Description

Advisory Council on Aging, Contra Costa County

Functions:  To advise the Board (acting as the Area Agency on Aging), and the County Office on Aging on all matters related to the developments, operation and administration of the annual Area Agency Plan. The Council provides a means for Countywide planning, cooperation and coordination for individuals and groups interested in improving and developing services and opportunities for the County's older residents.

Established: On September 2, 1975 by Board Order, and amended on June 22, 1976 and October 11, 1977 by Board Order. Under the Older Americans Act (Title III of the Older Americans Comprehensive Services Amendments of 1973), the Board of Supervisors is designated as the Contra Costa County Area Agency on Aging. Required pursuant to Welfare & Institution Code Sec. 9360 et seq. Created a new seat on the Council for the City of Oakley and a new seat for the City of Brentwood, per Board Order, items C.18 and C.19, April 25, 2000. Deleted the Far East County seat that was replaced by the Oakley seat, per C.49, September 14, 2004. A 20th at-large seat was never created and added on the Information Page, but an appointment to a 20th at-large seat was erroneously approved (the Aging Council-adopted by-laws specify a maximum of 19 at-large seats). Since the At-Large #16 seat was vacant, the Council moved Robert Spaulding into the vacant seat and eliminated the 20th At-Large seat which was erroneously appointed to, per C.49, September 14, 2004.

Reports To: Board of Supervisors. Works closely with the County Office on Aging on all matters.

Membership: 40 members. (Board Order of June 27, 1978). The Council consists of representatives of the target population and the general public, including older low-income and minority persons; at least one-half of the membership must be made up of actual consumers of services under the Area Plan. The Council includes representatives recommended from each Local Committee on Aging (19), one representative each from the Nutrition Project Council (1) and the Retired Senior Volunteer Program (1). The remainder are members at-large (19). Created a new seat on the Council for the City of Oakley and a new seat for the City of Brentwood, per Board Order, items C.18 and C.19, April 25, 2000. Office Term:  Two-year staggered terms ending September 30.

Meeting Time:  Monthly, on third Wednesday at 9:30 a.m. The Council holds annual meeting in September.

Compensation: Actual and necessary expenses for mileage at the County rate. (Including alternates).
