The Finance Department has an opportunity to staff a Senior Info Technology Technician.  We seek a skilled individual with the competence and experience to address IT challenges confidently and professionally. The successful candidate should have demonstrated skills in the areas of customer focus, communication, teamwork, excellent judgment, and the ability to meet deadlines.

Primary Responsibilities

• Responds to inquiries regarding PC systems and programs at user sites throughout the City
• Troubleshoots hardware and software problems and recommends hardware, software, and configuration changes for City-wide implementation
• Installs desktop/laptop equipment and software; customizes installed software to specific requirements of the user department; reconfigures software to correct problems or conflicts between applications and hardware
• Provide desktop support and troubleshooting to City staff
• Serves as local area network (LAN) administrator; ensures LAN performance, maintains security, creates new users, and installs related hardware
• Installs virus signature files on servers and workstations for use with an anti-virus system; responds to and troubleshoots virus invasions of the City network

Under the administrative direction of the Ports Finance and Administration Division, the Information Systems (IS) Director plans, directs, and coordinates information system operations and activities for the Port of San Francisco. This includes overseeing system design, development, and implementation, as well as coordinating data and information systems across departments. The IS Director is responsible for the operation and maintenance of these systems.

The Port is in the process of replacing several business-critical systems in the next five years, including real estate and work order management systems.  The IS Director will lead these efforts, requiring the creation of a systems strategic plan that aligns different systems with the Port’s primary business needs while integrating with citywide financial and payroll systems.  This plan will involve collaborating with business divisions to identify and prioritize system requirements, such as vacancy, profit and loss, and common area expense allocation reports for the real estate portfolio, as well as berthing management systems for various visiting ships and boats.

The IS Director will also identify necessary business division process changes and establish short- and long-term deliverables. This position oversees two distinct functions: an applications group responsible for implementing and maintaining technology applications tailored to the Port’s needs, and an infrastructure group that ensures a stable and secure environment for desktop and mobile devices.

The essential duties of IS Director include the following:

• Develops and implements the strategic systems plan for the Port.
• Leads the IS division, building capacity and supporting the infrastructure and business applications teams.
• Plans and directs the day-to-day information systems activities for the Port, including application and infrastructure support, desktop administration and IS Help Desk support services.
• Performs continuous evaluation and assessment of all activities, providing timely reports to upper management. 
• Develops and manages the IS budget, including project management and hardware/software procurement.
• Develops and manages the Port’s technology policies, standards, and strategy, ensuring alignment with citywide technology goals and standards.
• Oversees devices and information management, security and compliance, risk management and response, and technology governance.
• Supervises, evaluates, trains, and coach staff and consultants in the performance of their assigned duties, adhering to departmental and city and county standards, policies, and procedures.
• Serves as liaison and representative of the Port with various City and County staff, policy-making officials, and officials of external agencies.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims administration including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. Sr. Business System Analyst - SAP Plant Maintenance/Material Management/Purchasing

VTA’s ERP Support Team Is looking for a dedicated Sr. Business System Analyst who will provide production support for SAP Enterprise Asset Management/Plant Management/Material Management/Procurement modules, managing the interfaces between SAP and non-SAP applications, and involving with a new/upgraded ERP implementation project.

Definition

Under direction, the Senior Business Systems Analyst leads and participates in the work of staff in performing applications support in designing, implementing, and maintaining VTA applications and systems including VTA's Enterprise Resource Planning system, Electronic Documents Management System, and other business systems.

 

Distinguishing Characteristics

This is the advanced journey-level in the Business Systems Analyst series. Positions at this level are distinguished from other classes in this series by the level of responsibility assumed, in-depth knowledge about the business area, and complexity of the duties assigned. The Senior Business Systems Analyst performs project lead functions including assigning work, delegating assignments, and reviewing the work of others.

Incumbents at this level perform the most difficult and responsible types of duties assigned to classes in this series including serving as project lead over staff responsible for designing, installing, configuring, maintaining, and supporting computer applications, or modules of the application, and systems. Incumbents at this level are fully trained in all procedures related to their assigned area of responsibility. This classification implements solutions related to applications used in VTA's functional areas with a strong emphasis on process and flow design, custom functionality, and maintaining systems.

Essential Job Functions

Typical Tasks
 

• Leads and participates in the work of staff in managing projects, developing and enhancing system applications for an assigned division;
• Establishes and maintains positive relationships, and works extensively with VTA Management, VTA Business Process Owners, and system Super Users in developing and  enhancing information systems solutions;
• Trains customers, staff, and others as needed in a formal setting, in a group, or one-on-one;
• Administers a variety of actions to one or more modules of the Enterprise Resource Planning system (SAP), or Electronic Documents Management System (EDMS), or construction applications (such as Contract Manager, P6, Projectwise, Citicube, etc.) or other VTA applications or Reporting Services;
• Reviews and evaluates work products, methods and procedures, and identifies and resolves problems;
• Defines customer business needs, manages client expectations, and identifies alternative approaches and cost-benefits of automating of customer functions to assist in meeting the client's overall business goals;
• When assigned to a project, develops the scope of work for new or upgrade solutions and works with Contracts and Materials Management (CAMM) department during the Request for Proposal (RFP) and contracting phases of the process;
• Consults with customers to present proposals to senior management and assists in developing capital packages;
• Consults and facilitates with department representatives to solicit departmental technology needs and requirements as well as resolving problems with applications;
• Serves as a single point of contact for the user community in the assigned division, and assumes responsibility for the delivery of technology services;
• Maintains technical and functional competency in the applications utilized by the assigned department;
• Reviews, analyzes and approves program designs, operational characteristics, user interfaces, reporting systems and data conversion methods;
• Reduces design projects into component analytical tasks;
• Develops detailed workflow, system, training, and process requirements;
• Prepares final systems design and documentation and user documentation necessary for programming;
• Oversees the installation and updates of application packages, data base development tools, and other related elements;
• Defines and manages project scope, deliverables, schedules, cost estimates, and task lists;
• Performs development, review, and selection tasks related to Requests for Proposals and Requests for Qualifications;
• Communicates project status, resolving project issues, problems, and changes;
• Manages and tracks projects from initiation to successful completion;
• Establishes and maintains relationships at all levels of the assigned organization;
• Manages projects using VTA personnel, consultants, and vendors, as needed;
• Communicates with vendors of application software;

Minimum Qualifications

Employment Standards

Sufficient training, education and experience to demonstrate possession of the required technical and project management knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) Incumbents must demonstrate substantial experience in an SAP environment, and/or Electronic Documents Management System, and/or Operations system (such as Trapeze, BDT, ACS) or Construction and CMP solutions.

A VTA employee designated as a "Business Process Owner" and/or "Super User" with four (4) years of experience in that capacity, in addition to performing and leading others in system upgrades and demonstrated technical coursework in SAP or systems used at VTA, meets the minimum qualifications for this classification. Experience with transit/transportation-related applications is desirable.

The position of Administrative Analyst is a fully qualified journey-level professional classification. Administrative Analyst is distinguished from Management Analyst in that the Management Analyst has a higher level of managerial, budgetary and program administration responsibility. Roles & Responsibilities:

• Lead the design, planning, and management of the campus-wide cable plant and IT physical infrastructure to support the Airport improvements, airlines, and tenants, addressing both current & future needs.
• Provide a comprehensive understanding of technology offerings, implementation constraints, and costing. Ability to propose technology recommendations and solutions by providing a solid and complete justification for each solution.
• Assess the voice and data needs of the Airport, develop Airport technical standards, determine where the cable infrastructure should be installed, and oversee the installation.

• Ability to determine the scope, cost, and time for existing and new OSP/ISP projects that are moderate to complex in a matrix environment.
• Outside/Inside plant construction and project management experience and inventory management experience.
• Familiarity with data center industry standards, building codes, and safety standards.
• Demonstrates in-depth knowledge of fiber optic engineering principles with OSP job-related functional areas to include general best practices, procedures, and industry standards.
• 5 years or more experiences working in mission critical environments (e.g., airports, utilities, telecommunications carriers, etc.) requiring coordination across multi-disciplines for delivering a common goal.
• 5+ years mission critical Data Center operations experience.
• 5+ years' Telecom industry experience.
• 5+ years' experience with Outside Plant cabling (OSP) & Inside Plant cabling (ISP), structured cabling systems.

Salary Information:
The actual salary shall be determined by the final candidate's qualifications and experience. The below salary ranges include an approximate five percent (5%) ongoing non-pensionable pay.

Provide complex and advanced technical assistance in support of managing and implementing Valley Water’s cyber security systems on the Enterprise network and SCADA/ Industrial Control System/ Operational Technology network. Monitor cyber security logs, respond to cyber security incidents, plan design, and implement a variety of complex cyber security systems assists with determining hardware and software systems requirements and specifications; performs a variety of complex technical tasks relative to assigned area of responsibility.
 
Serves as the technical lead on the design and implementation of Valley Water’s most complex and highly integrated Cyber Security systems involving new, unfamiliar, or emerging technologies; to perform the most complex professional level duties in the development, installation, coding, integration, documentation, testing, and maintenance of Cyber Security controls and systems; and to perform a variety of tasks relative to assigned areas of responsibility.

Key Responsibilities include, but are not limited to:
Cyber Security: monitor and maintain security on infrastructure systems including IT security applications and appliances. Example: Microsoft security patching, updating appliance firmware, maintaining Cyber Security definitions, monitoring Anti-Spam solution, monitoring Cyber Security appliances, and recommending modifications to existing Cyber Security hardware, software, and overall security stance. Manages and monitors vulnerability scanning tools and makes recommendations to remediate identified Cyber Security vulnerabilities. Manages Cyber Security audits and makes recommendations to remediate identified threats.
IT infrastructure: ensuring the network perimeter is protected, investigates security breaches and threats and recommends changes to address security issues; manages processes for operating system hardening, and intrusion detection; manages security configurations for server, database, and application systems; conducts electronic discovery searches, manages reporting on security enterprise tools; manages security software server/client updates, supports the Unit Manager in maintaining the Cyber Security program and policies.
IT/OT/ICS operational technology: Monitor network and security appliances for security breaches, updating firmware, maintaining security patches keeping security policies up to date, and maintaining documentation.

Ideal Training and Education:

• Equivalent to a Bachelor's degree from an accredited college or university with major course work in computer science, information systems or a related field.

Substitution:

• Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

The Information Technology Manager is a key management position at the City. This individual will lead and promote the technological growth, innovation, and cybersecurity of the entire organization. The Information Technology Manager is responsible for managing the operations of the City’s information technology activities, while delivering excellent customer service and administering comprehensive information technology initiatives to accomplish City goals and technological needs. The Information Technology Manager leads a staff of 8, currently comprised of a Network Administrator, Systems Administrator, Enterprise Applications Administrator, Junior Network and Systems Administrator, GIS Analyst II, Enterprise Applications Support Specialist II, and 2 Information Technology Specialist IIs.

The selected candidate will get to work on the following projects in the coming months:

• Implement Microsoft 365 across the City, working with a consultant to smoothly transition current systems and train staff on best practices
• Continue development of a five-year Information Technology Master Plan to present to City Council for approval and funding needs
• Work with the Police Department to ensure they have the tools they need to operate 24/7
• Review current processes and identify improvements to streamline and improve understanding across the organization
