Description

The City of Dixon is recruiting to fill a full-time position of a Community Service Officer I/II and to establish an Eligibility List for future use. Duties include a wide variety of professional law enforcement functions which do not require peace officer training, including youth services, crime prevention, records management, property and evidence management, information gathering and report writing, code enforcement, office support, operation of jail facilities and parking and traffic control.

Community Service Officer I: This is the entry level class in the Community Service Officer series.

Community Service Officer II: This is the full journey level class in the Community Service Officer series.  

APPLICATION PROCESS: Applications will be reviewed after the recruitment has closed and candidates whose applications indicate that they, among those competing, are better qualified in terms of related education, training and experience will be invited to participate in an online exam process. Those who satisfactorily pass the exam will be invited to an interview process.  

EXAM PROCESS: A limited number of candidates whose applications indicate that they, among those competing, are better qualified in terms of related education, training and experience will be invited to participate in a written exam (pass/fail) and candidates who pass the written exam will be invited for an interview.  Note: The City reserves the right to change the exam process as deemed necessary. 

EMPLOYMENT PROCESSING: Candidates selected for hire must successfully complete and pass a background process that includes; a Personal History Statement (PHS) review, panel interview, commanders interview, extensive personal background investigation, polygraph exam, psychological evaluation, pre-employment medical exam and drug screen, and in accordance with Federal law, are to provide proof of identity and proof that they may legally work in the United States.  A 12-month probation period will be served.

VETERAN'S PREFERENCE POINTS will be applied. A copy of the DD214 form must be filed at the time of application.

Knowledge & Abilities:

Knowledge of basic organization and functions of a municipal law enforcement agency; of modern office practices including record keeping and filing methods and systems; of correct English usage, spelling, punctuation, and grammar.

Ability to communicate effectively orally and in writing; to understand, carry out, and issue oral and written instructions; to prepare clear and accurate reports and records; to maintain detailed logs and records; to learn and understand laws, codes and procedures;  to operate a variety of office equipment; to carry out assigned duties without close supervision; to maintain confidentiality of classified information;  to think and act quickly and judge situations and people accurately; to apply self-defense techniques as necessary; to complete State mandated training courses for assigned duties; and to establish and maintain cooperative and effective relationships with those contacted in the course of work.

Community Service Officer I

Education: Completion of high school or the equivalent.

Experience: Minimum of two years of work experience including at least one year in a high public contact work environment.

Community Service Officer II

Education: Completion of high school or equivalent, supplemented by college level course work or specialized training such as law enforcement, public administration, or other training related to assigned areas of responsibility.

Experience: Two years of work experience in a high public contact work environment equivalent to Community Service Officer I with the City of Dixon.

Other Requirements for both positions:

Ability to operate a typewriter with sufficient speed and accuracy to meet the needs of the department.  A speed of 40 wpm (net) is highly desirable.

Selected positions require a valid California Driver's License and a satisfactory driving record as a condition of initial and continued employment.

Spanish speaking ability is desirable but not required.

Must successfully complete a background investigation as condition of employment.

Benefits

Full-Time Permanent Employees in this classification are represented by Public Employees Union, Local One.  This contract is currently in negotiations and some benefits may be subject to change.

BENEFIT INFORMATION
CalPERS TIER DEFINITIONS MOU INTERPRETATION OF CALPERS TIERS

CalPERS Annuitants will be limited to only 960 hours in a fiscal year and this position is full-time.

Retirement:                          
CalPERS Retirement System (2 % @ 60 formula for Classic CalPERS members and 2% @ 62 formula for new CalPERS members).  The City does not participate in social security.

Medical:                                
CalPERS Medical Insurance Plans, including HMOs and PPOs.  City gives an allowance toward the cost of insurance.  Maximum Family Medical Benefit Allowance (2025): $2,025 per month.

Bilingual Pay:                      
$100 per month upon certification.

Education Incentive:

2.5% of base pay per certificate (max. of 5% per employee). The certificates to be considered include but are not limited to POST Basic Records, POST Records Supervisor/Management, POST Complaint Dispatch, POST Property/Evidence Certificate and CLETS Telecommunications Training for Trainers as approved in advance by the Chief of Police.

Crime Scene Investigation Incentive:

  • A CSO I who holds a CSI rating may be eligible for a 2.5% incentive for hours worked performing CSI/forensic duties outside the scope of a custodial property function.
  • A CSO II who holds a CSI rating may be eligible for a 2.5% incentive for a CSI collateral duty.

Uniform Allowance:

$1,000.00 per year.
