In this position, the Applications Analyst will collaborate with the Principal Applications Analyst and IT Manager within the Applications and Analytics Division. CITY OF LIVERMORE

Human Resources is a division of the Administrative Services Department. Administrative Services is comprised of Human Resources, Finance, and Information Technology. Human Resources supports eight municipal departments and a workforce of approximately 500 regular and temporary employees. THE POSITION

Under the general direction of the Human Resources Manager the Senior Analyst will be responsible for a wide range of the most complex Human Resources activities. An Example Of Responsibilities: Oversee the day-to-day functions of assigned programs, including data collection and analysis. Resolve grievances or disciplinary issues. Perform complex research and analysis on topics including ADA, CFRA, FMLA, and FLSA. Complete advanced classification and compensation studies and make recommendations following best practices. The City of Pacifica is a beautiful coastal community, just south of San Francisco. Currently, the City Manager’s Office has an opening for a customer service oriented, human resources professional to join our team as the Human Resources Manager.

THE POSITION

The Human Resources Manager, an at-will position, under general direction of the Assistant City Manager, recommends, develops, implements and evaluates goals, objectives, policies and procedures related to assigned human resource program functions, such as benefits, classification and compensation, recruitment and selection, among others. Consults and collaborates with City departments, employees, labor organizations, commissions, advisory boards and the public on relevant aspects of assigned program area. This is a management classification located in the City’s central Human Resources Division with overall responsibility for the day-to-day operations, which has Citywide impact. • Prepare and deliver oral presentations designed to educate and explain program services.

• Represent the department in meetings with the board, the executive team, labor organizations, and other community organizations or committees.

Typical Tasks
 

• Leads and participates in the work of staff in managing projects, developing and enhancing system applications for an assigned division;
• Establishes and maintains positive relationships, and works extensively with VTA Management, VTA Business Process Owners, and system Super Users in developing and  enhancing information systems solutions;

Minimum Qualifications

Employment Standards

Sufficient training, education and experience to demonstrate possession of the required technical and project management knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) Incumbents must demonstrate substantial experience in an SAP environment, and/or Electronic Documents Management System, and/or Operations system (such as Trapeze, BDT, ACS) or Construction and CMP solutions.

A VTA employee designated as a "Business Process Owner" and/or "Super User" with four (4) years of experience in that capacity, in addition to performing and leading others in system upgrades and demonstrated technical coursework in SAP or systems used at VTA, meets the minimum qualifications for this classification. Experience with transit/transportation-related applications is desirable.

This position receives general supervision from the Administrative Services Director. Incumbents in this class do not routinely exercise supervision over other staff.

ESSENTIAL FUNCTIONS:

Duties may include, but are not limited to, the following:

• Processes and distributes payroll including verification of timecards, personnel change orders, vacation and sick leave.
• Receives, researches and responds to questions from employees and supervisors and researches issues related to payroll, leave balances, and deductions.
• Prepares supporting payroll reports and payments to various taxing, financial, insurance, and retirement organizations.
• Prepare agendas and minutes for the Town’s Audit and Finance Committee.
• Serve as a Department’s livestream operator for the Town’s Audit and Finance Committee.
• Performs a variety of general office support work including assisting with budget document preparation, organizing and maintaining files, preparing correspondence, reports and forms, proofreading for accuracy and compliance with departmental policies and regulations.
• Receives, researches and responds to inquiries from the public and employees regarding recruitment, salary and benefit information, policies and procedures, employment verification and other human resource issues.
• Assists in the recruitment process; develops and posts job announcements; reviews and screens applications; works with departments to develop and administer selection tools.
• Provides new employee orientation, ensures completion of required paperwork; responds to questions regarding benefits and Town policies and procedures.
• Assists in the administration of Town benefits including the Town’s open enrollment process, making changes to employees’ benefits, and receiving and responding to questions regarding benefits.
• Prepares correspondence to employees regarding health plan changes/premiums and provides ongoing assistance regarding benefit changes.
• Researches and compiles compensation and benefit studies at management’s request.
• Assists in the preparation of documents for labor negotiations as requested.
• Supports Risk Management functions by ensuring vendor compliance with Town insurance requirements and the facilitation of workers’ compensation and other insurance claims.
• Prepares separation packages for employees.
• Administers and monitors the COBRA benefit program.
• Organizes employee wellness activities.
• Establishes positive working relationships with the public, representatives of community organizations, state/local agencies, Town management and staff.
• Performs other related duties as required that are not specifically listed in the job description but are within the general responsibility level associated with this class.

Under the direct supervision of the IT Director, the IT Support Technician II performs more advanced support for the help desk, applications, and technical support for the Peninsula Library System libraries. The position is part of the Peninsula Library System's IT Unit, called the Peninsula Library Automated Network (PLAN).

This position serves as the primary point of contact for the help desk ticketing system, manages Active Directory accounts, provides desktop support, and offers assistance with Office 365 and list-serv operations.

The position serves as the technical lead for library service applications for the member libraries, including RFID software and hardware, automated material handling and sorting systems (AMH), and providing occasional hands-on support for library check-in equipment. They are responsible for coordinating and managing small to large scale projects.

The IT Support Technician II is the journeyman level position in the IT Support Technician series. The IT Support Technician II works under general supervision and performs higher level IT support duties to support libraries and PLAN.
