Application Process for Police Officer (Academy Graduates):

Selection Process:
Only candidates demonstrating possession of the requirements in the Qualifications section will be considered for immediate consideration. The Police Department's selection process includes an interview and successful completion of a thorough Background Investigation, including fingerprinting as well as polygraph exam, psychological evaluation, and medical examinations.
DEFINITION
Under general supervision, subject to exercise of individual judgment and initiative, to perform law enforcement and crime prevention work; to control traffic flow and enforce state and local traffic regulations; and to do related work as required.
DISTINGUISHING CHARACTERISTICS
An incumbent in this position performs a variety of law enforcement activities during an assigned shift, which may include crime response, patrol, investigation, traffic enforcement, crime prevention and public safety, case presentation and variable shifts. They wear uniforms, carry weapons, drive patrol cars or ride motorcycles and must comply with departmental grooming standards. In addition, they work under potentially adverse and hazardous conditions and are on call.
EXAMPLES OF DUTIES
Patrols an assigned area in radio car, on motorcycle, or on foot; answers calls for protection of life and private property, and the enforcement of city, county and state laws; conducts preliminary or full investigations depending on assignment, of prowlers, burglaries, thefts, holdups, accidents, deaths and other disturbances; directs traffic, including regulation of vehicle flow at emergency or congested situations; stops drivers who are operating vehicles in violation of laws; warns drivers against unlawful practices; collects and presents evidence with criminal prosecutions; serves warrants and subpoenas; prepares reports of arrests made, investigations conducted, and unusual incidents observed; gives information and directions to the public. Assists in maintaining police records and types records and reports; operates headquarters radio telephone equipment to dispatch officers on patrol; as ordered, acts as lead officer in the field on a shift. Performs basic investigation, consulting and crime prevention work in assisting to control juvenile delinquency; performs such other basic police work as attending fire scenes to assist in the protection of life and property, parade and crowd controlling duties, and engaging in problem-solving skills and tactics.
MINIMUM QUALIFICATIONS
To qualify for competition in this entry-level examination, you must:
1. Be 21 years of age.
2. Possess a United States high school diploma, or G.E.D. with qualifying scores, or have passed the California High School Proficiency Examination, or attained a two-year or four-year degree from a college or university accredited by the Western Association of Colleges and Universities.
3. Have satisfactorily completed a P.O.S.T. approved academy.
4. Possess a valid Class CCalifornia Driver's License by date of appointment.
5. Possess a personal history which is compatible with the effective performance of sworn police duties.
6. Have the physical strength, stamina and agility adequate to perform all duties of a Police Officer.
7. Hear well enough to comprehend radio transmissions and long-range conversations.
8. Have adequate written and oral communication skills to give instructions and explanations, conduct information-gathering interviews and write reports.
9. Be able to deal with a variety of people and situations, exercising judgment, tact and self-restraint.
10. Have adequate reading skills to understand and interpret orders, bulletins, laws, codes and court
decisions.
11. Be willing to work irregular hours and days and at various locations in the City.
12. Be able to interact positively and cooperate with co-workers, respond politely to customers, and work as a team member.
13. Be able to function under demanding time pressure.
14. Be able to respond in a positive manner to supervision.
15. Be able to attend work and perform duties on a regular and consistent basis

I INCENTIVE PAY: Eligible employees receive educational incentive pay as follows:
Intermediate Certificate: 4% of base salary
Or
Advanced Certificate: 7% of base salary

II CRISIS INTERVENTION TRAINING (CIT) EDUCATIONAL INCENTIVE PAY:
- Effective the September 17, 2022 employees in represented classifications who have completed the basic CIT course will receive a premium in the amount of one percent (1%) of base pay.
- Effective the first full pay period of July 2023, employees in represented classifications who have completed the basic CIT course will receive a premium in the amount of one percent (1%) of base pay (total of 2%)
- Effective the first full pay period of July 2024, employees in represented classifications who have completed a CIT Intermediate course will receive a premium in the amount of two percent (2%) of base pay (total of 4% [2% Basic + 2% Intermediate]).
III BILINGUAL PAY: $100.00/month
Iv SENIOR OFFICER COMPENSATION: Sworn police officers having completed 20
years of service with the City receive Senior Officer Pay of $100/month.
V UNIFORM ALLOWANCE: $1000.00 annually. Effective January 1, 2023, the uniform allowance equal to $1,000 per year is paid in equal installments of $38.47 per pay-period.
VI HEALTH & WELFARE
A. Section 125 Options - Available to all eligible full-time regular employees.
Cafeteria Plan Allowance–
Medical Insurance:
The City will contribute to the cafeteria allowance for eligible employees in an amount as follows:
- No Coverage/Waiving Coverage for employees hired on or after January 1, 2020: $500 per month shall be added to employee wages. This amount is not compensation for retirement purposes as defined by the California Public Employees’ Retirement System. An employee who waives coverage must provide proof of acceptable coverage in compliance with the law.
- No Coverage/Waiving Coverage for employees hired before January 1, 2020: Cash in lieu is frozen at $830 per month and shall be added to employee wages. This amount is not compensation for retirement purposes as defined by the California Public Employees’ Retirement System. An employee who waives coverage must provide proof of acceptable coverage in compliance with the law. In the event that an employee in this group purchases health insurance from the City’s Cafeteria Plan Allowance on or after January 1, 2020, and thereafter elects to waive health coverage in the future, the cash in lieu benefit will be reduced to $500 per month.
- Employee Only: 100% Kaiser Bay Area medical premium. This amount is inclusive of the City’s direct health contributions in Section A1 above. In the event that the Kaiser rate increases 15% or more in any year, the parties shall split the cost of the rate increase above 15% for the plan year.
- Employee +1: 95% Kaiser Bay Area medical premium. In the event that the Kaiser rate increases 15% or more in any year, the parties shall split the cost of the rate increase above 15% for the plan year.
- Employee and 2+: 95% Kaiser Bay Area medical premium. In the event that the Kaiser rate increases 15% or more in any year, the parties shall split the cost of the rate increase above 15% for the plan year.
- The employee shall pay the difference on health benefits through payroll deduction.
- Cash back is eliminated for all bargaining unit employees hired on or after January 1, 2020.
Mandated
- City-sponsored Dental/Orthodontia - Effective 01/01/2025, employee pays full monthly premium: $105.75.
Maximum Annual Dental Benefit: $1,000
Maximum Lifetime Orthodontia Benefit: $1,500
- POA-sponsored Long Term Disability - Employee pays the full monthly premium of $32.00 from monthly lump sum amount provided by the City to the employee for payment to the Police Officer's Association.
Optional
- Medical (PERS Basic Health Plans) coverage is offered and enrollment is optional. Employees may purchase medical insurance with any remaining monies after purchasing mandated insurance; if total monthly health premium exceeds amount of any remaining monies, employee pays the difference via payroll deduction.
- Basic $2,000 Group Term Life $0.235 per $1000 - Employee may purchase group term life.
- Additional Term Life Insurance - Available in $10,000 increments between $1K and $750K not to exceed 5 times Annual Earnings for member. Also available for spouse and children. Rates vary depending on age of the employee.
- Voluntary Vision – Superior Vision offers coverage for exams and frames & lenses or contact lenses. Monthly premium varies from $8.14 for an Employee Only plan to $28.40 for an Employee + Family plan.
Any unused monies from the monthly lump sum are applied to wages.
B. Vision Reimbursement Program
Employees and their dependents are eligible for a maximum reimbursement of $200.00 per year for frames or lenses.
VII RETIREMENT - PERS
3% @ Age 55 for Classic Members; Third Level 1959 Survivor Benefit, One Year Final Compensation, Pre-Retirement Optional Settlement 2
2.7% @ Age 57 for New Members Effective 01/01/2013; Three Year Final Compensation
Employer Contribution: 55.2% (eff. 07/01/24)
Employee contribution: 9.000% for Classic Members or 11.5% for New Members
The City pays 0% of the employee contribution. In lieu, the City provides 414h, a one-time, irrevocable option for the employee to elect to have his or her mandated PERS employee contribution picked up by the City. Electing this option authorizes the City to designate the mandatory contribution on a tax-deferred basis.
Bargaining unit employees shall pay three percent (3.0%) towards the employer share of the CalPERS contribution, subject to 414(h)(2). These contributions shall be credited to each member’s account in accordance with Government Code Section 20516(a)
VIII PORAC Retiree Medical Trust: The employee contribution to the PORAC Retiree
Medical Trust shall be $200 per month.
- Effective as soon as administratively feasible following ratification and approval all represented employees shall increase biweekly monthly contributions to the PORAC Retiree Medical Trust by $50.
- Effective the pay period including July 1, 2023 or as soon thereafter as administrative feasible, all represented employees shall increase biweekly monthly contributions to the PORAC Retiree Medical Trust by $50.
- Effective the pay period including July 1, 2024 or as soon thereafter as administrative feasible, all represented employees shall increase biweekly monthly contributions to the PORAC Retiree Medical Trust by $50.
IX RETIREE HEALTH BENEFITS: The retiree health benefit for all bargaining unit employees hired on or after November 14, 2022 shall be limited to the PEMHCA minimum.
X HOLIDAY PAY COMPENSATION: Bargaining unit employees shall receive eight percent (8%) of compensation in lieu of observing City holidays. Such payments shall be made on December 1 and June 1. Reporting of Holiday in Lieu Pay for retirement purposes shall conform to CalPERS regulations requiring reporting of Holiday in Lieu Pay allocated to each biweekly pay period.
XI TWO-HOUR PERSONAL LEAVE: May be taken at any time during the calendar year that is agreeable to the employee and department head in lieu of employee taking two hours of holiday time off on the Friday before Easter. The two hours personal leave shall be taken each year pursuant to the above conditions and shall not accrue from year to year.
Effective with 2009 accruals the City is willing to allow personal time be transferred to Association release time bank.
XII SICK LEAVE: Sworn police officers accrue sick leave at the rate of twelve working days per year. The maximum pay out of 50% of accumulated, unused sick leave at the time of retirement, death, or abolishment of position remains at a cash value not to exceed 800 hours of pay.
For employees hired on or after July 1, 2019, there will be no sick leave accrual pay out.
Retiree Health Savings -Effective July 1, 2008, a retiring employee shall place 100% of eligible Sick Leave Cash Out into the City-sponsored Retiree Health Savings Account. This provision does not apply to employees hired on or after July 1, 2019.
XIII VACATION: After completing service years noted, employees accrue vacation days also noted.

XIV LATERAL VACATION ACCRUAL: Effective prospectively for new hires following approval of the new Agreement all years of law enforcement experience as a peace officer (Penal Code section 830.1) shall be credited towards employee vacation accrual benefits.
XV MILEAGE: Effective January 1, 2025, reimbursement rate is 70 cents per mile.
