ABOUT THE POSITION

The City of Redwood City invites you to apply for the position of High School or College Summer Inter for the Community Development Department. This employment opportunity is excellent for a well- organized person seeking some summer work experience and getting exposure to government and specifically to work in Community Development. The primary responsibility of this position is to help with data entry and document preparation. The position will also be able to shadow planners and building staff on counter duties, attend meetings and assist staff on planning projects as schedules permit. 

This Summer Intern position is a non-benefit casual position. This casual position work schedule will vary (as needed) between 15-20 hours per week, not to exceed 1,000 hours in a fiscal year.

Work Schedule: This is a 20-24 hours per week position. The regular work schedule is Thursday and Friday; weekend work may be occasionally required. This position is limited to up to 1000 hours per year. However, employment might end sooner, depending on the needs of the hiring department. Extra-help positions are paid hourly and are not guaranteed permanent status at the end of the extra-help assignment. 

Essential Responsibilities
Essential responsibilities and duties may include, but are not limited to, the following:

• Actively engage with the public to provide excellent customer service, anticipate customer needs and deliver services in a timely and respectful manner.
• Patrols parks or trails and other public recreational area.
• Provide information and direct visitors to appropriate park areas.
• Develop and participate in interpretive programs.
• Report unsafe conditions, incidents of vandalism, and other related conditions.
• Interpret and apply oral or written material/instructions.
• Prepare reports and maintain records of activities; may make recommendations on relevant subjects such as modifications to equipment or facilities to reduce vandalism or improve safety.
• Tactfully and effectively enforce rules and regulations governing facilities. Issue warnings and code citations, directs traffic, enforce park rules as necessary.
• Assist ill or injured park visitors until proper medical aid arrives.
• Operate a motor vehicle or motorized maintenance equipment.
• Conduct light maintenance activities (e.g., repairing, making and installing signs, fences, etc.).
• Perform watering, weeding, pesticide applications, pruning, trash control and perform minor repairs and custodial maintenance.
• Operate light motorized equipment including, but not limited to, pick-up trucks, dump trucks, power mowers, sprayers and tractors. 
• May occasionally operate heavier and more complex equipment.
• Ensure compliance with park rules, codes and ordinances.
• Work weekends, holidays, or other irregular hours.
• May direct the work of other employees on an intermittent or project basis.
• May direct the work of volunteer service organizations on an intermittent or project basis.
• Performs related duties and responsibilities as required.

Required Education, Experience and Training
Any combination of training and experience that would provide the required knowledge, skills, and ability is qualifying.

About Happy Hollow Park & Zoo (HHPZ): This is a 16-acre amusement park and Association of Zoo's & Aquariums (AZA) accredited zoo located in San José, California. HHPZ is open year-round catering to families with children. It operates nine amusement park rides, showcases various endangered species, and operates one of the oldest classical puppet theaters in California, as well as offering many other playgrounds and attractions emphasizing play and imagination in a natural conservation setting.

About Zookeeper Full Time/Part Time: The position performs work involving the care and feeding of zoo, domestic farm, and/or non-domestic animals and maintenance of enclosures, grounds and service areas; working with animals under all types of climatic conditions to prepare them for presentations, training, capture and restraint, basic husbandry, and behavioral enrichment. In addition, responding to general questions from the public regarding non-domestic and/or domestic animals.

Please note that schedules can vary every week or be on an "on call" basis depending on knowledge, training, and experience with specific animal routines. Parks Planning and Design Manager Class Specification

Under administrative direction, plans, organizes, manages, and directs the activities of the Landscape Architecture Division; serves as a key staff member in the administration, development, and implementation of policies, systems, and procedures to facilitate the implementation of the City’s Park Master Plan; oversees and directs the supervision and activities of citywide tree preservation and landscape development policies; and gives professional advice on landscape matters.

Class Characteristics 
This is a single position management classification reporting to the Community Services Director.  The incumbent has considerable latitude in the application of department policy as it relates to division activities and follows general guidelines or professional and administrative standards in accomplishing assignments; the incumbent is expected to identify policy issues and work with other staff to develop options and recommend solutions.  This classification is distinguished from the Senior Landscape Architect by the latter’s responsibility to manage the staff and activities of one or more sections of the Landscape Architecture Division.

• Serves as technical adviser to other City departments and officials on park, street tree and landscape matters.
• Reviews and analyzes federal, state and local landscape and water legislation and its implementation in the City of Fremont.
• Participates as a team member in the work of the department’s management team, understanding and then implementing assigned duties and responsibilities to support team goals and objectives.  
• Works cooperatively with other team members, receiving and sharing information, soliciting input, identifying operational and interpersonal issues, participating in the development of problem solving solutions.
• Acts as the City's representative in dealing with public and private agencies, groups and individuals concerned with parks and open space, trees, and landscape.
• Conducts park location studies to evaluate park site feasibility and proposed land acquisition and/or development.
• Responds to public requests and complaints regarding landscape development and tree preservation.
• Coordinates the work of the division with that of other departments and divisions.
• Maintains accurate records and files.
• Supervises the preparation of clear and effective reports, correspondence, policies, procedures, ordinances and other written materials.

Education/Experience

What You’ll Do

Under the general direction of the City Clerk, the Deputy City Clerk uses independent judgement to plan, organize, direct, and perform a variety of complex administrative, technical, and supervisory duties in support of the City Clerk Department’s day-to-day operations, primarily legislative operations and contract and process management. The Deputy City Clerk serves as the second in command within the City Clerk’s Department and provides backup to the City Clerk.  The Deputy City Clerk will provide a high level of administrative and technical support to the City Clerk and other departments and perform all duties of the City Clerk in his/her absence. Duties may include, but are not limited to, the following:

• Assists the City Clerk in performing the day to day functions of the City Clerk's office; and in the absence of the City Clerk, act as City Clerk, performing such duties as serving as the Clerk of the City Council, maintaining meeting protocols, parliamentary procedures and proper conduct, writing agenda reports, taking minutes, certifying ordinances, resolutions, agreements and other official documents, administer oaths of office and supervise staff.
• Reviews changes in law, regulations and guidelines for their effect on City Council and Advisory Body activities; evaluates the effect of such changes, and recommends and implements changes to policies and procedures as required for compliance. Participate in the development of an installation of new or revised programs, systems, procedures, and methods of operation; update and revise policies and procedures.
• Assists in the preparation of the annual budget for the Department; estimates staffing, equipment, and supply needs based upon recent trends and planned activities; monitors expenditures after budget adoption.
• Implements and manages the agenda production process including maintaining a deep knowledge of the agenda management software and process; training staff in the use of the software and process; and assists in deploying consistent agenda practices across the organization; coordinating with other departments on agenda content; enforcing work product standards and holding departments and higher classifications responsible for meeting standards and deadlines; and producing the agenda and agenda packet per state law and city requirements.
• Manages the publication of legal and public notices, for all Council bodies, in accordance with City, State and Federal law, and filing, indexing, certifying, processing for recordation, and safeguarding of all City Council proceedings.
• Maintains compliance with applicable Federal, State, local laws, relating to areas of responsibility, including but not limited to, California Elections Coe, the Brown Act, Political Reform Act, Conflict of Interest Code, and the Public Records Act.
• Oversees maintenance and development of City-wide records management initiatives.
• Assists the City Clerk in the administration and conduct of municipal elections and special events. Serves as Filing Officer for campaign and conflict of interest finance reporting.
• Serves as liaison to the County Registrar of Voters.
• Attends City Council meetings with the City Clerk to assist with operating the audio / visual / agenda / voting system and take minutes as required.  Responsible for after Council action including producing and maintaining official City records and documents in good order such as resolutions, ordinances, contracts, deeds, correspondence, inter-agency notifications and minutes.
• Prioritizes work of staff; develops and trains staff; conducts performance evaluations; approves actions regarding hiring, promoting, and disciplining; and approves recommendations on all employee actions.

Project Hope is a neighborhood engagement and empowerment initiative focused on nine neighborhoods in San Jose. Organized into operational teams, Project Hope staff are assigned to specific neighborhoods, where they assist residents to address the conditions and circumstances that exist due to systemic racism such as crime/violence, blight, lack of trust, marginalization, and inadequate services. Project Hope supports residents to create new neighborhood associations or reinvigorate existing ones, develop the organizational and capacity building skills to better utilize and reach key City, and other public/private resources to address ongoing quality-of-life issues.

Scenario: You are a Management Analyst in the City Manager’s Office tasked with researching and analyzing policies relevant to homeless services and mitigation practices.

In March 2024, California passed Proposition 1. Proposition 1 authorizes $6.4 billion in bonds to pay for major projects such as housing for veterans and mental health, drug, and/or alcohol facilities.  Proposition 1 will also shift how revenue from the 1% tax on income above $1 million is spent under the law. Proposition 1 renames the Mental Health Services Act (2004) to the Behavioral Health Services Act and expands its purpose to include substance use disorders, including for persons without a mental illness.

The City of Fremont’s Homelessness Response Team is drafting a Homelessness Response Plan for Fremont. The Team will be presenting the plan to City Council in May 2024 for study and potential adoption.

DEFINITION:

To assist in implementing, coordinating, and evaluating recreation and programs and events, including but not limited to Teen Programs, Youth Programs, After School Programs, Aquatic Programs and events, promotional events, special events and excursions.

Ideal Candidate

The ideal candidate is someone who:

• Experience scheduling, organizing, assigns, and monitors program volunteers.
• Is able to creates publications and flyers using Microsoft Office or web-based solutions like Canva.
• Is familiar and able to creates promotional materials, including press releases and social media posts.
• Experience in planning, coordinating, and directing events, programs, and activities.
• Able to work with others and create relationships with partner non-profit organization.
• Experience collecting data and creating reports from all senior programs.

ESSENTIAL JOB FUNCTIONS

Implement, coordinate, and evaluate recreation programs, aquatics programs, special recreation events and services; publicize programs, events and services. Train, schedule and assign program staff and volunteers; assist in the development of staff evaluations. Assist with coordination and scheduling of the recreation or aquatics programs.  Promote and maintain safety in the work place. Maintain records and statistical data on programs. Issue, secure and maintain program equipment and supplies.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that Employee must be present to work to complete assigned tasks.

OTHER JOB FUNCTIONS

Enforce all rules and regulations. Teach aquatic programs as assigned. Work cooperatively with others. Perform related duties as assigned.

QUALIFICATIONS

Knowledge of:

Community resources adaptable to the development of community services programs for specified recreation programs.  Principles of program coordination, training and evaluations.  Emergency procedures, First Aid and CPR.  Safety principles, practices and procedures.

Skill to:

Apply First Aid methods and safety precautions related to assigned programs.  Develop and maintain support for programs from the community and local organizations.  Communicate clearly and concisely, both orally and in writing.  Oversee train and evaluate assigned staff.  Establish and maintain effective work relationships with those contacted in the performance of the required duties.  Operate office equipment, including a personal computer.

Ability to:

Develop cooperative public relations with the general public.  Remain calm in stressful situations.  Be consistent when enforcing rules and regulations.  Maintain authority and control over programs.

Minimum Education and Experience:

Education:

High School diploma or equivalent.  Bachelor's Degree from an accredited college or university with major course work in recreation or a related field is preferred.

Experience:

Two (2) year of increasing responsible experience in the delivery of recreation services. A Bachelor’s Degree may be substituted for one year of experience.

License or Certificates:

When only assigned to recreation duties, the following is required and must be maintained during the course of employment.

• Required upon hire:
  •  Valid California Driver’s license,
• Required within six months of hire,
  • Possession and maintenance of a current American Red Cross First Aid Certificate or equivalent and
  • Current American Red Cross Community CPR Certificate or equivalent

The pay cycle is biweekly.  With the exception of worker's compensation coverage and sick leave, no other benefits compensations are provided.  Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.
