Reporting to the Director of Equal Employment Opportunity and Workforce Inclusion, this position is responsible for assisting with the implementation and administration of the District’s various Diversity-related programs: EEO Program/affirmative action and Diversity Program for Contracts (Disadvantaged Business Enterprise and Small Business Enterprise ("DBE/SBE")) as well as support for the Leave Management Program. This position works on complex compliance matters within the EEO and Workforce Inclusion Department.

Essential Responsibilities

A. Equal Employment Opportunity/Affirmative Action & Workforce Inclusion

• Provides support for the Director of EEO and Workforce Inclusion on workforce analysis needs, monitoring and reporting in compliance with FTA Regulations. 
• Assist with Employee Resource Group programs in support of the Diversity, Equity, and Inclusion (DEI) Strategy to drive an inclusive culture within the District. 
• Assist with EEO related training as needed.
• Perform additional related duties as assigned.

B. Disadvantaged Business Enterprise

• Provides support for the Diversity Program for Contracts in compliance with Federal Transportation Administration (FTA) and Federal Highway Administration (FHWA) guidelines and District business operational goals to ensure continued federal funding.

• Receive, log, maintain and store files; and respond to general inquiries regarding the DBE/SBE Program. 
• Compile, analyze, and report on agency, contractor, and vendor information; and ensure information is accurate and in compliance with Title 49 Code of Federal Regulations Part 26. 
• Assist with the coordination of communications, community involvement, and vendor outreach events; provide program information and instruction to small businesses seeking certification; and compliance audits of contracts with DBE/SBE goals.
• Monitor assigned contracts with DBE/SBE participation to ensure compliance with program and applicable regulations. 
• Track progress toward attaining DBE and SBE goal commitments; including performing Commercially Useful Function reviews.
• Evaluate bids/proposals to ensure requirements are met for contract awards. 
• Conduct pre-bid/proposal meetings to convey contract requirements related to the Diversity Program for Contracts. 
• Assist with desk and compliance audits on contracts; prepare performance documentation and required checklists. 
• Assist with Diversity Program staff reports and other correspondences.
• Attend meetings and outreach events as department representative. 
• Review DBE/SBE utilization documentation, DBE/SBE subcontracts, and vendor invoices to ensure regulatory compliance requirements are met and all applicable documentation is included and accurate; identify and document noncompliance issues.
• Perform additional related duties as assigned.

C. Leave Management

• Provide support for all aspects of leave management (FMLA/CFRA, Medical, Military, Personal Leaves), to include in-take and eligibility determinations, communications with employees regarding eligibility.
• Monitor and maintain employee leave claims dates in Outlook.
• Perform data entry, craft letters, educate and schedule employee leave meetings on-line or in-person.
• Perform additional related duties as assigned.
• Regular and reliable attendance and performance required.

 

Minimum Qualifications

 

EDUCATION/EXPERIENCE REQUIREMENTS:

A combination of college level training and position related experience equivalent to:

• Bachelor’s degree with coursework in business administration, human resources, public policy, or a related field preferred.  
• Human Resources certification may substitute for Bachelor’s degree with at least three years' recent experience in the administration of EEO Programs, Human Resources programs, Community Outreach or contract management and compliance-related work.

 

Preferred Qualifications:

• Experience working with EEO/Affirmative Action Programs and reporting.
• Two years’ experience administering a DBE/SBE Program or similar business diversity programs.
• Experience utilizing contractor utilization software (e.g. B2GNow). 
• Knowledge of Human Resources principles

 

Required License:  

• A current, valid California Driver's license and satisfactory driving record desired (Operates District vehicle in the course of work responsibilities).

 

Physical Requirement:  

Mobility to perform the critical and important duties of the job, including sufficient physical mobility to visit a variety of work sites and sufficient strength to lift and carry boxes of material weighing up to 30 pounds. Work in a typical office setting. Vision to read printed materials and a computer screen. Hearing and speech to communicate in person, over the telephone, and in virtual meetings. Under the direct supervision of the IT Director, the IT Support Technician II performs more advanced support for the help desk, applications, and technical support for the Peninsula Library System libraries. The position is part of the Peninsula Library System's IT Unit, called the Peninsula Library Automated Network (PLAN).

This position serves as the primary point of contact for the help desk ticketing system, manages Active Directory accounts, provides desktop support, and offers assistance with Office 365 and list-serv operations.

The position serves as the technical lead for library service applications for the member libraries, including RFID software and hardware, automated material handling and sorting systems (AMH), and providing occasional hands-on support for library check-in equipment. They are responsible for coordinating and managing small to large scale projects.

SENIOR RECREATION LEADER

Summary Description

Distinguishing Characteristics

Associate Engineer - This is the journey level class in the engineering series. Associate Civil Engineer | Senior Civil Engineer

The Public Works’ Administration and Engineering Team works on the Capital Improvement Program (CIP), which includes projects for our full-service agency. Individuals with interest or experience in CIP, Land Development, and Traffic Engineering are encouraged to apply.  Now is an exciting time to join our team with a robust CIP program, community interest in infrastructure, and the development of several large public projects.  Most notably, the construction of a new water tank, replacement of existing water tanks, new well installation, water pump station rehabilitation, sewer lift station rehabilitation, and community funded pavement projects.   

 

Associate Civil Engineer:

The Associate Civil Engineer performs complex engineering work in the office and field for environmental, water, sewer, street, and other Public Works projects and programs, ensuring technical competence and compliance with all current codes and criteria.   

Other duties may include determining codes, regulations, and requirements; preparing, reviewing and coordinating the development of engineering plans, specifications, agreements, maps, reports; providing project management for municipal public works projects; reviewing construction bids; administering grant applications; responding to public inquiries; assisting in survey work; administering permits for utility, street use, and franchise; and providing engineering support for other City departments.  

 

Minimum Qualifications: 

• Graduation from an accredited four-year college or university with a degree in civil engineering or a closely related field. 

• A minimum of three (3) years of responsible civil engineering experience performing duties comparable to an Assistant Civil Engineer. 

• Possession and maintenance of a valid registration as a Professional Engineer in the State of California or possess Professional Engineer Registration in another state with the ability to obtain California registration within six (6) months. 

 

The ideal Associate Engineer candidate will possess the following:    

• Possession of a Master’s degree is desirable. 

• Advanced knowledge of civil engineering principles, practices and methods as applicable to a municipal setting.   

• Municipal or related consultant experience highly desirable.  

 

Senior Civil Engineer: 

The Senior Civil Engineer performs is responsible for managing a wide range of Public Works projects and initiatives, as well as the potential to supervise and oversee professional, journey-level, and technical staff and consultants. The Senior Civil Engineer for will report directly to the Principal Civil Engineer of the Capital Improvement Program (CIP).  The Engineering Team work under the general direction of the City Engineer/Deputy Public Works Director.    

The Senior Civil Engineer for CIP will manage projects in a broad range of disciplines including water, sewer, storm drain, pavement, transportation, and facilities.   The City’s CIP budget for fiscal year 2024-2025totals $142 million and consists of approximately 96 projects, including the replacement of Fire Station 52, the construction of water tanks, water and sewer mains and pump stations, railroad grade separation, and transportation projects.  The community additionally passed a local measure, which provides for enhanced funding for pavement treatment.  The Senior Engineer will be entering into a cohesive, collaborative and supportive Engineering Section team.    

 

The ideal Senior Civil Engineer candidate will possess the following:    

• Possession of a Master’s degree in civil engineering or a closely related field. 

• Possession of Professional Traffic Engineer Registration in the State of California highly desirable.  

• Municipal professional engineering and supervisory experience highly desirable.  

 

Minimum Requirements 

• Graduation from an accredited four-year college or university with a degree in civil engineering or a closely related field. 

• A minimum of four (4) years of increasingly responsible experience performing program management or project coordination; at least two (2) years of this experience must be equivalent to an Associate Civil Engineer or above.  

• Possession of a valid California driver’s license or the ability to obtain one prior to employment. 

• Possession and maintenance of a valid registration as a Professional Engineer in the State of California or possess Professional Engineer Registration in another state with the ability to obtain California registration within six (6) months.

DEFINITION

 

Under supervision, performs electrical, preventive and corrective maintenance, modifications of existing equipment and the installation of new electrical equipment used within the wastewater treatment plant, the wastewater lift stations and the potable water pump stations and equipment; on 24-hour emergency call for electrical repairs; and performs other duties as assigned.

 

 

EXAMPLES OF DUTIES

 

Installs, repairs, maintains or replaces electrical equipment including but not limited to, motor control centers, generators, switchgear panels, variable frequency drives, pump controllers, large distribution breakers, motors of various sizes and voltages, ground fault systems, magnetic and solid state starters, building lighting and power, HVAC equipment, reduced voltage transformers, SCADA control systems, fused disconnects, and various size and types of lighting. Shall review plans and specifications, may inspect electrical components to be installed during new construction, equipment replacement or modification. Shall maintain equipment records on the computerized maintenance system and update drawings as required.

 

 

MINIMUM QUALIFICATIONS

 

Knowledge of: Electrical tools including but not limited to, basic hand and power tools, electric cable puller (mule), conduit benders (both hand and hydraulic), MEGGER, phase rotation meter, VOM meter, hydraulic knock-out tool, hand and power threading equipment, accepted safety practices and standards related to both personnel practices and proper handling and installation of equipment and systems. National Electrical Code; installation, operation and maintenance of motor control centers, power generation equipment, pumping control equipment with all types of motors.

 

Ability to: Read and interpret electrical diagrams, plans and electrical codes. Instruct others in preventive maintenance and corrective maintenance of electrical equipment and of safe work practices.  Work independently and with non-skilled electrical personnel.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical Requirements:  Moderate and sometimes strenuous exertion required including crawling, stair climbing, lifting, carrying and/or handling up to 50 pounds for 30 minutes.  Work in confined areas and wear protective garments.  May work in conditions which require exposure to noise, noxious odors, gases and contact with wastewater.

 

Experience: Four years of journey-level electrical trade experience involving work performed in conformance with standard codes and both single and three phase equipment.  Experience with water or wastewater utility systems desirable.

 

Education:  Graduation from high school, or equivalent.  Continuing education in related subjects is desirable.

 

License:  Possession of a valid Class C California Driver’s License.

About This Position

The Associate Management Analyst (AMA) will assist in the oversight of DEM program budgets, ensuring financial efficiency and policy compliance, with responsibilities including revenue projections, cash flow analyses, cost containment, grant disbursement, and managing annual and mid-cycle budgets. This role includes preparing budget estimates, evaluating revenue and expenditure budgets, resolving cross-departmental fiscal issues, reviewing budget submittals for accuracy, and assisting with funding challenges.

 

Initially under close supervision, incumbents with basic professional administrative education and/or experience perform analytical and technical work within an assigned division/department. At this level, the impact of the decisions is moderate, and the work is typically one of interpreting, explaining, or gathering information.

 

Additionally, the AMA will plan and administer DEM programs, conduct analytical studies, prepare reports, and ensure compliance with regulatory requirements. The selected candidate will track and monitor the adopted budget and prepare periodic budget reviews for submission to County departments, administration, and boards and commissions, such as the Emergency Services Council (ESC).

 

This crucial position will also involve various tasks to support the County’s financial integrity and operational excellence, significantly contributing to the overall success of San Mateo County.

 

The ideal candidate will possess:

• Strong financial management skills, including budgeting, forecasting, and grant disbursement.
• Experience in developing and presenting operating and capital budgets, including preliminary estimates and salary projections.
• Proficiency in tracking and monitoring budgets, preparing periodic reviews, and ensuring adherence to timelines.
• The ability to resolve cross-departmental budget issues and propose procedural solutions.
• Analytical skills to conduct financial analyses and special research projects, evaluate alternatives, and make recommendations.
• Excellent written communication skills for preparing technical records, reports, and recommendations.
• Computer skills and knowledge of a variety of software programs.

 

Examples Of Duties

The DEM AMA’s responsibilities may include, but are not limited, to the following:

• Develops and manages program, annual, and mid-cycle budgets, including revenue projections, forecasting, multi-year cash flow analysis, cost containment, distribution, grant funds disbursement, and salary and benefits projections.
• Tracks and monitors the adopted budget and prepares periodic budget reviews for submission to County departments, administration, and boards and commissions, such as the Emergency Services Council (ESC).
• Formulates, prepares, and communicates budget completion schedules, calendars, and deadlines.
• Facilitates and coordinates the resolution of cross-departmental budgetary issues, including identifying and proposing procedural solutions.
• Balances expenditures and revenues and identifies funding gaps; assists departments in resolving funding issues; prepares status reports and manages budgetary control systems; recommends and processes budget amendments.
• Ensures compliance with Federal, State, County, and funding agency regulatory and reporting requirements and applicable laws, regulations, and professional practices.
• Attends meetings, conferences, workshops, and training sessions and reviews publications and related materials to become and remain current on principles, practices, and new developments in assigned work areas.
• Performs other duties as assigned.

 

Qualifications

Education and Experience :

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Education: Degree from an accredited four-year college or university with major coursework in business administration, fiscal, or a related field.
• Experience: At least one year of fiscal administrative experience is typically required at the Associate Management Analyst level.
