The mission of the City of San José 's Park Ranger Program is to provide a safe, enjoyable park experience by protecting and educating the public, providing recreational opportunities, and by protecting, preserving, and enhancing the natural and cultural resources of the City's parks, trails, and open spaces.

Over the course of the program's 50+ year history, San José Park Rangers have worked to ensure a safe and enjoyable atmosphere in city parks. Park Rangers assist park users, provide information on appropriate park use, and educate visitors on park rules and procedures. As public safety officers, Park Rangers also render emergency medical care, conduct search and rescue operations, and perform wildland fire prevention patrols as well as provide initial wildland fire suppression. As stewards of the City's natural and cultural resources, Park Rangers work to protect and monitor park lands, restore native vegetation, maintain rustic hiking trails, and educate the public on the cultural and natural history of San José. Park Rangers also maintain safety and security in our neighborhood parks and along trails.

The Parks, Recreation, & Neighborhood Services Department is looking for a highly motivated, personable individual with strong leadership skills and innovative ideas to direct and organize park personnel in day-to-day operations in the protection of parks, trails, recreation facilities and watersheds within the City of San José.

Work schedule includes weekends, holidays and evenings and may fluctuate depending on season or condition.

Supervising Park Ranger Position & Duties:

Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination, and disciplinary recommendations.

• Evaluates training needs and workload balance for staff and prepares plans for implementation.
• Supervises staff engaged in park, trail, and facilities patrol, protection, or enforcement, and performs enforcement of park rules and regulations.
• Supervises and prepares and provides responses to park visitor complaints.
• Prepares and reviews written reports such as police, fire, injury, activity, vandalism, and visitor data reports; may make court appearances.
• Assumes responsibility for safety of subordinate personnel and park visitors.
• Operates light vehicles, radios, and other equipment necessary to perform Rangers activities.
• Supervises and performs the preparation and presentation of interpretive and educational programs related to park services to civic groups and park visitors.
• Recommends improvements and inspects conservation and resource management projects to maintain and restore the natural and cultural resources in City parks and undeveloped City park lands.
• Monitors weather and fire condition reports; may recommend restricting park use.

Additional duties may include:

• Performs and directs search, rescue, fire suppression, and other emergency activities; may coordinate activities with other public safety agencies.
• Completes equipment and supply requisitions.
• Provides budget input on needed personnel, equipment, supplies, and related items.
• Performs enforcement duties such as park patrol and writing misdemeanor citations; may make arrests of persons in violation of Federal, State, or Municipal rules and regulations.
• Supervises and provides cash handling services in the routine collection and/or fees from customers; performs revenue accountability and is responsible for petty cash receipts.
• Performs other related duties as required.

The City of Brisbane will be sponsoring up to four summer internships this year.  Our internships are project-oriented and designed to give college students a good general overview of future employment opportunities and current issues in the Public Sector.  You will have the opportunity for exposure to various areas of City Administration during your internship and to network with fellow interns and participate in professional development activities in San Mateo County and/or Santa Clara County.

Projects for 2024 include:

• Communications – Assist with developing innovative and relevant content for posting on City-administered social media sites, research and work with departments in developing articles for publication on the City’s website and print newsletter, and assist with aspects of video production including storyboarding, camera work, and script-writing.

• IT – Have some familiarity with programs such as Windows, Active Directory, Office/Microsoft 365. Must be able to disassemble and reassemble a PC. Projects will consist of adding and editing AD and email accounts and sorting and organizing hardware components. Some daily tasks will include responding to help desk requests and making basic equipment repairs and replacements.

• Human Resources - Offering learning opportunities by following a full recruitment and onboarding process. Assist with website updating; maintaining employee records; the conversion of physical records/forms to electronic format; and conducting research and analysis on HR-related topics.

• Public Works (Utilities) – Provide support to the City's Public Works Department - Utilities Division with various engineering projects in drinking water distribution, water resources, sanitary sewer collection, and storm drainage. Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree at an accredited college or university in a related field (e.g. public administration, public policy, business, planning, library science, environmental studies, engineering, sustainability). Undergraduate candidates must have a minimum of 48 semester units or equivalent completed.  Applicants should also be self-motivated, have excellent interpersonal skills, able to use Microsoft Office software, demonstrate good research ability and have the ability to communicate clearly both verbally and in writing. 

SALARY AND HOURS: The salary range for Interns is $20.00 per hour, 15-18 hours per week over a 12-week period.  The start date is flexible depending on the student’s availability.

We are seeking a collaborative and results-oriented Purchasing Supervisor with excellent communication, strong technical experience, and effective leadership skills to join our Finance Department team. The Purchasing Supervisor manages the Purchasing and Municipal Services Center (MSC) warehouse functions for the City. With an emphasis on customer service, this position ensures material and service requirements are met in a timely, efficient, effective, and ethical manner. The ideal Purchasing Supervisor candidate is a flexible and enthusiastic individual who can develop, mentor, and build relationships with team members and across the various departments they serve. The Purchasing Supervisor guides a team of six staff members located at three different City facilities.

The Purchasing Supervisor provides technical support, information, and assistance for purchasing materials, supplies, and services to all City Departments. The successful candidate will interpret, explain, and diplomatically enforce compliance with City procurement policies and procedures and all Federal and State rules and regulations. This position works closely with the Public Works Department and the Finance Department’s Accounting and Information Technology Divisions. These cross-functional teams work collaboratively to improve processes and procedures for efficient vendor management and payments, ensuring effective internal controls are implemented, monitored, and audited.

Primary Responsibilities:

• Provides leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.
• Supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
• Participates in the selection of Purchasing and warehouse staff; provides or coordinates staff training; works with employees to correct deficiencies; conducts staff meetings as necessary.
• Establishes schedules and methods for providing Purchasing and warehouse services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.

• Administers formal and informal bidding and Request for Proposal (RFP) processes; assists departments with preparation and review of RFP and bid documents; ensures development of a competitive product specification; ensures all federal, state, and local laws are met; evaluates bids against specifications and per City code, laws, and established policy.
• Oversees and administers the City’s Cal Card Program; opens and closes accounts; conducts training sessions for new cardholders; monitors payments of invoices and types of purchases; audits cardholder statements; reviews vendor activity reports quarterly to determine if better pricing could be obtained through competitive bidding; prepares reports for Finance Director regarding card use.
• Oversees, monitors, and utilizes the purchasing website to solicit bids and review vendor activity; evaluates the vendor list to ensure integrity and accuracy of list; ensures all active vendors are registered; maintains solicitation to keep all data current.
• Oversees and manages vendor information and payment system entry including W9 processes and procedures.
• Oversees the activities for the MSC warehouse including the effective management of inventory and annual inventory count process.
• Maintains and updates a variety of manuals including purchasing manual and Cal Card administrative manual.
• Maintains current knowledge of new trends and innovations in the fields of purchasing and inventory management; attends and participates in professional group meetings; participates in professional development activities.

Park Ranger classifications are stewards of the park system, providing public safety services, protecting and preserving natural and cultural resources in parks, and inspiring future generations to love and nurture nature. Park Rangers are often first on scene for medical, fire and other emergencies in the parks they oversee. They teach and enforce park rules so everyone can enjoy their visit, always aiming to resolve situations with the lowest possible level of enforcement by leading with education.   

Park Ranger Duties:  Specifically, under general supervision, this classification performs duties of moderate difficulty including performing overall work in park operations and visitor services; resource and environmental protection; greeting visitors and explaining/interpreting park features; performing rescue and fire suppression activities; administering emergency medical care as needed; patrolling parks; enforcement of state and local laws; performing conservation programs and projects; providing lead direction to other park personnel; coordinating and leading volunteer and internship programs; providing traffic and parking control; and preparing written and oral reports and other communication.

Senior Park Ranger Duties:  Under direction, provides lead direction to staff engaged in park patrol, protection, and enforcement of park rules and regulations. Assists park visitors, prepares interpretive and educational programs, and may assist in the coordination of emergency response activities. Participates in the protection, improvement, and maintenance of parks, trails, and facilities, and in the organization of day-to-day operations of the work group. Performs related work e.g. staff planning and scheduling, managing supplies and materials, purchasing materials and equipment as required.

Actual salary will be determined by the final candidate’s qualifications and experience.  The Park Ranger classifications consist of a base amount and an approximate five percent (5%) ongoing non-pensionable compensation pay as follows: 

·       Senior Park Ranger:  $92.776 - $113,087 (includes 5% non-pensionable compensation) annually

·       Park Ranger (FT):      $84,564 - 102.779  (includes 5% non-pensionable compensation) annually.

The Position

The Community Services Department plays a key role in enhancing the community and ensuring the citizens of Fremont receive excellent customer service through the management of recreation facilities, quality recreation and environmental programs, park planning and the maintenance of City parks, trees, and medians. The Park Ranger/Naturalist will provide information and assistance to the public, as well as enforce laws, rules, regulations, and the Fremont Municipal Code. Additionally, the incumbent will conduct environmental education programs and assist with implementing the initiatives of the Homeless Task Force.

Examples of Duties

- Work in prescribed uniform and is responsible for general patrol and supervision of Central Park, Lake Elizabeth, recreation facilities and parks throughout Fremont.
- Perform as a first responder in the park and facilities and activate emergency response as needed.
- Assist with the development and delivery of environmental education/interpretative programs.
- Initiate and maintain community based relationships with schools and other local organizations in support of interpretive programs and park projects.
- Assist with developing, planning, and delivering special events with an interpretive focus such as Earth Day.
- Supervise and train part-time park staff and volunteers as needed.
- Complete minor maintenance work on vehicles, equipment and facilities.
- Provide assistance and acts as a liaison to the public, responding to questions concerning park and recreation facilities, programs, policies, and rules and regulations.
- Demonstrate knowledge of and enforces the Fremont Municipal Code or other rules, regulations and ordinances pertaining to park operations within the City, including the issuance of citations.
- Investigate, collect evidence, statements and prepare reports in response to complaints, crime, injury accidents, and other park incidents.
