Accounting Technician II

The Accounting Technician II is an advanced journey-level class responsible for the City's payroll processing, distribution, and required reporting, including records maintenance, management, and the preparation of payroll reports in accordance with union agreements and City, state, and federal rules and regulations.  Incumbents exercise considerable judgment in decision-making in day-to-day payroll operations.  Responsible for a full range of financial record-keeping transactions, including accounts payable, accounts receivable, utility billing, collection, and taxation.  Incumbents may be assigned various accounting-related responsibilities and are expected to perform more detailed non-professional accounting duties.  

Accounting Technician II is under general supervision, plans, organizes, and reviews the work of the Finance Department payroll and accounting section; performs the full array of para-professional accounting duties involved in the processing of payroll and the maintenance of the payroll system; reviews and reconciles payroll reports and prepares journal entries; provide information to departments and employees regarding payroll issues; performs point-of-capture data entry related to cash receipts and accounts payable transactions; prepares, processes and verifies bookkeeping entries affecting general and subsidiary ledgers; performs customer service functions with the public and/or accounts payable vendors both in person and over the phone performs other related duties as required. 

Receives general supervision from the Fiscal Manager.  Exercises technical and functional supervision over assigned office support staff.

The Position

The Department of Public Works seeks well-qualified candidates for the position of Principal Civil Engineer. This is an amazing opportunity to join a hard-working team of results-driven professionals.

The Principal Civil Engineer plans, organizes, and directs the staff and operations of a major functional section within the Public Works Department, including engineering design, construction management, surveying, and mapping. In addition, the Principal Civil Engineer supervises professional and technical staff related to these functions and performs a variety of professional engineering tasks relative to the assigned area of responsibility. The current vacancy is in the Design and Construction Management Section.

This position is a full managerial position in the Engineer series, with the following responsibilities:

• Supervise, coach, mentor, and manage performance of professional and technical staff.
• Work cooperatively with the other Divisions and Sections in the Department, including providing timely budget or cost information, as well as, working with other County Departments.
• Make recommendations to the Deputy Director on staffing-levels needed based on anticipated design projects, construction inspection, and administration needs.
• Make recommendations to the Deputy Director on staffing levels, positions, and responsibilities for the Department’s mapping tasks, map filing needs, and efficient storage of information.
• Understand, manage, and budget the funding sources that finance the different activities in the Design and Construction Management Section, including the costs associated with general drafting, counter assistance, and cost of reviewing record maps.
• Oversee and manage the budget and performance measurement requirements and reporting for the Design and Construction Management Section.
• Oversee and manage the design of infrastructure projects ensuring they meet quality standards and project goals.
• Act as the Resident Engineer on construction projects ensuring they are completed safely, on-time and on-budget and per the contract documents.
• Review competed projects with the applicable Divisions or Departments to improve on future projects.

Minimum Qualifications

Licensure/Certification: Possession of a valid Certificate of Registration as a Professional Civil Engineer in the state of California.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• A typical way to qualify is three years of responsible supervisory engineer experience including difficult and complex field and office work in planning, design, construction, and maintenance of a variety of civil engineering projects.

Knowledge of:

• Principles and practices of civil engineering and municipal public works planning, design, construction, and administration.
• Methods and materials used in the design, construction, and inspection of varied civil engineering projects.
• Principles and practices of public administration, organization, and management.
• Principles, practices, and procedures of budget preparation, budget administration, and budget control.
• Principles and practices of contract preparations, negotiations, and administration.
• Practices and procedures as applied to the analysis and evaluation of programs, policies, and operational needs.

Distinguishing Characteristics

This is the advanced journey level class in the Account Clerk series. Positions at this level are distinguished from the other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including responsibility for leading and performing the full range of accounting clerical duties related to payroll, business licenses, accounts payable and accounts receivable. Employees at this level are required to be fully trained in all procedures and able to perform the full scope of duties of the Account Clerk II and have a more in-depth knowledge specific to assigned area.

The City of Berkeley invites you to apply for the position of Weighmaster in the Zero Waste Division of the Public Works Department! Working in the scale house at the solid waste transfer station, the Weighmaster is responsible for assessing incoming loads and providing direction to customers.

In this role, you will weigh vehicles entering and leaving the transfer station; estimate volumes of small loads and assess contents; collect established fees for dumping; provide information and direct customers; and use personal computers for data collection, computation, reconciliation, record keeping and reporting. 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is: 
Equivalent to completion of high school and either three (3) years of solid waste collection and disposal experience, or three (3) years of general office or accounting support work experience. Prior experience in refuse collection and/or experience in handling of hazardous materials is desirable.

Other requirements include:
Must be bondable and able to work early morning, evening, holiday and weekend shifts in a dusty, windy environment without restrictions. Within a six (6) month probationary period must successfully complete four (4) weeks of full-time equivalent on-the-job training to prepare the employee to assume the full range of Weighmaster duties, as certified by senior supervisory staff.

Successful completion of classes in Customer Service Dispute/Conflict Resolution is desirable.
