Under the general supervision of a Senior Engineer, the Associate Engineer position performs a variety of professional engineering, plan review, and inspection work.

Typical duties include, but are not limited to the following:
 

• Examine plans, perform calculations and review specifications for commercial, industrial, and residential buildings for compliance with the California Building Code, California Fire Code, California State Fire Marshal regulations, and applicable NFPA standards and local ordinances.

You are excited about this position because you will:

• Manages a section or division by planning, assigning, monitoring, and evaluating the work of subordinates. Reviews surveying or map requirements and resolves problems as needed. Examines areas to be surveyed and assigns the appropriate survey party. Checks field survey or map work in progress and directs subordinates when necessary. • Coordinates with other city agencies on requests for service, time schedules, and cost estimates. Assists the Division Manager or Bureau Manager in making revisions of programs, objectives, and goals.
• Develops, interprets, and coordinates surveying and map processing policy and methods for the department.
• Processes and checks subdivision map applications, plans, and survey records prepared by licensed land surveyors for technical and record information accuracy with respect to the California Subdivision Map Act and the San Francisco Subdivision
• Writes and checks boundary legal descriptions and performs other professional duties which require a licensed land surveyor.
• Manages horizontal and vertical control systems which may include use of Global Positioning System (GPS) monumentation/documentation program. Implements and maintains Geographic Information System (GIS) base map system.
• Updates codes and regulations and reviews proposed bills and budget, cost, and fee assessments. Makes regular contacts with the general public, other departments, contractors, private surveyors, and outside organizations relative to municipal mapping and survey.
• Prepares legislation to change official street legislation, approve subdivision maps, and refers same to the Board of Supervisors.
• Performs related duties and responsibilities as assigned.

How to qualify

1. Four (4) years of experience supervising survey parties.
2. Possession of a valid California Professional Land Surveyor License, or a valid California Civil Engineer License (issued in 1981 or before).
3. Possession of a valid California driver license (at least Class C).

Note: At least one year of experience in county subdivision mapping is required for the position located in the Bureau of Street Use and Mapping at the Department of Public Works in addition to the Minimum Qualifications above.

DEFINITION

• OPERATOR I (COLLECTION)
  Under general supervision or direction, the Operator I (Collection) is responsible for the overall operation of the wastewater collections system, which includes the repair and maintenance of the sewer collection system and pump stations.
   
• OPERATOR II (COLLECTION)
  Under general direction, supervises the operation of the Collections System of the Wastewater Treatment Plant on a designated shift to ensure processing and discharge of wastewater which complies with performance standards of State regulatory agencies; perform any combination of tasks involved with inspection, construction, repair, and preventive, corrective and emergency maintenance of sanitary personnel; prepares logs and other records; performs maintenance tasks as required and other related duties as required.
   

ESSENTIAL FUNCTION REQUIREMENTS

For the Collections System, ability to locate, detect cause, and correct sewer stoppages; detect and perform minor repairs and adjustments to sewer equipment; maintain pumps and related mechanical equipment; and report to work at any time during an emergency.  Perform electrical and mechanical repairs, maintenance work and modification to equipment used in a water quality control plant; use various mechanic’s tools with skill and accuracy; available for standby on sewer calls on a rotation basis; follow oral and written directions; maintain working relationships with other employees.  (See Physical Demands section as it relates to Essential Function Requirements.)

  Duties may include, but are not limited to the following:
  • Performs operation and maintenance on sanitary sewer pump station.
  • Responds to service requests regarding clogged mainline stoppages, mainline breaks, manholes and related structures.
  • Performs mechanical work in repairing and installing equipment.
  • Operates compressor, air gun tamper, backhoe and other related construction tools.
  • May undertake minor carpentry, plumbing, cement work and electrical.
  • Performs general grounds maintenance work, sweeping, sanding, painting.
  • Maintains routine and daily records.
     
• OPERATOR II (COLLECTION)
  Duties may include, but are not limited to the following:
  • Lead a crew in the safe performance of preventive, corrective, and emergency maintenance of sanitary sewers
  • Respond to service requests, unclog mainline stoppages, and keep records on sewer line cleanings and state of existing problems within the Collections System
  • Repair mainline breaks, replace broken pipe and reconnect pipe sections
  • Operate power rodder, jet truck, backhoe and TV equipment
  • Conduct periodic inspections and perform routine maintenance and minor repairs to wastewater pumping stations and equipment
  • Keep daily logs and records on equipment; makes reports to the supervisor
  • Provide technical assistance and prescribe work methods and safety procedures to maintenance workers and utility workers
  • Inspect installation of new sewer lines, laterals and related structures; may study blueprints and specifications preparatory to inspection of construction project
  • Supervises the work of all operating personnel assigned to shift; trains and evaluates performance of shift employees, enforces safety procedures in conformance with policy of plant’s safety program.

This position is a working level civilian class in law enforcement, performing a variety of non-sworn duties in support of law enforcement activities.  Incumbents may perform civil, code enforcement, and criminal services including a variety of routine to more complex non-sworn law enforcement and crime prevention work including patrolling assigned areas, answering calls for service and complaints, serving civil papers, providing court room security; and enforcing local ordinances related to public safety and welfare.  As a County Services Officer he/she will enforce Division 14 of the Agricultural Code of the State of California and enforce the County ordinance governing the animal and rabies control program, in an effort to maintain public safety and welfare.  This position is scheduled for forty (40) hours per week. 

WHAT YOU’LL DO

• Enforce Title 8 of the County Code and Division 14 of the California Agricultural Code pertaining to animal control and treatment.
• Prepares various reports and case files on investigations, issues citations and warnings for violations of ordinances; files charges with District Attorney as appropriate; testifies and presents evidence in court.
• Works with other law enforcement agencies in matters related to the investigation of crimes and apprehension of offenders.

The Capital Improvement Program (CIP) division is leading one of the largest public works programs in San José's history! The division is responsible for delivering a 10-year capital improvement program estimated at $1.4 billion and assuring the future of wastewater treatment services for 1.7million residents and 17,000 businesses.

The CIP division performs the overall planning and project delivery for all aspects of the RWF treatment process, including program administration and budget planning. The Environmental Services Department is currently seeking to fill one ( 1 ) full-time Senior Engineering Technician vacanc y in the CIP division. This position is a higher-level class in the Engineering Technic ian series and may supervise Engineering Technicians and Interns.

The selected candidate will work from the San José-Santa Clara Regional Wastewater Facility. The Senior Engineering Technician will be responsible for providing technical support to a variety of ESD projects through planning, detailed design, bid and award, procurement, construction, post construction, and code compliance. This position may report to a Superintendent, a Program Manager, an Associate Engineer, or a Sanitary Engineer. This position may supervise and train associate engineering technicians and/or administrative staff .

Typical duties may include but are not limited to:

• Supporting and assisting with program management activities such as: project and performance tracking; program and project reporting; review and interpretation of project schedules and estimates; document management; and development and implementation of program control systems, tools, and procedures.
• Collecting and analyzing field, operational, and technical data.

The Deputy District Secretary reports to the Executive Officer, District Secretary, and will perform detailed, complex, and highly responsible administrative and technical work. This would include providing support for the Boards of Directors and committees of the San Mateo County Transit District (“SamTrans”), Peninsula Corridor Joint Powers Board (“Caltrain” aka “JPB”), the San Mateo County Transportation Authority (“TA”), and The San Mateo County Express Lanes Joint Powers Authority (“Express Lanes” aka “SMCELJPA”).

• Respond to inquiries from the public, staff, or Board members concerning any public proceedings, actions, or records requests.

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in public administration, or closely related field.
• Four (4) years executive level administrative support.
• Two (2) years supervisory or lead experience.

Preferred Qualifications:

• Availability/flexibility to attend monthly evening meetings and any offsite meetings as needed with core business hours usually between 8 am to 5 pm most days.
• Able to learn, interpret, and exercise good judgment when applying regulations, laws, policies, and procedures. E.g., Robert’s Rules of Order, the Ralph M. Brown Act, California Public Records Act, and California Political Reform Act.

• Proficient in Microsoft Office Suite: Word, Excel, Outlook, PowerPoint, SharePoint, and able to quickly learn all other office applications, such as Zoom, Teams, OnBase, and Next Request.
• Records management principles, including filing, indexing, and cross-referencing methods.
• Certified Municipal Clerk certification desired.
