The Information Technology Department is recruiting for a Business Analyst within the City Products-Projects-Portfolio Office (C3PO).

The Business Analyst will play a crucial role in analyzing and documenting business processes, identifying needs, and providing data-driven recommendations to improve the organization's efficiency and productivity.

The position will also lead and perform usability and accessibility work on digital service delivery analysis and/or improvement. This position will play a key role in ensuring new services are developed to bridge access, language, and ease of use barriers experienced disproportionately by underserved portions of our community.

Key duties may include but are not limited to:

• Leading user research on digital products by:

Salary Information:The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Senior Analyst classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

San José Mineta International Airport is accepting applications for the position of Maintenance Assistant. This vacancy is for our Swing Swift team, which is roughly from 2:00 p.m. - 10:00 pm.

The Maintenance Assistant position is responsible for raking leaves and debris, digging post holes, trimming hedges and trees, as well as cleaning large areas that contain debris, weeds, abandoned materials, catch basins and gutters. The Maintenance Assistant will also be required to safely operate pressure washers, scrubbers, sweepers, pick-up trucks, as well as tractors with flail mower attachments. Other responsibilities include assisting with forming, pouring and finishing of new concrete surfaces, and working on landscape projects near roadways, which may involve proper set-up of roadway markings and traffic control. In addition, this position will be responsible for planting ground covers, flowers, plants and trees, using a variety of soil amendments and fertilizers. The use of power hand tools for the maintenance and repair of plumbing fixtures, doors, roofs, sanitary sewer line cleaning, changing lamps, emptying trash and picking up trash/debris in assigned areas will also be required.

Other duties may include:

- Digs holes, trenches, and ditches using picks, shovels, jack hammers, spades, cultivating forks, post hole diggers and other tools; loads, unloads, shovels, and rakes sand, gravel, dirt, fertilizer, loam, asphalt, and other materials.

- Participates in the repair of sewer lines, checking of sanitary sewers, laying of sewer pipes, and installation of sewer connections.

- Performs labor in the planting, cultivating, trimming, removing, watering, and spraying of lawns, plants and other vegetation.

- Mows and trims lawns, rakes leaves, hoes weeds, clears paths and trails, empties trash containers, cleans equipment, structures, and facilities, such as courts, swimming pools, park grounds, restrooms and work areas.

- Performs labor in the erecting of tree supports

- Sets up cones and barricades for traffic and safety control, may perform as a flag person.

- Lifts heavy weights.

- Operates small dump trucks, light flatbed trucks, portable cement mixers, small sweepers and other equipment.

- Uses tools such as air spades, tampers, picks, shovels, hoes, rakes, pruning shears, rototillers, trimmers, shears, edgers, loppers, pruners and other items.

- Uses general carpentry, mechanical and hand tools, such as saws, drills, wrenches, hammers, screwdrivers, ladders and other tools.

- Is responsible for safe operation of equipment and tools.

- Is responsible for vehicle and pedestrian traffic safety in work areas.

- May provide information and deal with the public.

- May complete vandalism reports, work orders and other related service forms.

- Incumbents in this position are required to possess and maintain all Airport grounds and Airside Operations Area (MOAP) driving privileges.

Position Description:

Under the direction of Chief Technology Officer, the Technology Portfolio Manager will manage the System Integration for Intelligent Transportation Systems unit and oversee a portfolio of $30M capital projects in the Comm/IT Capital Improvement Program. The Technology Portfolio Manager is responsible for maintaining fiscal, schedule and technical control of the project and maintaining strong working relationships with clients and technicians throughout the project. The Technology Portfolio Manager will be responsible for data solution operations through an in-depth understanding of hardware and software solutions and coordination of project managers and field technicians. This role will contribute to the strategic design process to identify more integration opportunities and is accountable for staff performance in managing the workload and quality control of the portfolio of projects.

Examples of Important and Essential Duties

• Provides governance & oversight of projects and programs to ensure project goals or objectives are accomplished within approved time frame, scope and budget.
• Responsible for the planning and on boarding of projects and programs.
• Maintains and communicates overall portfolio financials.
• Responsible for maximizing resource allocation based on resource availability and prioritized projects.
• Provides leadership and motivation to project team members throughout the project life cycle and confer with project staff to outline work plan.
• Acts as a coach to junior project managers, executives and others who need assistance and advice regarding project management practices.
• Establishes work plan and staffing for project activities, iterations or phases and arranges for recruitment or assignment of project personnel.

How to qualify

Minimum Qualifications:

1. Possession of a bachelor's degree from an accredited college or university; AND
2. Six (6) years of professional-level experience overseeing enterprise-level technology projects. Professional-level experience in the functional area consists of interpreting laws and regulations, and/or exercising independent judgment in the application of defined principles, practices, and regulations; AND
3. Three (3) years of experience must include supervising professional-level staff that interpret laws and regulations, and/or exercise independent judgment in the application of defined principles, practices, and regulations.

Substitution:

Additional qualifying experience may be substituted for the required education in Minimum Qualifications on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

Possession of an advanced degree from an accredited college or university may substitute for one year of the required non-supervisory experience listed above. This substitution may not be applied to the required three (3) years of supervisory experience.

Notes:

1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

• Knowledge of project management methodology and experience or familiarity with major defined project management approaches (for example, waterfall, PMI, Prince II or agile) knowledge of project planning, scheduling and control tools with demonstrated experience.
• Clear and concise communication skills; expertise in setting and managing customer expectations.
• Effective influencing and negotiating skills in an environment where this role may not directly control resources.
• Strong knowledge and understanding of business needs, with the ability to establish and maintain a high level of customer trust and confidence.
• Ability to support a tactical resource plan by mapping future demand to forecast project completions in the project portfolio.
• Experience managing contracts over $10 million and multiple vendors on multi-year projects.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.
• Develop a cohesive team working atmosphere between city staff and contract staff. Establish design guideline parameters to meet regulatory requirements and the goals of the program for the benefit of the customers served.
• Participate in the development and administration of the Capital Improvement Program projects. • Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.

The City of Orinda is searching for a motivated individual to perform a variety of semi-skilled and skilled duties in the maintenance, repair, and construction of City streets and drainage facilities, sign and striping repair and replacement, graffiti removal, and vegetation trimming and clearing. All full time maintenance personnel in the City are responsible for after-hours emergency call-outs, including weekends and holidays, on a rotational basis.  Special and holiday event (including 4th of July) coverage may also be required.    This position is the entry level in the Maintenance Worker series, reporting to the Public Works Supervisor.

 

Examples of essential duties:

• Maintains and/or repairs City streets and catch basins; grade, scrape, and level surfaces in preparation for road paving; performs repair of curbs and gutters and paving of streets and alleys using pneumatic tools, asphalt rakes, and other hand tools;
• Removes and replaces road surface material and debris; load, transport and unload stones, gravel, dirt, supplies, and equipment;
• Installs, repairs and cleans storm drains, pipelines, catch basins, and storm drain grates; cleans and maintains catch basins and right of ways;
• Trims and removes trees; performs stump grinding and root cutting;
• Fills, patches, and resurfaces holes, cracks, ditches, and service laterals; installs and replaces street and traffic signs;
• Performs skilled operation of the bobcat, street sweeper, dump truck, equipment trailer, and other heavy and light equipment;
• Removes and inspects manhole covers and manholes; mixes, pours, and finishes concrete to raise manholes to street surfaces; replaces manhole covers as needed;
• Places traffic control and warning signs; serves as a flagman; sets up lanterns and barricades;
• Operates a chemical sprayer in assigned areas to abate weeds;
• Performs graffiti removal; and
• Performs preventive maintenance procedures and minor maintenance and adjustments on equipment used.

Minimum Requirements:

Candidates with the following qualifications are encouraged to apply:

Education: Equivalent to a high school diploma; and

Experience: One year of experience performing a variety of maintenance, repair, and construction and equipment operation work; and

License and Certificate: Possession of a valid California Driver's License with a satisfactory driving record.  Ability to obtain Confined Space, Traffic Control Flagger, Trench Shoring, and Fork Lift Certificates.

Special Requirements: Essential duties require the following physical skills and work environment:

Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb and lift 100 lbs.; exposure to heat, noise, outdoors, vibration, confining work spaces, chemicals, explosive materials, mechanical and electrical hazards; ability to travel to different sites and locations; availability for on-call, stand-by, and emergency call.
