About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. The City of Foster City is looking for a dedicated and responsible individual to join the Police Department as a Senior Community Services Officer. This position requires mature judgement and discretion and is given specialized training. We are seeking highly skilled individuals with excellent interpersonal and communication skills. Under general supervision, this position supplements administrative staff and provides support for sworn staff in police operations. There are four main assignment areas for the position, but currently there is only one vacancy in Property/Evidence.

Property/Evidence Assignment
Maintain and manage property and evidence of the department, including maintaining the property / evidence rooms; receive, collect, catalogue, store, handle and transport evidence; reviews files on case-by-base basis for disposition in accordance with Penal Codes and Law; assist in providing training to officers on proper packaging of evidence; prepare basic police reports, compile complex information; manage equipment inventory, provide information, telephone and front counter service, order and maintain evidence supplies and necessary equipment, perform payroll data input and payroll preparation/coordination, and other duties as assigned.

Education and Training Guidelines:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

Education:  A high school diploma or equivalent with courses in office administration or specialized job training, with undergraduate college course work, specialized administrative or law enforcement education and/or training. An associate degree is desirable.

DEFINITION

Police Records Clerk I: Under direct supervision, perform detailed clerical work of average complexity in connection with processing and maintaining sensitive and confidential police records; operate computerized Records Management System; receive money; provide customer service both at the counter and on the telephone; and to do related work as required. Police Records Clerk I is an entry-level position and Police Records Clerk II is the journey level class in the series requiring average knowledge and computer experience. Incumbents in this class, working within established procedures are expected to carry out general clerical duties, following oral and written directions, learn to exercise independent judgment, and have the ability to work in groups to achieve common goals. 

Police Records Clerk II: Under supervision, Police Records Clerk II are expected to work within established procedures at a wide variety of keyboarding, data-entry, and general clerical duties, exercise independent judgment and provide training, technical and clerical supervision over less experienced staff.

Both the Police Records Clerk I and Police Records Clerk II have frequent contact with the public and other law enforcement agencies. Incumbents deal with sensitive and confidential information on a daily basis and are required to work under pressure.

Positions in the Police Records Clerk II class are flexibly staffed and normally filled by advancement from the Police Records Clerk I class, or when filled from the outside, require specific clerical experience. Appointment to this class requires the employee to be performing substantially the full range of police records clerk duties and to meet the qualifications for the class.

The Department: 

The City Clerk’s Office administrates democratic processes such as elections, access to records, and all legislative actions, ensuring transparency to the public. The City Clerk’s Office is responsible for acting as a compliance officer for federal, state, and local statutes including the Political Reform Act, the Brown Act, and the Public Records Act.

The Position:

Under general direction, the Deputy City Clerk is responsible for providing back-up support to the City Clerk and Assistant City Clerk.  This includes but is not limited to records management, public records requests, attendance at Council and/or Standing Committee meetings, preparing and editing minutes, and assisting with special projects. May be responsible for noticing, advertising, and calendaring public hearings.

The San Mateo County Registration & Elections Division is seeking seasonal Election Vote Center Representatives (Office Assistant I) to assist in the upcoming March 5, 2024 Presidential Primary Election. Vote Centers offer in-person voting, voter registration, and additional services to the public up to a month before the election.
 
We are currently seeking dedicated and hard-working individuals for the temporary, full-time positions of Vote Center Representatives to be hired for the following duties:

• Use an iPad tablet to verify voter eligibility.
• Provide information about the current election.
• Guide voters on use of electronic ballot marking devices.
• Operate office equipment including Windows Laptops, printers, and iPad tablets.
• Provide in-person voter assistance to register to vote and cast a ballot.
• Issue ballots using Windows laptops.
• Maintain accurate files and records.
• Secure Election materials and supplies to maintain the integrity of the election.

Vote Centers will be open for two, four, eleven, and thirty days. Those hired can expect to work approximately 7 – 35 days including training and onboarding. The election will be held on Tuesday, March 5, 2024. The selected individuals must be available for the entire employment period until the completion of their assignment. The last anticipated day of employment will be March 7, 2024.
 
Vote Center Representatives will work eight (8) hours per day in-person once the site opens. Typical hours are 8 a.m. - 5:30 p.m. Monday through Friday with the addition of at least one weekend (March 2-3, 2024). This assignment will include one setup day of at least four hours before opening the location. On Election Day, Vote Center Representatives will work from 6 a.m. - 10 p.m. or later.  
 
The hourly wage for this position starts at: $22.97. These positions will require working overtime, including long hours, weekends, evenings, and holidays.  

• Authorized time worked more than 40 hours in the workweek: compensated at the rate of one and one-half (1-1/2) times the straight-time rate.
• Hours worked on a holiday: compensated at the rate of one and one-half (1-1/2) times the straight-time rate as provided in the Overtime Section of this MOU for their work group.

 
NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act.  Extra help employees are not guaranteed permanent status at the end of the assignment.

 

Qualifications

Ideal candidates will have a minimum of one year of general clerical, office assistant, phone services or computer experience, experience with customer service, and a close attention to detail.
 
Critical skills for all Vote Center positions include the ability to prioritize work, coordinate several activities, organize and maintain accurate files and records, and understand and carry out oral and written directions. Several positions require fluency in Burmese, Cantonese, Hindi, Japanese, Korean, Mandarin, Spanish and/or Tagalog/Filipino.
 
The position requires basic addition and subtraction. Vote Center Representatives must be proficient in the operation of a Windows computer, computer software, and applications. This position also requires the ability to operate standard office equipment, learn computer applications/software quickly and accurately, and serve members of the public.

• Testing functions of electronic voting equipment 
• Staging heavy equipment containers for delivery
• Inventorying and moving voting equipment and Vote Center supplies
• Assisting in delivery and pickup of voting equipment at Vote Centers 
• Assisting in delivery of spare equipment and supplies to Vote Centers
• Driving personal vehicles regularly to each Vote Center on an assigned route to make sure that all equipment is properly functioning
• Assisting in delivery, connection and testing of voting equipment at Vote Centers 
• Troubleshooting voting equipment at Vote Centers
