Description

San Mateo County Libraries (SMCL) is currently offering an opportunity for an enthusiastic, committed, energetic and flexible manager to join a progressive, future-oriented team. Under general direction from the Library Director and/or Deputy Directors, the Library Services Manager - Employee Services will serve as the organization’s subject matter expert regarding a variety of personnel processes. We are looking for a forward-thinking and creative leader to plan, coordinate, and direct the personnel division of our organization.

 

While this recruitment may be used to fill any Library Services manager vacancies, the current opening is for a Library Services Manager – Employee Services, focused on the employee experience within the Library. This position will serve as internal support for library management ensuring goals for the workforce are met.

 

The ideal candidate will have 5 years of increasingly responsible public sector experience administering and leading strategic programs/services in the areas of personnel and staffing management preferably in a library setting. A Master’s degree in Library Science or related field is highly desirable.

In addition, the ideal candidate will be knowledgeable and have experience in the following areas:

  • Human Resources Information systems applications.
  • County policies and procedures, including the Civil Service Rules, labor contracts, and pertinent State, Federal, and local laws relating to human resources.
  • Research and analysis methods and principles.
  • Techniques for conducting effective public presentations.
  • Industry trends relative to employee services.
  • Personnel management principles and techniques, including interviewing, selection, training, supervision, evaluation, motivation, discipline, and staff development.
  • Research and reporting methods, techniques, and procedures.
  • Record keeping principles and procedures.
  • Modern office practices, methods, and computer equipment.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Techniques for dealing effectively with the public, vendors, contractors, and County staff.
  • Assist in the development of goals, objectives, policies, procedures, and work standards for the department.
  • Plan and conduct effective management, administrative, and operational studies.
  • Prepare complex and detailed written reports, program policies, procedures, and contracts.
  • Gather and analyze data and make effective recommendations to address moderate-to-complex personnel related problems.
  • Comprehend written material; interpret, apply, and explain County policies, labor contracts, and other relevant State, Federal, and local policies, procedures, laws, and regulations.
  • Analyze, interpret, summarize, and present administrative and technical information and data in an effective manner.
  • Evaluate and develop improvements in operations, procedures, policies, or methods.
  • Effectively represent the library in meetings with governmental agencies, community groups, and various businesses, professional, and regulatory organizations, and in meetings with individuals.
  • Operate modern office equipment including computer equipment and specialized HR software applications programs.
  • Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Qualifications

Education and Experience:

Any combination of experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Equivalent to graduation from an accredited four-year college or university with major coursework in human resources, business or public administration, or a related field, and five (5) years increasingly responsible personnel experience in public sector, including two years experience in a management capacity. A master’s degree in a related field is highly desirable.
