The Position

The City of South San Francisco seeks customer service-oriented individuals to join the Community Resource Team at the new Library | Parks and Recreation Center. This position is shared between the Library Department and Parks and Recreation Department and works under the direction of the Community Resource Analyst. The Community Resource Clerk will typically be stationed at the lobby desks on the first and second floors of the new Library | Parks and Recreation Center at 901 Civic Campus Way in South San Francisco, however, may temporarily be assigned to other sites, or to represent the departments at special events. This position will provide a welcoming presence by greeting members of the public and responding to visitor inquiries to assist with wayfinding in the facility and sharing information about activities in the building as well as city and other local community resources.

The Department

The South San Francisco Public Library is a full-service library committed to delivering quality services to a diverse community.  Library services are available at three sites, including the Main Library (901 Civic Campus Way), the Grand Avenue Library (306 Walnut Avenue) and the Gene Mullin Community Learning Center (520 Tamarack Lane).  Lifelong literacy services are provided by Project Read at the Main Library and the Gene Mullin Community Learning Center (GMCLC).  The City currently has one opening in this classification, for a position providing programs and services at the GMCLC.

The City of Menlo Park seeks per diem librarians to contribute to operations activities, projects and programs in the Library and Community Services Department. Per diem librarians may support a combination of the activities below depending on the needs--location of service may vary. Schedules vary based on the needs of the library system. Both Menlo Park Library locations are open on Saturdays and Sundays, and until 8pm three nights per week. Per diem librarian positions are scheduled for less than 20 hours per week and may not exceed 980 hours within a twelve (12) month period.

Job Duties/Functions

• On a continuous basis, sits at a desk and/or stands at counter for long periods of time. Intermittently bends, twists, kneels or squats while shelving books, opening boxes, or moving equipment; twists and reaches office equipment; writes and uses keyboard to communicate and enters/retrieves data; runs errands; lifts or carries weight of up to 50 pounds. Pushes loaded book carts.
• Assists users in the use of computers and/or other electronic devices
• May provide or support story time sessions (children or adult,) or the willingness to learn how to provide the service
• May host/support/coordinate programs (children, teen, adult,); willingness to learn how to provide that service
• Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
• Provide assistance to and advise patrons of all age groups in the effective use of the Library’s collection, facilities and services; demonstrate the use of library resources, tools, equipment, and electronic reference sources; assist with digital downloads and respond to difficult or technical questions as they relate to the use of electronic resources. Compile subject bibliographies
• Develop an assigned area of the Library collection; review and analyze collection use; recommend books and materials for purchase based on patron needs and according to the variety of patron ages, abilities, education, interests, cultures, and socioeconomic backgrounds.
• Performs other duties as assigned

The Main Branch is open 10am-8pm Monday-Thursday, 10am-6 pm on Friday, 10am-5pm on Saturday and 1pm - 5pm on Sundays. The ideal candidate should have some availability during these hours.

The City of San Mateo Library Department is looking for a part-time Library Assistant I/II

The San Mateo Public Library is seeking a part-time (20 hours per week) Library Assistant I/II  in the Children Services Division at the Main Library The Library Assistant I/II works closely with the Supervising Librarian and the four merit Children’s Librarians to prepare and implement Children’s programs and services. The Library Assistant helps children and adults with reference inquiries, prepares materials and conducts outreach and class visits, helps with storytimes, maintains displays, performs clerical tasks including typing, organizing books and other materials, and maintains statistical information and division-specific documents.

What You'll Do

The Library Assistant I/II performs a wide variety of library support work and technical library tasks related to such activities as acquisition, cataloging, classification, circulation, and assisting patrons; and performs related work as required.  The current vacancy may be filled at either level based on experience.  Depending upon class level and assignment, duties may include, but are not limited to, the following:

• Prepare print and non-print materials for introduction into the library materials collection, including use of an automated system to retrieve cataloging data and produce catalog cards; preparing and affixing identification labels and pockets to materials; pull discarded materials from catalog card files.
• Assign routine tasks and provide technical instruction to part time and other subordinate positions in area of responsibility.
• Assist in the acquisition, processing and maintenance of the periodical, microform, audio visual, business, historical, or other special collection for the library.
• Assist adults and children in locating materials in the library and in placing requests for materials not available.  Refer more difficult or technical questions to appropriate library staff.
• Handle patron complaints for overdue and lost materials; refer delinquent accounts to an agency for collection.
• Maintain statistics of library use; use computer produced and manual data to prepare reports on circulation processing, inquiries received and other activities.
• Assist in ordering and receiving books, records, cassettes, periodicals, and other library materials and preparing associated paperwork for payment.
• Perform routine clerical assignments, including typing, maintaining files, and routing mail.
• Use a microcomputer or the City's mainframe system for word processing, data file management, and statistical record keeping.
• Process incoming and outgoing interlibrary loan requests; receive and send requests via computer as well as by mail; verify requests for accuracy.
• Provide story hours to children and participate in other programs for children and young adults.
• Prepare and maintain displays and exhibits; develop artwork for publicity materials.
• Recruit and keep records of the work of volunteers in the library; screen potential volunteers and direct to appropriate library division for assignment.
• Assist and advise outreach volunteers and serve as library liaison to Peninsula Library System Outreach Service in the City of San Mateo.
• Check out library materials to patrons; check in and prepare materials for return to the circulating collection; register new patrons; collect overdue fines.
• Respond to patron in person and telephone requests for library materials, services, and information.

The Library Assistant I/II receives direction from higher level personnel.  The Library Assistant II may provide technical supervision over lower-level library positions.

The Department

The Budgets and Financial Planning & Analysis Section is responsible for developing and managing the organization's budgets, performing financial analysis and forecasting, developing financial plans and supporting effective financial management throughout MTC, ABAG and affiliated entities.

Under the general direction of the Assistant Director, the Associate Budget and Grant Financial Analyst is responsible for preparation and monitoring of the operating and capital budgets, grant management, compliance and reporting of assigned entities. Working closely with agency Sections and program staff, this position will perform a variety of complex analytical and administrative work supporting effective financial and grants management of ABAG and its affiliated entities.

SKILLS AND ABILITIES

Knowledge of:

MINIMUM QUALIFICATIONS

An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education:  A Bachelor's degree in accounting, business administration, finance or related field.  A Master's degree is highly desirable.  Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.   

Experience:  Five years of increasingly complex and responsible work experience in treasury, governmental budgeting, governmental fund accounting, or similar field, including the equivalent of two years as an Assistant Financial Analyst in MTC.

Preferred Qualifications

• Experience working with Boards and Commissions
• Experience with federal and state grant management

License/Certificate:  Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the general direction of the Assistant Director, specific assignments and responsibilities include, but are not limited to, the following:    

• Develop and manage annual budgets, ensuring accuracy and alignment with agency priorities.
• Monitor expenditures, identify variances and work closely with section and project managers to address financial issues.
• Prepare monthly, quarterly, and year-end financial analysis; assist with monthly and year-end close activities, including financial reconciliation and reporting.
• Conduct variance analysis, identify key performance drivers, and provide explanations for budget deviations.
• Review and monitor grants, from grant application to project closeout, including grant compliance, reporting requirements, and financial management.
• Maintain accurate up-to-date tracking of contract and purchase orders and identify available budget and variances.
• Establish and maintain strong, collaborative relationships with project managers and other departments.
• Assist in developing, recommending, and implementing policies and procedures related to budgeting and grants management. 
• Perform other job-related duties as needed or assigned by the Assistant Director or Section.
