WHAT YOU WILL DO

Auburn’s Building Division is a team of four that provides permitting, planning and inspection services. This position is a core member of the team, guiding and coordinating inspection services. Their expertise and leadership play a crucial role in maintaining high standards to ensure compliance and safety for building occupancy.

Under direction, the Senior Building Inspector performs the full range of building inspection duties involved in the inspection of routine and complex structural building systems at various stages of construction, alteration, and repair for compliance with approved plans and codes; conducts plumbing, electrical, and mechanical inspections; assists in the review of building plans and specifications; and investigates violations and complaints, conducts enforcement actions, and secures compliance with codes.

 

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Actual work may vary based on department needs or change due to evolving business practices.

• Perform field building inspections of complex industrial, commercial, and residential buildings during various stages of construction and remodeling to ensure that structures are being constructed in accordance with approved plans and specifications; inspect all aspects of building construction, including plumbing, electrical, structural, and mechanical installations, for compliance with applicable codes, ordinances, and regulations and to ensure the proper and safe installations of building systems; note defects in construction work and issue correction notices.
• Inspect foundation, cement, framing, plastering, and a large variety of routine and/or complex structural building systems and elements including checking stud, joist, rafter spacing, and other structural member factors; examining grade, quality, and treatment of lumber; and examining cement, lath, wire, and composition.
• Confer with, coordinate with, and provide information and assistance to architects, engineers, contractors, builders, and the general public in the field and office; explain and interpret applicable codes, ordinances, and zoning regulations, requirements, and restrictions.
• Assist at the public counter; review plans and specifications; issue permits and collect fees.
• Make field review of plans and specifications.
• Coordinate inspection activities with other City departments.
• Investigate violations and complaints and conduct enforcement actions; prepare letters for non-compliance and expired permits.
• Assist in the conduct of zoning and general land use and code enforcement inspection work as assigned.
• Maintain a variety of files and records related to areas of assignment; input and retrieve information into computer data bases; prepare reports, correspondence, and a variety of other written materials as requested.
• Assist the Building Official in the design and bidding of public projects, budget review, scheduling extra help, and other special projects and administrative assignments as assigned.
• Serve as acting Building Official as assigned.
• Perform related duties as required.

The Department: 
As a community owned, not for profit municipal electric utility, Silicon Valley Power (SVP) has provided dependable electric service for over 125 years. SVP provides electricity service to over 57,000 residential and business customers. Today, SVP owns, operates, and participates in more than 1200 MW of electric generating resources and serves a peak load of approximately 700 MW. SVP’s expansion plan will double the operating capacity over the next ten years. High-profile customers include large corporations such as Intel, Applied Materials, Amazon Web Services (AWS), and NVIDIA. SVP currently provides more than 40% of Santa Clara’s electricity from carbon free renewable resources. The Position: 
SVP is seeking a candidate who is a strategic thinker, enjoys challenges, and will work collaboratively with other areas of the organization and City to elevate the use of technology in all aspects of operating an electric utility.   SVP is in a unique position among electric utilities in experiencing dramatic growth over the next 5-10 years, primarily due to energy intensive data centers but also due to electrification.  The successful candidate will continue efforts to elevate technology to support SVP’s growth plans and other goals while at the same time ensuring a focus on core functions and continuous improvement in the way SVP operates, including:
 

• Develop, manage, and continually update a proactive Cybersecurity portfolio for the Electric Department, including a Utility Cyber Security Policy that maintains NERC CIP Compliance yet promotes Utility Business functionality. 
• Develop Utility Strategic Technology Plan that identifies core competencies and principles of SVP focused Systems Support Group. This plan should leverage existing abilities of City IT group, Cloud computing opportunities, and consultants to deliver current and emerging technology
• Support, maintain, and administer more than 50 databases (Oracle, SQL), all on-prem, cloud, and hybrid/hyper-converge servers
• Support and administer AMI network, NERC CIP and other compliance initiatives, technology needs, SharePoint (corporate and NERC), GIS platform, and security cameras and monitoring
• Provide physical security planning support for Electric Dept facilities and substations; and
• Develop and implement workforce technology changes
• This position will play a critical role over the next few years to not only support SVP’s ambitious goals, but also the City of Santa Clara as it hosts several high profile events, including the February 2026 Superbowl and several Soccer World Cup Games later in Summer 2026

 
As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.
 
The position is housed at SVP main offices in Santa Clara but may also have the flexibility to work partially from Northern California Power Agency’s Satellite Office in Citrus Heights in Sacramento County.

Minimum Qualifications

 

EDUCATION AND EXPERIENCE
• Education and experience equivalent to a bachelor's degree in Accounting, Economics, Engineering, Business Administration, Financial or Risk Management, Marketing, Mathematics, Public Administration or closely related field;
• Six (6) years of experience at a responsible level in engineering, administration, contracts administration, reliability standards compliance, customer relations and strategic services, economic trend analysis and forecasting, financial analysis, marketing, rate setting, resource planning, power contracts power trading, risk management, statistical analysis of market place business practices and operations, communications, information technology, environmental and regulatory compliance, engineering operation and maintenance in the electric utility industry or related field; and
• Including a minimum of 2 years of management experience.

SUBSTITUTIONS
• 8 years of applicable electric utility experience may be substituted for the education requirement.
• An advanced degree in Engineering, Business Administration, Public Administration or related field may be substituted for up to 2 years' experience on a year for year basis.

DESIRABLE QUALIFICATIONS
• An advanced degree in the applicable field is desirable; and
• Possession of a certificate of registration as a Professional Engineer in the State of CA is desirable.

LICENSE
• Possession of a valid California Class C driver's license is required at the time of appointment and for the duration of employment.

OTHER REQUIREMENTS
• Must be able to perform all of the essential functions of the job.
• May be required to work unusual hours in emergency situations;

Auburn Transit is looking for qualified individuals with a valid CDL to join our transit team. These positions are seasonal, part-time and each has a maximum of 999 hours of work per fiscal year. The incumbent's schedule will be based on the designated bus route shifts and may vary to accommodate community transit needs.

 

WHAT YOU WILL DO

The Bus Driver II operates and maintains a variety of transit and General Public Paratransit (GPPV) vehicles to transport passengers in a safe, courteous and reliable manner. This position will primarily transport passengers on commercial motor vehicles, but may provide transit services through Auburn OnDemand, the City's ride-share service.

Auburn Transit provides fixed and on-demand transportation services to the community. In addition to designated bus routes, Auburn Transit works with other local transit agencies to ensure adequate services are provided for school needs and special events. DISTINGUISHING CHARACTERISTICS

The Bus Driver II is a journey-level classification responsible for full range of duties and operation of all transit vehicles in the fleet. It is necessary incumbents have a full knowledge of transit laws, operating procedures and policies. The role performs under general supervision from the Transportation Supervisor or designee and does not involve supervision over other staff.

• Operates a bus or other General Public Paratransit (GPPV) vehicles on City streets and highways in all weather conditions to transport passengers on established routes with designated stops, on-demand rideshare services, field trips and special events.
• Ensures passenger safety by observing passenger behavior, verifying safety belts are secured and rendering aid to passengers in an emergency.
• Assists passengers boarding and deboarding as needed or requested, including senior citizens, individuals with disabilities and care-dependent persons.
• Operates a smart device and two-radio to respond to transit dispatch and on-demand rideshare requests requiring adjustments to existing schedules and routes.
• Operates automatic wheelchair lifts, collects fares, issues passes, secures wheelchairs and other assistive devices.
• Promptly notifies management and completes reports regarding accidents and incidents involving vehicles and passengers.
• Conducts mandatory daily pre-trip vehicle inspections adhering to state and city regulations before each route, including reporting inspection results, daily trip logs, and required vehicle repairs and maintenance.
• Performs minor maintenance, repair and cleaning of transit vehicles and fleet storage facility.
• Adheres to all public transit federal, state and local laws, rules and regulations.
• Maintains a valid California driver’s license and passenger certifications required by the state vehicle code, Department of Motor Vehicles, Department of Transportation and other applicable standards.

The Transit Manager is an important part of the City's transit team that provide services including the Auburn Loop fixed route and Auburn OnDemand ride share programs.

Under direction of the Public Works Director, the Transit Manager is responsible for the management, supervision and participation in the daily operations of the Transit Division. Definition

Under immediate supervision, learns and performs inspection of public works street, highway, bridge and tract right of way construction projects; performs related duties as required.

Class Characteristics

This entry-level classification in the Construction Inspector series reports to a Senior Civil Engineer through a Construction Coordinator in the Construction Inspection Section of the Public Works Engineering Division. It is characterized by the responsibility to learn and to inspect public works construction projects for compliance with codes and specifications. Incumbents' assignments, objectives and work methods are specified; issues of fact are referred to the supervisor; review of work is ongoing and responsibility for achieving work objectives rests with a supervisor. Incumbents' work will gradually be done on a more independent basis subject to occasional review in progress through questions/problems and consultation with the supervisor and the section head. It is distinguished from the next higher classification of Senior Construction Inspector by the latter's technical expertise, performance of fully qualified journey level work with a minimum of supervision, and responsibility to provide training and technical expertise to Construction Inspector incumbents.

 

Essential Functions

• Reviews construction plans, specifications, encroachment permits, and other plans affecting assigned projects.
• Participates in meetings to discuss construction details and resolves issues with contractors and other agencies.
• Conducts on-site inspections of construction materials, grade elevations, underground facilities, construction safety precautions, minor concrete structures, street light installations, traffic signal installations, traffic control devices, and erosion and siltation control installations to determine compliance with contract plans and specifications, and with city and other governmental regulations.
• Makes field measurements.
• Ensures conformance with applicable safety standards and regulations.
• Assists in coordinating materials testing.
• Identifies problems.
• Monitors the correction of project deficiencies.
• Identifies and recommends approval of necessary contract and/or plan adjustments to accommodate field conditions.
• Maintains daily diary and field records of material and quantities used.
• Calculates and recommends formal approval of appropriate progress payments to contractors for work completed.
• Investigates citizen complaints related to encroachment and/or grading violations.

Minimum Qualifications

Knowledge, Skills and Abilities

Knowledge of: Surveying and construction staking (grade-setting) practices; standard construction practices including specifications, methods, materials and equipment; mathematics through plane geometry and trigonometry; methods and techniques of materials testing; soil types and characteristics; standard specifications and construction details book (both City and State); construction safety standards; OSHA and CalTrans Traffic Control Devices Manual; traffic safety.

Skill in: Driving an automobile on paved and unpaved surfaces; operating surveying equipment; and preparing field sketches.

Ability to: Evaluate quality of construction and construction materials; determine safety implications of construction techniques; perform mathematical calculations through plane geometry and trigonometry; read blueprints; read public works construction and topography maps and grading plans; determine and verify elevations using hand level and calculator; communicate effectively with individuals from a variety of cultural and socio-economic backgrounds both orally and in writing; resolve inter-personal conflicts; identify problems, evaluate alternatives and arrive at logical decisions; read and interpret complex regulations and technical documents, including plans and specifications; understand and use standard engineering and hand held tools used in Public Works Construction Inspection; learn city encroachment and underground ordinances.
