The Human Resources Manager serves as a member of the Executive Leadership Team, reporting to the Library Director & CEO. This position is the lead on matters related to Human Resources and Employee Relations. The HR Manager provides direct supervision and oversight of HR policies, activities, and staff to ensure legal compliance and effective HR management. They coordinate assigned activities with other library departments, manage legal and compliance oversight of the HR department, work with cross-functional teams to implement the organization’s mission and talent strategies, and provide high-level customer service, expertise, professionalism, and leadership to staff.

Leadership and Strategy:

• Plan, manage, organize, control, and assess all activities of the Human Resources Department, including but not limited to labor relations, employee relations, performance management, training, payroll, workers’ compensation, reasonable accommodation, risk management (occupational health and safety), ADA, EEO, employee leave programs, labor compliance, benefit services, recruitment and selection, classification, and compensation.
• Develop and implement HR processes to ensure efficiency and effectiveness across all HR functions.
• Collaborate with cross-functional teams to implement equity, diversity, inclusion, and accessibility efforts, and staff training and development.
• Collaborate with the Executive Leadership Team to develop the strategic direction of Human Resources for the Library; recommend and administer policies and procedures; ensure compliance with local, state, and federal requirements.

Operational Management:

• Oversee and coordinate the library’s labor relations and enforcement of collective bargaining agreements.
• Provide reporting on all Labor Relations matters, assist with bargaining and meet and confer sessions.
• Manage all grievances, arbitrations, and mediations for the library.
• Provide strategic direction and organizational initiatives on cultural competency and diversity to build a climate of equity and inclusion; ensure organizational commitments to increasing awareness and support of equity and inclusion values.
• Oversee and coordinate the library’s discipline process, internal investigations, and processes for appeals of formal discipline; resolve disputes between operating departments and staff concerning application or interpretation of policies and procedures.
• Maintain confidential HR employee files and records; update all HR documents, templates, and forms in accordance with current local, state, and federal guidelines.
• Ensure compliance with all federal, state, and local employment and reporting laws, including PWFA, PDL, FMLA, CFRA, ADA, and others.

Supervision and Staff Management:

• Direct supervision and oversight of HR department staff, including setting performance expectations, assigning and prioritizing tasks, monitoring workflow, and evaluating work.

Compliance and Auditing:

• Conduct regular audits of the HR function to ensure compliance with all relevant laws, regulations, and policies.
• Review and evaluate existing and proposed legislation applicable to the library and make recommendations for necessary adjustments.
• Maintain all employment related records in compliance with federal, state and local laws.
• Ensure all HR-related mandatory reporting is completed on time and accurately.

Recruitment and Onboarding:

• Develop, implement, and regularly evaluate the library’s hiring and recruitment processes, procedures, and onboarding for volunteers and applicants.
• Over the performance of recruitment activities such as posting positions, pre-screening applications, conducting phone screens, facilitating interviews, and conducting reference checks in an unbiased, timely, and effective manner.
• Establish, manage and monitor recruiting KPIs to evaluate and improve performance.
• Implement new hire orientation and employee recognition programs.

Performance and Compensation:

• Implement and regularly update the library’s compensation programs; conduct wage surveys, job evaluations, equity adjustments, and salary negotiations.
• Develop, implement, and maintain the library’s performance evaluation process.

Training and Development:

• Oversee applicable training for volunteers, employees, and management.
• Coordinate and provide support for the promotion and reappointment processes.

Budget Management:

• Oversee the development and administration of the budget for the HR department; forecast funding for staffing, equipment, materials, and supplies; monitor and approve expenditures.

Customer Service and Collaboration:

• Ensure that library customer service needs are met through analysis, community studies, customer requests, and feedback.
• Promote the library within the service area; represent the library to other agencies and organizations; make formal and informal presentations.
• Foster a collaborative work environment, acting as a business partner to other leaders and a safe place for employees to seek guidance and support.

Manager-in-Charge:

• Serve as weekend “Manager-in-Charge” on a rotating basis.

Typical Qualifications

Knowledge of:

• Principles and practices of Human Resources administration, including labor relations, workers’ compensation, reasonable accommodation, risk management, employee leave programs (PWFA, PDL, FMLA, CFRA, ADA), labor compliance, payroll and benefit services, classification, and compensation.
• Principles and practices of budget preparation and administration.
• Current and emerging trends and innovations in Human Resources and library services.
• Principles and practices of intellectual freedom, open access, and the Library Bill of Rights.

Ability to:

• Act as an effective and articulate representative of Sacramento Public Library to the public, partner agencies, and local officials.
• Communicate utilizing excellent interpersonal, oral, and written communication skills.
• Establish clear expectations and direction for staff to meet departmental and organizational goals.

Experience:

• Five (5) years of professional experience in Human Resources and Labor relations.

Education:

• Required: Bachelor’s degree from an accredited college or university in human resources, labor relations, business administration, or a closely related field.
• Preferred: A graduate degree or designation as a Senior Professional in Human Resources Management (SPHR) and/or International Public Management Association Certified Professional in Human Resources (IPMA-CP) is preferred.

Licenses/Certifications:

• Valid Class C California Driver License and proof of insurance.

Human Resources Technician I

The Human Resources Technician I is the entry level class in the Human Resources office support series responsible for performing assignments within an established procedural framework where there are minimal consequences of error. This classification is distinguished from the next higher classification of Human Resources Technician II by the performance of more routine, repetitive and less complex assignments.

Human Resources Technician II

The Human Resources Technician II is the full working level position in the Human Resources office support series in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents perform a full range of office and administrative support duties including, as applicable, lead responsibilities over Human Resource Technician I, organization and coordination of workload, maintenance of a calendar and scheduling appointments, preparation of reports, agenda materials, resolutions and ordinances. This classification is distinguished from the next lower classification of Human Resource Technician I by the greater complexity of assignments and higher degree of independent action.

SUPERVISION RECEIVED/EXERCISED

Human Resources Technician I

Receives immediate supervision from administrative and/or management staff. Incumbents of this class do not routinely exercise supervision.

Human Resources Technician II

Receives general supervision from professional and/or management staff. May exercise functional and technical supervision over Human Resources Technician I.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs the duties assigned to classes in the Human Resources Technician series including organizing and coordinating work; sets priorities and meets deadlines; performs a variety of office administrative tasks such as purchasing requisitions, ordering materials and supplies, monitoring supply budgets, and keeping current reference materials and files.

• Types drafts and a wide variety of finished documents from recording devices, notes, brief written or oral instructions; compiles and maintains records and prepares reports; prepares agenda materials, draft reports, resolutions and ordinances; candidate and applicant information, inputs, retrieves and references various computer data management systems such as financial and/or budget systems, HR payroll systems, SIRE System; attends meetings and records and transcribes minutes.

• Maintains office equipment and facilities; operates and performs routine preventative maintenance on office machines including data/word processors, copiers etc.

Senior Human Resources Analyst

The Senior Human Resources Analyst is a professional level class in which the incumbent is expected to perform a wide range of the most complex human resources activities.  As the advanced journey level classification within the Human Resources Analyst series, positions at this level are distinguished from other classes within the series by the greater level of responsibility assumed, complexity of duties assigned, independence of action taken and by the nature, scope and impact of the work performed.  Employees perform the most difficult, confidential and advanced level type of duties assigned to classes within the series, which may include providing direct supervision over assigned personnel and performing complex professional analytical work in support of internal and external customers with sound judgement and minimal supervision.

• Designs and conducts employee training and orientation programs and assesses training effectiveness and modifies training programs as needed.
• Supports the Human Resources Director with employee and labor relations matters to include handling investigations, disciplinary matters and labor relations duties; assists in the collection and preparation of data used in negotiations.
• Supports the Human Resources Director with conducting formal and informal inquiries into discrimination, harassment and equal opportunity related complaints.
• Coordinates leave management programs; advises employees on their rights under the Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), State Disability Insurance (SDI), Paid Family Care Leave (PFL), long-term disability and disability retirement; receives and processes requests for FMLA, CFRA and other leaves; determines eligibility and sends initial notices; requests additional information and prepares other leave-related correspondence; recommends approval or denial of leaves.
• Supports the Human Resources Director with monitoring compliance of the Department’s various programs with applicable laws, guidelines and regulations; tracks and analyzes proposed legislation to determine impact on human resources operations and programs; researches, develops and proposes updates to, and/or establishment of new, City policies, administrative regulations and personnel rules.
• Establishes highly effective working relationships with clients, employees and union representatives, representatives of community organizations, state/local agencies and associations, City management and staff and the public.
• Performs related duties as required.

THE POSITION:

Under the general supervision of the Youth & Family Services Clinical Supervisor and the Community Services Manager, the Intervention Counselor provides crisis intervention, individual and family counseling; identifies appropriate referral services to youth, families and individuals.

CLASS CHARACTERISTICS:

Intervention Counselor is a journey-level professional classification. Incumbents perform the full range of counseling duties within the Community Services division. Incumbents in this position receive occasional instruction as new or unusual situations arise. The Keller Center for Family Violence Intervention is a unique outpatient medical unit affiliated with San Mateo Medical Center Emergency Department. We perform forensic medical exams on victims of assault and abuse and work in a collaborative multidisciplinary team that includes law enforcement, the District Attorney’s office, Child Protective Services, Aging and Adult Services, and several community agencies. We also provide education and serve as a resource for other community hospitals and clinics.

The Supervising Nurse Practitioner will collaborate with the Medical Director of Specialty Services and Deputy Director of Ambulatory Nursing in planning, organizing and directing the activities and staff of the Keller Center along with developing standards of practice for forensic exams and reporting. This classification is distinguished from the Nurse Practitioner Series for having full administrative supervisory responsibility over other Nurse Practitioners. The selected individual will spend up to 30% of time in direct patient care at SMMC, which includes performing forensic medical exams for victims of sexual assault, domestic violence, elder abuse and child abuse. Testifying in court will be part of the job responsibilities.
