Primary Responsibilities:

The City of Thousand Oaks is seeking a motivated and detail-oriented Accounting/Customer Service Representative to join our Public Services Division within the Finance Department. DUTIES

The ability to operate a personal computer utilizing word processing software, preferably knowledge of Microsoft Word, Excel, and Outlook. Compile and maintain complex and extensive records and prepare reports. Must be able to type 40 wpm (net). Possession of or ability to obtain a valid California Driver’s license at time of appointment is required.

EXPERIENCE & EDUCATION  

Must have four years of increasingly responsible administrative and clerical experience including one year of supervisory experience. Must have a high school diploma or equivalent supplemented by specialized clerical courses.

About This Position

The Associate Management Analyst (AMA) will assist in the oversight of DEM program budgets, ensuring financial efficiency and policy compliance, with responsibilities including revenue projections, cash flow analyses, cost containment, grant disbursement, and managing annual and mid-cycle budgets. This role includes preparing budget estimates, evaluating revenue and expenditure budgets, resolving cross-departmental fiscal issues, reviewing budget submittals for accuracy, and assisting with funding challenges.

Initially under close supervision, incumbents with basic professional administrative education and/or experience perform analytical and technical work within an assigned division/department. At this level, the impact of the decisions is moderate, and the work is typically one of interpreting, explaining, or gathering information.

Additionally, the AMA will plan and administer DEM programs, conduct analytical studies, prepare reports, and ensure compliance with regulatory requirements. The selected candidate will track and monitor the adopted budget and prepare periodic budget reviews for submission to County departments, administration, and boards and commissions, such as the Emergency Services Council (ESC).

This crucial position will also involve various tasks to support the County’s financial integrity and operational excellence, significantly contributing to the overall success of San Mateo County.

Qualifications

Education and Experience :

The Human Resources Manager serves as a member of the Executive Leadership Team, reporting to the Library Director & CEO. This position is the lead on matters related to Human Resources and Employee Relations. The HR Manager provides direct supervision and oversight of HR policies, activities, and staff to ensure legal compliance and effective HR management. They coordinate assigned activities with other library departments, manage legal and compliance oversight of the HR department, work with cross-functional teams to implement the organization’s mission and talent strategies, and provide high-level customer service, expertise, professionalism, and leadership to staff.

Leadership and Strategy:

• Conduct regular audits of the HR function to ensure compliance with all relevant laws, regulations, and policies.

• Develop, implement, and regularly evaluate the library’s hiring and recruitment processes, procedures, and onboarding for volunteers and applicants.
• Over the performance of recruitment activities such as posting positions, pre-screening applications, conducting phone screens, facilitating interviews, and conducting reference checks in an unbiased, timely, and effective manner.
• Establish, manage and monitor recruiting KPIs to evaluate and improve performance.
• Implement new hire orientation and employee recognition programs.

Performance and Compensation:

• Implement and regularly update the library’s compensation programs; conduct wage surveys, job evaluations, equity adjustments, and salary negotiations.
• Develop, implement, and maintain the library’s performance evaluation process.

Training and Development:

• Oversee applicable training for volunteers, employees, and management.
• Coordinate and provide support for the promotion and reappointment processes.

Budget Management:

• Oversee the development and administration of the budget for the HR department; forecast funding for staffing, equipment, materials, and supplies; monitor and approve expenditures.

Customer Service and Collaboration:

• Ensure that library customer service needs are met through analysis, community studies, customer requests, and feedback.
• Promote the library within the service area; represent the library to other agencies and organizations; make formal and informal presentations.

Manager-in-Charge:

• Serve as weekend “Manager-in-Charge” on a rotating basis.

Environmental Compliance Inspector

The Environmental Services Department provides comprehensive and innovative environmental utility services for Sunnyvale's residents and businesses and facilitates initiatives to achieve the City's sustainability objectives. The department brings together technical, operational, and administrative professional disciplines to form its dedicated and dynamic team.

The Environmental Services Department is currently recruiting for TWO vacancies, one regular full-time and one term-limited full-time (2 year assignment), in the position of Environmental Compliance Inspector to support the City's environmental inspection programs. These programs help protect our waterways and the San Francisco Bay by ensuring that businesses and residents are implementing best management practices to prevent water pollution and are in compliance with Federal and local water quality regulations. Environmental Compliance Inspectors work closely with a wide variety of businesses to ensure that the composition of their wastewater is in compliance with City requirements and does not compromise the integrity of the City's Water Pollution Control Plant or the sewer collection system. Such businesses range from aerospace and semiconductor manufacturers to dental offices and restaurants. The inspection team is also advancing multiple stormwater initiatives such as trash reduction and controls for pollutants of concern such as mercury and PCBs.

Under general direction, performs journey level inspection and enforcement activities on industrial, commercial, and residential discharges to the sewage and storm drain system for compliance with codes and laws regulating waste processes; and does other related work, as required.

The Bay Area Air Quality Management District (Air District) is a regional government agency, committed to achieving clean air to protect the public's health and the environment. The Air District accomplishes this goal through regulation of industrial facilities and various outreach and incentive programs designed to encourage clean air choices.

The Air District's jurisdiction encompasses all of seven counties - Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma.

The District is conducting an open recruitment for the position of Principal Air Quality Specialist. This is an open recruitment for one (1) full-time, represented position, in the Rules & Strategic Policy Division.

About the Position 
The Rules and Strategic Policy Division work with all levels of the Air District, including staff, management, executives, and Board members in developing and modifying Air District rules to provide emissions reductions to improve air quality both regionally and at the neighborhood level and to protect the climate. The Principal Air Quality Specialist for the Rules and Strategic Policy Division will:  

• work closely with professional and technical staff to perform and lead complex program assignments for developing regulations to control air pollutants (including those contributing to climate change and contributing to localize air quality impacts in overburdened communities);  
• work closely with the California Air Resources Board, other local air districts, community groups, community members, environmental organizations, regulated industries, and other key stakeholders to reduce harmful air pollutants, especially in communities overburdened by air pollution. 
• lead, conduct, and coordinate scientific, economic, and technical research work;  
• review and draft regulatory language, develop and implement cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in an industry with a variety of control options;  
• analyze emissions inventories to determine baseline emissions and reduction estimates for rules under development;

• work closely with the Community Engagement Division staff and other Air District divisions to strengthen partnerships with key community stakeholders;

Definition

Under direction, performs the most complex and highly specialized level of program assignments in the areas of inspection, investigation, air monitoring instrument and equipment operation, air quality planning, rule development, enforcement and compliance operations, and other air quality program areas; may provide project supervision or team leadership on a project specific basis; performs related work as assigned.

Distinguishing Characteristics

This class provides the most complex and specialized program assignments in support of the Air District's goals and objectives. Incumbents are responsible for providing project leadership for coordinating and developing programs that require considerable technical knowledge and use of independent judgment. This class is distinguished from Supervising Air Quality Specialist, in that the latter assigns, supervises, reviews and evaluates the work of assigned staff on a continuing basis and conducts performance appraisals. Rule Development 

Leads the review and development of regulatory language. 

Leads the development and implementation of cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in industries with a variety of control options. 

Leads and coordinates with professional and technical staff to perform complex scientific research, engineering work, and economic and environmental analyses for developing regulations to control air pollutants (including those contributing to climate change and contributing to localized air quality impacts in overburdened communities). 

Works closely with professional and technical staff to lead and review economic analyses and environmental analyses. 

Works closely with staff from other air districts and the California Air Resources Board to lead development of air quality regulations and toxic control measures.  

Leads analysis of emissions inventories to determine baseline emissions and reduction estimates for rules under development.

The Air District is currently accepting applications for the position of Senior Advanced Projects Advisor in the Executive Office. This is open recruitment for one (1) full-time, represented position.

About you in the position
As the Senior Advanced Projects Advisor, you will be the cornerstone in coordinating all AB 617 work across the district, serving as the lead in orchestrating and implementing strategic planning for all divisions under the Deputy Executive Officer of Equity and Community Programs. Your role will be crucial in advancing environmental justice initiatives and ensuring equitable outcomes for communities disproportionately affected by air pollution. With your comprehensive understanding of air quality improvement programs and regulatory frameworks, you'll spearhead internal AB 617 engagement efforts. This includes communicating complex information about incentive programs and mobile sources, facilitating community meetings, and guiding discussions on emission reduction strategies. You'll be responsible for coordinating the implementation of the Air District’s strategic plan for all divisions under the Deputy Executive Officer of Equity and Community Programs.  Your expertise will be instrumental in preparing reports and presenting to the Board of Directors and stakeholders. Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and the Richmond-North Richmond-San Pablo area were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans and, on the implementation of community-identified strategies.
