The Position:
This is complex lead level work involved in a central purchasing department related to the procurement of goods and services, including preparation of formal bid documents, facilitation of the activities of the bid process, selection of vendors, volume buying, inventory, assessing availability and quality of goods and services, and routine to complex procurements for the entire District according to prescribed methods. Public contact is extensive, primarily involving District and college staff at all levels, outside vendors, contractors, outside business representatives, other educational institutions, and external auditors for the purpose of exchanging product, procedural, timeline, and workflow information. A high degree of independent judgment and creativity are required to interpret policies and procedures, and to provide input into the resolution of frequent minor and occasional major problems that occur. Consequences of errors in judgment can be costly in terms of District resources, employee time and in public relations; however, supervisory controls limit the risk of serious errors. The Senior Buyer leads and trains student assistants as assigned.

Duties and Responsibilities:
The duties below are representative of the duties of the classification and are not intended to cover all of the duties performed by the incumbent(s) of any particular position. 1. Exchanges professional information with District and college staff, vendors, contractors, business representatives, as well as educational and government institutions regarding purchasing policies and procedures, assistance with vendor selections, pricing, shipping, returns, invoicing, bid timelines and item specifications
2. Develops and confirms product specifications and quality expectations and examines total cost of ownership
3. Develops and prepares bid specifications and RFP, RFQ, and RFB documents, analyzes bid results, and prepares reports related to the formal bidding process
4. Attends professional development related meetings, workshops and other events to stay current on public procurement code and District policies and procedures. Occasional mandatory participation in select professional development conferences requiring travel outside the Bay Area. Willingness to pursue professional certifications in the procurement field
5. Attends and conducts meetings and consults with College and District staff, vendors, and others to provide information about the bidding process, development of bid procedures, clarification of product specifications, finalization of contractual agreements, and collaboration on the resolution of problems
6. Administers and oversees administration of the procurement card program, including issuance and cancellation of cards and communications with cardholders and the bank
7. Administers and oversees administration of other District-wide procurement tools, such as reverse auctions, gas cards, or contract management software
8. Participates in and/or provides direction to staff on purchasing transactions requiring specialized technical knowledge or understating of specific commodities, materials, supplies, manufacturers, and District services
9. Analyzes and maintains inventory records and performs fiscal year close activities related to fixed assets and communicates with District external auditors on the fixed asset program
10. Administers surplus and records retention activities throughout the District, arranges for document shredding, and manages disposition of surplus through auctions and private sales
11. Reviews and issues purchase orders for complex procurements and cooperative purchasing agreements and audits and approves routine purchase orders prepared by staff
12. Uses a variety of computer software to research, enter, format, modify, and retrieve data for special and regular reports, documentation, vendor files, trend analysis and presentations, and to perform administrative tasks, such as scheduling meetings and arranging meeting logistics
13. Composes and prepares correspondence and announcements to District staff
14. Analyzes data and systems available to retrieve desired information
15. Maintains online purchasing resource pages, such as forms, purchasing policies, contracts library, training materials library, and other web-based resources
16. Develops training materials on purchasing procedures and delivers one-on-one or group training to District-wide staff
17. Participates in District-wide finance user groups, safety committee, and emergency operations committee
18. Performs other related duties as assigned

Minimum Qualifications:

• Bachelor’s degree in business administration or a closely related field OR an equivalent combination of education and experience
• Successful work experience of increasing responsibility in purchasing and volume buying, specification development, securing and evaluation of bids, commodity pricing methods, discounts and selection of various supply sources
• Possession of working knowledge of bidding, public contract code, and purchasing policies and procedures
• Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff
• Excellent oral and written communication skills, including demonstrated skill in giving clear and concise instructions
• Demonstrated advanced skills in composing business correspondence and other documents using Microsoft Office Suite software
• Demonstrated skill in training, leading, and coordinating the work of others

Physical Requirements:
This classification requires oral and written communication, ability to analyze data, logical and sequential thinking, good memory, tact, patience, creativity and the ability to work closely in team settings with others, possession of a valid California Driver’s License and the ability to drive a motor vehicle to off-site locations in order to perform the essential functions, flexibility and adaptability to change, use of keyboard for extended periods of time, pushing, pulling, reaching, and moving objects of moderate weight.

Reporting to the Chief Financial Officer, the Payroll Manager performs professional supervisory work involved with managing and directing computerized payroll production for the District. The Payroll Manager develops, implements, and monitors procedures to ensure integrity of the payroll systems and to comply with applicable federal, state and local laws, regulations, and guidelines. Public contact is extensive and involves staff at various levels within the organization, local government agencies, and other outside entities for the purpose of exchanging technical accounting procedural and policy information. Duties and Responsibilities:

1. Directs and manages all payroll processes and related obligations of the District Payroll Department in compliance with labor agreements, legal requirements, and relevant District policy and procedures
2. Oversees the preparation of monthly payrolls for District employees and any retroactive pay adjustments
3. Reviews payroll control reports and approves payroll transmissions
4. Hires, trains, supervises, and evaluates assigned staff and provides feedback, training, and developmental support as needed
5. Establishes and monitors timelines and prioritizes work
6. Supervises the maintenance of District payroll records and reports as required by federal, state, local, and District policy, including meeting STRS and PERS requirements
7. Compiles information and calculations for W-2 reporting
8. Sorts and distributes W-2 forms at year-end and answers questions regarding accessing electronic W-2 forms
9. Oversees W-2 corrections and the preparation of W-2c and W-3c documents
10. Monitors and audits the accuracy and integrity of all payrolls, benefit health cost premiums, mandated benefit costs and balances the general ledger
11. Provides technical direction to support staff conducting various payroll activities
12. Investigates and resolves complex or unusual payroll problems, which may require specialized research or analysis
13. Oversees quarterly and year-end balancing and auditing processes
14. Ensures payment of payroll taxes, withheld wages, and preparation of federal and state tax returns
15. Works closely with the Information Technology Services (ITS) Department to identify and resolve system issues and to implement and maintain system applications, which ensure that payroll and time reporting meet STRS, PERS, local, federal, and state laws, collective bargaining agreements, and District policies and procedures
16. Maximizes technology functionality to ensure Banner (Ellucian) system is fully optimized
17. Recommends payroll system enhancements/modifications to comply with laws, regulations, tax requirements, reporting procedures, accounting policies, labor union agreements, and organizational needs
18. Confers with Human Resources, ITS staff, and external agencies, including auditors, state retirement agencies, health benefit agencies, consultants, and federal and state agencies
19. Enters and retrieves data and prepares reports, correspondence, and other written materials using various computer software, such as email, word processing, spreadsheets, and databases
20. Ensures timely report transmittals and payment to PERS and STRS retirement systems regarding employee resignations, retirements, and agency requirements
21. Develops, recommends, and revises payroll policies and procedures in accordance with laws, regulations, and policies
22. Reviews and makes recommendations concerning proposed legislation and policy issues
23. Analyzes proposed legislation affecting payroll issues to ensure District payroll procedures are in compliance
24. Attends and participates in various meetings and serves on committees

Minimum Qualifications:

The Position:
The Accountant performs professional work involved in first line supervision of accounting functions, complex account development, maintenance, modification, and reporting. Under direction, the position is responsible for applying generally accepted accounting principles to analyze, maintain, reconcile and verify a variety of budgetary, accounting and other fiscal records. The position supervises daily operations in a variety of functional accounting areas and maintains adequate oversight and internal controls over such operations. Public contact is extensive and involves staff at various levels within the organization, local government agencies and other outside entities for the purpose of exchanging technical accounting procedural and policy information. The Newark Recreation and Community Services Department is looking for Pool Service Technician for our fantastic swim lesson and aquatic programs, to work at the Silliman Activity & Family Aquatic Center. We are looking for someone to perform a wide variety of duties related to maintaining the City’s Aquatics facilities, pools, water slides and property. Swimming experience is desired. THE POSITION

Library Aides provide customer service to library visitors. Duties include checking items in and out at the Checkout Desk, opening new library accounts, collecting fines and fees, shelving materials, and assisting library visitors in finding materials and using the computers. Other tasks may include processing materials, providing storytimes for children, and assisting with other public programs for children, teens and adults. This is an ideal job for someone who is friendly, computer savvy, enjoys working with the public, putting things in order, and is detail-oriented. Bilingual skills are desirable.

Under supervision, to do library clerical, technical and customer service work, and related assignments as required.

This is skills-based physical labor work, in all weather conditions, for a person at an entry level or intermediate level. The work performed will support MRCA’s operation of nature parks within greater Los Angeles and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

Park Assistant III positions exist in the Routes, Construction and Developed Resources Divisions and specific duties may include but are not limited to:

Duties for the Developed Resources division also include repairs to utility infrastructure, building repairs, and skilled gardening, and assistance during special events.

Duties for the Construction division also include building renovation (carpentry, electrical, plumbing), utility infrastructure repairs, and new construction of park amenities and irrigation systems.

Depending on the division, the position may report to an Operations Manager, Deputy Division Chief or Division Chief. The County of Yuba is currently recruiting for to establish an employment eligibility list for Full Time and Extra Help positions as a Cook within the Yuba County Jail. Under close supervision, prepares and provides institutional meals following federal and state nutritional guidelines, and performs other duties as assigned.  Yuba County staffs the Cook classification at the County Jail division in the Sheriff’s department  This position performs a full range of tasks associated with the preparation and distribution of meals to juvenile detainees and adult inmates.  The incumbent ensures that properly prepared nutritional meals are produced in a large volume, institutional setting.  Responsibilities also include overseeing detainees and/or inmates and institution workers assisting with food preparation. 

For successful performance, the incumbent would be required to have knowledge of principles, methods and equipment used in high volume meal preparation in an institutional setting; basic food groups and nutritional values; safe work practices related to food preparation, storage and service; basic business arithmetic; and basic inventory and record keeping principles and practices. Skill in overseeing and preparing meals in a large scale, institutional setting; overseeing and training others in basic cooking and work procedures; operating, cleaning and performing minor maintenance to large institutional food preparation and cooking equipment; maintaining accurate records and preparing work related reports; directing others in work procedures; and reading, understanding and following recipes and oral and written directions. The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff.   The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated.  The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. There are numerous programs operating within the facility including medical, kitchen, exercise, commissary, visiting, law library, inmate education, work programs, work furlough program, and inmate classification.

Definition: Under supervision, to provide facility support to recreation programs, activities or services; understands and adheres to facility policies and procedures; and performs related work as required.  This temporary part-time non-benefited position works an average of 5 - 25 hours per week during the program year.  Available shifts are Saturday and/or Sunday afternoons/evenings.

Essential Duties:  Depending upon assignment, the duties of a Facility Attendant - Recreation Leader I, II or III may include, but are not limited to, the following:

Recreation Leader III:  Equivalent to completion of the twelfth (12) grade.  Equivalent to six (6) months full-time experience (approximately 1,000 hours) of volunteer or paid work experience equivalent to a Recreation Leader II with the City of Millbrae. Depending on area of assignment, previous knowledge of and experience participating in the activity and/or sport is desirable.

Certificates:  Must possess a first aid/CPR certification or be willing to obtain one.
