The Department of Transportation (DOT) is seeking to fill 16 full-time Maintenance Assistant positions.

The Maintenance Assistant total salary range is $24.74 to $31.56 hourly or $51,459.20 to $65,644.80 annually . The actual salary shall be determined by the final candidates' qualifications and experience.

The Infrastructure Maintenance Division of DOT is looking to fill 16 full-time vacant positions. These positions perform work in the maintenance and repair of concrete, pavement, sewers, landscaping, traffic signs, and traffic markings. Duties include digging holes, trenches, and ditches. They also operate a wide range of hand, mechanical, and power tools, as well as a variety of light and heavy vehicles, trucks, and equipment relevant to work performed, ensuring compliance with safe working practices. Maintenance crews provide services seven days a week. Individuals in this classification may be required to work alternate work shifts, including grave and swing, weekends, holidays, overtime, and on-call.

THE POSITION

Under supervision of the Public Works Manager, the Maintenance Worker I performs entry level unskilled, semi-skilled, or skilled labor in construction, maintenance, and related service activities applied to the areas of general landscaping, grounds maintenance and street maintenance.

 TYPICAL TASKS AND RESPONSIBILITIES

• Grounds Maintenance:  Operate mowers and other equipment and tools for purposes of cutting grass, trimming trees and shrubs, and planting and transplanting flowers, bulbs, shrubs, and trees.
• Storm Prevention Maintenance:  Assist in cleaning ditches, culverts, and storm drains.
• Street Maintenance: Assist in repainting of pavement markings, basic pothole, and street repair; installation and repair of street signs and markers; mixing and application of Class III pesticide materials.
• Vehicle/Equipment Maintenance:  Assist in the care, maintenance and cleaning of vehicles, tools, and equipment.
• General:  Contact residents concerning maintenance and service problems; refer complaints and requests to proper supervisory personnel. Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

QUALIFICATIONS

The general knowledge of basic construction methods, materials and terminology, standard hand tools, light equipment, and light vehicles; general knowledge of basic safety precautions and practices necessary in working with hand tools, light equipment, and vehicles; general knowledge of basic methods and practices involved in the care of shrubs, trees and flowers. Ability to learn technically complex construction and maintenance procedures in water systems, streets, parks and building maintenance; use hand and power tools; perform heavy manual labor for extended periods of time under inclement weather conditions; work alone or with small groups.

SPECIAL REQUIREMENTS

Possession of a valid California driver's license and ability to maintain a satisfactory driving history.

EXPERIENCE AND TRAINING

Completion of high school or its equivalent, or completion of a trade or vocational school.  Some directly related experience is desirable.

COMPENSATION AND BENEFITS

• Monthly Salary: $4,855 to $6,269 per month. Placement within the range will be based upon the selected candidate’s experience and salary history.

DEFINITION

• OPERATOR I (COLLECTION)
  Under general supervision or direction, the Operator I (Collection) is responsible for the overall operation of the wastewater collections system, which includes the repair and maintenance of the sewer collection system and pump stations.
   
• OPERATOR II (COLLECTION)
  Under general direction, supervises the operation of the Collections System of the Wastewater Treatment Plant on a designated shift to ensure processing and discharge of wastewater which complies with performance standards of State regulatory agencies; perform any combination of tasks involved with inspection, construction, repair, and preventive, corrective and emergency maintenance of sanitary personnel; prepares logs and other records; performs maintenance tasks as required and other related duties as required.
   

ESSENTIAL FUNCTION REQUIREMENTS

For the Collections System, ability to locate, detect cause, and correct sewer stoppages; detect and perform minor repairs and adjustments to sewer equipment; maintain pumps and related mechanical equipment; and report to work at any time during an emergency.  Perform electrical and mechanical repairs, maintenance work and modification to equipment used in a water quality control plant; use various mechanic’s tools with skill and accuracy; available for standby on sewer calls on a rotation basis; follow oral and written directions; maintain working relationships with other employees.  (See Physical Demands section as it relates to Essential Function Requirements.)

  • Repair mainline breaks, replace broken pipe and reconnect pipe sections
  • Operate power rodder, jet truck, backhoe and TV equipment
  • Conduct periodic inspections and perform routine maintenance and minor repairs to wastewater pumping stations and equipment
  • Keep daily logs and records on equipment; makes reports to the supervisor
  • Provide technical assistance and prescribe work methods and safety procedures to maintenance workers and utility workers
  • Inspect installation of new sewer lines, laterals and related structures; may study blueprints and specifications preparatory to inspection of construction project

Maintenance Trainee – Is an entry-level trainee position. Incumbents learn to perform the full scope of duties of the Maintenance I class. This class is alternately staffed with Maintenance I and incumbents may advance to the higher-level class after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

The purpose of this recruitment is to hire a Temporary / Part-Time position.  Applicants who do not meet the minimum qualifications for the Maintenance Worker I position may be considered for employment as an Intern.  Temporary / Part-Time employees work no more than 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

IDEAL CANDIDATE

The Ideal Candidate for this position should have previous Road Maintenance experience; sidewalks, driveways, roads, curbs, and gutters, although not required. The Ideal Candidate will be able to follow directions, demonstrate good communication skills (orally and in writing), be flexible, arrive on time, have good attendance, a positive attitude, be able to work independently with limited supervision, and a willingness to take on and learn new skills. Possessing a Class B commercial Driver’s license is desired, though not required upon hire. 

ESSENTIAL JOB FUNCTIONS

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, rubber-tired and steel rollers, rubber-tired tractor with all attachments (except backhoe attachment), striping equipment, and trencher in order to perform a variety of routine construction and maintenance operations.  Spread asphalt in patching and repairing streets.  Use concrete cutting equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.  Paint and install traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck; manufacture and install traffic signs and remove signs no longer required.  Install and remove traffic control barricades and cones.  Assist in a variety of tree maintenance activities including low limb, stump routing, tree watering, and tree planting.  Utilize proper safety precautions and comply with policies and procedures in the Department Illness and Injury Prevention Program.  Operate equipment and vehicles with possession of all necessary licenses and certificates.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Respond to inquiries from the general public.  Clean storm grates and drains.  Perform work in emergency situations as required.  Perform minor and preventive maintenance on paint spraying equipment, compressors, sprayers, compactors, and other construction equipment.  Work cooperatively with others.  Perform related duties as assigned.

QUALIFICATIONS

Maintenance Worker I

Education:  High School diploma or equivalent.

Experience:  One (1) year of work experience in construction or related field.

License or Certificate:  Possession of a valid California Driver's License required upon hire.  Class B permit and DMV Medical Certification are required within three months of hire.  A valid Class B California driver's license, Completion of Work Zone Safety certification issued by the International Municipal Signal Association, First Aid and CPR Certifications required prior to permanent appointment.

Essential Duties:

Assists in laying pipe and sewer lines; sweeps and cleans roadsides, gutters, curbs, culverts, catch basins and other drainage structures; removes debris and undergrowth; assists in setting forms and mixing and pouring concrete; assists in raking, smoothing and tamping repaired patches; assists in the maintenance of mechanical equipment; assists in the layout of traffic patterns on streets and in the operation of painting equipment; cleans mechanical equipment and basic tools used on the job. Assists in maneuvering and driving hydro-jet truck and other equipment associated with this operation. Assists in preventative maintenance and unblocking of sewers using mechanical and hydro-jetting.

Water Division

Essential Duties:

Assists in laying pipe and water lines; assists in making taps and connections to mains; assists in the maintenance of mechanical equipment; cleans mechanical equipment and maintains basic tools used on the job.

Other Duties: Serve as flag person when working in traffic; read water meters and assist water service worker; work in confined spaces.

ESSENTIAL FUNCTIONS: (The following are minimal qualifications necessary for entry into the classification.)     

Knowledge of: 

Uses and purposes of designated hand tools employed in basic laboring work, safety precautions and practices, basic math and sufficient English to follow instructions and learn to write work reports.

Ability to:

Learn safety practices necessary in working on public thoroughfares; learn geography of the city; read and interpret plans and city block book maps; take notes and instructions and complete them accordingly; learn to perform semi-skilled and skilled duties in the assigned division. 

Skills: 

Ability to safely and efficiently use air and hand tools, hydraulic tools, jackhammers, and power and automotive equipment in a training capacity.

License: 

Possession of a valid Class C driver's license issued by the DMV, and the ability to obtain a Class B driver's license upon the end of a one-year probationary period.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Street, Sewer & Downtown Division

Ability to perform heavy manual labor including lifting and carrying heavy objects for short distances weighing up to ninety (90) pounds, including manhole covers; perform the pulling, pushing, twisting and bending needed for rodding sewer; work outdoors in adverse weather; perform pick and shovel work in digging, widening and backfilling; assist in the cleaning of sewers which includes working in raw sewage.

Ability to stand and walk for considerable periods of time; twist the upper body; perform moderate amounts of crouching, stooping, and squatting. Ability to climb ladders and to climb into confined spaces; to work weekends and evenings as necessary, and to establish and maintain cooperative working relationships with those contacted in the course of work. Sufficient vision, hearing and stamina to perform the above job duties, and use of proper safety and hearing equipment when using noisy and dangerous equipment.

Water Division

What You’ll Do

• Perform skilled tasks in the mechanical repair and maintenance of diesel and gas-powered apparatus, vehicles, hydraulic systems for aerial ladders, and other like equipment.
• Accept assignments received in the form or oral or written communications.
• Determine the nature and extent of needed repairs, prioritize them, and perform necessary repairs.
• Inspect all department vehicles to ensure they meet proper safety protocols and are in standard working order.
• Maintain all vehicles to ensure safe working order for all employees.
• Perform regular servicing and preventative maintenance on all vehicles and apparatus including performing tune-ups, lube, oil, filter, Inspection, and chassis lubrication.
• Diagnose, service, maintain such things as: fire pumps, relief valves, and other control of plumbing equipment (proper certification required).
• Inspect, diagnose, and repair engines, power train components, transmissions, transfer cases, differentials, hydraulic and pneumatic brake systems, steering and suspension systems, and electrical systems.
• Perform welding and fabricating work when applicable.
• Operate all equipment and tools safely and efficiently.
• Perform routine shop maintenance and clean-up and dispose of hazardous materials according to established procedures.
• Keep records of work assignments for bookkeeping and tracking purposes.
• Potentially respond to unanticipated emergencies to make temporary and/or permanent repairs in the field.
