DEFINITION

 

Under general direction, to supervise and review the work of the professional and technical staff of a section of the Engineering Division engaged in preparing and/or reviewing plans, specifications, designs, estimates, and inspections relating to capital improvement, construction, development, and maintenance projects; to coordinate the work of the section with that of the Engineering Division and the Public Works Department; and to perform complex engineering design, construction inspection, contract administration, and related work as assigned.

 

 

EXAMPLES OF DUTIES

Provide engineering consultation services to various field and office personnel; design and/or manage design and construction contracts on City's capital improvement projects; review architectural, development and/or engineering maps, plans, specifications, designs, and cost estimates, and provide recommendations on the feasibility of bidding and constructing various construction or maintenance projects prepared in-house or by consultants; administer contracts and inspect construction to insure technical and legal compliance; plan, organize, and coordinate assigned work with other City departments and outside agencies, consultants, and contractors; prepare or direct project-related studies, reports, and correspondence for City administrators, officials, and citizens; research and prepare Issue Statements on various policy questions; assist with preparation of annual division budget; review, revise and maintain the City's General Conditions, Standard Specifications and Drawings ("Standards"); research design and construction procedures and materials, and recommend improvements in Standards to the City Engineer; formally evaluate performance of assigned personnel.

 

 

MINIMUM QUALIFICATIONS

 

Knowledge of: Principles and practices of civil engineering design and construction; principles and techniques of management and supervision including planning, organizing, and developing goals and objectives; principles and practices of design administration including computer aided design (CAD); theories, techniques, materials and equipment used in construction and maintenance of municipal Public Works

improvements; legal issues, including liability laws, relating to municipal construction and civil engineering.

Ability to: Demonstrate skill and/or acquire current knowledge in organizing, managing, supervising and evaluating the work of professional and technical engineering personnel; employ City administrative, budgeting, purchasing, personnel management and other related processes and procedures to assist in managing the division; prepare or direct the preparation of complex plans, specifications, and legal contracts; conduct contract negotiations for City projects; demonstrate clear and effective oral communication; prepare clear and concise correspondence, reports and other written documents; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

 

Education: Possession of a Bachelor's degree in civil engineering or closely related field.

 

Experience:  Five years of increasingly responsible experience in design and construction management of civil engineering projects, with at least two of the five years at a level equivalent to a City of Daly City Civil Engineering Associate.

 

License: California registration as a professional Civil Engineer and a valid Class C California Driver's License.

Ideal Candidate

Education: Possession of a Bachelor's degree in civil engineering or closely related field.

A.    Section 125 Options - Available to all eligible full-time employees.

 

  1. Cafeteria Plan Options with Lump Sum – Effective December 2019, the City shall contribute to the monthly Cafeteria Allowance allocated specifically for the mandated purchase of insurance coverage as follows:
  • No coverage:  $500.00 (for employees hired after January 31, 2020)
  • No coverage:  $1180.00 (for employees hired before January 31, 2020)
  • Employee Only:  100% of the CalPERS Kaiser Bay Area medical premium (for employees hired before January 1, 2020, the employee only cafeteria allowance shall remain frozen at $1330.00 per month until it equals the employee only Kaiser rate.)
  • Employee +1: 95% of the CalPERS Kaiser Bay Area medical premium.
  • Employee +2: 95% of the CalPERS Kaiser Bay Area medical premium.

 

                 Mandated:

 

                 Dental/Orthodontia (Eff. 01/01/2020) - Employee pays full premium: $117.30/mo.

 

                 Maximum Annual Dental Benefit:             $1,500 Non-PPO/$1,600 PPO                                              

                 Maximum Lifetime Orthodontia Benefit:     $2,000

 

                 City-sponsored Short/Long Term Disability – The employee pays the full premium of $35.00/mo.

 

                 City-sponsored Group Term Life (Eff. 04/01/2021) – Employee pays full premium ($0.235 per $1K). Coverage varies from $25K-$40K. Majority at $25K.

                 Optional:

 

                 Medical: PERS basic health plans offered and employees may purchase coverage with remaining monies after mandated purchases. If total monthly health premium exceeds amount of any remaining monies, employee pays difference via payroll deduction. Unused monies from applicable monthly amount are applied to wages.

 

                 Additional Term Life Insurance - Available in $10,000 increments between $1K and $750K not to exceed 5 times Annual Earnings for member. Also available for spouse and children. Rates vary depending on age of the employee.

 

Voluntary Vision – Superior Vision offers coverage for exams and frames & lenses or contact lenses. Monthly premium varies from $8.14 for an Employee Only plan to $28.40 for an Employee + Family plan.   

 

  1. Vision Reimbursement Program - Effective 1/1/2020 and each calendar year thereafter, employees and their dependents are eligible for a maximum reimbursement of $200.00 per year for frames or lenses.

 

II         RETIREMENT - PERS 3% At Age 60 for classic members and 2%@62 for new members per the Public Employee Pension Reform Act of 2013

 

  3% @ Age 60 for Classic Members Effective 01/01/2013; Third Level of 1959 Survivor Benefit, One Year Final compensation, annual cost of living allowance (3%); Pre-Retirement Optional Settlement 2 Death Benefit.

 

         2% @ Age 62 for New Members Effective 01/01/2013; Three Year Final Compensation

 

          Employer contribution:         45.826% (includes 7.596% bond) effective 07/01/21

          Employee contribution:        8.00% for Classic Members or 6.50% for New Members

         

Employee shall pay an additional 0.75% towards the employer share of the PERS contribution.      

 

The City pays 0% of employee contribution. In lieu, the City provides 414h, a one-time, irrevocable option for employee to elect to have his or her mandated PERS member contribution picked up by the City. Electing this option authorizes the City to designate the mandatory contribution on a tax-deferred basis.

 

Effective 7/1/2008, a retiring employee shall place 100% of eligible Sick Leave Cash Out into the City sponsored Retiree Health Savings Account. Sick leave cash out is eliminated for all employees hired after July 1, 2020.

 

The retiree health benefit for all employees hired on or after ratification of this Agreement shall be limited to the PEMHCA minimum.

 

III      HOLIDAYS - 12 paid holidays per year**

 

FLOATING HOLIDAYS –Specific WWR titles accrue 9 paid holidays per year (@8 hours per holiday) and receive 40 hours of floating holiday per year.

IV       SICK LEAVE - Full-time employees accrue sick leave at the rate of 12 working days/year. Pay out is 1/2 of employee’s total accrued sick leave hours (up to 1600 hours) and applies ONLY at retirement, death, or abolishment of position. (for employees hired before July 1, 2020)

 

 V       VACATION - Employees accrue vacation days after completion of service years reflected below.

The Environmental Resources and Compliance Officer classification shall be eligible for 4% incentive pay for possession of Grade 1 CWEA Environmental Compliance Inspector- and 8% educational incentive pay for possession of NPDES (National Pollutant Discharge Elimination System) Certified Stormwater Inspector – Municipal.

 

 The Safety & Training Compliance Officer shall receive 4% per certification for Certification by the Board of Certified Safety Professionals as a Certified Safety Professional (CSP) or an Associate Risk Manager (ARM) (maximum 8%)

 

The Plant & Equipment Maintenance Manager, Collection/Distribution System Manager, and Chief of Operations classifications are eligible for 5% educational incentive for possession of a Bachelor’s Degree from an accredited college or university and an additional 5% for possession of a Master’s Degree from an accredited college or university.

Per Resolution 20-46, Public Works Maintenance Supervisors shall be eligible for the education/certification pay consistent with the Lead Public Works Maintenance Workers they supervise.

 

VII       MILEAGE – Effective January 1, 2022, reimbursement rate is 58.5 cents per mile.
