This is the entry-level classification in the Maintenance Worker series. Assigned duties in this classification are routine tasks requiring no experience or limited experience. Employees at this level perform a limited range of duties under immediate supervision, in accordance with established guidelines and procedures, and are not expected to perform with the same independence of supervision and judgment on matters related to Town guidelines and procedures as are Level II/III.

Employees at this level receive immediate supervision from a manager designated by the City Manager and functional supervision from higher level Maintenance Workers. Incumbents may provide limited direction to less experienced employees in this classification or to seasonal workers.

There will be opportunities for cross-functional projects and assignments.

City Manager’s Office
The City Manager's Office is responsible for providing strategic direction and support to all City departments for day-today operations and planning, as well as support to the City Council with its policy making. In this capacity, the City Manager's Office resolves complex administrative matters, performs City-wide policy analysis, directs city-wide emergency
preparedness efforts; drives strategic planning and organizational development; oversees employee relations; directs the preparation of the budget in conformance with the Council's approved priorities and Budget Principles; and advises the Council of the City’s financial outlook. In addition, the City Manager's Office has direct responsibility for economic
development, community outreach and engagement, property management, sustainability, community grants, legislative advocacy, and special projects.  
 
The Management Analyst in the City Manager’s Office will be responsible for supporting executive staff, working on projects and assignments related to City programs, and managing the department’s budget and financials.
 
Responsibilities may include:

• Assist in the preparation and administration of the City Manager’s Office departmental budget and financials.
• Administer and/or support key programs and initiatives that may include the City’s Legislative Advocacy, Minimum Wage, Community Grant, Smoke-Free Santa Clara, and Safety Programs, the City’s service request platform (MySantaClara), organizational development, homelessness response, sustainability, real estate, economic development, employee engagement, and development of an internship program.
• Assist with the coordination of the annual Priority Setting Session.
• Provide staff support for committees and serve as a liaison to external organizations and community groups.
• Respond to Public Records Act requests and other inquiries from the public. 
• Provide contract management for various types of agreements. 
• Review, analyze, and prepare a variety of work products including agenda reports to the City Council, policies, agreements, correspondence, Request for Proposals, and other documents. 

 
Mayor & Council Office
The Mayor and Council Office is a division under the City Manager’s Office. The division manages the scheduling for Mayor and City Councilmembers, oversees the fiscal management of the Mayor and Council Office budget, supports official travel needs, and responds to constituent concerns.
 
The Mayor and Council Office’s Management Analyst supports City Council Committees, other intergovernmental assignments, reviews Public Record Act requests for the Mayor and Council, provides support for legislative matters, develops ceremonial and recognition reports, and supports special events. Additionally, the Management Analyst may write remarks and speeches and may be assigned to support City Manager’s Office projects and initiatives. There will be occasional evening work required at City Council meetings.
 
City Manager’s Office/Stadium Authority Executive Director’s Office
The City Manager’s Office also operates as the Stadium Authority Executive Director’s Office. The Stadium Authority owns Levi’s Stadium and contracts with the Forty Niners Stadium Management Company (Stadium Manager) for the management of Non-NFL Events and facility operations and maintenance. The Executive Director’s Office is responsible for the day-to-day management of Stadium Authority operations and providing oversight of the Stadium Manager’s responsibilities.
 
The Stadium Authority Management Analyst will assist the Executive Director’s Office with the day-to-day management of Stadium Authority operations and oversight efforts. This may include responding to inquiries from the public and stadium patrons, assisting with the development of the Executive Director’s Office budget, reviewing and preparing a variety of documents including agreements, Requests for Proposals, and agenda reports to the Stadium Authority Board, providing staff support for meetings, coordinating with departments on financial, legal, and/or public safety matters, supporting community outreach and engagement efforts, conducting research, tracking various assignment and project updates, and working on special projects as assigned.

Silicon Valley Power (Electric Department) – 1 position The Electric Department is seeking a Management Analyst to support its Operations Divisions. This position will support the purchasing and contract management activities of the Operations focused Management Team (Purchase Order process management, RFP development and management, budget preparation, contracts management and processing, policy and procedure development and maintenance).  
 
Ideally, candidates will have prior experience working in cross-functional utility teams, utility operations, purchasing and contracts management, and will have a demonstrated aptitude for grasping, conveying, and applying information related to electric or similar technical and dynamic systems as well as interpreting regulations. Experience managing MS SharePoint is highly desirable.
 
Responsibilities may include:

• Develops and manages internal procedures, documents, training materials, and controls related to purchasing guidance and management

Description

The Human Resources Manager serves as a member of the Executive Leadership Team, reporting to the Library Director & CEO. This position is the lead on matters related to Human Resources and Employee Relations. The HR Manager provides direct supervision and oversight of HR policies, activities, and staff to ensure legal compliance and effective HR management. They coordinate assigned activities with other library departments, manage legal and compliance oversight of the HR department, work with cross-functional teams to implement the organization’s mission and talent strategies, and provide high-level customer service, expertise, professionalism, and leadership to staff.

Examples of Duties

Leadership and Strategy:

• Plan, manage, organize, control, and assess all activities of the Human Resources Department, including but not limited to labor relations, employee relations, performance management, training, payroll, workers’ compensation, reasonable accommodation, risk management (occupational health and safety), ADA, EEO, employee leave programs, labor compliance, benefit services, recruitment and selection, classification, and compensation.
• Develop and implement HR processes to ensure efficiency and effectiveness across all HR functions.
• Collaborate with cross-functional teams to implement equity, diversity, inclusion, and accessibility efforts, and staff training and development.
• Collaborate with the Executive Leadership Team to develop the strategic direction of Human Resources for the Library; recommend and administer policies and procedures; ensure compliance with local, state, and federal requirements.

Operational Management:

• Oversee and coordinate the library’s labor relations and enforcement of collective bargaining agreements.
• Provide reporting on all Labor Relations matters, assist with bargaining and meet and confer sessions.
• Manage all grievances, arbitrations, and mediations for the library.
• Provide strategic direction and organizational initiatives on cultural competency and diversity to build a climate of equity and inclusion; ensure organizational commitments to increasing awareness and support of equity and inclusion values.
• Oversee and coordinate the library’s discipline process, internal investigations, and processes for appeals of formal discipline; resolve disputes between operating departments and staff concerning application or interpretation of policies and procedures.
• Maintain confidential HR employee files and records; update all HR documents, templates, and forms in accordance with current local, state, and federal guidelines.
• Ensure compliance with all federal, state, and local employment and reporting laws, including PWFA, PDL, FMLA, CFRA, ADA, and others.

Supervision and Staff Management:

• Direct supervision and oversight of HR department staff, including setting performance expectations, assigning and prioritizing tasks, monitoring workflow, and evaluating work.

Compliance and Auditing:

• Conduct regular audits of the HR function to ensure compliance with all relevant laws, regulations, and policies.
• Review and evaluate existing and proposed legislation applicable to the library and make recommendations for necessary adjustments.
• Maintain all employment related records in compliance with federal, state and local laws.
• Ensure all HR-related mandatory reporting is completed on time and accurately.

Recruitment and Onboarding:

• Develop, implement, and regularly evaluate the library’s hiring and recruitment processes, procedures, and onboarding for volunteers and applicants.
• Over the performance of recruitment activities such as posting positions, pre-screening applications, conducting phone screens, facilitating interviews, and conducting reference checks in an unbiased, timely, and effective manner.
• Establish, manage and monitor recruiting KPIs to evaluate and improve performance.
• Implement new hire orientation and employee recognition programs.

Performance and Compensation:

• Implement and regularly update the library’s compensation programs; conduct wage surveys, job evaluations, equity adjustments, and salary negotiations.
• Develop, implement, and maintain the library’s performance evaluation process.

Training and Development:

• Oversee applicable training for volunteers, employees, and management.
• Coordinate and provide support for the promotion and reappointment processes.

Budget Management:

• Oversee the development and administration of the budget for the HR department; forecast funding for staffing, equipment, materials, and supplies; monitor and approve expenditures.

Customer Service and Collaboration:

• Ensure that library customer service needs are met through analysis, community studies, customer requests, and feedback.
• Promote the library within the service area; represent the library to other agencies and organizations; make formal and informal presentations.
• Foster a collaborative work environment, acting as a business partner to other leaders and a safe place for employees to seek guidance and support.

Manager-in-Charge:

• Serve as weekend “Manager-in-Charge” on a rotating basis.

Typical Qualifications

Knowledge of:

• Principles and practices of Human Resources administration, including labor relations, workers’ compensation, reasonable accommodation, risk management, employee leave programs (PWFA, PDL, FMLA, CFRA, ADA), labor compliance, payroll and benefit services, classification, and compensation.
• Principles and practices of budget preparation and administration.
• Current and emerging trends and innovations in Human Resources and library services.
• Principles and practices of intellectual freedom, open access, and the Library Bill of Rights.

Ability to:

• Act as an effective and articulate representative of Sacramento Public Library to the public, partner agencies, and local officials.
• Communicate utilizing excellent interpersonal, oral, and written communication skills.

Experience:

• Five (5) years of professional experience in Human Resources and Labor relations.

Education:

• Required: Bachelor’s degree from an accredited college or university in human resources, labor relations, business administration, or a closely related field.
• Preferred: A graduate degree or designation as a Senior Professional in Human Resources Management (SPHR) and/or International Public Management Association Certified Professional in Human Resources (IPMA-CP) is preferred.

Licenses/Certifications:

• Valid Class C California Driver License and proof of insurance.

OTHER REQUIREMENTS

Personal transportation for job-related travel.

 

PHYSICAL/MENTAL ABILITIES

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The Redwood City Fire Department is seeking individuals for the position of Cadet Firefighter. The Cadet Firefighter Program is designed to allow students an opportunity to gain firsthand knowledge of fire department operations. Fire Department Cadets spend a minimum of 48 hours and a maximum of 96 hours per month at the firehouse, participating in calls for service, station duties, and training. Cadets will also be expected to attend department-sponsored community functions outside of their 96-hour monthly commitment. Though the goal is to immerse the cadet into all aspects of fire department life, they are not allowed to participate in situations deemed Immediately Dangerous to Life and Health (IDLH).

 

This Fire Cadet position is a non-benefited volunteer position.
