replacement plan including: coordinating development of project-level descriptions, budgets, cash flow, implementation schedules, and program-level descriptions, priorities, financial analyses, and reports, as required
• Develops the District’s capital element of MTC’s 25-Year Regional Transportation Plan and Federal asset replacement plans, as required, including development and input of required project and fixed asset replacement information into MTC’s Regional Transit Capital Inventory database and other report formats
• Leads external and internal financial or grant-related audits and reviews for the District’s capital, grant, fixed asset, or other related programs
• Prepares and coordinates required annual local, state and federal financial and operating reports such as the Federal National Transit Database report, Transportation . Development Act claim, and State Controller’s Report
• Oversees invoicing, reimbursement and related accounting activities for all District and pass-through grant-funded projects
• May represent the District’s interests at federal, state, and local meetings
• May assist the Capital & Grant Programs Director with managing the day-to-day office functions
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service
• Performs additional related duties as assigned
• Regular and reliable performance and attendance is required

Minimum Qualifications

Education and/or Experience: 
A combination of college level training and position related experience equivalent to:
• Bachelor's degree with major course work in Public Administration, Business Administration, Planning, Finance, Accounting or related field. (Additional qualifying experience on a year per year basis may be substituted in lieu of degree.)
• Five years recent, full-time position related experience in capital or transportation planning or grants administration work. (A Master’s degree in a related field may be substituted for one year of the required experience.)
• San Francisco Bay Area grant management and monitoring experience desirable

Physical Requirements: Mobility to work in a typical office setting. Vision to read printed materials and a computer screen. Hearing and speech to communicate in person and over the telephone. Routine use of computer, telephone and other office equipment. Ability to travel to District facilities.

Required Knowledge, Skills and Abilities

Working knowledge of: 
• San Francisco Bay Area grant management and monitoring experience desirable
• Principles and practices relating to budget programs, systems management, and accounting principles and practices

Position Summary

The District processes payroll and processes 64 pay periods in the year.  This equates to payroll processing every other week and once a month.  Upon general supervision, this position is responsible for documenting, calculating analyzing and processing payroll for District employees each pay period.  It imports data into the general Ledger each week from various timekeeping sources (Kronos, HASTUS).   It also ensures adherence to District policy and union agreements by making certain personnel are appropriately compensated for time worked, special pay assignments, holidays, various leaves, etc. It also handles trust & pension reporting, compliance and payment; as well as processing adjustments for any corrections.   The position also performs additional work as assigned.

Essential Responsibilities

• Process bi-weekly and monthly timekeeping/payroll cycles for all bargaining units.
• Calculate and process rate changes, retroactive adjustments and special pay assignments.
• Apply appropriate payroll taxes and deductions according to state and federal guidelines and procedures. 
• Processes all garnishments and wage assignments. 
• Ensure compliance with District policy and union agreements to ensure that personnel are appropriately paid for time worked, holidays, vacations, sick leave, jury duty, various leaves or other compensatory time off. 
• Reconcile, calculate and balance hours and minutes to correspond with actual time recorded.
• Maintain attendance records. 
• Assist with audits and other internal/external requests. 
• Prepares solutions to timekeeping problems by researching records, files, and various documents for 800+ employees. 
• Perform data entry for direct file transfers into the District’s General Ledger system daily.   
• Adhere to District protocols and internal controls. 

Minimum Qualifications

• Requires a minimum of four years' full-time position-related experience working with payroll and timekeeping responsibilities.
• Demonstrate an advanced proficiency level in Microsoft Office products.  
• Experience reading, understanding and applying Memorandums of Understanding (MOU’s) and other Policies.
• Knowledge of and familiarity with Enterprise Resource Planning (ERP) systems – i.e. Oracle, Tyler, Sunguard, etc. – other than QuickBooks.

Required Knowledge, Skills and Abilities

Position Summary

Under general supervision, the Ferry Mechanic performs preventative, scheduled and unscheduled maintenance, trouble-shooting, repair, and modifications on structural, mechanical, electrical, hydraulic, piping and control systems found on ferry vessels and passenger terminals; performs related work as assigned. Responsibilities include record keeping and written verification of work accomplished.

Salary Range:        Day Shift:               $54.28 per hour
                                Swing Shift:           $54.28 per hour + 10% differential pay
                                Graveyard Shift:    $54.28 per hour + 15% differential pay

Essential Responsibilities

• Working with computers on a daily basis for work scheduling, work order entry and work order reporting on the Districts electronic maintenance system in addition to notifications and communications.
• Conducts tests, analyses and measurements as directed to diagnose any unusual, erratic or malfunctioning occurrence in any shipboard or terminal system or component.
• Reports any unusual wear patterns, noise, pressure, temperature, or changes in voltage, current, cycles, resistance or any other indication of potential malfunction.
• References manufacturer schematics including blueprints, drawings and specifications to resolve maintenance issues.
• References parts catalogues and other sources to determine correct parts for specific applications.
• Performs inspections, preventive maintenance, repairs and overhauls as directed.
• Documents and records work performed and parts and materials used in the electronic maintenance system. 
• Reports all safety hazards and corrects unsafe situations immediately where possible.
• Immediately reports to supervisor any potential maintenance problem or condition which could cause a possible schedule delay.
• Maintains all work areas, special tools and equipment used in performing maintenance function, in a clean and orderly manner.
• Operate a forklift and other equipment/vehicles safely.
• Interacts on a regular basis with vessel operations personnel.
• Adheres to the safety and health rules and safe working practices applicable to job.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service. 
• Performs additional related duties as assigned.
• Regular and reliable attendance and performance required. 

Minimum Qualifications

Education and/or Experience: 

• Completion of a four (4) year apprenticeship program, or approved equivalent as a heavy equipment or marine mechanic OR four (4) years of progressively responsible journey level full-time work experience performing to the maintenance and repair of heavy equipment which should include mechanical, electrical or welding repair, and at least one year in an industrial environment.
• Experience in corrective and preventative maintenance records using a computer-based maintenance management information system
• Experience in utilizing MS Windows based software for data entry, work order processing and materials requisitioning

Required License:  

• Must possess and maintain a current, valid California driver's license and satisfactory driving record (Operates District Vehicles).
• No DUI’s or Reckless Driving codes within the last 7 years. 
• No more than two moving violations within the last 3 years.

Required Tools:

• Must have a full set of journey level hand tools to accomplish assigned work.

Hours:

• Shifts are scheduled based on seniority.
• The Ferry Maintenance Department operates 7 days per week, except Thanksgiving, Christmas, and New Year’s day.
• Must be available to work all shifts; some overtime maybe required to handle emergencies.

Physical Requirement:  

Requires frequent and extensive physical activities such as: lifting and manipulating up to 50 lbs., bending, standing, stooping, kneeling, twisting, climbing, gripping, and other movements related to essential duties. Work around fumes, odors and dust in an occasionally high noise level environment with appropriate personal protective equipment. Ability to work in a constant state of alertness and in a safe manner. Ability to wear a respirator and be fit tested. Must wear hearing protections when performing certain duties.

Required Knowledge, Skills and Abilities

Knowledge of:  

• Occupational health and safety rules and working practices applicable to this position. 
• Monitoring and inspection of propulsion and auxiliary machinery and other supporting systems (i.e., electrical, plumbing, electronics, hydraulics and HVAC in a commercial application.
• Maintenance and troubleshooting principles and best practices.

Skill in or Ability to:

• Understand, read and communicate (both orally and in writing) in Standard English.
• Interpreting and applying oral and written instructions in a consistent manner.
• Reading and reasoning skills to aid in troubleshooting equipment, understanding manufacture and engineering schematics and system drawings.
• Maintain corrective and preventative maintenance records using a computer-based maintenance management information system.
• Perform tasks with limited direction, and minimal supervision.
• Demonstrate ability to make logical decisions and sound judgments using common sense.

Desirable Knowledge, Skills and Abilities

• Machine shop fabrication skills, familiar with lathe and mill use for the purpose of modification and fabrication of components.
• Welding, steel and aluminum, in shop setting and on-site.
• Electrical/electronic systems, motor controllers, power distribution, PLCs, and ability to troubleshoot the same.
• Off-highway and/or marine diesel engine operation and maintenance

San Mateo County Health's Aging and Adult Services Division is seeking qualified individuals for the position of In-Home Supportive Services Social Worker II/III. Social Workers provide a wide variety of welfare services in such areas as information and referral, protective services, out-of-home services, health related services, chore services, and other welfare services within the Health and the Human Services Agency.
 
The current vacancy is in the In-Home Supportive Services (IHSS) Program that provides in-home care for persons who cannot safely remain in their own home without such assistance. The recipients of IHSS are aged, blind and/or disabled and eligible for Medi-Cal. Disabled and/or blind minor children may also be eligible for IHSS. The Social Worker will make a home visit to determine eligibility for the program and to conduct an assessment to determine a range of service hours for particular tasks. The IHSS recipient or guardian is the IHSS employer and is responsible for hiring and supervising a provider for the care they receive.  The Social Worker will travel throughout the County to conduct home visits, attend meetings and perform other duties of the position.  The Social Worker will work in the San Mateo, CA Aging and Adult Services Office.
 
This IHSS Social Worker will conduct intake and/or on-going activities for IHSS recipients. Some of those activities include:
 

• Conduct initial IHSS assessments using a detailed State assessment tool.
• Complete necessary documents, paperwork, and work within different information technology systems.
• Conduct annual reassessments.
• Educate, support, and perform administrative duties for IHSS recipients and care providers to understand/comply with program regulations.
• Provide education, outreach, and community resources information.
• Participate in quality improvement efforts.
• Collaborate with quality assurance and program integrity to ensure proper adherence to regulations.
• Prepare for and attend Fair Hearings.
• Engage in interdisciplinary team meetings or other activities to support San Mateo County's vision for integrated services.
• Maintain oversight of case management needs for a caseload focused on serving IHSS recipients who are minors.
• Collaborate and facilitate service with care providers and other partner agencies.

 The ideal candidate will possess the following:
 

• Master's degree in Social Work.
• Experience providing clinical assessment for children, youth and adults with disabilities.

• Familiarity in implementing program regulations.

SALARY
Social Worker II:   $6,564.13 - $8,205.60/month
Social Worker III:  $7,741.07 - $9,673.73/month

Social Workers provide highly skilled, intensive casework services to individuals and their families and provide casework consultation within the department and to outside agencies.  Incumbents of positions at this level work with minimal supervision and are expected to have acquired the high degree of assessment skills required to perform care coordination and referral tasks in complex casework areas. Lead supervisory responsibilities may be assigned as circumstances dictate.

Qualifications

Experience:

A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net).  Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. Willingness to work varying shifts and radio dispatching skills.

COMPENSATION & BENEFITS

The City of Pleasant Hill offers a competitive compensation and benefits program.

• Salary:  $6,751 to $8,744 per month. Placement within the range depends on experience and qualifications.  
• Medical Benefits: Choice of coverage with Kaiser or Blue Shield. The City pays 80% of monthly premiums at each coverage level. SELECTION PROCESS

CONTINUOUS RECRUITMENT: Applications will be reviewed on an ongoing basis.  You must ensure complete submission of employment application and typing certificate as recruitment may close at any time.  The most qualified applicants based on background and experience as evidenced by their application, will be invited for an oral board interview, which is weighted 100%.  To be placed on an eligibility list, an applicant must receive a passing score of 70 or more from each panel member.

A thorough background check, as well as a physical, drug screen, psychological evaluation, and polygraph exam will be conducted on the top candidates prior to appointment consideration.  Failure to achieve a qualifying score on any portion of the examination process will eliminate a candidate from further consideration.

The Wastewater Treatment Plant (WWTP) is a 15.7 MDG sub-regional facility that serves a population of more than 140,000 with an annual operating budget in excess of $10 million and has a staff of 28 professional and technical personnel.

The City of San Mateo is building a cross-functional team tasked with upgrading the City’s 15.7 MGD conventional activated sludge plant with new liquids treatment process facilities, including headworks, primary treatment, five-stage biological nutrient removal/membrane bioreactor (BNR/MBR) process, biological and chemically enhanced treatment (BioCET) process, and other general plant upgrades, including odor control to serve the new facilities.

• Act as and perform the duties of the Designated Operator-in-Charge as needed in accordance with State regulations.

• Supervise and participate in the operation of wastewater treatment facilities to control flow and processing of wastewater, bio-solids effluent and bio-gas; monitor and adjust gauges, meters and control panels; observe variations in operating conditions; interpreting meter and gauge readings and test results to determine processing, status and requirements for adjustments.

• Monitor, adjust and troubleshoot as needed plant operational processes utilizing data-driven technology, such as the SCADA or PCS system.

• Recommend and assist in the implementation of goals and objectives; establish schedules and methods for shift operations; implement policies and procedures.

• Supervise and participate in the operation of valves and gates; start and stop pumps, compressors, fans, engines and electric motors to control and adjust flow and treatment processes; boilers and preheaters; perform routine maintenance work.

This position requires shift work, nights, weekends, holidays with on-call emergency response 24 hours per day. 

• You have graduated from high school or equivalent.

• You have two years of experience comparable to a Waste Water Treatment Plant Operator III.

• You possess a Grade III Waste Water Treatment Plant Operator Certificate issued by the State of California with the ability to obtain Grade IV WWTP Operator Certificate within one year of appointment.
