The City of Sebastopol is seeking an engaging, inclusive, and talented leader who is well-versed in current and long-range planning, affordable housing, and development activities, including economic development. The Community Development Director oversees all functions and activities of the Community Development Department.  The current focus is on planning and economic development activities.  In the future, the position's duties may also include oversight of the City's building, inspection, and code enforcement functions. 

This position coordinates Community Development Department activities with other City departments, officials, contractors, consultants, outside agencies, and the public to ensure cohesive and efficient development and planning processes. The Community Development Director reflects a demonstrative cultural competency in collaborating with all community members regardless of cultural differences or circumstances including race, ethnicity, religion, language, gender identity, age, marital and familial status, sexual orientation, diverse physical and learning abilities, socioeconomic status, and other identities. This position provides highly responsible and complex professional consult to the City Manager to advance the City's planning, housing, economic development, and building and development goals and objectives and may serve as the City Manager or Assistant City Manager in either manager’s absence or as assigned. 

This is an “at will” classification serving at the pleasure of and receiving administrative direction from the City Manager. This role's duties allow for a broad scope of independent decision-making within legal, policy, and regulatory guidelines. It involves exercising general direction and supervision over professional, technical, and administrative support staff.

THE POSITION

Assistant and Associate Engineering Technicians perform office and field engineering functions in connection with public works activities. The current vacancy is assigned to Construction Inspection and will perform field inspections of public works projects, developments, and activities requiring permits and inspection; and inspects grading, underground utilities, City water mains, sewers, storm drains, curbs, gutters, paving, irrigation systems, streetlights, and other infrastructure construction for conformance with regulatory standards, plans, and specifications. The Assistant Engineering Technician is the entry level classification in the series, and the Associate Engineering Technician is the journey level classification in the Engineering Technician series, with responsibility for more complicated technical tasks.

Examples of duties and responsibilities may include:

• Performs field inspections of public works projects, developments, and activities requiring permits and inspection
• Inspects grading, underground utilities, City water mains, sewers, storm drains, curbs, gutters, paving, irrigation systems, street lights, and other infrastructure construction for conformance with regulatory standards, plans, and specifications
• Maintains daily written records of progress made in construction and materials used
• Makes progress payments, writes change orders, and performs other contract administration duties on routine public works projects
• Assists contractors and the public in interpreting and complying with construction requirements
• Prepares monthly progress payment records
• Issues stop work orders when necessary
• Checks compliance of contractors with local, regional, state, and federal regulations including those governing wages and payroll
• Investigates and resolves citizen complaints regarding construction work on City facilities
• Enforces safety regulations

The City of Berkeley invites you to apply for the position of Associate Transportation Engineer in the Transportation Division of the Public Works Department! 

When assigned to development review, you will have the opportunity to review residential, commercial, industrial and public works project plans, traffic impact reports, and other development and design related documents for compliance with City of Berkeley standards and regulations including all applicable local, state, and federal codes and guidelines; evaluate and recommend mitigation measures to address adverse impacts of development projects; review plan checks for small developments; and review traffic control plans for construction projects.

When assigned to capital projects designs and traffic signal systems, you will have the opportunity to manage capital improvement projects including development of conceptual design options, detailed engineering design, bid, and construction administration; prepare council reports, conduct presentations, and respond to project-related public inquiries; design/review traffic engineering design elements for Complete Streets Projects and traffic calming projects; work with project development team to analyze street and road use for all road users focusing on safety and efficiency of transportation networks; and work with traffic signal maintenance team to maintain and upgrade city’s traffic signal system, including using Synchro traffic signal timing software. An ideal candidate in this role is proficient in scope, schedule, and cost management with managing multiple projects and competing priorities simultaneously as well as working knowledge of complete streets design principles, traffic calming and traffic control elements, civil engineering, roadway design, and Citywide plans including Bike Plan and Pedestrian Plan.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and five years of increasingly responsible traffic engineering experience, three years of which were at a level equivalent to the Assistant Transportation Engineer class. Progressively responsible related experience may be substituted for the college course work on a year for year basis.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer. A CA Registration as a Traffic Engineer is preferred. Candidates must also possess a valid California driver's license and have a satisfactory driving record. Desirable qualifications include a master's degree in Transportation Engineering/Planning or a related field.

The Position and Responsibilties

As a member of the Public Works, Engineering Division, in the Development Section, the Engineering Technician I/II will perform a wide variety of support functions to assist with customer service, development review and permitting.

Examples of Job Duties

General Duties for both the Technician I and II in all assignments:

• Operates a variety of office machines, calculators, personal computers and a variety of software applications.
• Makes initial review of project submittals and RFI's and routes correctly.
• Under the direction of a registered engineer, prepares manually or through CAD diagrams for field design changes.

Engineering Technician I (Development Section)

• Reviews and issues encroachment permits for work in the public right-of-way to residents, private utility companies including but not limited to PG&E, AT&T, Comcast, Alameda County Water District (ACWD) and Union Sanitary District (USD).
• Assists the Project Engineer in the review of private development applications from planning entitlement phase, to issuance of building permits, to approval of final/parcel maps and construction of any public improvements required to support the proposed development.
• Provides customer service at the Development Service Center related to private development applications and requirements for issuance of encroachment permits.

Engineering Technician II (Development Section)

In addition to the duties listed above for Engineering Technician I:

• Participates in the review and recommendation process for more complex encroachment and grading permits.
