The County of San Mateo's Sustainability Department seeks qualified candidates for the position of Sustainability Program Manager – Waste Reduction Special Districts. We are looking for candidates who possess excellent program management skills, who have a deep understanding of waste management and recycling service delivery to the community, and who are committed to implementing innovated solutions to ensure recyclables and organic materials are diverted from landfills. Under the general direction of the Director, the Sustainability Program Manager – Waste Reduction Special Districts will lead a team to ensure successful delivery of waste, organics, and recycling services to communities located in the County’s unincorporated special districts and unfranchised areas. This position will engage with communities on recycling education and events, will serve as the County’s regional liaison on waste reduction service delivery for the unincorporated areas, and will support development of innovate solutions to help achieve the region’s long-term waste reduction and recycling goals. 

THE POSITION 

This position leads the Waste Reduction - Special Districts team to oversee curbside waste services and related vendor contracts for the County unincorporated areas; works with residents, businesses, and others to promote and advance ways to reduce waste in the County’s unincorporated areas; and to increase diversion of recyclables, organics, and other items from the landfill. This position is also responsible for ensuring regulatory compliance with state recycling and waste diversion mandates, working to strategically plan for long-range financial sustainability of services, and serving as the regional liaison to the regional franchise coordination body, SBWMA, to represent the County. 

As the Sustainability Program Manager – Waste Reduction Special Districts you will: 

• Manage the program by setting strategic direction; developing and managing the program budget; planning and establishing project priorities; assigning work to and professionally developing staff; developing and managing contracts; planning for long term program financial sustainability; and presenting to the Board of Supervisors on program matters. 

• Manage the delivery of curbside waste, recycling, and organics services and related vendor contracts for County Franchise Area (CFA) and County Services Area 8 (CSA-8) and liaise to the governing bodies on matters related to the franchise agreements, services, and rate setting. 

• Set the annual waste and recycling service rates for CFA and CSA-8 through a Prop 218 process and place the service charges on the CSA-8 tax roll. 

• Lead the implementation of SB 1383, the State’s organics recycling law, in the unincorporated areas to ensure successful implementation and compliance, conduct community education, and manage the non-exclusive franchise agreements. 

• Engage with residents, businesses, and others to promote and advance ways to reduce waste in the County’s unincorporated areas and increase diversion of recyclables, organics, and other items from the landfill. 

• Develop policies and laws to help fulfill the BOS commitments to waste reduction and to ensure compliance with state laws. 

• Work with County departments and external partners to reduce illegal dumping in unincorporated areas and to host community shred, e-waste, and litter pick up events. 

• Design and conduct community outreach and education programs on recycling and SB 1383 organics diversion requirements.   

• Serve as regional liaison and SBWMA Technical Advisory Committee member, contribute to long range planning for waste management infrastructure and innovative solutions, and support disaster debris planning and emergency response efforts. 

• Other duties as assigned.  

 
The IDEAL CANDIDATE will have:  

• Demonstrated program management experience in setting strategic direction, delivering results-oriented programs, mentoring, and managing staff, and establishing and managing a multi-million-dollar budget to meet defined outcomes. 

• Experience managing and leading waste management and reduction programs and a strong understanding of solid waste management, recycling and composting, source reduction, public policy, or solid waste code enforcement. 

• Working knowledge of various state solid waste mandates including, but not limited to: SB 1383, AB 939, AB 1826, and AB 341. 

• Experience with administering franchise agreements, franchise fees and associated revenues, setting garbage rates and compliance with Proposition 218 requirements.  

• A high level of political astuteness and the ability to navigate sensitive issues with integrity and tact with elected officials, regional partners, and community leaders and members. 

• A highly strategic and collaborative approach to leadership. 

• A record of strong project management leading the development of work plans and managing resources to bring projects to successful completion. 

• Excellent communication skills with the ability to effectively frame and communicate complex concepts for different audiences, orally and in writing. 

• Ability to build strategic partnerships within the organization, with regional partners, and with the community. 

• Experience with community problem resolution, policy development, and facilitating large public processes or projects with an active, highly engaged community.  

• A commitment to providing excellent customer service to the community, a passion for public service, and the ability to work with highly diverse communities in an effective and respectful manner.  

• A broad knowledge of trends and technical information on waste management and reduction strategies.  

• A minimum of eight years of increasingly responsible experience managing sustainability programs and staff, including direct and indirect supervision over professional, technical, support, contract, and volunteer staff. 

Examples of Duties 

Duties may include, but are not limited to the follow: 

• Plan, administer, and coordinate the activities of assigned professional and technical staff involved in work of the Waste Reduction Special Districts team. 

• Administer, monitor, renew Franchise Agreements with haulers. 

• Oversee and administer waste franchise fees, set garbage rates and administer associated revenues, in compliance with Proposition 218 requirements.  

• Work closely with staff to develop strategic, program and project implementation plans for the Waste Reduction Special Districts team. 

• Plan, develop, and monitor the Waste Reduction Special Districts budget. 

• Effectively and regularly interface with waste haulers, landfill and transfer station operators, County department partners, and community members and organizations to engender support and collaboration for the team initiatives. 

• Assure compliance with federal, state, local and other pertinent mandates, laws, codes, rules, regulations, and agreements within assigned area. 

• Serve as a representative or assign representatives to serve on related boards, commissions, committees, and community groups. 

• Develop, negotiate, and monitor grants. 

• Prepare and review comprehensive reports, letters, and other written materials. Make public presentations, conduct outreach, training and/or public education as necessary. 

• Serve as primary subject matter expert in the assigned area to the County, external agencies, businesses, community groups and the public. 

• Develop and implement policies and procedures for Waste Reduction Special Districts programs.  

• Coordinate programs, projects and activities within the assigned area that cross over major areas of the section or across teams. 

• Apply an understanding of institutional and structural racism and bias and their impacts on underserved and underrepresented communities into project design and implementation to better serve all county residents. 

• Provide leadership and promote teamwork while managing sustainability programs and staff. 

• Manage and participate in personnel actions for the department including selection, performance planning, discipline, training. and development. 

• Perform other duties as assigned. 

QUALIFICATIONS 

Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.  

• A typical way to qualify is eight years of experience in the field of resource conservation which has included program implementation and coordination.

What You’ll Do

The Environmental Compliance Inspector performs inspections and sampling of industrial, commercial and residential sources of discharge to the City’s sanitary sewer and storm drain systems to ensure compliance with federal, state, and local regulations; inspects hazardous materials storage areas; responds to reports of illicit discharges; performs water quality testing; and conducts public outreach activities.  This classification is distinguished from all other technical and professional classifications in the City by its specialized assignments in support of a variety of environmental compliance programs.  The duties of the class involve courteous, effective and tactful interaction with the community to ensure compliance with wastewater and stormwater discharge regulations.  Persons assigned to this class perform or assist in performing all functions associated with the City’s Source Control (Pretreatment and Pollution Prevention) and Stormwater programs.  This position reports to the Regulatory Compliance Manager or higher level department personnel.

The Assembly Bill 617 Staff Specialist I/II will support outreach, engagement and partnerships with communities overburdened by air pollution to advance solutions towards equity and environmental justice. One position will support two teams that are working to co-develop local Community Emissions Reduction Plans with environmental justice communities in East Oakland and Bayview Hunters Point/ Southeastern San Francisco as part of the Air District’s Community Health Protection Program (Assembly Bill 617). Another position will support the Richmond/ North Richmond/ San Pablo team that is working towards implementation phase of the Community Emissions Reduction Plan. The Staff Specialist will work with teams to implement outreach and engagement activities to support monthly Community Steering Meetings, including:

• Creating agendas and taking detailed notes for internal planning meetings and external meetings with community-based organizations, Co-Chairs, Co-Lead partners on AB 617 community projects.
• Coordinating and facilitating meetings with community members. 
• Creating and reviewing template PowerPoint presentations and agendas for conformance with guidelines and policies.
• Coordinating or working with a consultant on event planning and logistics for virtual, hybrid and in-person monthly Community Steering Committee meetings and other sub-committee meetings.
• Effectively communicating, in writing and orally, to wide variety of audiences, including government staff, community residents, businesses and Board members.
• Actively interpreting complex and technical information to community members. 
• Drafting contract Scopes of Work, participating in bid processes, reviewing and analyzing invoices received from consultants and cross referencing with Scope of Work, provides status of invoice payments, monitoring contract budget and confirmation of payments. 
• Conducting routine outreach and communication on behalf of the Air District to community members.

 
Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.

The Assembly Bill 617 Air Quality Specialist I/II will work closely with professional and technical staff to perform research and analyses aimed at developing regulations to control air pollutants that contribute to localized air quality impacts in overburdened communities.  You will review and draft regulatory language; develop cost effectiveness calculations, analyze emissions inventories to determine baseline emissions and reduction estimates; work closely with the Community Engagement and Planning Section staff to strengthen partnerships with key community stakeholders; and perform related work as assigned. To be successful in this role, you must be a strong team player, have strong communication and analytical skills and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution.
 
Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.

In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.

 

DEFINITION

Under direction, performs a variety of professional level technical and administrative duties in the areas of inspection, investigation, air monitoring instrument and equipment operation, air quality planning, rule development, enforcement and compliance operations, and other air quality program areas; performs related work as assigned.

 

DISTINGUISHING CHARACTERISTICS

Air Quality Specialist I is the journey-level class in the Air Quality Specialist series. Incumbents are fully proficient to perform the full range of activities, with assignments of moderate difficulty. This class is alternately staffed with Air Quality Specialist II and incumbents may advance to the higher-level classification after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

Air Quality Specialist II is the advanced journey-level class of this series. Incumbents are expected to exercise more independent judgment, initiative and decision making, and are responsible for assignments requiring a higher degree of working knowledge, ability and initiative with minimal day-to-day supervision. Incumbents may provide training and technical guidance to staff.

This class is distinguished from Senior Air Quality Specialist in that the latter provides lead direction and is responsible for more complex work.

Air Quality Specialist II: Four (4) years of experience performing air quality inspections; installing, operating and maintaining air monitoring and quality assessment instruments and equipment, or developing and administering air quality programs, of which at least two (2) years included performing work equivalent to the Air District’s Air Quality Specialist I.

Substitution:  Any combination of relevant training and work experience in the listed or related fields may substitute for the education criteria on a year for year basis.

The Bay Area Air Quality Management District is recruiting for the position of Assistant Counsel I/II in the Office of General Counsel. This position will focus primarily on civil prosecution of air quality violations, including cases seeking civil penalties and/or injunctive relief before the Air District’s administrative Hearing Board and in Superior Court. Experience prosecuting or defending such cases under air quality or other environmental laws, or in other similar enforcement contexts, is highly desirable. The position will also provide legal advice, counseling and representation on related legal issues arising under local, state and federal air pollution laws and regulations, including air quality permitting, development of new regulations, California Environmental Quality Act issues, contract drafting, administrative law issues, and civil rights compliance, among others. Many of the most pressing air quality issues the Bay Area faces relate to disproportionate air pollution burdens in historically disadvantaged communities, so experience and familiarity with environmental justice issues is desirable. This is a full-time, exempt, management position. The City of Burlingame is accepting applications for the position of Environmental Regulatory Compliance Manager

The City of Burlingame is currently recruiting for a self-motivated, highly organized individual with a proven track record of successful independent judgment to join our Department of Public Works as the Environmental Regulatory Compliance Manager.  Under the limited supervision and direction of the Deputy Director of Public Works Operations or other supervisory personnel, the incumbent will perform activities and provide services related to Environmental Programs to the divisions within the Public Works Department. This position is responsible for reviewing, implementing and coordinating environmental regulatory compliance programs and energy conservation programs.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Oversees and manages the annual Municipal Regional Permit (MRP), compliance auditing, management of inspection programs, preparation of reports, and coordination with regional and state agencies.  Serves as the City liaison for the assigned administrative division with other divisions, departments, and outside agencies as part of the reporting requirements relative to the MRP.

• Responsible for the completion of Industrial and Commercial Site Control Inspections, and associated reporting, as required by the MRP.

• Directs work of consultants, contractors and City staff on subject matters specific to the MRP.

• Implements and participates in the City’s programs relating to, but not limited to regulatory programs for storm water pollution prevention, water and energy conservation, and related areas; monitoring of regulatory websites such as the SF Estuary, California Integrate Water Quality System (CIWQS).

• Assist in developing local programs and ordinances such as mercury and PCB abatements from stormwater to comply with state regulations.

• Manages, develops and implements public education outreach programs related to pollution prevention programs in compliance with permit requirements.

• Coordinates with Division managers to assist them in complying with state regulations relative to the Clean Water Act, potable water regulations, and water rights matters.  

• Preparation, management and administration of Urban Water Management Plan (UWMP), and its compliance with state regulations.

• Updating and tracking of the required audits related to the city’s Sanitary Sewer Management Program (SSMP) as required by the statewide general Waste Discharge Requirement (WDR).

• Ensures SSMP contractor compliance with industrial pre-treatment and inspection programs as required by the National Pollutant Discharge Elimination System (NPDES) permit.

• Represents the City, and serves at various committees including San Mateo County Stormwater Pollution Program Agency, CASQA (California Stormwater Quality Association), and at BASMAA (Bay Area Stormwater Management Agencies Association) on issues relative to stormwater management, green infrastructure plan, trash reduction, and overall compliance.

• Coordinates with senior level staff at regional levels to determine compliance for local issues and provides support to the Code Enforcement office to ensure City is in compliance with stormwater ordinances.

• Reviews and provides input on environmental documents and studies within areas of technical knowledge. Prepares reports and makes presentations to the management team, City Council, and regional and state agencies; develops schedules, and cost estimates for City environmental projects and programs;

• Analyzes regulations and programs on environmental matters and provides recommendations to management teams.

• Composes and presents comprehensive, concise and effective oral and written reports, communications and presentations on complex matters to diverse technical and non-technical audiences; reviews and evaluates forms and manuals and recommends changes

Education and Experience: Any combination of education and experience that could likely provide the required knowledge, skills, and abilities necessary for an Environmental Regulatory Compliance Manager.  A typical way of obtaining the knowledge, skills, and abilities would be:

Minimum 4 years’ related experience in environmental regulations and practices or 2 years’ experience with a Bachelor’s degree from an accredited college or university in environmental science, biology, public administration or closely related field.

Deputy District Attorneys perform professional legal services in the prosecution of a variety of criminal and/or civil matters on behalf of the District Attorney and perform other related work as assigned.

Deputy District Attorney I-II-III:

• Level I – This level is assigned to attorneys who have no previous legal experience.  Attorneys at this level work under close supervision. Applicants who have taken the California State Bar Exam this year and are waiting for results are encouraged to apply.

• Level II – This level is assigned to attorneys with at least one year of experience in the practice of law, who have demonstrated sufficient professional knowledge, judgment and skill to begin handling cases under general supervision. 

• Level III – This level is assigned to attorneys with at least four years of experience in the practice of law, who have demonstrated sufficient professional knowledge, judgement and skill to handle the most difficult and complex cases under limited supervision.

Examples of Duties: 

• Reviews and evaluates law enforcement reports and associated information and makes decisions whether to prosecute, negotiate or dismiss.      
• Appears in Superior Court for all criminally related court matters, including, pre-hearing conferences, sentencing, preliminary hearings, motions, and court and jury trials.
• Interviews witnesses and victims of criminal, domestic violence, and other offenses; reviews and evaluates physical evidence, views crime scenes; discusses cases with law enforcement; evaluates cases for settlement purposes and creates strategies for trial.
• Performs legal research regarding a variety of anticipated legal issues; provides advice to law enforcement staff regarding applicable laws, court decisions and legal authorities.
• Prepares a variety of documentation, such as jury instruction packets, motions, sentencing statements, correspondence and other materials.
• Prepares witness lists; organizes and compiles court exhibits and other evidence in preparation for court and trial and provides for legal discovery of such work.
• Prepares and presents cases to the Yuba County Grand Jury.
