THE ROLE AND PROJECTS:
Reporting to the Economic Development Program Manager, the Intern will be engaged in project-based work to advance key economic development strategic initiatives.  Examples of the work include, but are not limited to the following:

• Implement tasks outlined in the San Rafael Economic Development Strategic Plan.
• Develop a business support communications plan in collaboration with business support partners.
• Support Division Manager to activate outreach to businesses.
• Learn and assist with contract management.
• Evaluate resources available to various business groups through an equity lens.  Research strategies for business support for underserved sectors in San Rafael.
• Support activation of the Downtown San Rafael Arts District Strategic Plan.
• Administrative tasks as assigned.

HOURS, COMPENSATION & BENEFITS:
This position will work approximately 12-20 hours per week.  The candidate will have hands-on learning and work experience at San Rafael City Hall and outreach in the community.

This is a temporary position and hours worked may not exceed 1,000 hours in a fiscal year (July 1 thru June 30).

In accordance with the salary resolution, this position receives no benefits with the exception of Paid Sick Leave and a retirement plan.  

• Temporary employees are entitled to receive sick leave in accordance with California's Paid Sick Leave Law (AB 1522).

Role Description

This is a full-time, on-site role for a Director of Finance located in Boulder Creek, CA. The Director of Finance supervises, oversees and manages the activities and operations of the Finance Department including financial reporting, general accounting, purchasing, warehousing and inventory control; budget preparation, accounts receivable, accounts payable, payroll, debt administration, revenue management, administration of invested funds and performs other related duties as required.

Air Quality Planning Section (AB 617 Role)

You will work to support community steering committees and other community partners determine how to best improve air quality and reduce health disparities while centering equity and addressing environmental justice. Air Quality Planning Section (State and Federal Attainment Planning Role)

The Santa Clara County Housing Authority (SCCHA) is the county’s largest provider of affordable housing, helping make rental housing safe and affordable for approximately 20,000 low-income households.

How You Will Make an Impact:

The Santa Clara County Housing Authority (SCCHA) is seeking an experienced leader who will lead, manage, organize, plan and oversee the staff and activities of the Agency’s Innovation and Impact team including developing housing policy, program design, implementation and evaluation. Will work collaboratively with the leadership team and the community to bring meaningful opportunities and impact to the communities SCCHA serves.

The Assistant Director of Innovation and Impact plays an important role in leading the policy work and resident community initiatives, from innovation through evaluation.  This position will oversee and manage the Agency’s Moving to Work (MTW) Plan process in partnership with the leadership team and stakeholders, and requires knowledge of local, state, and federal regulations related to housing programs. 

As a member of our team, we are looking for a candidate that has a strong understanding and connection to SCCHA’s resident community needs and its supporting partners. Direct experience in community engagement, program and policy design and implementation, and evaluation of impact is highly desired. 

What Our Team Is Looking For:

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

• A bachelor’s degree from an accredited four-year college or university with major coursework in social services, behavioral sciences, public or business administration or related field.
• Five (5) years of increasingly responsible management experience in government assistance program and resident services administration and evaluation with three (3) years in a supervisory capacity.  
• A master’s degree is preferred.  

Under supervision of the Grounds Supervisor and under direction of the Maintenance II, Parks and Grounds lead person, incumbents in this classification work individually or as a member of a parks and grounds crew in the upkeep of City parks, medians, and satellite facilities including bus, equipment, and flora; perform related work as required.

CLASS CHARACTERISITICS:

Maintenance Trainee – Is an entry-level trainee position. Incumbents learn to perform the full scope of duties of the Maintenance I class. This class is alternately staffed with Maintenance I and incumbents may advance to the higher-level class after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

This entails not only performing tasks such as inspecting, cleaning, repairing, and maintaining City parks, landscape areas, and trail systems, but also making informed decisions regarding safety and usability. The Maintenance I role stands apart from Maintenance II, the lead-level in the series, as Maintenance II holds responsibility for overseeing the tasks performed by a crew engaged in parks and grounds maintenance.

DEFINITION

Under general supervision, perform various planning work, with the primary responsibility of assisting the general public on planning, zoning, and environmental requirements.  The position also helps review development and land use applications for zoning compliance, completes technical assessments and prepares written project analyses, and performs related work as required. 

The Planning Technician position is an entry-level position where technical assistance is provided to support professional staff and handle specialized project and program assignments.

Work is split between in-office and fieldwork.  Conditions involve some travel and may occasionally involve modified work hours or workdays to attend evening public hearings or weekend public outreach events.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Chief of Planning. This position does not exercise supervision over others.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Provide assistance and information to the general public, developers and contractors related to planning, zoning, and environmental requirements. 
• Serve as the primary reviewer of Building Permits for zoning compliance.  
• Process administrative current planning applications (e.g., sign permits, tree removal permits, land use permits, development plans, etc.).
• Provide staff support as needed to the Planning Division, Planning Commission, Design Review Board, Historic Resource Commission and other Town departments and divisions as assigned.
• Process a variety of development proposals and permit applications, including sign permits, variances, land-use permits, development plans, and major and minor subdivisions; ensure conformance to Town standards.
• Review applications for completeness and conformance to administrative requirements; monitor the progress of applications during the development review process.
• Perform research on a variety of planning issues; prepare and/or revise ordinances.
• Coordinate development review with other divisions of Development Services and outside agencies.
• Resolve disputes between the Town and developers/property owners.
• Respond to citizen complaints, concerns and inquiries.
• Prepare reports on a wide range of planning issues; make presentations to the Planning Commission, Design Review Board and other groups, as appropriate.
• Assist with managing the Town’s affordable housing program; aid in staffing the Town’s Design Review Board.

QUALIFICATIONS

Knowledge of:

• Practical planning methodology, urban development and operations, urban design and basic land economics; current land use and urban design implementation.
• Principles and techniques of project management.
• Development process, economics, practices and procedures.
• California development law, Town planning and zoning codes, California Environmental Quality Act and other applicable federal, state and local legislation.
• Techniques of negotiation.

Ability to:

• Demonstrate community relations skills; speak publicly and explain/interpret Town practices and objectives to the public, private agencies, and organizations as required.
• Prepare reports proposals and written materials of an analytical, budgetary, financial, technical and evaluative nature.
• Establish and maintain effective work relationships.
• Utilize computer equipment and software, including Microsoft Office Suite, and GIS.
• Attend meetings at various sites within and outside of the Town to inspect various work, building, or construction sites.

EXPERIENCE AND EDUCATION

Experience:

One (1) year of experience in city or regional planning or a related field.  

Education:

A Bachelor’s degree in city planning, public administration, political science, geography, urban and regional studies, or a closely related field.

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire.
