Glenn County is recruiting individuals to fill three full time and multiple Part Time/ Extra Help positions in the Public Works Agency. The Public Works Maintenance Worker I/II/III position performs a variety of semi-skilled and skilled labor in the construction, maintenance and repair of County roads, bridges, and other related structures, and in various traffic control maintenance and  repair activities of the Public Works Agency; operates a variety of construction, maintenance and transportation equipment as necessary to complete daily tasks at the Glenn County Public Works Agency. The Public Works Maintenance Worker III position is the journey-level class in the series, and is distinguished from the Public Works Maintenance Worker II by the primary responsibility to operate heavy diesel and gasoline-powered construction equipment in the maintenance of roadways, drainage systems. 
 

WHAT YOU’LL DO

• Prepares roads for patch repairs, overlays, or chip seals; prepares mix for patching roads; repairs and reconstructs roads.
• Cleans roadsides and drainage systems; inspects and clears debris from drainage systems; conducts roadside burning as needed.
• Prunes trees and other vegetation as needed.
• Directs and controls traffic around work sites.
• Operates semi-trucks, dump trucks, water trucks, boom truck, front loader, rollers, snow plow, etc.; operates a compressor, sand blasters, jack hammer, chipper machine, welding equipment, cutting torch, compaction tools, weed eater, blower, and other hand and power tools.

I-   $18.29 - $22.24 Per Hour
II-  $19.70 - $23.94 Per Hour
III- $20.72 - $25.19 Per Hour

StopWaste is hiring an Energy Council Program Services Specialist to work on Bay Area Regional Energy Network (BayREN) programs. The position will conduct community outreach and engage with stakeholders to make energy upgrades and electrify multifamily and single family buildings in Alameda County and the larger Bay Area. It will also work on growing and strengthening the clean energy workforce to help achieve energy and climate goals. The ideal candidate will have deep experience engaging and developing relationships with community partners. The position may be filled at the Program Services Specialist I, II, or Senior role depending on the applicant pool and the discretion of StopWaste staff.

THE POSITION

The Water Resources Instrument Control Technician installs, operates, maintains, calibrates, and repairs computer hardware, process instrumentation, and telemetry equipment; de-bugs, modifies, and customizes software; modifies, maintains, and repairs all components of a programmable logic controller (PLC) based supervisory control and data acquisition (SCADA) systems/distributed control systems; and performs other duties as assigned.

Examples of duties and responsibilities may include:

• Installs, calibrates, programs, maintains, and repairs instruments, PLC based system/distributed control system components, meters, analyzers, recorders, control and feed systems, computers, monitors, printers, transducers, microprocessors, and data transmission systems
• Maintains and repairs electronics, electrical, pneumatic, mechanical, and hydraulic systems, laboratory and safety equipment including gas detection, alarm systems, pH and DO meters;
• Analyzes and modifies computer programs to optimize plant operations and operator convenience
• Assists system users in solving data and systems problems and suggests alternative methods of operation

Under general or direct supervision at the lower level and under direction at the higher level, incumbents perform varied professional technical, analytical, and administrative tasks in providing staff support to departments and divisions to; perform contract administration functions; compile and maintain records; conduct special studies, surveys, and research assignments in a variety of project, program, service, and/or operational procedures; and, to perform related work as required.

CLASS CHARACTERISTICS:

The Sustainability Analyst I is the entry-level class in the Sustainability Analyst series. Incumbents in this class provide varied professional clerical and technical support in the administration of solid waste, recycling, organics and related sustainability programs.

The Sustainability Analyst II is the journey-level class in the Sustainability Analyst series. Incumbents are expected to be fully competent in all major solid waste and recycling program functions and able to independently perform assignments.

Incumbents at both levels are required to have an in-depth and comprehensive knowledge of the policies and procedures necessary to achieve program results.

Positions in the Sustainability Analyst series are flexibly staffed. Incumbents may advance to the higher level after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and demonstrating the ability to perform the work of the higher-level class.

EXAMPLES OF DUTIES (illustrative only): 

• Perform research, field investigations and statistical analyses related to integrated solid waste management including waste reduction, reuse, recycling, and composting; compile and analyze data; identify and evaluate discrepancies, and proactively find solutions; formulate recommendations and viable alternatives; prepare, deliver, and/or present a variety of oral and/or written reports. 
• Assist in developing and conducting special projects, studies, surveys, and research assignments, policy, services, public education and outreach, data management, contract administration, for an office, department or division, as assigned. 
• Designs and develops a variety of materials and activities to promote, implement, and evaluate assigned sustainability and environmental programs in a manner that will enhance public awareness, educate citizens to relevant environmental issues, and encourage proactive and cooperative problem-solving activities. 
• Works with program staff on contract administration, program development, maintenance and continuous improvement. 
• Provide sustainability related technical assistance to city departments, divisions, staff, the public, community organization and businesses. 
• Analyze and initiate recommendations to develop, improve, and/or ensure legislation compliance for department or division programs, systems, procedures, and methods of operation. 
• Organizes and participates in assigned program area activities, including contract management and compliance, customer service and outreach, data collection and analysis, and presentation of technical and specialized data. 
• Assist in the implementation and maintenance of programs, services, systems, policies, processes, procedures, manuals, and forms for use in operation; provide personnel training on related areas. 
• Assist in the development, coordination, and monitoring of the department or division budget; research and evaluate costs; provide budget tracking tasks as required. 
• Participate in administering contracts with contractors, subcontractors and consultants, ensure documents and reports comply with City contract standards; monitor programs for compliance with applicable scopes of service, rules, regulations, laws, and policies. 
• Represent the City and/or department in interdepartmental, community, civic and professional meetings, public forums, and conferences as required; make presentations as necessary. 
• Builds and maintains positive working relationships with coworkers, other City employees, other organizations and their representatives, and the general public, exhibiting effective customer service and communication skills. 
• Participates with other City departments, community service providers, consultants, other jurisdictions and agencies in sustainability and environmental program development and coordination efforts as well as legislative advocacy and education. 
• Monitor and coordinate the daily operation of assigned functional area; perform detail-oriented work and maintain accurate records, systems, processes, and statistics; evaluate using appropriate metrics. 
• Develops and maintains databases, contract compliance tracking records, and forms as needed. 
• May conduct presentations related to City's sustainability and solid waste and recycling programs and services upon request. 
• Perform other related duties as assigned.

DEFINITION:
Under general administrative direction of the City Manager, plans, directs, manages, and oversees the activities and operations of the Public Works Department including streets, utilities, water treatment and wastewater treatment, ensures all resources within each division are properly allocated and managed; provides long range planning for department programs, projects, and needs; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

CLASS CHARACTERISTICS:
The Director of Public Works is considered a Department Director with responsibility for directing the activities of a Department within the City. Positions at this class level serve as a member of the City's senior management team and provide advice and counsel to the City Manager regarding strategic policy and problem solving issues relating to the assigned Department and the City overall. The incumbent is responsible for accomplishing the City's goals and objectives related to assigned program areas.

EXAMPLES OF DUTIES:

• Assumes full management responsibility for all Public Works Department services and activities including streets, utilities, water treatment, wastewater treatment.
• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.
• Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
• Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
• Plans, directs, and coordinates, through subordinate level staff, the Public Works Department's work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.
•  Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
• Oversees and participates in the development and administration of the Public Works Department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
• Directs the activities and operations of the City's utilities, streets, and equipment maintenance programs; ensures maintenance activities are completed on time and within budget.
• Provides staff assistance to the City Manager; prepares and presents staff reports and other necessary correspondence.
• Represents the Public Works Department to other departments, elected officials, and outside agencies including community organizations; develops community resources; coordinates assigned activities with those of other departments and outside agencies and organizations.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.

The Position

The Solid Waste Manager reports directly to the Environmental Services Manager and is responsible for the administration of multiple integrated waste management contracts and programs within the Environmental Services Division. This position supervises a team of technical staff who execute various integrated solid waste management activities and may serve as the division head in the absence of the Environmental Services Manager.

Examples of Duties

• Manage multiple City franchise agreements for solid waste collection, material transfer and recovery, and landfill disposal including negotiating contract terms and monitoring performance.
• Oversee the division’s solid waste programs including planning, organizing, and implementing programs to create environmentally sound and cost-effective methods for the disposal of garbage and household hazardous waste, recovery of recyclables, diversion of organic material, and waste prevention.
• Plan, develop, and oversee the work of integrated waste management staff, providing leadership and fostering staff development.
• Receive and respond to complex customer service requests concerning scope of program, technical information, and service delivery issues.
• Oversee the Division’s public education, outreach, and special events to promote environmentally responsible and sustainable behavior.
• Analyze proposed legislation affecting integrated waste management activities, develops and implements program and policies to ensure City compliance with regulatory mandates.
• Conduct analysis and prepare reports and documents as required by regulatory agencies and for City Council study sessions and meetings.
• Participate in budget preparation and administration.
• Make presentations to City Council, boards, commissions or other public groups and acts as the City designated representative as assigned.
• Other related duties as assigned.

Equivalent to graduation from a four year college or university with major coursework in environmental health, sanitation or a related biological field. State certification in pesticide use and safety and vertebrate vector control is desirable.

The City of Berkeley invites you to apply for the position of Assistant Public Works Engineer in the Public Works Department! In this role, you will have the opportunity to apply your engineering knowledge to problems involved in design, specification and inspection of construction projects for sewers, streets, structures, parks and related public works projects. You will perform a variety of difficult engineering work and exercise a considerable amount of independent judgment in designing plans and making general engineering and plan checking calculations.

This position acts as a resident Civil Engineer in checking for contract compliance with engineering standards and specifications. With California Registration, incumbent may sign off on engineering specifications and plans.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four-year college or university with major coursework in civil engineering and two (2) years of professional civil engineering experience in design and construction work at a level equivalent to the Junior Public Works Engineer class.

Other requirements include possession of a valid California driver's license with a satisfactory driving record. Possession of a valid California certificate as an Engineer in Training is desirable, but is not required.
