The City of Vacaville is accepting applications for the position of Legal Services Manager in the City Attorney's Office. Currently, one (1) vacancy exists but this recruitment will also establish an eligibility list to be used for any future vacancies over the next 12-month period.

The Legal Services Manager oversees the administrative and legal support staff and operations of the City Attorney's Office. This role manages legal service processes and projects and coordinates with outside counsel, consultants, agencies and courts. The Legal Services Manager is responsible for ensuring efficient office operations and effective legal services delivery to City departments, City Council, and City Commissions. Duties within this role include, but are not limited to: 

• Develop and oversee policies and procedures and efficient workflows for litigation and claims served on the City, including City department and staff notification, preparing/reviewing correspondence and templates for legal documents, establishing calendaring systems and working closely with in-house attorneys, outside counsel, and the City’s third-party claims administrator.  
• Manage and oversee “Legal Files,” the City Attorney’s Office’s law office management software program, including establishing proper naming conventions, ensuring proper identification of files and documents and accurate data entry, calendaring relevant claims and litigation dates and deadlines.
• Daily management of the “City Attorney General Mailbox” including reviewing and responding to email requests and distributing items to the appropriate office staff.
• Oversee and manage the City Attorney’s Office budget, review and approve/distribute invoices, reconcile invoices regularly and serve as contract manager for the office’s service and supply contracts.
• Direct involvement in recruiting and hiring administrative support staff including preparing or assisting with application information, reviewing submitted applications and participating on interview panels.

About Happy Hollow Park & Zoo (HHPZ): This is a 16-acre amusement park and Association of Zoo's & Aquariums (AZA) accredited zoo located in San José, California. HHPZ is open year-round catering to families with children. It operates nine amusement park rides, showcases various endangered species, and operates one of the oldest classical puppet theaters in California, as well as offering many other playgrounds and attractions emphasizing play and imagination in a natural conservation setting.

About Zookeeper Full Time/Part Time: The position performs work involving the care and feeding of zoo, domestic farm, and/or non-domestic animals and maintenance of enclosures, grounds and service areas; working with animals under all types of climatic conditions to prepare them for presentations, training, capture and restraint, basic husbandry, and behavioral enrichment. In addition, responding to general questions from the public regarding non-domestic and/or domestic animals.

Please note that schedules can vary every week or be on an "on call" basis depending on knowledge, training, and experience with specific animal routines. Parks Planning and Design Manager Class Specification

Definition
Under administrative direction, plans, organizes, manages, and directs the activities of the Landscape Architecture Division; serves as a key staff member in the administration, development, and implementation of policies, systems, and procedures to facilitate the implementation of the City’s Park Master Plan; oversees and directs the supervision and activities of citywide tree preservation and landscape development policies; and gives professional advice on landscape matters.

Class Characteristics 
This is a single position management classification reporting to the Community Services Director.  The incumbent has considerable latitude in the application of department policy as it relates to division activities and follows general guidelines or professional and administrative standards in accomplishing assignments; the incumbent is expected to identify policy issues and work with other staff to develop options and recommend solutions.  This classification is distinguished from the Senior Landscape Architect by the latter’s responsibility to manage the staff and activities of one or more sections of the Landscape Architecture Division.

The Risk Management Program Manager (Program Manager), reporting to the Deputy Director of Human Resources/ Risk Manager, will oversee the following three programs:

• Americans with Disabilities Act (ADA) Title I workplace accommodations program for employees and job candidates with disabilities.
• Leaves of Absence program for managing and monitoring the administration of claims for leave of absence.
• Workers' Compensation Program.

The Program Manager will direct the work of the staff in these units and support the team in the fulfillment of their duties in these program areas including their communication with employees, managers, insurance carriers, medical personnel, lawyers, and vendors. This position also receives a 5% management differential (already reflected in the salary) as the Program Manager assists the Deputy Director of Human Resources/ Risk Manager with a wide variety of work related to insurance for the County.

Central County Fire Department (CCFD) serves the Cities of Burlingame and Millbrae and the Town of Hillsborough. The Department serves a population of 66,045 from six fire stations across a service area of approximately 15 square miles. THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims administration including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. The Community Services Department's Urban Forestry Division administers the City’s Urban Forest Management Plan, Tree Permitting, Tree Ordinance Enforcement, 50-50 Programs, Tree Mitigation, Urban Forestry Grants, Tree Maintenance crews, and Tree Contracts. The Division’s primary functions are to promote, preserve, and grow a safe and healthy Urban Forest; Provide outstanding customer service and guidance on Urban Forestry Best Practices to both internal and external customers; To maintain the City’s Tree Inventory, respond to tree emergencies that occur within the right of way, qualify and certify an Approved Tree Contractor list; And, to provide public outreach, education, and support on tree planting and care to maximize the many benefits of the City’s Urban Forest.

Definition
This is a deep class series, which includes Landscape Architect/Landscape Designer I, Landscape Architect/Landscape Designer II, and Associate Landscape Architect/Urban Forester.  (At the I and II levels, incumbents who do not have professional licensure will use the classification title of Landscape Designer, and work under the direct supervision of the Senior Landscape Architect.) 
Under supervision, performs professional-level landscape architectural work related to the design, construction and rehabilitation of landscape and irrigation facilities for parks, landscaped areas and street and urban design projects; performs related work as required.

This is a deep classification series with multiple levels that are intended to provide recognition for a range of assignment variety and complexity, increasing professional/technical knowledge and skills, attainment of professional licensure, independence of decision-making and the impact of such decisions upon the long-term and short-term development and character of the City.  Incumbents may advance from the entry level to the full working level, based on operational need and assignment by management, as they learn City and departmental practices and procedures.  As knowledge and experience are gained, the work becomes broader in scope and assignments are more varied and are performed under more general supervision.  Advancement to each higher-level class requires gaining the knowledge, skill, experience and credentials that meet the qualifications for that class and demonstrating the ability to consistently perform the work of the higher-level class.

City Urban Forester is also a full-professional level class working at the Landscape Architect/Landscape Designer I, Landscape Architect/Landscape Designer II or Associate Landscape Architect level.  However, when placed in this assignment rather than being a registered Landscape Architect the incumbent would be required to be a Certified Arborist or maintain an American Society of Consulting Arborists (ASCA) membership.  This assignment is characterized by the responsibility to serve as lead staff person for City street tree and private tree permitting and Citywide resource for urban forestry and tree related issues including but not limited to, overseeing the health and wellness of the City urban forest; tree selection; and tree evaluation for hazard, disease and proper care.   Successful performance of the work requires an extensive professional background as well as skill in coordinating with other City departments and public agencies as well as dealing with property owners, developers, contractors, and the general public.
