Writing Prompt

Scenario: You are a Management Analyst in the City Manager’s Office tasked with researching and analyzing policies relevant to homeless services and mitigation practices.

In March 2024, California passed Proposition 1. Proposition 1 authorizes $6.4 billion in bonds to pay for major projects such as housing for veterans and mental health, drug, and/or alcohol facilities.  Proposition 1 will also shift how revenue from the 1% tax on income above $1 million is spent under the law. Proposition 1 renames the Mental Health Services Act (2004) to the Behavioral Health Services Act and expands its purpose to include substance use disorders, including for persons without a mental illness.

The City of Fremont’s Homelessness Response Team is drafting a Homelessness Response Plan for Fremont. The Team will be presenting the plan to City Council in May 2024 for study and potential adoption.

Candidate Task: Draft a memorandum addressing Proposition 1 and its potential impact on the City’s Fremont Homelessness Response Planning strategies. Please include:

• Proposition 1’s possible fiscal impacts
• Recommended changes to Strategy 1, 2, 3, 4, and 5 in the Fremont Homelessness Response Planning

The Maintenance Operations Department is recruiting for the position of Street Maintenance Worker I.

Examples of Job Duties: 

• Cleans work sites and equipment.
• Perform installation of various traffic control devices and markings.
• Drives truck with trailer.
• Performs heavy physical labor including lifting, carrying heavy objects; and shoveling, raking, and leveling asphalt.
• Clears and cleans roadsides, gutters, culverts and other drainage facilities.
• Participates in the removal, repair and replacement of storm drainage pipe.
• Sets-up and removes traffic safety zones for construction.
• Works in all weather conditions and in all terrain conditions.
• Works at all times of day and night.
• Perform preventative maintenance, adjustments and minor repairs on equipment.
• Cleans equipment, grease, lubricate, and fuel vehicles.
• Perform inspection and cleaning of drain inlets and storm lines.

Asphalt and Concrete Assignment:

• Repairs and replaces asphalt and concrete.
• Applies, rake, and tamp asphalt to perform Class A patching, skin patching, and sand sealing surface cracks.
• Uses rake, shovel, and pick in street repair work.
• Removes failed asphalt.
• Sprays oil on excavated area and over patches.
• Selects proper tip and angle of cut for jackhammer.
• Operates compressor, jackhammer and other power tools.
• Under supervision operate loader, backhoe, or storm drain cleaning machines.
• Performs concrete repair work.
• Cuts lumber for concrete forms to proper size and place stakes.
• Breaks up and remove concrete.
• Spreads and level base rock.
• Mixes concrete; pour concrete into forms, tamp, jitterbug surface.
• Applies concrete finish with trowel, screed, float or other tools.
• Patch holes with fresh concrete.

 
Traffic Safety Assignment

• Replaces, maintains and repairs guard rails, traffic dividers, signs, and similar traffic control devices.
• Assists in determining color of paint to be applied to street markings.
• Selects proper stencils for street markings.
• Applies stripes and intervals for new street markings.
• Places stencils over old street markings, start compressor and spray inside stencils.
• Cleans and maintains spray equipment, including stencil truck; place and pick up traffic cones during the operation of the striping machine.
• Prepares traffic signs.
• Applies sheeting to metal sign blanks for background color, numbering and lettering.
• Trim sign edges.
• Assists with street sign installation.
• Participates in the installation of raised pavement markers.
• Operates striping machine.

Street Sanitation Assignment

• Controls and remove litter.
• Removes drain outlet cover.
• Cleans storm drains and lines using hand and power tools.
• Under supervision, operates storm drain cleaning machines.

Marginal Functions
All Assignments:

• Receives and responds to public questions concerning current and projected work projects, location of streets, and directions.
• Changes backhoe buckets and teeth.
• Other duties as assigned.

StopWaste is hiring an Energy Council Program Services Specialist to work on Bay Area Regional Energy Network (BayREN) programs. The City of Berkeley invites you to apply for the position of Camp Maintenance Mechanic (Non-Career Intermittent) in the Parks, Recreation and Waterfront Department! In this role, you will have the opportunity to keep our camps running smoothly by performing both routine and heavy, physical work in the construction, maintenance, repair and cleaning of camp facilities. You'll operate a variety of hand and power tools to perform preventive maintenance and repair.

Our two overnight camps are located near South Lake Tahoe and Yosemite. 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is: Equivalent to graduation from high school, and one (1) year of experience in construction and maintenance.

State of California Drinking Water Treatment Certifications (Grade 1 or 2) desirable. Must possess and maintain a valid California non-commercial (Class C) driver's license, and have a satisfactory driving record. Must possess sufficient strength and stamina to lift and carry objects weighing up to 80 pounds and be able to perform sustained heavy physical labor. Must be willing to work outdoors in all weather conditions and on off-hour shifts in emergency situations.

California Education Code Section 10911.5 requires that all public recreation program employers must fingerprint all persons having direct contact with a minor. The City does not hire persons who have been convicted of felony drug, sexual assault or physical assault crimes.

Minimum Qualifications for consideration: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance.

Experience: Two years of general maintenance experience performing field maintenance work within the assigned area of responsibility.

License or Certificate: Possession of, or ability to obtain, an appropriate, valid Class A driver license within one year (Landscape or Streets) of employment. Some positions may require possession of, or ability to obtain, an Electrical Hazards Awareness certificate within one year of employment. Possession of, or ability to obtain, CPR and First Aid certifications within the first six months. Additional industry-specific certifications may be required depending on area of assignment.
