About the Position

The City of San Carlos is hiring for a Building Inspector I. This is the entry level position in the Building Inspector series. Under direction from the Building Official or designated appointee, the Building Inspector I inspects buildings being constructed, altered, or repaired; Determines conformance with approved plans, adopted codes, zoning laws, statutes and ordinances; Plan checks residential and less complicated commercial projects; Responds to questions from the public at the counter and through other forms of communication; Investigates complaints and prepares notices and reports; Receives applications and issues permits as directed; Maintains and improves computer permitting and record maintenance, and performs other work as required.

The Building Inspector I level is distinguished from the Building Inspector II level due to the level of experience in the field of building inspection and the level of job knowledge.  This is a generalist class wherein incumbents are charged with conducting inspections in the less complicated phases of building construction and plan review.

Reports to the Building Official or designated appointee.

Essential Duties

• Inspects buildings and structures in various stages of progress using approved plans and codes to determine conformance.
• Discusses conformance problems with contractors and permit holders and assists them by indicating needed changes and possible modifications to bring the construction into conformity.
• Issues Stop Work Notices in situations where work is performed without benefit of a permit. 
• Follows a predetermined schedule of inspections in an assigned area and prepares reports of inspections made.  Schedules and coordinates field operations at request of Building Official.
• Maintains records of inspections made and actions taken. 
• Prepares reports of deficiencies with respect to structural stability, sanitation, electrical, adequacy of heating and ventilating facilities, their use, and occupancy.  Submits reports to the Building Official for review.
• Accepts completed permit applications for review.
• Logs applications and updates information in the Building Department computer system.
• Reviews residential and less complicated commercial plans for conformance to adopted codes.
• Prepares plan check comments and correspondence with applicants.  Prepares permit fees and issues permits as directed.
• Responds to questions and information requests from the public regarding building codes, and status of applications or permits.
• Receives and investigates building complaints from the public.
• Investigates NPDES complaints from the public or staff as directed and prepares reports and posts necessary notices as directed by the Building Official.
• Maintains the designated permitting software selected by the City.  Suggests improvements to the overall efficiency of the system.  Relays the use of the system to other members of the Building Division staff and assists them in its use.

MINIMUM QUALIFICATIONS:

Education, Training and Experience Guidelines: 

Proof of enrollment in a college or university OR recent graduates with paid or volunteer work experience, which demonstrates the ability to successfully perform the duties of the position.  Major course of study may be in one of the following areas: Business Administration, Public Administration, Human Resources, Communications, OR a related field of study. Education and experience will be evaluated based on the actual position.

Knowledge of: 

• Principles and practices of public administration and organization applicable to a local agency.
• Administrative techniques; statistical practices and methods of graphic presentation.
• Modern office methods, practices, procedures, and equipment, including personal computers and modern software and spreadsheet programs.
• Elements of business writing and proper use of English, vocabulary, spelling, punctuation, and grammar.

LICENSE AND CERTIFICATION REQUIREMENTS:

Possession of a valid Class "C" California driver's license. 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed in an office environment in close proximity to other workers.  Incumbent shall be exposed to those conditions normally encountered in a business office environment.  Physical demands require frequent standing, reaching, leaning, twisting, grasping, lifting and sitting for prolonged periods of time.  Must carry moderately heavy boxes up to 50 pounds and/or utilize a dolly.  Incumbent must be able to drive safely to various City sites.  Incumbent must be able to see and hear in the normal range, with or without correction.  Incumbent must have the stamina to work long hours and overtime, if assigned, and be willing to work an irregular schedule, which might include evenings, weekends, holidays, and varying hours.

This position performs a variety of semi-skilled and skilled work in construction, repairs, and installations related to energy conservation, weatherization, and housing rehabilitation services at the Glenn County Community Action Department.  The Housing Rehabilitation Worker III may exercise lead supervision over lower level positions and contract employees. This position is scheduled for forty (40) hours per week. This recruitment may be used to establish a list to fill future vacancies for the next twelve (12) months.

WHAT YOU’LL DO

• Performs a variety of housing rehabilitation and weatherization duties in the maintenance and repair; performs a variety of janitorial, carpentry, plumbing, electrical, blower door testing, and dwelling assessment.
• Weatherizes dwellings and performs energy conservation measures to include weather striping of doors, window repair, installation of, furnace filters, carbon dioxide detectors, caulking, cooler covers, sheetrock, thresholds, doors, windows, etc.
• Installs siding, wood stoves, solar and evaporative coolers; repair rooms and plumbing, installs energy saving devices such as gaskets on faucets, showerheads, and aerators.
• Assists in coordinating housing rehabilitation activities with other County departments, divisions, sections, and outside agencies.
• Meets with owners to select contractor to perform proposed housing rehabilitation repairs and to discuss proposed work.
• Receives bids and checks for changes on bid forms to comply with bidding requirements; prepares cost estimates for materials; requisitions necessary supplies and materials.

Minimum requirements are a Bachelor's Degree and 2 years of increasingly responsible professional experience in public administration, finance, or other relevant functions OR an Associate Degree and 12 Years of professional experience in public administration, finance, or other relevant functions.  A valid CA driver's license is required.

About the Position

The County of Yuba is currently recruiting for the position of Sheriff’s Records Clerk within the Yuba County Sheriff’s Department. Under general supervision, provide difficult, technical, complex or specialized work relating to Sheriff’s department records and associated automated information systems; and perform related work as assigned.  This position is often the first point of contact for the Sheriff’s Department. This is an advanced journey level in the clerical series. This position reports directly to the Sheriff’s Records and Communications Manager.

THE POSITION

Under general supervision, Administrative Technicians perform a variety of technical duties and provides administrative support to a department or division's highly specialized programs and/or projects; assist with program monitoring and evaluation; research, gather, and interpret data, including statistical data; conduct program outreach; perform inter‑disciplinary policy‑related research; and perform other duties as assigned.

• Works with the City’s financial and legal departments to develop and execute various agreements.

The City of Berkeley is now accepting applications for Assistant Inspector in the Building & Safety Division of the Planning Department! This is a temporary, two-year position with an option for a third year upon approval by the Building Official, once certain criteria and milestones are met during the initial two years.

The Assistant Inspector will learn, in phases, every aspect of the building inspection process under the tutelage of the Building Inspection Section and Permit Service Center staff. This training will include learning and understanding the building permit review and issuance process, gaining and cultivating good customer service skills, studying and learning how to enforce the California and City of Berkeley Building Standards Codes, and acquiring proper building inspection techniques.

Upon approval from the Building Official, the Assistant Inspector will have the opportunity to demonstrate their knowledge and skills by performing inspections in the field throughout the City of Berkeley as allowed by State regulations and under the guidance of a Building Inspector as assigned. These inspections will gradually increase in scope and difficulty as new skills and knowledge are acquired and confidence grows. It is expected that the Assistant Inspector will acquire an ICC Residential Building Inspector (ICC B1) certification by the end of year one and an ICC Commercial Building Inspector (ICC B2) certification by the end of the two-year position. At the end of the term and upon Building Official approval, the Assistant Inspector will have the option of promoting into the role of Building Inspector I (certified).

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and:

1. Two years of full-time paid experience in one of the following: 
   • Building, civil, or architectural design drafting;
   • Building, housing, or home inspection;
   • Code enforcement;
   • Permit processing;
   • Performing carpentry, electrical, heating and refrigeration, plumbing, or similar work; OR
2. Three years of full-time experience in support of building inspections, housing inspections, or code enforcement; OR
3. Completion of two years of education in a recognized college or university with completion of 12 semester or 16 quarter units in any of the following or similar areas: civil or structural engineering, construction technology, design, inspection technology, architectural drafting, mechanical or, electrical engineering.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill job responsibilities. When driving on city business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

About the Position:  The incumbent will be a part of a collaborative, three-person Grants Program team within Administrative Services.
