Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Essential Job Functions

Typical Tasks

• Selects, supervises, trains, motivates, assigns, evaluates, counsels and disciplines subordinate personnel;
• Supervises office and field survey activities;
• Advises survey staff regarding methods and techniques of surveying;
• Provides direction to the Survey Department's Record Drawing Group as needed;
• Coordinates surveying activities with real estate agents, engineers, inspectors, contractors, etc.;
• Attends pre-construction meetings or assigns survey staff to attend and keeps informed on projects and related activities;
• May recommend design changes to conform with field conditions;
• May administer consultant contracts;
• Supervises personnel performing office and/or field work required for preparation of Record of Survey Maps, Parcel Maps, Corner Records, legal descriptions, and construction layout plans for VTA projects;
• Serves as Responsible Charge as described in the Professional Engineers' and Land Surveyors' Act including stamping, signing, and certifying the correctness of documents;
• Interprets legal descriptions of real property;
• Uses AutoCAD, Softdesk, and other computer aided design software in the development of maps and calculations;
• Interacts with various public and private organizations;
• Prepares clear and comprehensive reports and technical correspondences;
• Performs technical surveying work as required including GPS surveying, running level loops, and producing maps and legal descriptions;
• Performs related work as required.

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

The Property Manager I/II position is in the Finance and Administration Division at San José Mineta International Airport and reports to a Senior Property Manager in one of three groups including Airlines, Concessions, or Commercial Properties. The Rent Stabilization Program provides mediation and arbitration services to landlords and tenants in rent-controlled apartments, oversees rent controlled mobile homes and provides information and referrals for non-rent controlled rental units in San José. Under the direction of a Senior Analyst, the position provides information and assistance to the public and staff on many aspects of rent stabilization and rental housing laws, regulations, and procedures. The position may prepare petitions from the public in preparation for hearings under the City's rent stabilization and related ordinances, answer public inquiries to the Rent Stabilization Program, track and analyze data and outcomes, as well as perform other complex tasks required in the administration of housing programs. This position will assist in outreach and education functions and may assist tenants and landlords in accessing eviction prevention resources, including emergency rental assistance and legal services. The position may collect documents and assess eligibility of tenants and landlords for an eviction diversion program. The incumbent will be expected to make public presentations, interact with tenants, property owners, and their representatives and must be able to communicate effectively, both orally and in writing, with persons from diverse social, cultural and economic backgrounds.

Duties of the positions may include:

• Responding to inquiries from the public regarding Apartment Rent Ordinance, Tenant Protection Ordinance, Mobile homes Ordinance, and related rules, regulations and policies and making referrals to other agencies, as appropriate.
• Processing petitions from landlords and tenants and supporting Hearing Officers and mediators throughout the hearing and mediation process. Assisting parties to the petition in developing all information needed for presentation in hearings without bias toward either party.
• Facilitating the resolution of petitions and complaints where possible through voluntary agreements between the parties that are consistent with the City's housing ordinances and policies.
• Tracking and reporting outcomes of petitions.
• Manage relationships and contracts with contract employees providing mediation and arbitration services for the Rent Stabilization Program.
• Assisting landlords in maintaining compliance with City rental housing ordinances through enrollment in the City's rental programs, maintenance of business licenses, and other city and state permit requirements as appropriate.
• Working with developers, contractors and across departments to ensure compliance with Ellis Act and other tenant displacement ordinances
• Participating with groups in analyzing and evaluating community conditions and needs; offer guidance and counsel in the establishment of goals and techniques of achievement.
• Conducting outreach to San José's diverse communities to educate landlords and tenants about their rights and responsibilities

Planning, Building and Code Enforcement position:

The Public Information team works closely in support of each of the Department's divisions to provide information to the public and within the organization. ?The Department is currently seeking a highly qualified and experienced individual to fill the role of Public Information Manager. Parks, Recreation and Neighborhood Services position:

The PRNS Department is seeking an experienced senior communicator with a diverse skillset to establish and guide the strategy for all communications, website, public relations messages, and collateral to represent the PRNS Department to the public. The successful candidate will demonstrate excellent writing and presentation skills and have substantial experience with developing and executing effective communication plans using a wide range of appropriate tactics, including traditional and new media. Creativity, good judgment, initiative, and a collaborative attitude are essential, as well as the skills necessary in developing strategic partnerships, including with potential partners and donors, to ensure that equitable access to recreational opportunities are provided to all San José residents.

Typical duties for a position within either department include but are not limited to:
 

• Develop and execute internal and external communication plans, including implementing communication/media strategies, marketing efforts, development updates, and educational resources
• Manage and develop communications strategies for department senior leadership and ensure the alignment of communication plans and messaging with City goals and objectives.
• Build and manage strategic communication channels to reach diverse customer segments and stakeholders, including websites, digital newsletters, social media, blogs, email, and direct mail.
• Develop and manage department's website content and expanding social media strategies and outreach
• Collaborating with department staff to ensure consistent and accurate messaging on all departmental communications.
• Serving as the department's primary spokesperson and media liaison, providing timely and accurate information on departmental activities and initiatives.
• Plan promotional programs to improve customer and community relations and ensure sufficient equity to public
• Develop print and electronic communications
• Work collaboratively and creatively to support public relations efforts, the functions of the department and its related activities
• Evaluate and recommend a communication plan and plan action to be taken in response to an emergency

The City of Sebastopol is seeking an engaging, inclusive, and talented leader who is well-versed in current and long-range planning, affordable housing, and development activities, including economic development. The Community Development Director oversees all functions and activities of the Community Development Department.  The current focus is on planning and economic development activities.  In the future, the position's duties may also include oversight of the City's building, inspection, and code enforcement functions. 

This position coordinates Community Development Department activities with other City departments, officials, contractors, consultants, outside agencies, and the public to ensure cohesive and efficient development and planning processes. The Community Development Director reflects a demonstrative cultural competency in collaborating with all community members regardless of cultural differences or circumstances including race, ethnicity, religion, language, gender identity, age, marital and familial status, sexual orientation, diverse physical and learning abilities, socioeconomic status, and other identities. This is an “at will” classification serving at the pleasure of and receiving administrative direction from the City Manager. This role's duties allow for a broad scope of independent decision-making within legal, policy, and regulatory guidelines. It involves exercising general direction and supervision over professional, technical, and administrative support staff.

The Department: 
 The Assistant City Clerk’s Office/City Manager’s Office is recruiting to fill a Deputy City Clerk. The Assistant City Clerk’s Office is organized under the City Clerk’s Office.  The Office of the Assistant City Clerk processes the agendas for and attends all meetings of the Council and Authorities Concurrent and Stadium Authority meetings, maintains accurate and up-to-date records of the proceedings of those meetings and makes those records open for public inspection. The Office of the Assistant City Clerk processes and maintains copies of City contracts, ordinances, resolutions and other official documents. The Office of the Assistant City Clerk manages and compiles City records in accordance with the Records Retention Schedule and in response to Public Records Act requests. The Office of the Assistant City Clerk administers campaign and disclosure laws, the Campaign Finance Ordinance, Regulation of Lobbying Activities program and the Calendars of Certain City Officials program. The Office of the Assistant City Clerk also administers oaths of affirmation pertaining to the affairs and business of the City and certifies copies of official records.
 
 The Position: 
 The Deputy City Clerk will report to the Assistant City Clerk and perform highly complex administrative and analytical work. This position will assist the Assistant City Clerk in the administration of the City Clerk's Office. The incumbent will assist in developing, implementing and coordinating projects, programs and procedures. This position is responsible for assisting with Public Record Act (PRA) requests and this position will also support projects and programs within the City Manager’s Office. Incumbents in this position will have considerable independence in making judgment related to their assignments and must handle situations with great sensitivity, tact and diplomacy. May supervise or act as lead worker to staff involved in management activities.  
 
As a member of the City's unclassified service, this is an "at-will" position. The incumbent serves at the discretion of the City Manager.

EDUCATION AND EXPERIENCE
Any education or experience equivalent to:

• An Associate of Arts degree in Public Administration, Business Administration or closely related field; and
• Three (3) years of progressively responsible supervisory or lead administrative/management experience in a City Clerk's Office. 

• A Bachelor's degree in a related field and/or possession of a Certified Municipal Clerk certification or required within two (2) years of hire.
