ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time level I or II (depending on qualifications and experience) Civil Engineer to provide technical assistance for our newly established Utilities Department. In this position, you will play a significant role in pioneering and shaping the future of utilities infrastructure in our vibrant community and have the unique opportunity to influence and lead the development of essential utilities systems from the ground up. The City of San Jose's Department of Planning, Building, and Code Enforcement serves to ensure the orderly and safe development of private properties, compliance with all applicable building, zoning, and quality of life ordinances and regulations, and to promote healthy and safe community standards. This is accomplished by departmental staff in service to customers by:

• Assisting and guiding land use and development to promote long-term goals and objectives that render safe, beneficial, and more sustainable communities
• Providing orderly administration and compliance of building codes, as mandated by the various levels of government, to ensure the construction of buildings, homes, and structures meet intended life safety and structural requirements
• Investigating and resolving citizen complaints of municipal code violations on private property in order to promote, maintain, and improve quality of life issues that better allow for safe and harmonious conditions in all neighborhoods

This City's Building Division provides oversight and assistance towards the City's growth and development in relation to construction activity on private property within the City . The goal is to en sure the safety of buildings and to support the health and wellbeing of all persons living and working in San Jose through the implementation of the State of California's current building codes and laws .

The Division is seeking applicants for the Division Manager classification within the Building Inspection section. This is a full-time position and is responsible for the supervision and mentorship of a team of Building Inspectors performing field inspections , plan review s , and over-the-counter review s , as well as the Development Services Support Services (call center) team. Division Managers also provide valuable feedback to the development community and project construction teams by leading on-site pre-construction meetings and helping to resolve conflicts during construction.

The Building Division is divided into the following four sections:

• Permit Center: Plan intake and routing to plan review and Development Services Partners , over the counter permit processing, permit issuance, addressing, assistance desk/ public information , ADU Ally, and Small Business Ally .
• Plan Review : Review of private development project plans and calculations for compliance with the California Building Codes and state laws, coordination with Development Services partners, expedited review, and coordinated review .
• Inspection : Inspects active private construction projects for compliance with the approved plans and adopted building codes and state laws .
• Support Services : Development Services call center, document imaging, records requests, and general support for the building division .

Major Responsibilities

• The Division Manager is responsible for the day-to-day operations of Building Inspection Services as well as the oversight of the section's service delivery, staffing, and budget.
• Oversight of the Development Services Support Services Team
• Develop and implement policies and procedures and streamline existing processes to deliver excellent customer service to the development community.

Duties and Responsibilities

• Monitor the Section's workload and determine the corresponding staffing levels required .
• Make hiring and disciplinary recommendations
• Mentor staff to prepare them for future promotional opportunities .
• Evaluate job performance of subordinate management, supervisory, and professional staff .
• Manage, monitor and analyze revenues and time spent for delivery services to achieve cost-effectiveness and efficiency in the Section's budget.
• Assist the Building Official in facilitating the adoption of state building codes and regulations; develop and implement local amendments to these codes and regulations and the transition of amendments to City Ordinances.
• Forge working relationships with external customers by coordinating public outreach programs and maintaining on-going interaction between the inspection staff and external customers .
• Leads staff in staying current with changing regulatory requirements and implements these as required by the regulatory authorities
• Implement policies and procedures to streamline existing processes to improve results and/or operating costs.

• Develop, direct, and/or implement technical training programs to ensure consistency among the inspection staff

What You’ll Do

The Assistant Planner/Associate Planner performs professional level work in the field of current planning and/or advance planning to promote the City’s Mission and Values. The current vacancy may be filled at either level based on experience.

Assistant Planner - is the entry level class in the professional planning series and is distinguished from the Associate Planner by the performance of less complex tasks and duties in the fields of current or advance planning, which require the application of fundamental planning principles. Assignments are generally limited in scope and within the design and procedural framework established by higher level employees. However, as experience is acquired, the employee performs with increasing independence. Since this class is typically used as a continued training class, employees may have only limited work experience.

Associate Planner - is the journey level class in the professional planning series and employees within this class are distinguished from the Assistant Planner by the performance of the full range of duties as assigned, which require the application of professional knowledge and skills to various municipal planning, zoning, and environmental problems and the preparation of specific reports and plans. The position provides opportunity for independent judgment in planning work details and making technical determinations. Work in this class is distinguished from that of Assistant Planner by the greater complexity of assignments including preparing zoning code and general plan amendment studies, and by the greater independence with which the incumbent is expected to operate. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Planner or, when filled from the outside, require prior professional planning work experience.

The Assistant Planner receives general supervision from a Senior Planner or higher level department personnel. The Associate Planner receives direction from a Senior Planner or higher level department personnel and may exercise technical and functional supervision over lower level staff as assigned.

Map out the way VTA moves. VTA is seeking an experienced Senior Land Surveyor to supervise and coordinate the activities of field and office surveying functions. Work with regional and member agencies as well as elected officials and the public to improve transit services and roadway congestion and encourage multimodality.

Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Essential Job Functions

Typical Tasks

• Selects, supervises, trains, motivates, assigns, evaluates, counsels and disciplines subordinate personnel;
• Supervises office and field survey activities;
• Advises survey staff regarding methods and techniques of surveying;
• Provides direction to the Survey Department's Record Drawing Group as needed;
• Coordinates surveying activities with real estate agents, engineers, inspectors, contractors, etc.;
• Attends pre-construction meetings or assigns survey staff to attend and keeps informed on projects and related activities;
• May recommend design changes to conform with field conditions;

• Supervises personnel performing office and/or field work required for preparation of Record of Survey Maps, Parcel Maps, Corner Records, legal descriptions, and construction layout plans for VTA projects;
• Serves as Responsible Charge as described in the Professional Engineers' and Land Surveyors' Act including stamping, signing, and certifying the correctness of documents;
• Interprets legal descriptions of real property;
• Uses AutoCAD, Softdesk, and other computer aided design software in the development of maps and calculations;
• Interacts with various public and private organizations;
• Prepares clear and comprehensive reports and technical correspondences;
• Performs technical surveying work as required including GPS surveying, running level loops, and producing maps and legal descriptions;
• Performs related work as required.

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

About the Position

The City of San Carlos is hiring for a Building Inspector I. This is the entry level position in the Building Inspector series. Under direction from the Building Official or designated appointee, the Building Inspector I inspects buildings being constructed, altered, or repaired; Determines conformance with approved plans, adopted codes, zoning laws, statutes and ordinances; Plan checks residential and less complicated commercial projects; Responds to questions from the public at the counter and through other forms of communication; Investigates complaints and prepares notices and reports; Receives applications and issues permits as directed; Maintains and improves computer permitting and record maintenance, and performs other work as required.

The Building Inspector I level is distinguished from the Building Inspector II level due to the level of experience in the field of building inspection and the level of job knowledge.  This is a generalist class wherein incumbents are charged with conducting inspections in the less complicated phases of building construction and plan review.

Reports to the Building Official or designated appointee.

Essential Duties

• Inspects buildings and structures in various stages of progress using approved plans and codes to determine conformance.
• Discusses conformance problems with contractors and permit holders and assists them by indicating needed changes and possible modifications to bring the construction into conformity.
• Issues Stop Work Notices in situations where work is performed without benefit of a permit. 
• Follows a predetermined schedule of inspections in an assigned area and prepares reports of inspections made.  Schedules and coordinates field operations at request of Building Official.
• Maintains records of inspections made and actions taken. 
• Prepares reports of deficiencies with respect to structural stability, sanitation, electrical, adequacy of heating and ventilating facilities, their use, and occupancy.  Submits reports to the Building Official for review.
• Accepts completed permit applications for review.
• Logs applications and updates information in the Building Department computer system.
• Reviews residential and less complicated commercial plans for conformance to adopted codes.
• Prepares plan check comments and correspondence with applicants.  Prepares permit fees and issues permits as directed.
• Responds to questions and information requests from the public regarding building codes, and status of applications or permits.
• Receives and investigates building complaints from the public.
• Investigates NPDES complaints from the public or staff as directed and prepares reports and posts necessary notices as directed by the Building Official.
• Maintains the designated permitting software selected by the City.  Suggests improvements to the overall efficiency of the system.  Relays the use of the system to other members of the Building Division staff and assists them in its use. 

This position performs a variety of semi-skilled and skilled work in construction, repairs, and installations related to energy conservation, weatherization, and housing rehabilitation services at the Glenn County Community Action Department.  The Housing Rehabilitation Worker III may exercise lead supervision over lower level positions and contract employees. This position is scheduled for forty (40) hours per week. This recruitment may be used to establish a list to fill future vacancies for the next twelve (12) months.

WHAT YOU’LL DO

• Performs a variety of housing rehabilitation and weatherization duties in the maintenance and repair; performs a variety of janitorial, carpentry, plumbing, electrical, blower door testing, and dwelling assessment.
• Weatherizes dwellings and performs energy conservation measures to include weather striping of doors, window repair, installation of, furnace filters, carbon dioxide detectors, caulking, cooler covers, sheetrock, thresholds, doors, windows, etc.
• Installs siding, wood stoves, solar and evaporative coolers; repair rooms and plumbing, installs energy saving devices such as gaskets on faucets, showerheads, and aerators.
• Assists in coordinating housing rehabilitation activities with other County departments, divisions, sections, and outside agencies.
• Meets with owners to select contractor to perform proposed housing rehabilitation repairs and to discuss proposed work.

Welcome to the Senior Planner recruitment announcement for the Town of Los Altos Hills. The Town of Los Altos Hills is a small community in the heart of Silicon Valley with just over 8,400 residents. Los Altos Hills operates under a city council/city manager form of government, with the city council comprised of five members elected at large, and a new council member appointed as mayor each year. The town boasts thirteen separate committees and commissions, including the planning commission that helps the city council and staff lead the way. The city council and planning commission are helmed by thoughtful and supportive representatives that this position will undoubtedly interact and team with to continue to protect and improve our community. The most prominent committees for the planning division are Environmental Design & Protection, History, Open Space, and Pathways, all of which can play a part in public outreach and provide feedback for projects. Added support for the senior planning position comes from the staff itself. With a city manager focused on supportive environment that grows up and coming leaders and a new Community Development Director and Assistant who have decades of experience in Planning, Building, and Code Enforcement—the divisions that make up the Community Development Department—this position will have no shortage of like-minded professionals focused on transparency and accountability in both long-range and current planning efforts to help guide and support the new senior planner.

This position will focus on long-range planning while existing staff focuses on continuity within current planning. Long-range planning efforts also have the benefit of utilizing consultants and subject matter experts to help develop and refine the town’s programs and initiatives as we work through the implementation of the housing element and other long-range planning efforts like updates to the town’s general plan, zoning and objective design standards, hazard mitigation, and emergency operation plans. Example duties, knowledge and abilities, and qualifications needed to succeed in the role of the Senior Planner for the town are as follows:

Examples of Duties:

• Reviews applications for subdivision and residential development; evaluates alternatives and conformance with Town policies, ordinances, the General Plan, and state and federal laws; prepares and presents staff reports to the Planning Commission and the City Council.
• Serves as project manager for complex planning projects, including analyzing and evaluating site and architectural plans, performing technical reviews for project plans and applications, and making recommendations.
• Manages consultant contracts, including determining scope of work and budgets, tracking budgets, and approving contract payments.
• Supervises, coaches, and trains professional, technical, and support staff, including determining workloads and schedules, developing and interpreting policies and procedures, evaluating staff performance, and making hiring, disciplinary, and termination recommendations.
• Updates and creates long-range planning documents such as the Town’s General Plan, Hazard Mitigation Plan, Emergency Operations Plan, and other assigned plans; prepares modifications, amendments, or updates to specific General Plan elements.
• Prepares written project analysis, including identifying appropriate land use policy, design issues, and environmental requirements; makes recommendations for action.
• Serves as staff liaison for committees and elected officials, including providing technical advice and giving presentations.
• Confers with and provides information to property owners, contractors, developers, engineers, architects, and the public regarding conformance to standards, plans, specifications, and codes; explains codes, requirements, and procedures and evaluates alternatives.
• Conducts site inspections, including determining if projects comply with laws, regulations, and ordinances; makes recommendations on changes.
• Administers and evaluates projects for compliance with the California Environmental Quality Act (CEQA) and related state and federal laws and regulations; prepares Negative Declarations or coordinates the preparation of Environmental Impact Reports as necessary.
• Manages the Housing Element.
• Coordinates interagency programs, enforcement projects, and cross-functional reviews with other departments and agencies and assists with code enforcement investigations.
• Performs other duties of a similar nature or level.

Knowledge of:

• Principles, practices, and procedures related to Town and regional planning and zoning administration, including applicable state and local laws and regulations.

• Understand, interpret, apply, and explain complex laws, codes, regulations, and ordinances.
• Direct and review the work of support staff on a project or day-to-day basis and train staff in work procedures.
• Effectively represent the department and the Town in meetings with governmental agencies, community groups, and various business, professional, and regulatory organizations, and in meetings with individuals.
• Work effectively with the Director and Assistant Community Development Director, City Manager, Planning Commission, City Council, and volunteer committees.
• Conduct zoning studies and interpret Town zoning laws, regulations, and codes.
• Use specialized computer software such as GIS, permit tracking systems, and AutoCAD.
• Read, understand, and explain site development and construction plans and conduct site inspections.
• Communicate clearly and effectively with officials, co-workers, subordinates, the public, representatives of organizations, and others to exchange or convey information and receive work direction.

Qualifications:

• Equivalent to graduation from a four-year college or university with major coursework in city, urban, or environmental planning, architecture, or a field related to the area of assignment, and seven years of planning-related experience, which must have included two years of project management or supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed above. Master’s degree preferred.
• Certification by the American Institute of Certified Planners.
• At the option of the appointing authority or the Town, persons hired into this class may be required either to possess at entry or obtain within specified time limits, designated licenses, professional registration, certification, or specialized education and training related to the area of assignment. Must possess and maintain a valid California class C driver’s license and a satisfactory driving record.

The City of Menlo Park is recruiting for an Assistant/Associate/Senior transportation planner (2 positions) to help our organization better serve the community and improve the City’s infrastructure. This position will provide an excellent opportunity to gain technical and project management skills and experience. As part of a small city, staff have the opportunity to work closely with the transportation team and community on a variety projects and subject areas.

The transportation division leads multi-modal and safety-focused infrastructure projects; engages with regional transportation partners including Caltrain, Samtrans, Caltrans, and other transit providers; maintains the City’s traffic signals, street lights, traffic signs and street markings; and administers local-serving shuttle and safe routes to school programs. The ideal candidate will have experience supporting or leading transportation studies and plans that may include complete streets plans, bicycle and pedestrian facility development, safety planning, railroad grade separation planning, or others. The candidate should have an understanding of state and national guidance on the design of transportation facilities, and have experience supporting or leading outreach on transportation projects with diverse community members.

Assistant Transportation Planner

This is the entry-level classification in the professional transportation planning series. Initially, incumbents learn and perform a variety of techniques related to the development of short and long range transportation plans and conduct oversight of transportation demand management (both internal and external stakeholders), citywide shuttle, and safe routes to school programs. Positions at this level usually perform most of the duties required of the positions at the Associate level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.

Associate Transportation Planner

This is the journey-level classification of the transportation planning series, able to perform the full scope of professional transportation planning duties. Positions at this level are distinguished from the Assistant Transportation Planner level by the performance of the full range of duties as assigned, working independently, and exercising judgment, initiative, and problem solving. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Transportation Planner in that the latter is the advanced journey-level class in the series and is responsible for performing more complex planning and project management activities.

Senior Transportation Planner

This is the advanced journey-level classification in the Transportation Planner series responsible for complex transportation planning and project management duties. Incumbents work on tasks that are varied and complex, requiring considerable discretion and independent judgement. Positions at this level conduct the full range of duties as assigned, work independently, and exercise judgment, initiative, and problem solving. The work involves problem solving of unique issues or increasingly complex problems without precedent or simple solutions. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. This class is distinguished from the Associate Transportation Planner in that the latter is the journey-level class in the series, performing less complex tasks and project management activities.
