Salary Range is $150,000- $225,000 negotiable; likely starting salary in the $180,000 to $200,000 range. 

The City Manager is the administrative head of the government of the City. Under the direction and control of the City Council, the City Manager is responsible for ensuring that the policy directions set forth by the City Council are carried out and the day-to-day operations of the City government run smoothly.

Some of the duties of the City Manager include:

• Plan, coordinate and direct the work of City departments; oversee community and economic development activities; organize public improvement projects and programs; develop and prepare administrative policies, procedures and work standards to ensure that the goals and objectives of the City are met and that mandated services are provided in an effective, efficient and economical manner.
• Oversee and monitor the City budget and provide information regarding the City's financial condition and needs to the City Council.
• Represent the City in meetings with governmental agencies, community groups and various businesses, professional, educational, regulatory and legislative organizations; act as the City liaison.
• Prepare the agenda for all regular, special or adjourned meetings of the City Council.
• Execute contracts authorized or approved by the City Council.
• Personnel and organizational responsibilities include selection, training, professional development and work evaluation of City staff; oversee the implementation of effective employee relations and related programs; oversees the City's risk management program; provide policy guidance and interpretation to staff; recommend reorganization efforts to meet the needs of the City; implement policy and procedural changes as required.

Position Summary

Under general direction of the Director of Ferry Operations, Ferry Division, this position is responsible for overseeing the efficient and safe operation of our ferry services, ensuring excellent customer service, and maintaining compliance with all relevant regulations.  Works with leadership to determine business needs and collaborate with staff to ensure that vessel operations provide a value to our customers and a high standard of safety, security, and training.  This is a critical leadership role that requires strong managerial skills, a deep understanding of maritime operations, and a commitment to excellence.

Essential Responsibilities

• Oversee and Manage Operations Department safety, security, and training programs, ensuring compliance with all federal, state, and local mandates, and required training for all department staff.  Serves as a key member of the safety committee.
• Manage the Division Safety Management System and Action Reporting program.
• Manage the department oversight responsibilities for the Drug and Alcohol Program. 
• Oversee the tracking and maintenance of documentation of all credential updates for the Operations Department. 
• Guide a diverse team of Vessel Masters, Deck Hands, Operations Supervisors, and Terminal Assistants, fostering a positive and inclusive work environment.  Oversee onboarding process with new personnel as well as any issues with personnel or pay.
• Assist with scheduling and schedule coordination with outside organizations.
• Develop and implement strategies to enhance the overall customer experience, focusing on safety, reliability, and customer satisfaction.   Assist with customer service issues.
• Interacts with the Districts Jones Act attorneys to follow-up on employee and customer incidents and oversees maintenance of all associated records and documents.
• Assist as a liaison with union officials and participates in labor negotiations as a member of the District’s team.
• Under direction of the Director of Ferry Operations, manage the department's budget, ensuring optimal resource allocation and cost control.   This includes annual review of current operating schedule and staffing requirements.
• Oversee maintenance of all paper and electronic department records and documents.
• Monitor and analyze key performance indicators (KPIs) to identify areas for improvement and implement corrective actions as necessary.
• Collaborate with cross-functional teams to establish and maintain effective communication channels, ensuring seamless coordination between Ferry Operations and Ferry Maintenance.
• Ensure compliance with all relevant regulations, including safety standards, environmental regulations, and labor laws.
• Establish and maintain strong relationships with external stakeholders, such as regulatory agencies, unions, vendors, and community organizations.
• Stay updated on industry trends, technological advancements, and best practices in ferry operations, and proactively implement relevant improvements.
• Prepare and present regular reports to senior management, providing insights on operational performance, challenges, and opportunities.
• Oversee subordinate staff in delivery of excellent customer service.
• Implement and/or review disciplinary actions and grievances.
• Perform additional related duties as assigned.
• Regular and reliable attendance and performance required.

Minimum Qualifications

Education and/or Experience: 

• A Bachelor’s degree in maritime studies, transportation management, business administration, or related field.
• Minimum of 5 years of progressive experience in transportation operations, including at least 3 years in a managerial or leadership role. 
• Must be able to demonstrate proficiency using advanced word processing, spreadsheet, and database software; prepare analysis, and presentations.
• Proven track record of successfully managing and optimizing ferry operations, including scheduling, safety, security, training, represented employee issues, and customer service. 
• Experience in maritime transportation operations technical and administrative functions, including budget, labor, and operations management is desirable.

Required License: 

• Must possess and maintain a current, valid California driver's license and satisfactory driving record. 
• A U.S. Coast Guard Merchant Mariners License is preferred.

Physical Requirement: 

Working inside and outside in all weather conditions.  Work around fumes, odors, and dust in an occasionally high noise level environment.  Ability to climb stairs and move up and down ladders.  Ability to travel to District facilities.  Routine use of computer, telephone, and other office equipment.  Ability to respond to emergencies.  Ability to lift and carry up to 25lbs.

ABOUT THE POLICE DEPARTMENT

The Woodland Police Department is staffed with 72 sworn officers, 18 professional employees, and 8 part-time temporary professional employees. Our staffing is expected to expand in size as the City grows. The Department is managed by a Chief of Police, a Deputy Chief, 3 Lieutenants, 10 Sergeants, and a Police Records Supervisor. The Department has three Bureaus; Patrol, Investigations, and Community Relations. Police Officers are assigned to all Bureaus where they work in various capacities and teams.   Within the Bureaus are many specialty units including K-9, Traffic/Motors, School Resource Officers, Gang Task Force, Detectives, and Homeless Outreach Street Team.  There are a number of collateral duties available to officers including SWAT, Crisis Negotiations Team, Field Training Officer, Honor Guard, Arrest & Control Instructors, Firearms Instructors, Gang Resistance Education, and Training (G.R.E.A.T) instructors, Social Media Team, Recruitment, and Bicycle Patrol. POSITION

Provides staff assistance to a City Administrative official; performs responsible professional and technical administrative and analytical duties.  Duties involve budgets, policies, procedures, organization, planning, contracts, facilities, systems, equipment, supplies, special projects, etc., depending on the job assignment, all or some of the following duties and qualifications may be invoked at the discretion of the Department Director.  The purpose of this recruitment is to fill an upcoming vacancy in the Community Development Department and in the Police Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

Candidate must be able to learn the complex duties of the Department, including budget preparation, creating and monitoring revenue projections, and reviewing expenditure reports, as this position is responsible for overseeing the department budget for all program areas. The Ideal Candidate for this position must be a “team player” with excellent interpersonal and time management skills along with a well-established approach to customer service with both the public and staff. The Ideal Candidate must demonstrate the ability to understand complex issues, demonstrate excellent supervisorial skills as well as make proper independent decisions related to budgeting, department administration, contract management, and complex administrative processes and projects. Effective written and verbal communication skills are essential.  Ability to understand and speak a second language is highly desirable.

Management Analyst I - This is the entry level class in the Management Analyst series.  Positions at this level are distinguished from the II level by the performance of less than the full range and complexity of duties as assigned to the journey level class within the series.  Incumbents at this level typically have limited related work experience and are unfamiliar with the functions, operations and procedures of assigned department or office. This class, therefore, is typically used as a training class within the series.

Management Analyst II - This is the full journey level class of the Management Analyst series.  Positions at this level are distinguished from the Management Analyst I level by the performance of the full range and complexity of duties as assigned with minimal assistance or direction.  Incumbents are thoroughly familiar with the operating procedures of the department or office to which assigned, and possess technical expertise related to assigned program responsibilities.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

• Compiles data and assists in developing recommendations on the formulation of policy, procedure, staffing, and organizational changes; participates in the installation of new and revised programs, systems, procedures and methods of operation.
• Conducts surveys and performs research and statistical analyses on administrative, fiscal, personnel, and/or operational problems.
• Assists in the process of identifying City wide or Department-wide information system needs, including computer hardware/software and training programs.
• Researches and/or assists in the preparation, analysis, and administration of the department operating and/or capital budget.
• Researches, develops, reviews, and prepares grant applications, including monitoring existing programs for compliance with regulations.
• Represents the City in intra-departmental, community, and professional meetings.
• Develops budget documents.  
• Tracks expenses to ensure compliance with the budget.
• Responsible for managing contracts within the City.  This includes developing Request for Quotations (RFQ), Request for Proposals (RFP) and monitoring for compliance and budget.
• Compiles materials and prepares and/or assists in the preparation of reports, manuals, and publications.
• Assists in the coordination of departmental activities with departmental divisions, other City departments and outside agencies.
• Assists in the design and implementation of systems and forms for use in a City department or administrative office including, but not limited to, City wide information systems.
• Regular, predictable, consistent and timely attendance is an essential function of the position, in that the failure of such attendance undermines the City’s ability to provide critical services to employees, department and the public.
• Performs related duties as assigned.

Education

Management Analyst I and II:

Equivalent to a Bachelor’s degree from an accredited college with major coursework in public administration, business administration, or a closely related field

Experience

Management Analyst I:

One (1) year of administrative, budgetary or other management analysis or similar experience

Management Analyst II:

Two (2) years of experience comparable to that of a City of Woodland Management Analyst

Knowledge of a second language is highly desirable.

POSITION

To plan, organize and manage all activities and programs for a specified division of library operations or services, to include the supervision, coordination, promotion and evaluation of division program.  The purpose of this recruitment is to fill an upcoming vacancy in the Woodland Public Library, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Woodland Public Library is seeking a team-orientated, enthusiastic, and forward-thinking Library Program Manager to provide oversight, development, and implementation of programs and services primarily related to adult services with general library support. Successful candidates will be flexible, energetic, dedicated to customer service, positive, and excited to work in the community of Woodland. The position works in collaboration with the Library Director and divisional Library Program Managers to help the Library provide free and equitable access to information, and informative and dynamic programming.  The Ideal Candidate enjoys working with and developing relationships with the public, schools, and other City organizations.  The ability to speak and understand Spanish is highly desirable.

Library Program Manager I: This is the entry level class in the professional library series. Assignments are generally limited in scope and within the design and procedural framework established by the Library Services Director. However, as experience is acquired, the employee performs with increasing independence.

Library Program Manager II: This is the journey level class in the professional library series. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Librarian Program Manager I, or when filled from the outside, require prior professional library work experience.  Appointment to the higher class requires that the employee be performing substantially the full range of duties for the class and meet the qualification standards for the class. Work in this class is distinguished from that of a Library Program Manager I by greater complexity of the assignments received and by greater independence with which an incumbent is expected to operate.

• Develops and interprets division policies.
• Coordinates program planning and service delivery for the division.
• Develops and conducts programs which reflect the guiding principles of the Library and public librarianship.
• Develops and monitors collection development plan for division collection. Supervises the
  collection development activities of other staff. Responsible for appearance and order of division collection.
• Supervises cataloging, classification, and processing of all library materials using ALA and LC principles and practices.
• Provides relevant training to professional staff, library technical assistants, pages, and volunteers.
• Supervises and participates in the evaluation and hiring of all division staff.
• Participates in near-term and long-range planning for the division, including budget forecasting.
• Coordinates staff review of programs, services and policies for evaluation and improvement.
• Researches and identifies future grant opportunities that align with the Library’s needs and goals, implements all stages of grant process from conception and writing to implementation, reporting, and evaluation.
• Coordinates program planning with school Librarians to ensure complementary services to students.
• Provides leadership in working relationships and communication, ensuring high productivity and quality public service; with other community agencies and city departments.
• Prepares materials to publicize the services and resources of the division.
  Evaluates the various programs to ensure success with the Community, and adjust the programs as needed.
• Prepares regular reports for the Library Services Director.
• Maintains awareness of trends in library services and of issues affecting services to a specific population. Attends meetings and participates in professional library organizations.
• Regular, predictable, consistent and timely attendance is an essential function of the position.
• Performs duties in other library divisions and participates in library special projects as needed.
• Supervises the entire library, including personnel and facilities, in the absence of the Library Services Director.

MINIMUM QUALIFICATIONS

Education
Library Program Manager I and II
Possession of a Master of Library Sciences Degree from an accredited college or university.

Experience

Library Program Manager I
One (1) year experience supervising staff and/or developing/managing programs.

Library Program Manager II
A minimum of four (4) years' responsible experience in a professional librarian capacity, including one (1) year in a supervisory capacity and one (1) year of managing programs.

THE POSITION:

The City of San Rafael is recruiting for a Code Enforcement Officer in our Community Development Department.  Under immediate supervision, this position assists with the enforcement of all provisions of the San Rafael Municipal Code, performs code inspections, and enforces the zoning code.

This position is a flexibly staffed position and may be filled at any level in the series, dependent upon the candidate’s experience and qualifications.  The distinguishing characteristics between each level is as follows:

Code Enforcement Official I:  This class is distinguished from the Code Enforcement Officer II by the performance of the more routine tasks and duties assigned to positions within the series including field investigations and field inspections.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

Code Enforcement Official II:  This is the full journey level class.  Employees at this level are distinguished from the Code Enforcement Officer I by the performance of the full range of duties as assigned.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  Positions in this class shift away from office and group fieldwork to more defined, independent work. 

This position performs the following essential job duties (including but not limited to):

• Exercises enforcement and abatement responsibilities under the land use regulations of the City’s Municipal Codes.
• Conducts field investigations of reported complaints of municipal code, ordinance and resolution violations.
• Advises individuals of violations and methods of abatement.
• Seeks abatement (remedies) through voluntary compliance or informal administrative process or administrative hearings or judicial action.
• Conducts field inspections to uncover violations, gathers supporting evidence, inform individuals of code provisions and encourage compliance.
• Issue warnings and violation notices and see remedies through voluntary compliance or informal administrative process or administrative hearings or judicial action.
• Explains and interprets municipal codes, ordinances, and resolutions at the counter and in the field to City staff, to property owners and the generic public.
• Confers with other agencies and City departments, verbally and in writing, on the investigation and disposition of related violations.
• Prepares written staff reports and presents evidence at hearings before the Planning Commission, City Council, Hearing Officer, and/or Courts of law related to current code enforcement administrative and judicial proceedings.
• Complete forms, prepare reports, investigation narratives and related correspondence.
• Maintains case records, program statistics, and related materials.
• At the Level III, function as a lead work supervisor over other Code Enforcement Official (I/II) employees.
• Performs related duties as required.

Any combination of experience and training that would likely provide the required knowledge, abilities and skill.  A typical way to obtain the knowledge, abilities, and skill would be:

Code Enforcement Official I:

• Graduation from an accredited high school or equivalent.
• Community College coursework in communications, law enforcement, planning, business, or public administration, or a related field preferred.
• One (1) year of full-time experience involving the enforcement and interpretation of administrative rules and regulations and direct public contact.
• Valid driver’s license.

Code Enforcement Official II:

• Graduation from an accredited high school or equivalent.
• Three (3) years of full-time experience involving the enforcement and interpretation of administrative rules and regulations, two (2) years of which must be in a code inspection capacity.
• Valid driver’s license.
