The Position

The San Bruno Police Department is recruiting for Public Safety Dispatchers (Lateral.)  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining a high level of confidentiality.  Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions.  This position is integral in supporting the goals and objectives of the City and Police Department.  

 

Essential Duties

• Receives and transmits emergency telephone and radio traffic. 
• Maintains and processes a variety of communications reports, records and radio logs.
• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records.
• Maintains a high level of confidentiality.
• Performs collateral duties including a variety of related clerical tasks: assisting in preparation of work schedules; training and evaluating performance of new employees; conducting training sessions; assisting in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions.
• Plans, organizes, and directs dispatching and related activities on an assigned shift. This may include preparing schedules and prioritizing work; observing work performed by Dispatcher I employees to ensure compliance with standards; approving time off; conducting employee evaluations; and providing effective recommendations on personnel matters.
• Prepares and maintains training and procedure manuals.  As required, prepares special reports, and undertakes projects for Management Staff.
• May act as Records/Dispatcher Supervisor in their absence.
• Maintains liaison with other Department Divisions, City Departments, and other law enforcement and emergency response agencies.
• Maintains various C.A.D and Record Management Files.
• Performs related duties and responsibilities as assigned.

Minimum Qualifications

 Must be able to pass an extensive background investigation.

Education

• Possession of a high school diploma or GED equivalent. Additional related college course work or degree preferred.

Experience

• Two (2) years of progressively responsible experience performing duties similar to that of a Public Safety Dispatcher I.

Certificates and Licenses

• Must possess and maintain a valid California Driver’s License, Class C with a good driving record.
• Peace Officer Standards and Training (POST) Intermediate Dispatch Certificate; an Advanced California POST Certificate is preferred.

The City of San Jose invites applicants for the position of Assistant to the City Manager in the Office of Employee Relations (OER), a division of the City Manager's Office. The Office of Employee Relations' primary functions are: labor negotiations; administration of labor contracts; investigation of employee performance, misconduct, and discrimination and harassment issues; employee-related policy development and interpretation; disability accommodation; and training. OER also manages the City of San Jose's Whistleblower Hotline where City employees, customers, and the public can raise concerns about City services. The actual salary shall be determined by the final candidate's qualifications and experience. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation pay. The incumbent in this position will be part of a high performing office of 11 employees and will report to the Director and Assistant Director of OER. OER's duties and responsibilities impact every department within the City and many assignments have visibility among senior and executive staff within the Administration.

Under general direction, the incumbent performs administrative functions of considerable difficulty in executing programs and projects for OER, including policy development and data driven decision-making requiring strong project management experience, planning skills, the ability to manage day-to-day tasks on multiple projects at one time, and the ability to effectively communicate with a broad set of internal and external stakeholders.

Labor Relations:

• Researching, interpreting, and analyzing labor contracts and processing and responding to grievances according to the terms of each labor contract;
• Overseeing classification analysis assigned to staff as part of the labor negotiation process;
• Participating in various aspects of labor negotiations, including attending and/or leading labor negotiation sessions, drafting proposals/correspondence, and overseeing cost analysis of proposals of varying complexity;
• Participating in labor-management committee meetings;
• Responding to PERB complaints; and
• Responding to information requests from the City's bargaining units during and outside of the labor negotiation process.

Employee Relations:

• Consulting with and advising OER staff on employee performance and conduct matters;
• Developing, revising, and interpreting employee-related policies;
• Giving oral presentations to small and large groups of employees and supervisors on employee relations issues;
• Conducting investigations involving potential employee misconduct, writing investigative reports, and assisting departments with the disciplinary process as needed; and
• Administration of the City's reasonable accommodation program.

Retirement-Related Projects:

• Managing retirement board governance issues;
• Serving as the liaison to the Federated Retirement Plan and the Police and Fire Department Retirement Plan;

THE DEPARTMENT:

The Community & Economic Development Department is comprised of five divisions which include Planning, Building, Code Enforcement, Housing, and Economic Development.  The department's mission is to make San Rafael a great place to live and do business by fostering collaboration between businesses, the community and the City.  The Planning, Building, Housing and Code Enforcement divisions support the City's land use entitlement, construction and inspection permitting, housing policy, and community code compliance programs.  The Economic Development division works to create and maintain a thriving economic environment for businesses and residents by providing resources, primarily through the one-stop-shop "San Rafael Go" Program.  The Community & Economic Development Department has a total Fiscal Year 2023/2024 budget of $7.4 Million and 23 full-time employees.

THE POSITION:

Under the direction of the department Director, the Assistant Community & Economic Development Director (Assistant Director) will assist the Director in managing, directing, supervising, and coordinating the activities and operations of the department.  Depending on background and experience, the Assistant Director will provide oversight to one or more of the department divisions.  In addition, the Assistant Director will develop and enhance department policies and procedures, support in the development and management of the department budget, engage with the community on various development and/or City projects, support the business and development community, be a thought partner on creation and implementation of City policies and programs, serve in the absence of the Director, prepare reports and conduct presentations to Council, Boards, Commissions, and community groups, work cross-departmentally throughout the City.

COMPENSATION AND BENEFITS:

The annual salary is $159,336 to $193,668.  Placement within this range is dependent upon qualifications.  The Assistant Community & Economic Development Director is a regular position of the Mid-Management employee group, eligible to receive all related benefits to the group, including:

Retirement:  Participation in MCERA (Marin County Employee Retirement Association) plan, which offers reciprocity between agencies in CalPERS.

Medical Insurance:  EE Only - $735.86; Employee + 1 l- $1,471.71; Employee + Family - $1,913.24; Waive coverage - $735.86.

THE POSITION

To perform a variety of semi-skilled and skilled work involving the trimming, removal, installation and general maintenance of trees.  The purpose of this recruitment is to fill a current vacancy in the Community Services Department, as well as establish an eligibility list for future vacancies.

 

IDEAL CANDIDATE

The Ideal Candidate will possess an in-depth knowledge of practices and procedures identified by the International Society of Arboriculture (ISA) as they relate to a municipal setting. The Ideal Candidate will also possess good communication, customer service and writing skills, as well as demonstrate competence working with computers and related software, e.g., maintenance management and MS Outlook. Additionally, they will have a strong work ethic, ability to climb trees, work out of an aerial truck, be available to work overtime and perform standby duty as needed. The Ideal Candidate should have knowledge in operating chain and hand saws, operating a chipper, a background in landscaping with planting trees, and experience with setting-up and tearing-down of traffic control. The Ideal Candidate also has the knowledge of safety & best management practices used in operating and maintaining tree pruning equipment and trucks.

 

Tree Trimmer I:

This is the entry level class in the Tree Trimmer series.  Positions in this class will usually perform most of the duties required of Tree Trimmers I and II; however, as compared to the Tree Trimmer II, is not expected to function at the same skill level and will usually exercise less independent discretion and judgment on matters related to work procedures and methods.

Tree Trimmer II:

This is the journey level class in the Tree Trimmer series.  This class differs from Tree Trimmer I in that incumbent performs more complex duties.  This incumbent Tree Trimmer II may also be expected to assist in the oversight and training of less experienced personnel.

 

ESSENTIAL JOB FUNCTIONS

Prune trees and shrubbery to provide clearance of streets, sidewalks, signs, and lights, and as necessary to ensure continued health of the plant.  Remove fallen trees, dead limbs, and other debris resulting from storm damage and general conditions.  Participate in the large-scale application of herbicides and pesticides.  Clean and maintain trimming equipment.  Work both independently and as a crew member in removing trees and stumps.  Plant, stake, spray and inject trees.  Operate a chipper, aerial truck, mist sprayer and miscellaneous equipment which could include routers, loaders, forklifts, and dump trucks.  Use a variety of hand tools including hand saws, pole saws, chain saws, and pole loppers.  Regular and consistent attendance.

 

OTHER JOB FUNCTIONS

May perform street drainage maintenance or other public works maintenance work when not assigned to tree trimming duties.  Respond to emergency situations after regular working hours.   Perform related duties as assigned.

 

QUALIFICATIONS

Tree Trimmer I

Education:  High School diploma or equivalent.

Experience:  Six (6) months of work experience involving tree maintenance or landscaping work including some tree trimming.

License and Certificate:  Required upon hire, possession of a valid California driver's license.  Must obtain a valid Class B California driver’s license, Work Zone Safety I certificate from the International Municipal Signal Association (or Department approved equivalent), First Aid and CPR certification prior to permanent appointment.

 

Tree Trimmer II

Education:  High School diploma or equivalent.

Experience:  Eighteen (18) months of work experience involving tree maintenance work including pruning, trimming and caring for trees.

License and Certificate:  Required upon hire, possession of a valid Class B California Driver's License.  Possession of a Work Zone Safety I certificate from the International Municipal Signal Association (or Department approved equivalent), First Aid and CPR certification prior to permanent appointment.  Possession of a Certified Commercial Applicator license from the State of California and Certification as an Arborist by the International Society of Arboriculture is highly desirable.

Position & Duties - Police Communication Specialist
The Police Communication Specialist position is an entry level training position in the Communications Unit for the Police Department. Police Communication Specialists are required to handle the full range of telephone answering and dispatch functions. The key responsibilities for a Police Communication Specialist include:

-Receiving, answering, and processing 911 emergency and non emergency calls; Using a Computer Aided Dispatch (CAD) system to create calls for service; Assigning priorities and type codes both to incoming calls and to the dispatch of calls for service; Ability to remain calm in stressful situations and multitask; Ability to interpret information from hysterical, incoherent, angry, and upset callers;-Create crime and informational reports.

Position & Duties - Police Radio Dispatcher Trainee

The Police Radio Dispatcher Trainee position is an entry level training position in the Communications Unit of the Police Department. The key responsibilities for Police Radio Dispatcher Trainee include:

Police Communication Specialist
Education and Experience : Completion of high school or equivalent (General Education Development [GED] Test or California Proficiency Certificate) AND one (1) year of experience working in public contact employment defined as customer service, a call center, or a closely related field where substantial face-to-face or over-the-phone contact was made with the public.

 

The Office of the City Manager provides strategic leadership that supports the Mayor and City Council in making public policy decisions and ensures the organization delivers cost-effective services that meet the needs of our community with the highest standards of quality and customer service. City Manager Foundational Strategic Support Focus Areas

Delivering Excellent Customer Service. Ensure reliable, empathetic, and solutions-oriented customer service to meet the needs and expectations of customers as they access and navigate City services. Key programs include citywide Customer Relationship Management system implementation, customer service network, and mandatory customer service training.

Closing Racial Inequities. Implement policies and programs to eliminate racial disparities and foster an inclusive, equitable community for all people to thrive. Key programs include budgeting for equity, racial equity action plans, and mandatory racial equity training.

Structurally Balancing the General Fund. Ensure long-term financial stability by aligning revenues and expenditures to sustainably balance the City's budget on an ongoing basis consistent with City Council and community priorities.

Driving Organizational Performance. Deliver equitable community outcomes, effective program performance, and efficient operations through continuous improvement, transparency, and accountability. The annual salary range for this position is up to $342,687. In addition to the abovementioned compensation, this position receives an approximate five percent (5%) ongoing non-pensionable compensation. The final candidate's qualifications and experience will determine the actual salary.

The position of Deputy City Manager serves as a key advisor to the City Manager regarding matters related to the administration of the City and assists in the formulation and execution of complex policies and programs to fulfill the goals and objectives of the organization. The position will be responsible for a portfolio of departments related to one or more City Service Areas to assist the City Manager in coordinating, engaging, and monitoring departments, carrying out City Council policy direction, and ensuring service delivery goals. The position will also be the executive sponsor for one or more of the City's focus areas, ensuring appropriate attention and coordination to make significant accomplishments toward these priorities. The City of Berkeley invites you to apply for the position of Traffic Maintenance Worker I in the Public Works Department! In this role you will have the opportunity receive on-the-job training in traffic maintenance. You'll learn to paint and install traffic control markings on pavement as well as design, fabricate, install, repair and maintain traffic warning signs, parking signs and other signs.

THE POSITION

Under general supervision, performs a wide variety of activities in the installation, inspection, maintenance and repair of irrigation systems and related equipment within City facilities; performs related work as required. An example of duties are:

• Performs daily inspection and preventive maintenance of the City’s irrigation systems; identifies any safety or repair issues.
• Installs, maintains and repairs irrigation systems; changes and adjusts sprinkler heads and maintains controllers; performs repairs on field irrigation computers, controllers, pumps, wiring, valves, pipes, and sprinklers.
• Monitors soil moisture and effectiveness of irrigation systems.
• Installs backflow devices; inspects and tests as necessary to ensure proper operation; certifies devices in compliance with regulatory requirements.
• Monitors and controls computerized irrigation systems.
• Works effectively with contractors on City-approved irrigation projects; seeks bids and/or estimates for proposed projects.
• Identifies, schedules, and supervises system repairs and installation of new irrigation systems; reviews plans and inspects installation of new irrigation systems; performs annual testing of systems.
• Performs Underground Service Alert (USA) markings as specified and according to accepted guidelines and requirements.
• Designs small irrigation systems.
• Plans and recommends materials needed for work projects; orders approved supplies and materials

MINIMUM QUALIFICATIONS

Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to the completion of the twelfth (12th) grade

          AND

Two (2) years of responsible landscape/irrigation, public works or parks maintenance experience, including experience in design and/or maintenance of irrigation systems

License Requirements:

• A valid California Class C driver license or higher with a satisfactory driving record is required at the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-to-case basis.
• A Work Zone Traffic Control Safety Certificate issued by the International Municipal Signal Association (I.M.S.A.), or successful completion of the Traffic Control Technician-CA State Specific Training Course thru the American Traffic Safety Services Association is required within twelve (12) months of appointment.
• A certified Landscape Irrigation Auditor certificate is desirable.
• Possession of a Backflow Prevention Assembly Testers Certificate from either the American Water Works Association (AWWA), or the American Backflow Prevention Association (ABPA), or the Northern California Backflow Prevention Association (NCBPA), or equivalent is required within twelve (12) months of appointment.

Five (5) Steps: $26.43 - $32.12/ hour ($27.48 - $33.40 / hour effective 7/1/24)

Qualifications:
