Description

THE POSITION

This announcement is for one (1) position as described below: 

Department of Public Works

The City of Half Moon Bay Department of Public Works seeks a qualified individual to perform a variety of professional level duties and responsibilities in support of the Engineering Division and functions including research and analysis for design, land development and capital improvements; to provide information and assistance to applicants, developers, consultants, the general public, and outside agencies and organizations regarding City codes, policies, standards and processes related to engineering, building and capital projects; and to participate in planning and implementation of projects.  The core services of the Public Works Department are to promote safety, livability, and sustainability through effective management of streets, parks, facilities, and utilities.  The department is also dedicated to excellence, integrity, and environmental stewardship.  For more information about the Department of Public Works please visit the department website.  

The Engineering Division is responsible for review of private development, issuance of applicable permits, assisting with environmental reviews, coordination with other divisions/departments, consultant engineers, and other utility providers in the design and construction of new public and privately funded projects and infrastructure.  The division identifies capital improvement needs in consultation with other divisions and departments, coordinates with non-City utility providers on design and implementation of the CIP, and oversees design, permitting, bidding, and construction of those projects.  The division is also responsible for managing the Traffic Safety Committee, related traffic safety regulations.  

THE IDEAL CANDIDATE

  • Self-motivated, team-oriented, reliable, flexible, and able to thrive in a fast-paced environment.
  • Knowledge of and ability to apply principles, practices and methods used in engineering construction and design.
  • Knowledge of applicable federal, state, and local laws and regulatory codes.
  • Municipal or related experience.
  • Adept communicator, both orally and in writing, who enjoys research, and professional and technical engineering work.
  • Superior computer skills, with the ability to create spreadsheets using Microsoft Excel and complex formulas.
  • Managing a division and budget with limited supervision.

COMPENSATION & BENEFITS

Assistant Engineer: $7,950 - $9.663 monthly DOQ

Associate Engineer: $9,825 - $11,943 monthly DOQ

Holidays: 14 paid holidays per year.

Vacation: 12 days (96 hours) annually.

Administrative Leave: 12 days (96 hours) annually.

Sick Leave: 12 days (96 hours) annually.

Retirement: PERS Classic employee receives 2% at 55; single highest year and PEPRA employee receives 2% at 62, with highest 3 years. Classic employees pay 7% employee contribution and PEPRA employees pay half the normal costs (currently 6.5%). The City of Half Moon Bay does not participate in Social Security, except the required Medicare.

Health Insurance: Employee can choose from medical plans provided through CalPERS. The City provides an allowance of $1,900 per month, which can be used for medical premiums.  Any unused portion may be taken as additional compensation. Dental and Vision is fully paid by the City up to family coverage. 

Additional Benefits: Dental and Vision is fully paid by the City up to family coverage. Employees can choose to participate in the City's Deferred Compensation Plans.  

MINIMUM QUALIFICATIONS

Any combination of experience & training that would likely provide the required knowledge, skills, and abilities to perform the job.  A typical way to obtain the knowledge and abilities would be:

EDUCATION and EXPERIENCE:

Education

Possess a Bachelor's Degree from an accredited college or university, with major course work in civil engineering or a related field; and

Experience

Assistant Engineer - No experience is required, although some practical technical experience or an internship is desirable.  

Associate Engineer - Three (3) years of increasingly responsible engineering experience. 

Licenses and Certificates

Assistant Engineer - Possession of a valid California Class "C" Driver's License is required at time of appointment and for duration of employment.  Possession of an Engineer Training Certificate is preferred.  Registration as a Civil Engineer in the State of California is strongly encouraged within one year of hire.  

Associate Engineer - Possession of a valid California Class "C" Driver's License is required at time of appointment and for duration of employment.  Registration as a Professional Engineer in the State of California is required at time of appointment and for duration of employment.

Must be able to perform all of the essential functions of the job assignment. 

Meeting the minimum qualifications does not guarantee admittance into the examination process.  Only the most qualified candidates who demonstrate the best combination of qualifications in relation to the requirements and duties of the position will be invited to interview. Candidates must attain a passing score on each phase of the examination process to qualify for the Eligible List. A department interview will be required prior to appointment.

Public Employee Disaster Service Worker:  In accordance with Government Code Section 3100, all City of Half Moon Bay employees are required to perform assigned disaster service worker duties in the event of an emergency or a disaster.
