The Public Works Department is recruiting for an Operations & Maintenance Superintendent, who, under general direction from the Operations & Maintenance Manager, will oversee the operations and maintenance activities of the Facilities, Streets, Parks, and Vehicle Maintenance divisions. This position will manage budgets of the respective divisions, supervise and guide division supervisors, and advance technical knowledge and skills to affect the research, analysis, planning, and implementation of operations functions.

THE DEPARTMENT is committed to providing the highest standards of service delivery to its citizens as it works to build, maintain, and update the City’s civic infrastructure. The Department of Public Works (PW) is comprised of approximately 50 employees with a general budget of $15 million and a Capital Improvement Program (CIP) budget that ranges between $10–$40 million depending on the City’s annual infrastructure needs. Its mission is to ensure San Rafael’s infrastructure meets the needs of a vibrant and growing city through careful management of major improvements and the maintenance of the City’s assets. THE IDEAL CANDIDATE will have strong organizational, planning, communication, and leadership skills that allow them to effectively manage different aspects of public works operations and maintenance. UPCOMING PROJECTS & INITIATIVES:

• Public Works will be implementing computerized asset and maintenance management software that will require significant change management within operations and maintenance. The superintendent will play a key role in the implementation and change management of this technology.
• It is a goal to implement safety and developmental programs that engage, educate and train staff for their current and future roles. The superintendent will assist with the development and management of these programs.
• Improving service delivery is a constant challenge. The superintendent will assist with finding creative ways to improve service delivery that benefits internal and external stakeholders.

THE POSITION:

This position is part of the Represented Mid-Managers group and is “at will”.  Employment may be terminated with or without cause or notice, at any time by the City of San Rafael. 

This position performs the following essential job duties (including but not limited to):

• Provide leadership, direction, and supervision to operations and maintenance staff, including assigning tasks, monitoring performance, and providing feedback and coaching.
• Foster a positive and productive work environment that encourages teamwork, collaboration, and professional growth.
• Develop and implement operational plans, policies, and procedures to ensure the efficient delivery of services.
• Coordinate with other City departments and external agencies to prioritize and schedule operations activities, including street maintenance, park maintenance/landscaping, facility upkeep/repair, fleet maintenance/replacement, and utility services.
• Oversee the planning and execution of maintenance activities for city infrastructure assets, including streets, sidewalks, parks, buildings, vehicles, and utilities.
• Coordinate with contractors, vendors, and service providers to ensure timely and cost-effective completion of maintenance projects.
• Monitor the condition of infrastructure assets and develop strategies for preventative maintenance and repairs.
• Maintain accurate records and inventory of city-owned infrastructure assets, including condition assessments, maintenance history, and replacement schedules.
• Develop and implement asset management strategies to optimize the lifecycle of infrastructure assets and maximize return on investment.
• Prepare reports and presentations on asset performance, budget projections, and recommendations for capital improvements.
• Ensure compliance with federal, state, and local regulations, codes, and standards governing public works operations and maintenance activities.
• Coordinate safety program for department staff ensuring proper training and protocol.
• Obtain necessary permits, licenses, and approvals for maintenance projects and activities, and ensure timely renewal and compliance with regulatory requirements.
• Respond to inquiries, complaints, and requests for information from the public, elected officials, and regulatory agencies regarding operations and maintenance issues.

• Work on an on-call basis during emergencies. 
• Direct, perform inspections, and supervise work outdoors in inclement weather, underground, and in unpleasant or potentially hazardous conditions. 
• Read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. 
• Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. 
• Work safely in potentially hazardous conditions.

EDUCATION and/or EXPERIENCE:

Any combination of education and experience that demonstrates possession of the requisite knowledge, skills, and abilities.  A typical way to obtain these would be:

• Graduation from high school or G.E.D. equivalent, supplemented with training/education in supervisory principles.
• Five (5) years of progressively responsible experience in streets maintenance and repair, parks maintenance, facilities maintenance and/or vehicle maintenance, including a minimum of two (2) years in a supervisory capacity.
• Training/experience in database management and/or experience using database systems is highly desirable.
• Valid California Driver’s License

This is an exciting opportunity to join our team at the forthcoming state-of-the-art aquatic and recreation facility set to open in Summer 2024. The brand-new 49,360 sq ft facility will feature indoor and outdoor lap pools, a zero-entry wading pool, fitness amenities, a gymnasium, a walking track, and ample space for programming and rentals. 

The successful candidate for the Aquatics and Fitness opening will be responsible for professional recreation duties, encompassing the planning, organization, coordination, and supervision of aquatics and fitness programs at the facility. We are seeking candidates with substantial experience in Aquatics and Fitness, and preference will be given to those holding certifications such as AFO, CPO, LGI, WSI, or other relevant Aquatics and Fitness Certifications.

The ideal candidate for the Programs, Classes, and Events opening will assume responsibility for professional recreation duties, encompassing the planning, organization, and supervision of contract and in-house recreation programs, classes, and camps, and the permitting of external special events. The supervisor will also have oversight of youth and adult sports leagues, enrichment classes for youth and adults, and other programs within the Recreation division. Responsibilities of the Recreation Services Supervisor include, but are not limited to:

Requirements

In addition to graduation from a four-year accredited college or university with major coursework in recreation, physical education, social work, gerontology, public administration or another closely related field of study – the candidate will also have three (3) years related paid recreation work experience at a level comparable to Recreation Services Coordinator or similar position with significant experience in the implementation of recreation and human services program or activities. 

Additionally, the candidate should possess a valid California driver’s license or ability to obtain one, and may be required to obtain and maintain a Class B driver’s license. First Aid, American Red Cross Lifeguard  Instructor, CPR, and other specialized certifications may be required based on supervisory assignment.

MAINTENANCE TRAINEE – PARKS & GROUNDS

CLASS CHARACTERISITICS:

Maintenance Trainee – Is an entry-level trainee position. Incumbents learn to perform the full scope of duties of the Maintenance I class. This class is alternately staffed with Maintenance I and incumbents may advance to the higher-level class after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

EXAMPLES OF DUTIES (illustrative only):

• Inspect, clean, repair, and maintain City parks and trail system to ensure facilities are safe and usable; inspect, clean, and stock park restrooms; remove refuse from City garbage cans.
• Plant, cultivate, and provide upkeep for City landscapes and parks; mow lawns, replant vegetation, and prune trees, shrubs, and ground covers.
• Prepare and apply pesticides, growth regulators, and fertilizers; identify and appropriately label the containers when using these materials; document materials used.
• Paint, sandblast, or otherwise remove graffiti from public properties; paint interiors/exteriors.
• Attend technical and safety on-the-job training sessions; carry out what is learned in the classroom/tailgate training on the job; fill out accident reports if involved in an accident.
• Operate and maintain a variety of hand and power tools used in landscaping, carpentry, electrical, plumbing, concrete work, and welding activities.
• Operate and maintain various pieces of medium to heavy equipment including trucks, tractors, chippers, backhoes, skiploaders, mowers, sandblasters, and trailers.

MAINTENANCE I – PARKS & GROUNDS

CLASS CHARACTERISTICS:

The Maintenance I classification represents the journey-level within the Parks and Grounds Maintenance class series. Individuals within this class exhibit comprehensive proficiency in independently carrying out a spectrum of Parks & Grounds maintenance responsibilities. This entails not only performing tasks such as inspecting, cleaning, repairing, and maintaining City parks, landscape areas, and trail systems, but also making informed decisions regarding safety and usability. The Maintenance I role stands apart from Maintenance II, the lead-level in the series, as Maintenance II holds responsibility for overseeing the tasks performed by a crew engaged in parks and grounds maintenance.

EXAMPLES OF DUTIES (illustrative only):

• Inspect, clean, repair, and maintain City parks, landscape areas and trail system to ensure facilities are safe and usable; inspect, clean, and stock park restrooms; remove refuse from City garbage cans.
• Plant, cultivate, and provide upkeep for City landscapes and parks; mow lawns, replant vegetation, prune trees, shrubs, and ground covers.

• Operate and maintain a variety of hand and power tools used in landscaping including but not limited to carpentry, electrical, plumbing, concrete work, and welding activities.
• Operate and maintain various pieces of medium to heavy equipment including trucks, tractors, chippers, backhoes, skip loaders, mowers, sandblasters, compost spreaders and trailers.
• Inspect irrigation systems; repair and renovate the systems by rebuilding and/or installing timers, clocks, wires, pipes, joints, valves, and heads.
• Control weeds throughout the City.
• Perform related work as required.

FACILITIES ATTENDANT

Part-Time/Temporary – No Benefits Available

(Maximum hours worked per fiscal year not to exceed 1,000 hours)

$17.50 - $27.15 per hour, depending on experience

The City of San Rafael Library and Recreation Department is now accepting applications for the position of Facilities Attendant (two part-time/temporary positions available).  This position provides customer service to renters and program participants while assisting with the supervision of front counter/reception area, set up and breakdown equipment for scheduled activities, custodial and cleaning including but not limited to emptying trash, vacuuming, cleaning windows, cleaning restrooms, etc.; opening and securing facility before and after building use and interacting with instructors, clients, and the general public.  Bilingual in Spanish is desired. 

Qualifications:

• Ability to provide good customer service to instructors, clients, and the general public.
• Ability to use a variety of cleaning equipment and materials.
• Ability to communicate effectively orally and in writing in English.
• Ability to follow written and oral directions.
• Ability to work cooperatively with others.
• Ability to work evenings, weekends and some holidays.
• Ability to regularly lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds.
