THE DEPARTMENT: The Salinas Police Department has an authorized staff of 170 sworn and 55 non-sworn personnel, with an annual budget of $47 million. The Department is responsible for providing a full range of crime prevention and law enforcement services to a diverse community of over 161,042 residents. The Department responds to an average of 8,700 calls for service each month.

THE POSITION: Becoming a City of Salinas Police Officer represents an outstanding employment opportunity for dedicated and career-minded men and women. The City offers a competitive salary and excellent paid benefits. The City of Salinas Police operates on a Ten Plan (Patrol has rotating weekends off). Officers dictate reports into a 24-hour word processing unit. A variety of specialized assignments are available, including SWAT, Crime Scene Investigator, K-9 Officer, PAL and Hostage Negotiation Team (HNT). Each will receive an additional 5% of base monthly salary while in those assignments.

•  P.O.S.T. Basic Academy Course certificate* or P.O.S.T. Requalification Course certificate*. Certificate must remain valid by appointment date. 

• Applicants who submit a P.O.S.T. Requalification Course Certificate, must submit a valid WSTB*. South Bay WSTB Certificate must accompany application and be valid within 12 months prior to application.
• POST Certificate must remain valid by appointment date.
• Applicant must have a High School diploma or GED.
• Applicant must be 21 years of age at time of appointment to Police Officer.
• Must be a U.S. citizen or have applied for citizenship before application for Police Officer.
• Valid California Driver’s License.
• Bilingual (English/Spanish) skills are highly desirable. 


APPOINTMENTS: Prior to appointment, all candidates must successfully complete a background investigation, polygraph examination, psychological evaluation, Chief’s interview, meet the current Police Officer Standards and Testing (P.O.S.T.) medical standard for peace officers, and a drug & alcohol screening test. Candidates must meet the department’s pre-employment policy regarding illegal use or possession of drugs. The City reserves the right to use alternate testing procedures if deemed necessary. VETERAN’S PREFERENCE: A veteran is defined in accordance with California Government Code 18540.4. In order to exercise this preference, the veteran must submit the City’s Veteran’s Preference Application and provide a copy of the DD-214 form at time of application as proof of military status. Failure to submit the required forms will be deemed a waiver of veteran's preference. Military veterans shall be given preference in initial appointment to City service. DRUG & ALCOHOL TESTING POLICY: Candidates offered employment must pass a pre-placement medical exam, which includes a drug and alcohol-screening test, prior to final appointment. Hiring decisions may be based upon the results of the pre-employment drug and alcohol screening. Positive samples are retained for 90 days from the date of notification. Applicants with a positive result must notify the City in writing prior to expiration of the 90 days to request retention beyond the 90 day period. A copy of the
City’s Drug and Alcohol Testing Policy is available upon request.

HEALTH INSURANCE: Members of the SPOA will be enrolled in the PORAC group health plan. Other health coverage may be available depending upon your residence; however, the City will only provide the premium amount equal to the CalPERS Choice plan. The City pays 100% for Denlta Dental and VSP for employee and eligible dependents.

EDUCATIONAL ACHIEVEMENT PAY: P.O.S.T. Intermediate Certificate 3.5%, P.O.S.T. Advanced 3.5%. (For employees at top step)

ANNUAL LEAVE: Accrued at a rate of 22 days per year for the first five years; 27 days through 10 years, with additional longevity increases.

HOLIDAYS: Twelve days per year and one floating holiday (unless employee elects to use 10 per year as furlough).

RETIREMENT: Membership in the California Public Employees Retirement System (CalPERS) varies on eligibility and current retirement contribution status.

New Members: Retirement formula 2.7%@ 57, Member Contribution Rate 12.75%
• A new hire who is brought into CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System or who is not eligible for reciprocity with another California Public Retirement System
• A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS employer after a break in service of greater than six months.

Classic Members: Retirement formula 3% @ 55, Member Contribution Rate 9%
• Classic members who have an established CalPERS membership and who do not fall under the new member requirements.
(This includes Lateral Officers transferring from another agency that might be under a 3% @ 50 formula)

LONG-TERM DISABILITY: Private long-term disability plan for job related or non-job related disability.

DEFERRED COMPENSATION: Employees may elect to enroll in one of two plans.

UNIFORM ALLOWANCE: $1,200 per year. Employees will receive their allotment on a monthly basis.

FITNESS/WELLNESS PROGRAM: Physical fitness incentive program up to $1,000 per year.

BILINGUAL PAY: 5% of base salary for employees holding designated positions and who qualify through testing procedures.
