The City of Half Moon Bay is recruiting for a Director of Community Development who will be responsible for managing the City's activities associated with planning, building, code enforcement, inspection, public works maintenance, administration and operational direction to the Community Development Department, the Director is responsible for ensuring a seamless permitting process.  The Director advises the City Manager and/or Assistant City Manager on matters pertaining to the departmental functions.

We have exciting internship opportunities available at the City of Millbrae’s Public Works Department.  The Public Works Department is looking to hire two (2) interns for the Engineering Division. This is an open-ended internship without a specific term. The working schedule is to be determined based on business needs and candidate availability, and no more than 1,000 hours in a fiscal year.

The Engineering Division interns would be working on various infrastructure projects, such as streets, sewer, bridge/structural, permitting, and document management.  Interns will assist the engineers by writing reports or conducting field visits to solve construction issues.  Interns would report to the Senior Engineers located at the Corporation Yard at 400 East Millbrae Avenue.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed in an office environment in close proximity to other workers.  Incumbent shall be exposed to those conditions normally encountered in a business office environment.  Physical demands require frequent standing, reaching, leaning, twisting, grasping, lifting and sitting for prolonged periods of time.  Must carry moderately heavy boxes up to 50 pounds and/or utilize a dolly.  Incumbent must be able to drive safely to various City sites.  Incumbent must be able to see and hear in the normal range, with or without correction.  Incumbent must have the stamina to work long hours and overtime, if assigned, and be willing to work an irregular schedule, which might include evenings, weekends, holidays, and varying hours.

THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $4.6 million, along with a FY2023-2028 CIP appropriation of $ 8.6 million.

The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. Minimum Qualifications

Education & Experience

A typical way to obtain the knowledge and skills is:

Equivalent to the completion of a Bachelor’s degree from an accredited college or university and four years of professional analytical experience, including developing and administering programs. Some positions may require more specialized education, training, and experience. A graduate degree may substitute up to two years of the required experience. Desirable qualifications/skills Excellent communication and presentation skills, with the ability to adapt to the audience. Professionalism and good judgement in representing an agency/company with external stakeholders including the public, businesses, and other agencies. Training or experience working with and for the public and community groups to advance equity and environmental justice. Competency in managing time and responsibilities with little oversight and working efficiently. Reading and interpreting laws, policies, procedures, regulations, guidelines, maps, specifications, and other data. Bilingual proficiency in one or more languages commonly spoken in the San Francisco Bay Area. Interdisciplinary knowledge and/or learning agility with respect to state or other incentive programs, mobile sources of air pollution, zero-emission technology and infrastructure, heavy-duty equipment operations at Bay Area ports and other industrial hubs, and/or impacts of air quality regulatory actions on industry.

Other desired experience includes grant program development, project supervision, team leadership, developing RFP/RFQs, contracts, budgeting, grants management, community organizing, and report writing.

This vacancy is specifically for the Property/Evidence CSO position.

The City of Foster City is looking for a dedicated and responsible individual to join the Police Department as a Senior Community Services Officer. This position requires mature judgement and discretion and is given specialized training. We are seeking highly skilled individuals with excellent interpersonal and communication skills. Under general supervision, this position supplements administrative staff and provides support for sworn staff in police operations. There are four main assignment areas for the position, but currently there is only one vacancy in Property/Evidence.

Property/Evidence Assignment
Maintain and manage property and evidence of the department, including maintaining the property / evidence rooms; receive, collect, catalogue, store, handle and transport evidence; reviews files on case-by-base basis for disposition in accordance with Penal Codes and Law; assist in providing training to officers on proper packaging of evidence; prepare basic police reports, compile complex information; manage equipment inventory, provide information, telephone and front counter service, order and maintain evidence supplies and necessary equipment, perform payroll data input and payroll preparation/coordination, and other duties as assigned.

Education and Training Guidelines:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

Education:  A high school diploma or equivalent with courses in office administration or specialized job training, with undergraduate college course work, specialized administrative or law enforcement education and/or training. An associate degree is desirable.

Experience:  Two (2) years of full-time experience using computers, telephones, radios and other modern office equipment and programs including preparing, compiling and distributing records, budgets, reports and statistical information. Prior experience in Property/Evidence is desirable.

Licenses and Certifications: Possession of a valid California Class C Driver’s License and a good driving record.

Special Requirements

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. Applicants selected for a Departmental interview must complete a background investigation which includes a polygraph and fingerprinting. After a conditional job offer, applicants must also complete a psychological examination and pre-employment medical examination.

DEFINITION

Police Records Clerk I: Under direct supervision, perform detailed clerical work of average complexity in connection with processing and maintaining sensitive and confidential police records; operate computerized Records Management System; receive money; provide customer service both at the counter and on the telephone; and to do related work as required. Police Records Clerk I is an entry-level position and Police Records Clerk II is the journey level class in the series requiring average knowledge and computer experience. Incumbents in this class, working within established procedures are expected to carry out general clerical duties, following oral and written directions, learn to exercise independent judgment, and have the ability to work in groups to achieve common goals. 

Police Records Clerk II: Under supervision, Police Records Clerk II are expected to work within established procedures at a wide variety of keyboarding, data-entry, and general clerical duties, exercise independent judgment and provide training, technical and clerical supervision over less experienced staff.

Both the Police Records Clerk I and Police Records Clerk II have frequent contact with the public and other law enforcement agencies. Incumbents deal with sensitive and confidential information on a daily basis and are required to work under pressure.

Positions in the Police Records Clerk II class are flexibly staffed and normally filled by advancement from the Police Records Clerk I class, or when filled from the outside, require specific clerical experience. Appointment to this class requires the employee to be performing substantially the full range of police records clerk duties and to meet the qualifications for the class. 

EXAMPLE OF DUTIES

Either manually or through the use of computers, as appropriate, does responsible record processing work in the maintenance of confidential Police Department records; answer a variety of procedural questions and provides information from established departmental records to the public and other law enforcement agencies via telephone, in person, and in writing; routine data input for computer processing; operate a variety of office machines, including computers, adding machines and Dictaphone/transcriber; collects and records fees; prepare court packages; and perform related duties and responsibilities as assigned. At the Police Records Clerk II level you may be required to train employees.

MINIMUM QUALIFICATIONS

Knowledge of: Appropriate English and correct spelling, grammar and punctuation; basic arithmetic; and use of personal computer applications. Modern office methods, equipment, and procedures including filing and indexing methods are desirable. At the Police Records Clerk II level personal computer applications running in WINDOWS and modern office procedures including filing and indexing methods.

Ability to: Police Records Clerk I level: Keyboard at a speed of 40 words a minute from clear copy; perform detailed clerical work of average difficulty; use appropriate English and vocabulary and correct spelling, grammar and punctuation; learn, interpret, and apply applicable ordinances, policies, and laws; exercise good judgment and discretion in releasing information; learn to perform assigned duties independently or under general supervision; understand and carry out oral and written directions; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Additionally, at the Police Records Clerk II level: Keyboard at a speed of 45 words a minute from clear copy and perform assigned duties independently or under general supervision.

Experience:

Police Records Clerk I: None required.

Police Records Clerk II: Two years of full time, clerical experience involving data entry, general office work, and public contact, desirably in a public sector law enforcement agency. Additional education may be substituted for one year of the required experience on the basis that one year of education equals six months of experience, utilizing a maximum of two years of additional education.

Education: Graduation from high school or equivalent.

Applicants for this position must be able to pass a comprehensive background investigation including polygraph and fingerprinting.

DEFINITION: Under general supervision, performs a variety of preventative maintenance, repairs, and installation of water pollution control plant, sewage pumping facilities, and equipment; maintains accurate maintenance records; orders and maintains an inventory of supplies, parts, and other frequently used items; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

Treatment Plant Maintenance Worker I is distinguished from Treatment Plant Maintenance Worker II in that the Treatment Plant Maintenance Worker II level requires a higher level of certification and is able to perform a broader range of duties more independently.

SUPERVISION EXERCISED AND RECEIVED 

Receives general supervision from supervisory or management staff in assigned department.

DUTIES AND RESPONSIBILITIES: The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

• Maintains and repairs pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily log book;
• Orders supplies and materials; orders inventory of frequently used parts, oil, and filters for equipment used in the plant;
• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new Lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control plant; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

Ability to: Drive and operate vehicles and equipment safely; keep inventory, order, and stock necessary parts and supplies for the maintenance shop; establish and maintain cooperative relationships with those contacted in the course of the work; adhere to prescribed policies, procedures, routines, and practices; carry out assignments with minimal instructions; read and understand written instructions, maps, equipment operation manuals, and other written documents associated with the work; effectively schedule work; effectively keep written records.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable.

Experience: One (1) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities.

Licenses: Possession of a valid California Class C driver's license, obtain and maintain a California Class B Driver’s License, and a satisfactory driving record. CWEA Certification as a Grade I Mechanical Technologist.

SPECIAL REQUIREMENTS

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours. Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds. Work in confined spaces and wear protective equipment. May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater; work at heights up to 20 feet; work in varying temperatures of cold and heat, and in inclement weather for extended periods of time; work in conditions that may contain dust, mold, and various chemicals.

POSITION

Under general supervision, provides highly responsible administrative support to the City Clerk to assist with the day-to-day operations of the City Clerk’s Office. This is a part-time, non-benefited position. Work schedule is flexible up to 30 hours per week.

ESSENTIAL FUNCTIONS

• Provides administrative support to the City Clerk and acts as staff liaison in screening visitors, answering callers, handling complaints, and directing electronic communications to appropriate parties.

• Provides assistance to the public and City staff by helping to identify records and information relevant to public records requests; ensures timely response to all requests and justifies any nondisclosure and/or ensures deletion of any portions that are exempt from the mandate of the Public Records Act.
• Receives and processes claims against the City, subpoenas, and summons; facilitates accurate and timely processing of legal documents such as agreements, contracts, deeds, resolutions, and ordinances.
• Administers records management program, including maintenance, protection, retention, and disposition of records in accordance with appropriate legal and operational requirements; provides direction to staff regarding records management practices.
• Maintains the electronic documents management system of all meeting minutes, ordinances, resolutions, contracts and agreements, County recorded documents, and other vital City records.
• Assists the City Clerk in Fair Political Practices Commission filings such as Statements of Economic Interest for City Council members, commissioners, and designated employees.

The Department: 

The City Clerk’s Office administrates democratic processes such as elections, access to records, and all legislative actions, ensuring transparency to the public. The City Clerk’s Office is responsible for acting as a compliance officer for federal, state, and local statutes including the Political Reform Act, the Brown Act, and the Public Records Act.

The Position:

Under general direction, the Deputy City Clerk is responsible for providing back-up support to the City Clerk and Assistant City Clerk.  This includes but is not limited to records management, public records requests, attendance at Council and/or Standing Committee meetings, preparing and editing minutes, and assisting with special projects. May be responsible for noticing, advertising, and calendaring public hearings.

This is a part-time non-benefited position. Work schedule is flexible up to 29 hours per week.

This position will be assigned to Utilities Division of the Public Works Department.

POSITION

Depending on assignment, essential duties may include but are not limited to the following:

• Removal and clearing of debris from gutters, culverts, and drainage structures.
• Perform custodial and general maintenance of City facilities.
• Perform pick and shovel work; assists in concrete work; operates power machinery and a variety of hand tools.
• Assists in the setup of equipment (tables, chairs, canopies, etc.) and bleachers for special events.
• Read and accurately record water consumption data for all accounts, including construction meters; investigate and resolve meter irregularity issues.
• Complete service orders such as service turn-ons, turn-offs, and re-reads; deliver door hanger notices as necessary, this may include interaction with customers to gain access and/or discuss related issues. 
• Perform meter and meter box maintenance functions to improve meter readability; test meters for proper operations; perform meter replacements and minor meter repair work.
• Assist Utilities Division with water and sewer maintenance and repair efforts, such as manholes, fire hydrants, valves, meters, vaults, boxes, and lids.
• Perform a variety of unskilled and semi-skilled work in the maintenance and repair of beach facilities, including dumping trash cans, picking up debris along waterline, cleaning rest rooms, driving 4-wheel drive trucks on beach, performing minor plumbing and building maintenance, removing graffiti, painting, hand-picking litter and other related duties as assigned.
