Alameda County Housing and Community Development

The Alameda County Housing and Community Development Department (HCD) acts as a conduit for Federal, State and local funds, brining scarce resources to our community to impact the housing crisis.  HCD provides both loans and grants to community partners which implement our goals by developing affordable housing and supportive housing programs that serve the County’s vulnerable populations, including homeless, disabled, and low- and moderate-income households.

HCD’s Purpose is to support the social and economic stability of lower-income and vulnerable households.

HCD’s Mission:

• Finance and support decent, affordable and accessible housing;
• Revitalize neighborhoods and community districts;
• Support the creation of needed facilities;
• Fund and coordinate self-sufficiency services;
• Serve people who are currently homeless and work to end the condition of homelessness in Alameda County; and
• Preserve and better the quality of life for Alameda County residents.

HCD’s work is based on identifying community needs, obtaining funding resources and working in partnerships with affected communities and individuals, public agencies, non-profit community-based organizations, private financial institutions, business and property owners.  HCD’s services are targeted to the most vulnerable low- and moderate-income individuals, families, and communities throughout Alameda County.
