The City of Sunnyvale is seeking a dedicated and service-oriented term-limited Applications Analyst II to join its Information Technology Department. This role is ideal for individuals who are passionate about applications related to Public Safety, such as Computer Aided Dispatch, Records Management Systems, and more.

The team prioritizes exceptional customer service, combining business acumen with technical expertise. In this position, the Applications Analyst will collaborate with the Principal Applications Analyst and IT Manager within the Applications and Analytics Division. They will conduct technical and analytical work in the design, creation, maintenance, and optimization of enterprise applications. Additionally, they will provide top-notch support to end-users, ensuring seamless operation of applications.

The ideal candidate will have experience with Public Safety applications, strong problem-solving and analytical skills, and excellent communication and interpersonal abilities to effectively interact with both technical and non-technical stakeholders.

Minimum Qualifications

Education/Experience

The minimum qualifications for education and experience can be met in one of the following ways:

• A Technology Certificate from an accredited college, university, or trade school in information technology, computer applications, web technologies, computer information systems, application development, database design, programming, technology project management or closely related field AND three years of experience in any one of the focus areas; OR
• An Associate’s degree or completion of 60 semester or 90 quarter units at an accredited college or university in business information systems, computer science, information technology, software information systems or closely related field AND two years of experience in any one of the focus areas; OR
• A Bachelor’s degree or completion of 120 semester or 180 quarter units from an accredited college or university with concentration in computer science, information technology, engineering, informatics, web science, business information systems or closely related field; AND one year of experience in any one of the focus areas; OR

The Applications Analyst / Project Coordinator classification series has four distinct areas of focus listed below.  To be hired as a Applications Analyst / Project Coordinator, the candidate must demonstrate the minimum qualifications with an emphasis in at least one of the areas of focus below:

• Configured Off the Shelf/Software-As-A-Service (COTS/SaaS) Application Configuration:  Responsible for application configuration, including configuring and modifying the configuration of packaged systems to meet evolving and ongoing functional needs of City departments.
• Business Requirements Analysis, System Documentation and Product functionality mapping:  Responsible for business requirements, system documentation and product functionality mapping.
• Application/Interface Development, Database Development and Support, and Support of Custom-developed applications: Responsible for application interfaces, database development.
• Project Management/Coordination Activities:  Responsible for managing projects from inception to implementation including all project-related functions coordinating, project plan, risk management plan and communication plans.

Salary:  $57.02 - $72.78 Hourly

Minimum Qualifications

Employment Standards

Sufficient training, education and experience to demonstrate possession of the required technical and project management knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) Incumbents must demonstrate substantial experience in an SAP environment, and/or Electronic Documents Management System, and/or Operations system (such as Trapeze, BDT, ACS) or Construction and CMP solutions.

A VTA employee designated as a "Business Process Owner" and/or "Super User" with four (4) years of experience in that capacity, in addition to performing and leading others in system upgrades and demonstrated technical coursework in SAP or systems used at VTA, meets the minimum qualifications for this classification. Experience with transit/transportation-related applications is desirable.

Duties may include but are not limited to:

• Understanding of Planning, Building, and Code Enforcement (PBCE) business processes inside a large municipality.
• Planning, organizing, scheduling, and coordinating work related to Development Services applications and systems, ensuring efficient utilization of resources.
• Providing advanced technical leadership to integrate complex existing or new information system technologies.
• Maintaining Development Services Technologies and technical documentation to high standards to support planning, building, code enforcement, fire prevention, and related services.
• Hiring, selecting, training, directing work assignments, and evaluating staff performance to accomplish tasks and established objectives.
• Acting as a technical expert, analyzing complex development services business needs, recommending technological solutions, and managing implementation of complex projects with other City departments, project teams, and agencies.
• Researching complex commercial products and technology solutions and participating in the development of project scoping documents, performing vendor management and contract management duties, and preparing and evaluating Requests for Proposal (RFPs).
• Overseeing the creation and deployment of Power BI reports, Yellowfin reports, and Crystal Reports.
• Participating in all aspects of the software development cycle: Requirement Development, Planning, Design, Code, Test, Implementation, and Integration.

Please note that the Business Automation and Development Services Supervising Applications Analyst (SAA) position is currently eligible for a hybrid telework schedule. The schedule for working remotely and onsite is subject to change.

Salary Information:The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Supervising Applications Analyst (SAA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

• Salary Range (including the 5% NPWI): $146,874.00 - $178,825.92

The Supervising Applications Analyst (SAA) classification is represented by the City Association of Management Personnel (CAMP) . Education: A Bachelor's Degree from an accredited college or university in a relevant field.

Experience: five (5) years of increasingly responsible professional/ level experience. in computer applications, systems, networks, or telecommunications work, of which at least two (2) years include the responsibility for the development, implementation, and maintenance of major communications or computer systems.

Acceptable Substitution

• Additional years of increasingly responsible directly related work experience may be substituted for education on a year-for-year basis.
• Completion of a Master's Degree in a relevant field from an accredited college or university may be substituted for one year of the required two (2) years of experience include the responsibility for the development, implementation, and maintenance of major communications or computer systems.
