The Department:

The Santa Clara City Library is a department of the City and has positioned itself as a dynamic community hub, providing access to information, literacy resources, educational programming, and promotes civic engagement in Santa Clara. The Library Department is organized into seven divisions: Administration, Adult Services, Branch Services, Customer Services, Facilities, Technical and Technology Services and Youth Services. Santa Clara City Library is in the process of finalizing and implementing its new Strategic Plan that will support the direction of future library services. 

The Position:

The Santa Clara City Library is seeking an enthusiastic and innovative Adult Services Librarian to join our dynamic team. The ideal candidate will be passionate about fostering a vibrant library environment through engaging programming, effective collection development, exceptional customer service, and proactive outreach efforts. This position requires a creative individual who is dedicated to serving a diverse community and enhancing the library's role as a hub for the community.

Librarian I - Reference: This is the entry-level class within the professional Librarian series.  The class is distinguished from the Librarian II by the performance of more routine tasks and duties assigned to the position within the series.  This position is typically used as a training position, and employees need have only limited or no directly related professional experience. Examples of entry level librarian duties include program and project support; collection development of smaller sections of the collection; facilitating public programs and events; participation in outreach and community events, collaboration with colleagues to develop programs and services that reflect the interests and needs of our diverse population; the creation of displays, booklists, and marketing materials.

Librarian II – Reference: This is the full journey level class within the professional Librarian series. Employees at this level require only occasional instruction or assistance as new or unusual situations arise and can independently and competently perform all operating procedures and functions of the work unit. Examples of journey-level librarian duties could include project management of a major program or systemwide service; collection development responsibilities for a significant part of the collection; design, implementation, and evaluation of a wide range of programs and events; development and maintenance of partnerships with local organizations, businesses, and community groups to promote library programs and services.

The annual salary range for Librarian I - Reference is $93,071.76 - $118,485.96. The annual salary range for Librarian II - Reference is $102,643.08 - $130,535.88.  This position may be filled at or near the bottom of the salary range.

Librarian I – Reference

Minimum Education Requirements:

Possession of a Masters' Degree in Library Information Science from an American Library Association accredited library school.

Possession of an appropriate, valid California driver's license is required at time of appointment and for the duration of employment.

Desirable Qualifications:

Experience working in a public library or in a customer service position.

Librarian II – Reference

Minimum Education Requirements:

Possession of a Masters Degree in Library/Information Science from an American Library Association accredited library school.

• Two (2) years of recent increasingly responsible professional library experience performing duties similar to a Librarian I for the Santa Clara City. 
• Experience providing reference service is required.

License/Certifications:

Possession of an appropriate, valid California driver's license is required.

Desirable Qualifications:

Experience in supervising the work of others and/or significant experience as a project or program lead is desirable.

Other Requirements: 

• Performs physical tasks, such as lifting bending, stooping, reaching, carrying, and walking up and down stairs. 
• Must be able to lift and carry library materials weighing up to 10 lbs. 
• Must be able to perform all the essential functions of the job assignment.

About the Division
 
The Parking Division resides within Transportation and Parking Operations and provides a comprehensive range of services aimed at meeting the needs of businesses, downtown employees, visitors, convention, cultural and sports facilities, special
events, schools and residents. Services include:
 

• Operations and maintenance of the City’s public parking facilities: eight garages and six surface lots totaling over 7,000 parking spaces, and 2,500 on-street metered parking spaces utilizing smart meter, and multi-space meter technologies.
   
• Management of vendor contracts, including a Parking Operations vendor responsible for day-to-day management of off-street facilities and Security vendor responsible for parking facility security and parking enforcement field investigations.
   
• Parking compliance activities supporting traffic safety, street cleanliness and maintenance activities, turnover of on-street spaces in business districts; and enhanced neighborhood quality-of-life through the removal of vehicles abandoned or stored in the public right-of-way.
   
• Collection of fines from parking citations and oversight of administrative review process for contested citations.
   
• Development and implementation of transportation and parking operation plans for a variety of special events, including provision of traffic control during events.
   
• Staff support to the Downtown Parking Board. The Board is comprised of seven members appointed by the City Council and serves as a public forum for discussion of downtown parking issues.
   
• The 24-25 fiscal year operating budget for the Parking Division’s services includes revenue projections of approximately $12 million from lots/garages and $3 million from on-street meters. The Division is supported by nearly 90 employees, both professional staff that lead programs, implement projects, and perform analytical administrative work; and field staff that provides parking compliance and meter collections/repair services. 

Position Duties

 
The Department of Transportation (DOT) is looking to potentially fill three (3) vacancies for Parking/Ground Transportation Administrator. Each role has a distinct focus: one  leads the on-street vehicle abatement efforts, another oversees on-street enforcement programs, and the third manages the daily operations of off-street parking lots and garages.
 
On-Street Vehicle Abatement Parking/Ground Transportation Administrator 
The On-Street Vehicle Abatement Parking/Ground Transportation Administrator is a newly created position within the Division, reporting to the Vehicle Abatement Parking Manager. This role will oversee the launch and management of the City’s initiative to address vehicle blight and maintain street cleanliness across the City.

New Program Services Include:

• Oversee the citywide enforcement of oversized and lived-in vehicles.
• Lead efforts to inventory oversized and lived-in vehicles parked on streets citywide.
• Analyze data to develop and implement a site/location prioritization strategy.
• Manage internal and external outreach, including delivering presentations to community stakeholders.
• Implement temporary and permanent parking restrictions, such as tow-away zones.
• Oversee enforcement activities, including towing, enhanced cleaning, and street-sweeping in designated zones/areas.
• Track program progress and outcomes, providing regular status reports.
• Manage interdepartmental relationships to ensure the program’s success.

Under direction, the On-Street Vehicle Abatement Parking/Ground Transportation Administrator performs complex professional, analytical, and administrative work in the development, implementation, and management of parking programs and contracts related to on-street parking enforcement operations.

This role includes one direct report—a Parking and Traffic Control Supervisor—and oversees eighteen (18) indirect reports, comprising two (2) Senior Parking and Traffic Control Officers (Sr. PTCOs) and sixteen (16) PTCOs.

The successful candidate will lead, manage, and motivate a team of nineteen (19) staff members by setting clear goals, fostering an innovative work environment, maximizing staff development, and recognizing achievements appropriately.

Key Responsibilities:

• Oversee the day-to-day management of the Parking Compliance Unit’s Vehicle Abatement Program.
• Serve as the City’s primary liaison for Council office staff and constituents regarding oversized vehicle and vehicle abatement concerns.
• Manage parking compliance and enforcement activities in alignment with the San Jose Municipal Code and California Vehicle Code.
• Analyze on-street parking conditions and assist in establishing appropriate parking controls.
• Manage program budgets and fiscal activities effectively.
• Provide staff support and collaborate with committees, boards, task forces, community groups, associations, and interdepartmental teams.
• Coordinate and contribute to the preparation of new parking ordinances, resolutions, requests for proposals (RFPs), agreements, and City Council memorandums related to on-street parking services.
• Analyze data to optimize the use and enforcement of on-street parking.
• Lead the hiring, onboarding, training, development, and performance appraisal of staff within the Parking Compliance Unit (PCU) and support the Vehicle Abatement Parking Manager in developing and managing Standard Operating Procedures across the unit.
• Perform routine audits of program operations, evaluate processes to identify improvement opportunities, and assist with the planning and execution of short- and long-term parking planning projects and programs.
• Support procurement processes within the Parking Division by developing Scopes of Service for RFPs and RFBs and develop reports and presentations for community meetings and other stakeholder groups.
• Manage vendor 
• Navigate political decision-making processes and City procedures effectively.
• Assist with program reporting to Council/Committees, including the Transportation & Environment Committee (T&E).

 
On-Street Enforcement Parking/Ground Transportation Administrator 
The On-Street Enforcement Parking/Ground Transportation Administrator reports to the On-Street Parking Manager and is responsible for managing and operating the City’s PCU and Meter Shop. The PCU oversees citywide enforcement of parking regulations and provides various services, including proactive patrols, school safety, residential permit enforcement, and street sweeping. The Meter Shop handles the installation, maintenance, and revenue collection for approximately 2,500 on-street parking meters.
This position has two (2) direct reports: a Parking and Traffic Control Supervisor and a Senior Maintenance Worker, and oversees forty-seven (47) indirect reports, including four (4) Senior Parking and Traffic Control Officers (Sr. PTCOs), thirty-six (36) PTCOs, one (1) Staff Specialist, and six (6) Maintenance Workers.

The successful candidate will plan, coordinate, assign, and supervise the work of employees engaged in parking enforcement and meter operations through subordinate supervisors.

Key Responsibilities:

• Oversee the day-to-day management and operations of the Parking Compliance Unit (PCU) and Meter Shop.
• Serve as the primary liaison for Council office staff and constituents regarding general parking enforcement concerns, and manage internal and external outreach, including presentations to community stakeholders.

Off-Street Operations Parking/Ground Transportation Administrator:
 
The Off-Street Parking/Ground Transportation Administrator focuses on managing the day-to-day operations of eight parking garages and six surface lots, totaling approximately 7,300 parking spaces, primarily in Downtown San José. The position reports to the Off-Street Parking Manager and oversees a Parking and Traffic Control Supervisor.
 
The successful candidate will lead a team that works closely with Downtown businesses and residents, community groups, associations, Council Offices, the Downtown Parking Board, the Convention Center and Cultural Facilities operator, and other City departments to deliver off-street parking services. They will ensure that the off-street parking program consistently provides the highest level of customer service, minimizes costs, and maximizes cash flow to the City.
 
Key Responsibilities:

• Develop, implement, and manage agreements and contracts related to off-street parking operations, including major projects like facade and elevator modernization, and security program analysis.
• Lead and manage off-street parking staff by establishing goals, fostering an innovative work environment, maximizing development opportunities, and providing appropriate recognition.
• Work directly with Downtown businesses, community groups, Council Offices, and other stakeholders to deliver effective off-street parking services.
• Oversee the maintenance and security of parking facilities and the parking guidance system, ensuring optimal operation.
• Analyze Downtown San José’s parking supply and demand, considering local market conditions and future developments.
• Manage marketing agreements and implement strategies to attract customers and increase participation in parking programs.
• Perform and analyze results from semi-annual customer service surveys for all parking facilities, track City Council-approved Performance Measures, and manage off-street parking operating budgets.

THE DEPARTMENT

The South San Francisco Public Library is a full-service library committed to delivering quality services to a diverse community.  Library services are available at three sites, including the Main Library (901 Civic Campus Way), the Grand Avenue Library (306 Walnut Avenue) and the Gene Mullin Community Learning Center (520 Tamarack Lane).  Lifelong literacy services are provided by Project Read at the Main Library and the Gene Mullin Community Learning Center (GMCLC).  The City currently has one opening in this classification, for a position providing programs and services at the Grand Avenue Library.

The City of Thousand Oaks Public Works Department is seeking a responsible and ambitious Emergency Management Intern to join our team for a 6-month internship (with the possibility of extension)! This is a great opportunity for someone interested in breaking into the public sector and eager to gain hands-on experience in emergency management services.  

Maintaining public safety during emergency incidents is a core function and responsibility of the City. The intern position will include educating residents about emergency preparedness and administering a variety of City and County emergency management programs (e.g., Community Emergency Response Team). The internship will require a commitment of approximately 15-20 hours per week and offers flexible scheduling options to accommodate other commitments, such as school. 

Primary Responsibilities:

LIBRARIAN I/II (For internal/promotional only)

Serve the City of San Bruno by developing Library Resources and Programs in our community! 

The City of San Bruno offers a unique opportunity to serve as a Librarian I/II, with a particular focus on youth services. Librarians perform professional library work including programming, reference services, cataloging, interlibrary loans, and children’s or adult services, with an emphasis on fostering literacy and lifelong learning among young patrons. They work under the supervision of the Library Services Manager and the Community Services Superintendent and may provide indirect supervision to paraprofessional staff of the library, ensuring high-quality support for youth and other community members alike. 

Librarian I is entry level position, responsible for a limited scope of a library program area, which requires the application of fundamental library science principles and practices.  

Librarian II is a journey level position, distinguished from that of Librarian I, by the greater complexity of the assignments and by the greater independence with which the employee is expected to operate. 

Examples of the essential duties and responsibilities include:  

• Perform professional work in rendering reference services, reader's advisory, and library instruction to patrons, with a special emphasis on youth and children’s services. This includes classification and cataloging of materials, ordering of books, documents, periodicals, and other materials. 

• Secure books through interlibrary loan system; search appropriate databases and identify books and other materials; request materials from an appropriate source; process materials for distribution to the patron; respond to requests from other libraries for interlibrary loans. 

• Assist in the development and implementation of programs and services such as outreach to homebound patrons, public relations, coordination of volunteers, children's services outreach through the city’s programming network and other social media outlets. 

• Conduct children's story times, focusing on early literacy development and engagement. 

• Prepare publicity; coordinate the publication of brochures; coordinate the dissemination of Library program publicity, particularly for children’s and youth services. 

• Review book collection to determine additional materials needed; selects materials for repair or discard. 

• Attends and represents the library at professional meetings as required. 

• Perform other duties as assigned. 

In addition to graduation from a master’s degree in library science from an American Library Association (ALA) accredited college of university, the ideal candidate will demonstrate the following competencies:

DEFINITION

Manages the Town's transportation program, including engineering, planning, budgeting, construction and maintenance of the Town's traffic network and transportation infrastructure system and a team of professional personnel.  Oversees multi-modal transportation projects, traffic safety and congestion reduction programs, traffic studies, and initiatives.  Provides supervision to assigned staff.  Maintains effective working relationships with Town employees, community members, state and county agencies, and appropriate others in support of assigned duties.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Development Services Director.  General supervision is exercised over professional staff. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Develops and directs the implementation of goals, objectives, policies, procedures and work standards for assigned division; interprets and complies with all applicable local, state and federal regulations (e.g. MUTCD, etc.).
• Develops and monitors the division’s budget; oversees financial well-being of the division by analyzing cost effectiveness and directing cost control activities.
• Oversees the budgeting, planning, engineering, and construction of Town’s transportation capital improvement projects.
• Oversees and directs workflow for multiple programs and functions (e.g. Neighborhood Traffic Management Program, etc.). 
• Evaluates, analyzes, prepares, reviews, and submits routine and specialized technical reports.
• Coordinate interdepartmental responses to transportation and traffic projects; work closely with engineering, maintenance, planning, and police staff on a wide-range of municipal transportation and traffic issues.
• Oversees transportation review of the traffic and transportation requirements for land development projects; prepare scope of work for traffic impact studies; reviews traffic impact studies, makes comments and recommendation for approval.  
• Oversees the operation and maintenance of the Town’s traffic, bicycle and pedestrian signals and related infrastructure, including inspections, troubleshooting, and contracting for major repairs.
• Review accident reports and prepare collision diagrams. 
• Review and comment on new traffic signal plans and assist with field inspection of new traffic signals; monitor traffic signal operations and make proactive field adjustments and enhancements. 
• Apply highway design standards, criteria, and policies; utilize accident and traffic volume records and traffic control device inventory to produce a complete and creative solution to traffic problems.
• Apply for and secure funds for targeted transportation grants.
• Makes presentations to Town Council, boards, commissions, and citizen groups.
• Staff liaison to a number of multi-agency Joint Powers Authorities and Regional Committees to ensure multi-agency collaboration on regional issues and programs are met and that multi-agency services are being provided efficiently and effectively; collaborates closely with Town Council liaison to the Committee(s), as well as other agencies’ elected officials.
• Coordinates, corresponds and interacts directly with citizens, customers, staff, etc., for transportation engineering services (e.g. safety, traffic calming, sight distance, speed management, active transportation, etc.).
• Respond to citizen inquiries, suggestions, and concerns for safety and/or solutions to unique traffic problems by creatively utilizing acceptable traffic engineering standards.
• Represents the Town before boards, commissions, and committees addressing transportation issues in southwest Contra Costa County
• Performs emergency or disaster-related duties as assigned; and
• Performs other duties as assigned.

QUALIFICATIONS

Knowledge of:

• Principles, practices, and techniques of transportation planning and traffic engineering.
• Fundamentals of traffic engineering, including human and vehicular characteristics, intersection and roadway capacity, transportation impact studies, traffic signal operations, intersection design, residential street design and traffic control, on and off‑street parking, traffic control devices; traffic signal operations at isolated intersections and coordinated signal systems, and site planning.
• Recent developments, current literature and sources of information regarding transportation planning and traffic engineering.

Ability to:

• Prepare clear and concise written reports and correspondence.
• Make presentations before the Town Council and other organizations.
• Apply transportation planning and traffic engineering knowledge to specific technical problems.
• Layout and design a wide variety of traffic implementation plans.
• Deal tactfully and effectively with the general public, civic and community groups, public officials and consultants.

EXPERIENCE AND EDUCATION

Experience:

Five (5) years of progressive experience in civil engineering, traffic engineering, transportation planning, or closely related field including at least two (2) years of supervisory experience.

Education:

A bachelor’s degree in transportation planning, traffic engineering or closely related field.

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire. Registration as a Traffic Engineer is desired but not mandatory.

DEFINITION

Under general direction of the Library Services Manager, is responsible for branch operations on a system-wide basis.

CLASS CHARACTERISTICS

Work in this classification is distinguished from the Librarian II by the greater degree of supervisory responsibility and the greater degree of independence with which the incumbent is expected to operate.

EXAMPLES OF DUTIES

Duties may include, but are not limited to, planning, directing, and evaluating the work of clerical supervisors and senior branch staff; developing, revising, and monitoring branch library procedures; coordinating staff training and development; responding to and resolving complaints regarding branch materials, policies/ procedures and staff; providing and overseeing others in the provision of information and assistance to the public in all areas including reference, reader's advisory, and use of materials; recommending, selecting, and evaluating materials and analyzing users' needs and interests to determine collection additions and deletions.

MINIMUM QUALIFICATIONS

Knowledge of: Modern professional library principles, practices and procedures; modern techniques regarding the processing and circulation of library materials; books and authors, standard bibliographies and other reference materials; community needs and interests and the local and regional resources available to meet them; the functions of the library as a community service and as a department of municipal government.

Ability to: Effectively direct the work of others; perform a variety of professional library work; develop and convey mastery of the automated systems related to the circulation function; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience: Three years of increasingly responsible professional experience in public library service.

Education: Graduation from college or equivalent, supplemented by successful completion of a graduate course of study in a professional library school.

The Department:
The Santa Clara City Library is a department of the City and has positioned itself as a dynamic community hub, providing access to information, literacy resources, educational programming, and promotes civic engagement in Santa Clara. The Library Department is organized into seven divisions: Administration, Adult Services, Branch Services, Customer Services, Facilities, Technical and Technology Services and Youth Services. The Library is in the process of finalizing and implementing its new Strategic Plan, as well as creation of its Facilities Master Plan, that will support the direction of future library services.

The Position:
This is an entry-level, as-needed position, requiring no previous training or experience.  After training, a Library Page is assigned routine tasks and duties, and works under direct supervision. Duties include manual work in connection with the use and maintenance of library resources such as checking in and shelving library materials and assisting with meeting room setup.  

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

What You’ll Do

• Support the preparation, implementation, and monitoring of a comprehensive risk-based emergency management and community preparedness program.
• Prepare and maintain municipal emergency operations plans, annexes, appendixes, checklists, and other supporting documentation.
• Respond to the Emergency Operations Center when it is activated.
• Design and administer communication plans to enable effective municipal and community response to a disaster situation.
• Continually monitor and assess municipalities’ training programs and research methods to increase community outreach.
• Maintain records of findings and corrective actions identified through After-Action Reports/Improvement Plans, and coordinate development of multiyear Training and Exercise Plans.
• Produce training materials, including written documents, electronic media, and videos; maintain materials, such as props, slides, videos, films, and other educational documents; set up and operate appropriate and different audiovisual equipment. Develop working relationships with and make presentations to representatives of municipal departments, as well as other public and private support relief agencies, businesses, schools, homeowners, non-governmental organizations (NGO’s) and other community groups regarding emergency services.
• Participate in the budget preparation and administration; prepare cost estimates and revenue projections for budget recommendations for designated accounts; submit justifications of program and related activities; monitor and control expenditures.
• Participate in specialized training, conferences and seminars as available and appropriate to maintain technical knowledge.
• Compile and analyze data; prepare reports and make recommendations on the formulation of policy and procedures, EOC and division staffing and organizational changes.
• Participate in administering contracts including those relating to grant projects; monitor programs for compliance with applicable regulations.
• Coordinate and conduct interagency training sessions on NIMS, ICS, and other emergency management topics for municipal personnel to establish and operate an Emergency Operations Center (EOC); maintain records of NIMS/ICS training in compliance with state and federal guidelines.
• Provide oversight and program delivery of the Community Emergency Response Team (CERT) Program.
• Develop training curricula/plans, coordinate logistics, promote and deliver public education programs to civic organizations, religious institutions, businesses, and residents.
• Design, develop and deliver a variety of disaster exercises designed to test elements of the municipalities’ emergency capabilities according to Homeland Security Exercise and Evaluation Program guidance.
• Support facilitation of stakeholders in exercise planning meetings.
• Assist in the development of goals and objectives for the emergency management program.
