The Department:

The Santa Clara City Library is a department of the City and has positioned itself as a dynamic community hub, providing access to information, literacy resources, educational programming, and promotes civic engagement in Santa Clara. The Library Department is organized into seven divisions: Administration, Adult Services, Branch Services, Customer Services, Facilities, Technical and Technology Services and Youth Services. Santa Clara City Library is in the process of finalizing and implementing its new Strategic Plan that will support the direction of future library services. 

The Position:

The Santa Clara City Library is seeking an enthusiastic and innovative Adult Services Librarian to join our dynamic team. The ideal candidate will be passionate about fostering a vibrant library environment through engaging programming, effective collection development, exceptional customer service, and proactive outreach efforts. This position requires a creative individual who is dedicated to serving a diverse community and enhancing the library's role as a hub for the community.

Librarian I - Reference: This is the entry-level class within the professional Librarian series.  The class is distinguished from the Librarian II by the performance of more routine tasks and duties assigned to the position within the series.  This position is typically used as a training position, and employees need have only limited or no directly related professional experience. Examples of entry level librarian duties include program and project support; collection development of smaller sections of the collection; facilitating public programs and events; participation in outreach and community events, collaboration with colleagues to develop programs and services that reflect the interests and needs of our diverse population; the creation of displays, booklists, and marketing materials.

Librarian II – Reference: This is the full journey level class within the professional Librarian series. Employees at this level require only occasional instruction or assistance as new or unusual situations arise and can independently and competently perform all operating procedures and functions of the work unit. Examples of journey-level librarian duties could include project management of a major program or systemwide service; collection development responsibilities for a significant part of the collection; design, implementation, and evaluation of a wide range of programs and events; development and maintenance of partnerships with local organizations, businesses, and community groups to promote library programs and services.

Minimum Education Requirements:

Possession of a Masters' Degree in Library Information Science from an American Library Association accredited library school.

Possession of an appropriate, valid California driver's license is required at time of appointment and for the duration of employment.

Desirable Qualifications:

Experience working in a public library or in a customer service position.

Librarian II – Reference

Minimum Education Requirements:

Possession of a Masters Degree in Library/Information Science from an American Library Association accredited library school.

• Two (2) years of recent increasingly responsible professional library experience performing duties similar to a Librarian I for the Santa Clara City. 
• Experience providing reference service is required.

License/Certifications:

Possession of an appropriate, valid California driver's license is required.

Desirable Qualifications:

Experience in supervising the work of others and/or significant experience as a project or program lead is desirable.

Other Requirements: 

• Performs physical tasks, such as lifting bending, stooping, reaching, carrying, and walking up and down stairs. 
• Must be able to lift and carry library materials weighing up to 10 lbs. 
• Must be able to perform all the essential functions of the job assignment.

THE POSITION:

The Community & Economic Development Department is recruiting for two full-time Permit Technicians.  Appointment will be made at the appropriate level depending upon qualifications.  Under general supervision, the Permit Technician will perform a variety of technical permitting and administrative support work associated with front counter, virtual counter, and other office tasks related to department operations.

Permit Technician I: This is the journey-level class in the Permit Technician series.  Employees at this level are not expected to perform with the same independence and judgment on matters allocated to the Permit Technician II.  Since this class is typically used as a training class, employees may have limited or no directly related work experience.  Employees work under immediate supervision while learning job tasks.   

Permit Technician II:   This is the journey-level class in the Permit Technician series.  Employees at this level are expected to perform with more independence and receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit.  Depending on expertise and certifications, incumbents may perform

minor over-the-counter planning and building plan check reviews.  Positions in this class are flexibly staffed and may be filled by advancement from the Permit Technician I class.

This position performs the following essential job duties (including but not limited to):

• Reviews and intakes planning and building permit applications.
• Determines and collects fees for permits and other review and regulatory services.
• Routes all application submittals to the appropriate departments/agencies for processing.
• Maintains files for all applications after checking for general completeness and accuracy.
• Provides written and verbal information to the public regarding departmental policies and procedures pertaining to topics such as permits, building code requirements, zoning, application procedures, and current projects.
• Reads and interprets blueprints, maps, planning regulations, and a variety of other information while responding to general inquiries.
• Processes minor planning applications and reviews business licenses and building permits for compliance with zoning regulations.
• Provides public information in support of the building, planning, housing, and code enforcement programs.
• Enter invoices, prepares refunds, and reconciles web payments.
• Provides administrative support for public meetings, including preparation, distribution, and posting of agendas and minutes.
• Assists in setting up rooms and virtual webinars for department and/or public meetings.
• Operates a variety of office equipment and uses a variety of software programs, including word processing, spreadsheet, permit tracking software, digital archiving software, and visual presentation equipment as appropriate.
• Maintains and manages an inventory of forms, applications, and office supplies.
• Builds and maintains positive working relationships with co-workers, other City employees, the public using principles of good customer service.
• Performs a variety of other tasks related to office administration and permit services as assigned.

To be eligible for this position, you must have knowledge of/ability to:

Permit Technician I:

• Basic office and clerical procedures.
• Modern office methods, procedures, and computer equipment and various software applications.
• Simple accounting procedures.
• Basic applied mathematics.
• Communicate clearly and concisely, orally and in writing with the general public and customers involved with development and construction, particularly contractors, architects, developers, engineers, and property owners.
• Learn to read and interpret maps, construction drawings and blueprints.
• Learn and apply a variety of zoning, land use, planning, and building procedures, codes, and ordinances enforced by the city including the Uniform Building, Electrical, Plumbing, Mechanical Codes and zoning codes. 

Permit Technician II (in addition to the requirements for Permit Technician I):

• Basic knowledge of building, electrical, plumbing, and mechanical codes.
• Basic engineering concepts.
• Basic planning and land use concepts.
• Read and interpret maps, construction drawings, and blueprints.
• Interpret and apply a variety of zoning, land use, planning, and building procedures, codes, and ordinances enforced by the city, including the Uniform Building, Electrical, Plumbing, Mechanical Codes and zoning codes.
• Organize and maintain files.
• Operate a variety of office equipment.
• Quickly and accurately review plans for submittal requirements and calculate permit fees in accordance with established laws.
• Research and compile information requested.
• Prepare written zoning research letters and administrative land use entitlements.
• Research, compile, and analyze data for special projects and various reports.

EDUCATION and/or EXPERIENCE (A typical way of gaining the knowledge, skill and ability outlined above is):

Permit Technician I:

• Graduation from high school or equivalent.
• Two (2) years of experience in an office or customer service environment with direct contact with the general public.

 Permit Technician II:

• Graduation from high school or equivalent.
• Completion of two courses in building code, electrical code plumbing code, mechanical code, engineering, planning, or related field.
• One (1) year of experience equivalent to Permit Technician I in the City of San Rafael.

CERTIFICATES/LICENSES/REGISTRATIONS:

• Possession of International Code Council (ICC) Permit Technician certification is desirable for Permit Technician I and II and is required for Permit Technician III.

LANGUAGE/MATHEMATICAL/REASONING SKILLS:

• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
• Ability to write routine reports and correspondence.
• Ability to speak effectively before groups of customers or employees of organization.
• Ability to speak Spanish is desirable but not required.
• Ability to work with mathematical concepts.
• Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
• Ability to solve practical problems and deal with a variety of concrete variables in situations where standardization exists.
• Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

PHYSICAL DEMANDS:

ABOUT THE DEPARTMENT

The Planning & Building Department is responsible for the administration of the City’s building and zoning ordinances, implantation of the General Plan, enforcement of municipal code, design review and environmental assessment, building permits, and inspections.

The Building Division consists of five (5) dedicated full-time employees: the Building Official, two (2) Building Inspectors, a Permit Services Coordinator, and a Permit Technician. ABOUT THE POSITION

The Building Official oversees the Building Division of the Planning & Building Department, managing enforcement activities, reviewing building plans, issuing permits, and collecting fees while ensuring compliance with all relevant laws and ordinances. This role also involves conducting and supervising inspections of buildings and structures throughout all stages of construction, alteration, and repair.

What You’ll Do

The Senior Development Review Technician provides lead direction to technical and support staff; to perform a wide variety of complex and advanced technical duties requiring specialized knowledge related to building permits, planning applications and development; and to provide administrative support to assigned supervisor.  This is the advanced journey level in the Development Review Technician series.  Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the most difficult and responsible types of duties assigned to classes within this series, including providing technical and functional supervision (day to day operations) over assigned personnel and performing the most complex duties assigned to the series.  Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility.

Duties may include, but are not limited to, the following:

• Plan, prioritize, and review the work of staff assigned to a variety of development review support duties.
• Assist the general public with questions regarding building and development review/permit requirements.
• Accept building permit and development review applications; act as lead on complicated plan check input and questions.

The City of Berkeley is seeking applications for a part-time Mealsite Coordinator! In this role, you will be responsible for setting up mealsite areas in preparation for senior meal service as well as assigning and training volunteers.  Job Description:  The Children's Fund of San Mateo County is seeking two Part-Time/Temporary interns. This position would report directly to the Children's Fund Program Coordinator and assist with the Holiday Gift program. Each year over 1,500 gifts are distributed to low income/foster youth living in San Mateo County. This is a fun, fast paced, hands on position that requires dedication and flexibility to the job.

THE DEPARTMENT

The South San Francisco Public Library is a full-service library committed to delivering quality services to a diverse community.  Library services are available at three sites, including the Main Library (901 Civic Campus Way), the Grand Avenue Library (306 Walnut Avenue) and the Gene Mullin Community Learning Center (520 Tamarack Lane).  Lifelong literacy services are provided by Project Read at the Main Library and the Gene Mullin Community Learning Center (GMCLC).  The City currently has one opening in this classification, for a position providing programs and services at the Grand Avenue Library.

LIBRARIAN I/II (For internal/promotional only)

Serve the City of San Bruno by developing Library Resources and Programs in our community! 

The City of San Bruno offers a unique opportunity to serve as a Librarian I/II, with a particular focus on youth services. Librarians perform professional library work including programming, reference services, cataloging, interlibrary loans, and children’s or adult services, with an emphasis on fostering literacy and lifelong learning among young patrons. They work under the supervision of the Library Services Manager and the Community Services Superintendent and may provide indirect supervision to paraprofessional staff of the library, ensuring high-quality support for youth and other community members alike. 

Librarian I is entry level position, responsible for a limited scope of a library program area, which requires the application of fundamental library science principles and practices.  

Librarian II is a journey level position, distinguished from that of Librarian I, by the greater complexity of the assignments and by the greater independence with which the employee is expected to operate. 

Examples of the essential duties and responsibilities include:  

• Perform professional work in rendering reference services, reader's advisory, and library instruction to patrons, with a special emphasis on youth and children’s services. This includes classification and cataloging of materials, ordering of books, documents, periodicals, and other materials. 

• Secure books through interlibrary loan system; search appropriate databases and identify books and other materials; request materials from an appropriate source; process materials for distribution to the patron; respond to requests from other libraries for interlibrary loans. 

• Assist in the development and implementation of programs and services such as outreach to homebound patrons, public relations, coordination of volunteers, children's services outreach through the city’s programming network and other social media outlets. 

• Conduct children's story times, focusing on early literacy development and engagement. 

• Prepare publicity; coordinate the publication of brochures; coordinate the dissemination of Library program publicity, particularly for children’s and youth services. 

• Review book collection to determine additional materials needed; selects materials for repair or discard. 

• Attends and represents the library at professional meetings as required. 

• Perform other duties as assigned. 

In addition to graduation from a master’s degree in library science from an American Library Association (ALA) accredited college of university, the ideal candidate will demonstrate the following competencies: 

• Strong, hands-on technical skills and knowledge in the principles and practices of library science and services. 

• Initiating actions to reduce barriers and leverage the advantages of diverse cultures, interpersonal styles, ideas, and professional and educational backgrounds. 

• Placing a high priority on the (internal or external) customer’s perspective when making decisions and taking action; implementing service practices that meet the customers’ and organization’s needs. 

• Identifying and understanding problems and opportunities by gathering, analyzing, and interpreting quantitative and qualitative information; choosing the best course of action by establishing clear decision criteria, generating and evaluating alternatives, and making timely decisions; taking action that is consistent with available facts and constraints and optimize probable consequences. 

• Accomplishing tasks by considering all areas involved, no matter how detailed; showing concern for all aspects of the job; accurately checking processes and tasks. 

• Developing and leveraging relationships within and across work groups to achieve results. 

• Actively identifying new areas for learning; regularly creating and taking advantage of learning opportunities; using newly gained knowledge and skill on the job and learning through their application. 

• Providing feedback, instruction, and development guidance to help others excel in their current or future job responsibilities; planning and supporting the development of individual skills and abilities. 

• Taking action to establish and maintain connections with people outside one’s formal work group, including those outside the organization (e.g., peers, cross-functional partners, and vendors), who are willing and able to provide the information, ideas, expertise, and/or influence needed to achieve work goals.  

• Effectively managing one’s time and resources to ensure that work is completed efficiently. 

Minimum Requirements 

This position requires a master's degree in Library Science from an American Library Association accredited college or university. Additionally, Librarian II requires two years of increasingly responsible professional experience performing duties similar to a Librarian I in the City of San Bruno. 

Special Requirements 

Ability to obtain and maintain a valid California driver’s license.
