The City of San Rafael is recruiting for a Building Inspector to work in our Community Development Department.  Under the direction of the Chief Building Official, the Building Inspector I/II inspects buildings, reviews plans and specifications in the enforcement of laws regulating the construction of buildings in the City of San Rafael, issues building permits and collects fees. 

Building Inspector I:  This class performs the more routine tasks and duties including inspections of residential construction and less complex commercial and industrial properties.  This class is typically used as an entry-level class.  Employees in this class may have limited or no directly related work experience.

Building Inspector II:  This class performs the full range of duties as assigned including all types, sizes and complexities of commercial, industrial and residential construction, including accessibility compliance.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  Positions in this class shift away from office and group fieldwork to more defined, independent work.

ESSENTIAL DUTIES AND RESPONSIBILITIES:  This list is intended to be illustrative and does not represent an exhaustive list of duties and responsibilities.  Incumbents may not perform all duties and responsibilities listed.  Other duties may be assigned.

• Issues building permits at the front counter.
• Review plans for completeness and accuracy before issuing permits.
• Makes inspections in the field of building construction, plumbing, electrical, mechanical, Green Building, and energy, in residential, commercial, industrial, and public buildings.
• Conducts final inspections in the field of completed buildings giving approval to acceptable standards.
• Investigates complaints of building code or County code violations and issues “Stop Work” orders or “Notice of Violation” in situations of non-compliance.
• Coordinates inspection and investigation activities with other departments and external agencies as required. 
• Tours City checking structures for compliance with building codes.
• Provides information to the public regarding requirements.
• Explains code or ordinance requirements to City personnel, builders, architects, contractors, and the public.
• Maintains files and reports concerning inspection activities and findings.
• Prepares written reports and notices pertaining to code violations.
• Performs related duties as required.

KNOWLEDGE OF/ABILITY TO:

• Federal, State and Municipal Codes, ordinances and regulations relating to building plumbing, electrical, mechanical, Green Building and energy.
• California Building, Plumbing, Electrical, Mechanical, Green and Energy Codes.
• Principles, techniques of building inspection and engineering mathematics.
• Accepted safety standards and methods of construction.

• Effectively read blueprints and construction drawings.
• Resolve disputes concerning code requirements and effect compliance.

• Ability to read and interpret documents such as rules, operating and maintenance instructions and procedure manuals.

EDUCATION AND/OR EXPERIENCE:

Building Inspector I:

• Graduation from an accredited high school or equivalent based on courses taken from an accredited education institution.  Additional qualifying experience may be substituted for the required education on a year-for-year basis, AND
• Two (2) years of responsible experience in a variety of building construction work or as a licensed general contractor.  A college degree in a construction-related subject or building inspection program may substitute for one year of the experience.

Building Inspector II:

• Graduation from an accredited high school or equivalent based on courses taken from an accredited education institution.  Additional qualifying experience may be substituted for the required education on a year-for-year basis, AND
• Five (5) years of progressively responsible experience in a variety of building construction work or as a licensed general contractor.  A college degree in a construction-related subject or building inspection program may substitute for one year of the experience, AND
• At least two (2) years must be in an inspection capacity equivalent to a Building Inspector I for a government agency.

CERTIFICATES/LICENSES/REGISTRATIONS (SPECIAL REQUIREMENT):

• Ability to obtain a California driver’s license and maintain a satisfactory driving record; AND ONE of the following:

Building Inspector I:

• Must hold or obtain within one-year of hire an International Code Council (ICC) B1 Residential Building Inspector or B2 Commercial Building Inspector certification and must maintain certification through the entire term of employment in this job classification. 

Building Inspector II:

• At time of hire/promotion into this classification, must hold an International Code council (ICC) B1 Residential Building Inspector or B2 Commercial Building Inspector certification.  Within one (1) year of hire/promotion into this classification, must obtain one or more of the following ICC certifications:
  • P1 Residential Plumbing Inspector
  • M1 Residential Mechanical Inspector
  • E1 Residential Electrical Inspector
  • Or, the commercial equivalent.
• Must maintain both certifications through the entire term of employment in this job
  classification.
• Additional ICC certifications including RS Residential Combination Inspector or C5 Commercial Inspector and the California Accessibility Specialist (CASp) are highly desired.

Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.  While performing the duties of this job, the employee is regularly exposed to outdoor weather conditions and regularly works in inside environmental conditions.  The employee is occasionally exposed to moving mechanical parts.  The noise level in the work environment is usually moderate but occasionally loud.  The nature of the work requires the individual to climb ladders or scaffolding in order to access and walk on rooftops.  A sense of balance is required to walk on pitched rooftops.  The job also requires the ability to access and enter cramped quarters such as crawl spaces located under homes, or spaces such as attic areas. Working within the crawl space may bring the Building Inspector into contact with reptiles, insects and/or rodents.  While conducting an inspection, it may require the incumbent to walk over rough, uneven, and rock surfaces.

We have an excellent opportunity in the Community Development Department for the position of Plan Check Assistant!

The Purchasing Supervisor guides a team of six staff members located at three different City facilities.

The Purchasing Supervisor provides technical support, information, and assistance for purchasing materials, supplies, and services to all City Departments. The successful candidate will interpret, explain, and diplomatically enforce compliance with City procurement policies and procedures and all Federal and State rules and regulations. This position works closely with the Public Works Department and the Finance Department’s Accounting and Information Technology Divisions. These cross-functional teams work collaboratively to improve processes and procedures for efficient vendor management and payments, ensuring effective internal controls are implemented, monitored, and audited.

Primary Responsibilities:

• Provides leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.
• Supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
• Participates in the selection of Purchasing and warehouse staff; provides or coordinates staff training; works with employees to correct deficiencies; conducts staff meetings as necessary.
• Establishes schedules and methods for providing Purchasing and warehouse services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.

• Oversees and administers the City’s Cal Card Program; opens and closes accounts; conducts training sessions for new cardholders; monitors payments of invoices and types of purchases; audits cardholder statements; reviews vendor activity reports quarterly to determine if better pricing could be obtained through competitive bidding; prepares reports for Finance Director regarding card use.
• Oversees, monitors, and utilizes the purchasing website to solicit bids and review vendor activity; evaluates the vendor list to ensure integrity and accuracy of list; ensures all active vendors are registered; maintains solicitation to keep all data current.
• Oversees and manages vendor information and payment system entry including W9 processes and procedures.
• Oversees the activities for the MSC warehouse including the effective management of inventory and annual inventory count process.
• Maintains and updates a variety of manuals including purchasing manual and Cal Card administrative manual.
• Maintains current knowledge of new trends and innovations in the fields of purchasing and inventory management; attends and participates in professional group meetings; participates in professional development activities.

THE POSITION

The City Attorney's Office seeks a well-qualified, motivated attorney for the position of Assistant City Attorney. This is an at-will position that serves as part of the City's executive management team. 

The Assistant City Attorney will provide legal advice, counsel, and representation to the City in areas including, but not limited to, land use, real estate, housing, and environmental law. Duties include drafting and reviewing contracts, ordinances, resolutions, deeds, permits, licenses, and other legal documents, conducting research, interpreting and updating the City Municipal Code, and providing advice to City staff. 

The Assistant City Attorney will provide counsel to the Planning Commission, the Community Development Department, other City departments, and assist with the enforcement of City Municipal Code. The Assistant City Attorney receives general direction and supervision from the City Attorney and may provide oversight and supervision to support staff. THE IDEAL CANDIDATE

The ideal candidate will have a broad base of knowledge and experience in a variety of areas of municipal law such as the Brown Act, Political Reform Act, Public Records Act, contracts, personnel matters, public safety, public works, and advisory and litigation services. THE DEPARTMENT

We are seeking an innovative and proactive Building Official with a positive, forward-thinking perspective. The Building Official will manage all building division functions (building permit issuance, plan check, and building inspections). The position reports to the Community Development Director. THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review.
