Writing Prompt

Scenario: You are a Management Analyst in the City Manager’s Office tasked with researching and analyzing policies relevant to homeless services and mitigation practices.

In March 2024, California passed Proposition 1. Proposition 1 authorizes $6.4 billion in bonds to pay for major projects such as housing for veterans and mental health, drug, and/or alcohol facilities.  Proposition 1 will also shift how revenue from the 1% tax on income above $1 million is spent under the law. Proposition 1 renames the Mental Health Services Act (2004) to the Behavioral Health Services Act and expands its purpose to include substance use disorders, including for persons without a mental illness.

The City of Fremont’s Homelessness Response Team is drafting a Homelessness Response Plan for Fremont. The Team will be presenting the plan to City Council in May 2024 for study and potential adoption.

Candidate Task: Draft a memorandum addressing Proposition 1 and its potential impact on the City’s Fremont Homelessness Response Planning strategies. Please include:

• Proposition 1’s possible fiscal impacts
• Recommended changes to Strategy 1, 2, 3, 4, and 5 in the Fremont Homelessness Response Planning

Pioneer Community Energy Seeks a 
Senior Manager, Quantitative Analysis and Modeling

The Senior Manager, Quantitative Analysis and Modeling is responsible for organizing, assigning, reviewing and participating in the work of personnel engaged in professional duties related to analysis and modeling, structured product development, portfolio risk management, and integrated resource planning. Duties include:

• Planning, prioritizing, reviewing and participating in the performance of professional analysis and modeling of risk and value around complex transactions and portfolio positions, including structured products, rate analysis and development, and hedging strategies.
• Developing methods and schedules to accomplish assignments, ensuring work is completed in a timely and accurate manner.
• Developing pricing and calibration models for a variety of products.
• Solving challenging quantitative problems related to setting rates and valuations for structured products.
• Developing Monte-Carlo simulations on a large scale across several variables with relevant coefficients. 
• Performing fast and accurate market risk measurements.
• Conducting complex market and portfolio modeling and analysis of Pioneer’s power supply position to effectively monitor exposure to adverse market changes.
• Coordinating and participating in Pioneer’s integrated resource planning process including providing analysis and input related to production cost modeling from the CPUC, CAISO, IOUs, and CalCCA.
• Creating and implementing measures to benchmark system implementations, enhancements, or modifications by providing documented system specifications, evaluating vendor proposals, and recommending appropriate course of action.
• Developing portfolio dashboard showing key metrics and risk positions.
• Using a variety of computer software programs to prepare reports, graphs and other materials related to energy resources, finance models and customer statistics. 
• Maintaining liaison with regional resource planning or supply agencies; serving on Pioneer committees as required; evaluating proposals in terms of resource costs, availability and consistency with long-term financial projections and resource needs.

Qualified candidates will possess a knowledge of California energy industry and electric power markets including CAISO, CPUC, CEC, and CARB, energy/financial markets and quantitative investment approaches, advanced computer modeling of power supply system operation and cost analysis and have the ability to perform complex professional analytical work in support of a variety of Pioneer’s product structuring and resource planning activities.

Experience:
Ten years of experience in a position with similar duties. 

Training:
Bachelor’s degree from an accredited college or university with major course work in in a quantitative discipline such as Engineering, Computer Science, Financial Engineering, Economics, or related field.

The Position

The Community Services Department plays a key role in enhancing the community and ensuring the citizens of Fremont receive excellent customer service through the management of recreation facilities, quality recreation and environmental programs, park planning and the maintenance of City parks, trees, and medians. The Park Ranger/Naturalist will provide information and assistance to the public, as well as enforce laws, rules, regulations, and the Fremont Municipal Code. Additionally, the incumbent will conduct environmental education programs and assist with implementing the initiatives of the Homeless Task Force.

Examples of Duties

- Work in prescribed uniform and is responsible for general patrol and supervision of Central Park, Lake Elizabeth, recreation facilities and parks throughout Fremont.
- Perform as a first responder in the park and facilities and activate emergency response as needed.
- Assist with the development and delivery of environmental education/interpretative programs.
- Initiate and maintain community based relationships with schools and other local organizations in support of interpretive programs and park projects.
- Assist with developing, planning, and delivering special events with an interpretive focus such as Earth Day.
- Supervise and train part-time park staff and volunteers as needed.
- Complete minor maintenance work on vehicles, equipment and facilities.
- Provide assistance and acts as a liaison to the public, responding to questions concerning park and recreation facilities, programs, policies, and rules and regulations.
- Demonstrate knowledge of and enforces the Fremont Municipal Code or other rules, regulations and ordinances pertaining to park operations within the City, including the issuance of citations.
- Investigate, collect evidence, statements and prepare reports in response to complaints, crime, injury accidents, and other park incidents.
- Perform other related duties as assigned.
