The Position

The Chief of Health holds a crucial executive position within the County and the broader San Mateo County healthcare community. As Chief, you will lead a diverse workforce of healthcare staff committed to helping County residents live longer and better lives.

 

Reporting to the County Executive, the Chief has responsibility for the development, operation, coordination, integration, and implementation of all of the County's health services and public health functions, and providing leadership for many cross-cutting initiatives. The Chief is the lead person within the County for determining strategic direction and priorities related to meeting the County's health mission and mandates and establishing external relationships to maximize collaboration with other providers and stakeholders who influence the health of the community.

Challenges and Opportunities

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

 

Education: Equivalent to a master's degree in Public Administration, Public Health, Public Policy, and/or Business Administration, or in a related field from an accredited college or university.

 

Experience: Five years of progressively responsible administrative experience in a multi-faceted health organization and/or healthcare system.

DEFINITION

 

Under supervision, performs electrical, preventive and corrective maintenance, modifications of existing equipment and the installation of new electrical equipment used within the wastewater treatment plant, the wastewater lift stations and the potable water pump stations and equipment; on 24-hour emergency call for electrical repairs; and performs other duties as assigned.

 

 

EXAMPLES OF DUTIES

 

Installs, repairs, maintains or replaces electrical equipment including but not limited to, motor control centers, generators, switchgear panels, variable frequency drives, pump controllers, large distribution breakers, motors of various sizes and voltages, ground fault systems, magnetic and solid state starters, building lighting and power, HVAC equipment, reduced voltage transformers, SCADA control systems, fused disconnects, and various size and types of lighting. Shall review plans and specifications, may inspect electrical components to be installed during new construction, equipment replacement or modification. Shall maintain equipment records on the computerized maintenance system and update drawings as required.

 

 

MINIMUM QUALIFICATIONS

 

Knowledge of: Electrical tools including but not limited to, basic hand and power tools, electric cable puller (mule), conduit benders (both hand and hydraulic), MEGGER, phase rotation meter, VOM meter, hydraulic knock-out tool, hand and power threading equipment, accepted safety practices and standards related to both personnel practices and proper handling and installation of equipment and systems. National Electrical Code; installation, operation and maintenance of motor control centers, power generation equipment, pumping control equipment with all types of motors.

 

Ability to: Read and interpret electrical diagrams, plans and electrical codes. Instruct others in preventive maintenance and corrective maintenance of electrical equipment and of safe work practices.  Work independently and with non-skilled electrical personnel.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical Requirements:  Moderate and sometimes strenuous exertion required including crawling, stair climbing, lifting, carrying and/or handling up to 50 pounds for 30 minutes.  Work in confined areas and wear protective garments.  May work in conditions which require exposure to noise, noxious odors, gases and contact with wastewater.

 

Experience: Four years of journey-level electrical trade experience involving work performed in conformance with standard codes and both single and three phase equipment.  Experience with water or wastewater utility systems desirable.

 

Education:  Graduation from high school, or equivalent.  Continuing education in related subjects is desirable.

 

License:  Possession of a valid Class C California Driver’s License.

Planner II ($88,899.20 - $111,113.60 Annually) is the fully experienced journey level. Under general supervision incumbents perform a full range of planning activities and exercise substantial independence and initiative in carrying out their assignments. Planners II conduct research studies and prepare reports on land use and development, agriculture and resource preservation, community design, environmental analysis and mitigation measures, transportation, zoning ordinance revisions and other essential land use topics; provide staff support to land use advisory committees, process planning permits, review development plans for compliance with general plan policies and zoning regulations, assist clients with land use/zoning questions at the public information counter, act as liaison with other agencies, departments, developers and the public, and make presentations to the Zoning Hearing Officer, Planning Commission, public agencies and community organizations.

Planner III ($101,795.20 - $127,192.00 Annually) is the is the advanced journey level. Under direction, Planners III carry out the major and more complex land use projects in all sections of the Division. In addition to the duties listed for the Planner II, Planners III provide direction to other professional staff on projects and operate with independence within the parameters of legislative and divisional policy.

What You'll Do

The Senior Planner works on, organizes, reviews, and participates in current and advanced planning work and acts as Zoning Administrator when assigned.  The Senior Planer also supervises the work of professional and technical planning personnel, projects, and other activities when assigned.  This class is the first supervisory level in the professional planning series.  It is distinguished from the next lower class of Associate Planner through its supervisory duties, when assigned, and its responsibilities for the most complex planning projects.  It is distinguished from the next higher class of Principal Planner as the latter is responsible for managing the current and advanced planning functions of the Planning Division.  Duties may include, but are not limited to, the following:

• Implement goals, objectives, policies, and priorities.
• Direct, coordinate, review, and participate in the work of professional and other planning staff in data collection, analysis, and implementation of a wide variety of planning, zoning, and environmental review activities.
• Act as Zoning Administrator when assigned; supervise special planning, zoning, and environmental studies, and plans; prepare oral and written reports and findings.

THE ORGANIZATION

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. THE DEPARTMENT

The Community Development Department provides timely, public-facing, and internal services related to the review of applications for development and building permits, as well as code enforcement of the City’s development regulations. The Department has primary responsibility for the maintenance and implementation of the City’s General Plan, Local Coastal Program, Zoning Regulations, and Building Code, as well as environmental review of City and private development projects in accordance with CEQA regulations. The Department provides staff support to the City’s Planning Commission, Open Space and Parkland Advisory Committee, and Climate Action Adaptation Task Force.

The Community Development Department is staffed by 14 full-time staff along with the use of outside consulting agencies support as required. The Department is organized into three (3) divisions: Planning, Building, and Code Enforcement, and prides itself on providing a high level of services with a lean but talented team.

Wastewater Operator II - A journey level classification in the Wastewater Operator series. The ideal candidate must be skilled in basic principles of mechanical, maintenance, and electrical systems. Must be able to recognize and report unusual, inefficient, or dangerous operating situations. Must have working knowledge of the functions and purpose of wastewater disposal systems; routine cleaning and basic operation of wastewater treatment equipment. Wastewater Operator III-An advanced level classification in the Wastewater Operator series. The ideal candidate  must be skilled in inspecting, operating, and maintaining a wastewater treatment plant and related lift stations including primary, secondary, tertiary and solids treatment processes. Must be able to recognize inefficient, unusual, or dangerous operating conditions. Solid experience in basic principles of mechanical, maintenance, and electrical systems; algebra and geometry; basic knowledge of electronics and hydraulics.  Must have good trouble shooting skills, attention to detail, excellent communication skills, training and leadership abilities, and have a dedication to safe working practices. Must be able to independently perform plant operations work; work on-call as assigned.

The City of Foster City seeks a Deputy City Manager who has a passion for community engagement, economic development, and public administration.  This is an executive management position requiring significant administrative, analytical, and technical skills. The Deputy City Manager will serve as a department head who provides oversight and support of the City Manager's office. 

Some of the main responsibilities include developing programs, policies and plans related to all facets of City government. Will assist the City Manager in coordinating municipal and interdepartmental operations; conduct special studies to resolve operational problems and assist in budget preparation and administration, and other duties as assigned. 

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education: Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, public policy, finance, or a related field. A master’s degree in business or public administration is preferred.

Experience: Five (5) years of management or administrative experience in municipal administration, economic development, or real estate. Experience working within a public sector agency is preferred but is not required. 

Licenses and Certifications

• Valid California Class C driver’s license with satisfactory driving record and automobile insurance.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The City Manager's department will make the hiring decision.
