The Office of Retirement Services (ORS) oversees the investment of assets and administers the benefits of the two Defined Benefit Retirement Plans for City of San Jose employees. Position Duties

The salary range for the Retirement Investment Officer classification is $113,327.76- 138,072.48 annually. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation pay.

The Senior Accountant works under the direct supervision of the Accounting Division Manager and general supervision of the CEO of Retirement Services. This role may include the supervision of other accounting staff, including Accountants I/II and Account Clerk II.

The Senior Accountant is primarily responsible for the preparation and review of general ledger activity and the preparation of financial statements for five retirement trust funds. The Senior Accountant is also responsible for the preparation of all general ledger entries designed to record investment transactions and reconciliation of manager portfolios held by the custodian bank for the five independent funds.  Additional responsibilities include budgeting and overseeing the preparation of financial statements, and the supervision and/or review of other accounting staff.  

Typical responsibilities and performance expectations:

• Prepare various types of financial reports: 
  • Trust funds comparative financial statements (Trust Annual Comprehensive Financial Report Format), including management discussion and analysis, basic financial statements, notes to the financial statements, required supplementary information, and other supplementary information. 
  • Annual tax information (IRS 945, IRS 1042, IRS 1099R)
  • State Controller Annual Financial Reports
  • Quarterly state tax returns
• Reconcile and account for custodial banks, money managers, or other third-party activity for the trust funds and prepare financial statements and disclosures.
• Prepare, monitor, and report Budget activity.
• Coordinate with internal and external auditors and trust fund actuaries.
• Review and assist with Retiree Benefit payments and activity.
• Prepare, review, and assist with the processing of administrative and investment management accounts payable vouchers and/or journal entry activity.
• Prepare, review, and maintain accounting policies and procedures.
  • Maintain the G/L chart of accounts in PensionGold and FMS (City System).
• Compile information and develop recommendations to enable the Boards to make informed decisions and provide administrative support of their fiduciary responsibility.

THE POSITION

Tri-City Mental Health Authority is currently hiring to fill one (1) full-time vacancy for the position of Behavioral Health Specialist within the Mobile Crisis Care Program (MCCP). Tri-City’s MCCP is a 24/7 mobile crisis response team with shifts that may include evenings, weekends, daytime hours, and holidays. Weekend and night shifts will be entitled to Shift Differential Pay of $2.50 per hour on weekdays (Monday through Friday) and $3.50 per hour on weekends (Saturday and Sunday). The MCCP Behavioral Health Specialist will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Behavioral Health Specialist will report to the Mobile Crisis Care Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, family, and collateral rehabilitative support services to facilitate behavior modification including skill building, needs assessment, self-care/safety, and coping strategies and techniques; may provide case management services in the office and in the field.

• Develops, monitors, and evaluates client rehabilitative and case management goals and increases/decreases in targeted behavior according to client needs; monitors goal

DISTINGUISHING CHARACTERISTICS

The Financial Analyst is an advanced journey level class responsible for the full range of assigned duties. SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Budget Manager or Finance Manager and only occasional instruction from the Finance Director. May exercise direct supervision over professional, technical, and clerical accounting and administrative staff.

ESSENTIAL FUNCTIONS

• Ensure work is handled on a priority basis, organized, and completed in a timely manner, check for accuracy, completeness and conformance to applicable policies, rules and regulations.
• Calculate, analyze, and evaluate expenditures budgets to help department determine needs for future budget cycles.
• Perform activities related to the preparation and administration of the City’s budget and capital improvement plan (CIP).

THE POSITION
This position will be under the County Administrative Office and will report to the  Glenn Grows Office in Orland. This person will perform routine to moderately difficult, administrative and analytical work that may involve and/or emphasize the functional areas of: general and administrative support, fiscal, contract management,  and program analysis and compliance, prepare correspondence, grant writing and reporting, and other related duties as required. The Administrative Services Analyst III may be distinguished from the Administrative Services Analyst II class because incumbents in the lower class provide journey-level support usually within a division or segment of a department.  This position is scheduled for forty (40) hours per week. This recruitment may be used to establish a list to fill future vacancies for the next twelve (12) months.

TRAINING AND EXPERIENCE
Experience:        II - Either one (1) year as an Administrative Services Analyst I in Glenn County; or three (3) years of professional analytical journey level experience in any of the functional areas required by the position: general and administrative support, fiscal and contract management, program analysis and compliance or staff development and training. III - One (1) year of experience as an Administrative Services Analyst II in Glenn County; or four (4) years of professional journey level analytical, administrative, professional, managerial, or supervisor experience in any of the functional areas required by the position: general and administrative support, fiscal and contract management, program analysis and compliance, and/or staff development and training.

DEFINITION
Crisis Response Clinician I: Under direct supervision of the Crisis Response Supervisor, provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, case management, consultation, and quality assurance review of assigned cases; and performs related other work as required or assigned.

Crisis Response Clinician II: Under general supervision of the Crisis Response Supervisor, provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, case management, consultation, and quality assurance review of assigned cases; and performs related other work as required or assigned. This is a full journey level position within the Crisis Response Clinician series and is distinguished from the Crisis Response Clinician I by the performance of the full range of duties with only occasional instruction or assistance.

Under the flexible staffing concept, Crisis Response Clinician II positions that become vacant may reasonably be filled at the Crisis Response Clinician I level for training purposes.

EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS
Knowledge of: Office machines and specialized software applications; current philosophy, principles, and practices for services to clients with serious mental illness; individual, group and family psychodynamics as they relate to adults or children in crisis; psychological diagnostic methods and terminology; personality development from infancy through adulthood; human and health services systems in the County including private agencies and other community resources; applicable local, State and Federal laws, ordinances and rules.

Ability to: Provide crisis intervention treatment to adults, children or adolescents with various mental disabilities ranging from serious mental illness to dysfunctional behavior patterns, including victims of sexual or physical abuse; set realistic treatment goals and facilitate their attainment; evaluate the degree of mental disability or emotional distress of patients/clients; communicate effectively orally and in writing; provide consultation and technical assistance to agencies, schools and other organizations; operate modern office equipment including specialized software applications programs; interacts positively and cooperate with co-workers, responds politely to customers, works as a team member, functions under demanding time pressure, responds in a positive manner to supervision, attends work and perform duties on a regular and consistent basis.

Education: Master's degree from accredited college or university in Social Work, Social Welfare, Psychology, or a closely related field.

Experience:
Crisis Response Clinician I: One (1) year of experience working in the social work or counseling field with strong emphasis on social services, crisis response, severe mental illness, resources, and referrals using a collaborative and community framework.
Crisis Response Clinician II: Two (2) years of experience working in the social work or counseling field with strong emphasis on social services, crisis response, severe mental illness, resources, and referrals using a collaborative and community framework.

License:
Possession of a valid Class C California Driver's License.
Crisis Response Clinician I: Registered with the State of California Board of Behavioral Sciences as an APCC, AMFT or ACSW. A current license with the State of California Board of Behavioral Sciences, as either a LCSW, LMFT, LPCC or licensed Clinical Psychologist desirable.

The Office Technician II position is distinguished from the class of Office Technician I by the responsibility to perform the most complex technical duties in the program to which assigned. The position is full-time and scheduled for  forty (40) hours per week.

DESCRIPTION 

The City of Thousand Oaks is excited to announce an opening for a Debt and Investment Analyst! As a key member of the Finance Department, the Debt and Investment Analyst will play a crucial role in analyzing our investment portfolio, assessing financial risks, administering debt issuances, and providing strategic insights to support City goals and objectives. We are seeking a highly analytical and detail-oriented candidate with a strong background in finance and investing and a passion for process improvement.    

RESPONSIBILITIES  

• Oversees the City’s investment portfolio; analyzes the City’s daily cash position and cash flow requirements; analyzes 

•  economic and interest rate trends; reviews investment strategies and options and recommends investments as appropriate.  

• Coordinates purchase and sale of investment securities; oversees and/or prepares necessary documents.  

• Prepares and transmits wire transactions as necessary for operation of City services. 

• Maintains relationships with bankers, custodians, and brokers, including administration of contracts and services. 

• Performs debt administration duties; reviews and interprets bond related documents; records all financial transactions relative to bond issues; ensures bond compliance with bond indentures, disclosure requirements, and related documents.  

• Performs complex and technical analyses; coordinates City review and action on new debt issuances and the refinancing of existing debt; assists in establishing financing parameters; reviews bond counsel reports to ensure City priorities are addressed and interests protected; drafts reports and recommendations for review. 

• Oversees the administration of all Community Facilities Districts within the City, including submitting principal and interest payments, preparing annual budget, and submitting direct assessment amounts to be placed on the property tax roll. 

• Oversees the administration of the Investment Review Committee, including preparing the quarterly agenda, leading the quarterly meeting, and responding and answering questions from Committee members. 

• Serves as the City’s contact for debt administration and investments with the public and other government agencies; responds to questions and inquiries in a timely and efficient manner.  

• Stays abreast of legislative and regulatory actions pertaining to cash management, investments, and debt administration.  

• Prepares staff reports and recommendations for City Council; prepares a variety of quarterly and monthly investment reports for the City Manager and/or City Council.  

• Provides assistance in the development and administration of assigned budgets; monitors budgets and analyzes current and historical trends and determines and improves forecasting.  

• Provides or coordinates staff training on debt responsibilities citywide. 

• Participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.  

• Completes special projects as assigned; drafts reports and recommendations on assigned projects. 

The Accounting/Grant Manager will oversee the daily operations of the Finance Department, including accounting, budgeting, payroll, and purchasing.  Key responsibilities include developing departmental goals and policies, as well as managing the City’s budget, financial reporting, and contract administration.  The role requires monitoring financial procedures, coordinating external audits, and ensuring compliance with regulations.  Additionally, the individual will serve as Grant Administrator, overseeing the City’s grant activities, providing technical assistance for grant applications, and ensuring adherence to grant requirements.  Other duties include preparing reports, maintaining departmental files, and directly supervising staff.

JOB SUMMARY

Under limited direction, the Accounting/Grant Manager performs a variety of highly responsible administrative, supervisory and technical duties within the Finance Department, including the processing of financial transactions, preparing and reconciling financial and accounting records and reports, grant administration, audit coordination, contract administration, assists in designing and implementing procedures and policies, responsible for the efficient accomplishment of the daily activities of an assigned work group; performs highly responsible technical staff assistance to the Finance Director, exercises direct supervision over staff, and performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This is a mid-management classification that manages accounting, finance, grant and contracts administration activities in the Finance Department.  The incumbent organizes and oversees day-to-day financial processing, reporting, and recordkeeping activities.  Responsibilities include performing diverse, specialized, and complex work involving significant accountability and decision-making responsibility.  The incumbent organizes and oversees day-to-day activities and is responsible for providing professional-level support to the Finance Director in a variety of areas.  Successful performance of the work requires an extensive professional background as well as skill in coordinating departmental work.  This class is distinguished from the Finance Director in the latter has overall management responsibility for all accounting and finance, purchasing and contracts administration, customer service, and activities and for developing, implementing, and interpreting public policy.

• Participates in the selection of, trains, motivates and evaluates assigned personnel; provides or coordinates staff training; works with employees on performance issues; and implements discipline;
• Participates in the development and administration of the City budget; prepares, calculates and analyzes a variety of financial reports and data in the preparation of annual operating and Capital Improvement Program budgets; directs the monitoring of and approves expenditures; recommends adjustments as necessary;
• Supervises and participates in all activities related to the City’s accounting function, including accounting systems, accounts payable, accounts receivable, payroll and reporting, and month-end, fiscal year-end and calendar year-end accounting system processing;
• Reviews, develops and modifies accounting and control methods to improve existing procedures; monitors financial procedures of all City departments, including internal audits and checks and balances; examines accounting transactions to ensure accuracy; ensures conformity to policy and increases effectiveness;
• Coordinates the preparation of external audits, Governmental Accounting Standards Board and other regulatory reporting and special projects as assigned;
• Prepares and reviews staff reports, various management and information updates and reports on special projects as assigned; provides highly complex staff assistance to the Finance Director;
• Serves as the Grant Administrator per the Grant Accounting Policy and is responsible for general management and administration of the City's grant activities, including annual Citywide grant management planning and goals; facilitation of departmental grant planning and collaborative grant submittals; grant training and technical assistance for City staff; ensuring that departments track and report departmental grant activity; maintenance of grant policies and procedures, grants manual; ensuring the promotion of grant opportunities; and identifying and investigating issues that may arise concerning the management of City grants;
• Monitors documentation for compliance with grant requirements and serves as the Project Manager for specified interdepartmental grants and federal appropriations;
• Provides technical assistance to Department Heads in preparing grant applications, submitting reports, maintaining records, and the administrative process;
• Completes grant closeouts, including; ensure final receipt of grant revenues; prepares and submits any required financial grant close-out documents; reviews grant files for completeness; retains all necessary program and financial records for the period required by the grantor agency and resolve any audit findings;
• Performs other duties as assigned.
