Definition:

Under supervision, performs a variety of minor maintenance and repair of District facilities, coordinates maintenance and repair of various buildings and equipment, ordering, receiving, storing, distributing and conducting inventory of facility equipment and supplies; performs other related duties as required.   

Minimum Requirements:

• Must be at least 18 years of age.
• Provide proof of eligibility to work in the United States.
• Possess and maintain a valid California Class C Driver's License. Possession of a valid California Commercial Class B Driver License, with all applicable endorsements (i.e. air brake and tanker endorsements), is required within six (6) months of appointment. 
• Possess a high school diploma, G.E.D. equivalency, or a high school proficiency certificate.

Typical Duties: (may include, but are not limited to, the following)

• Perform routine maintenance and repairs to facilities, (e.g., carpentry, minor electrical repairs, plumbing, and other related activities).
• Prioritize repair and maintenance work orders; performs, schedules, or coordinate general repairs or maintenance as needed.
• Plan and coordinate schedules for preventative maintenance on equipment, machinery, tools, and facilities.
• Perform routine manual tasks as requested, such as assembling furniture or equipment, hanging pictures or shelves, changing light bulbs, etc.
• Maintain work records and logs and prepare activity reports as required.
• Utilize a computer calendar to be notified of reoccurring or annual maintenance tasks; access computerized maintenance management system to track work orders.
• Order, receive, stock and issue parts and supplies; verify incoming shipments for appropriate quantity and quality.
• Inventory materials, parts, and supplies; report replacement needs; establish minimum/maximum stock levels and monitor stock levels based on usage and lead time.
• Maintain files; compile records of supply transactions; input and receive data; prepare quarterly and yearly performance reports. 
• Provide follow-up on all orders to ensure delivery schedules are met.
• Drive fire apparatus as necessary to deliver equipment. 
• Perform related duties as assigned.

Working Conditions/Physical Demands:

While performing the duties of this job, the employee may be exposed to noise, dust, flammable and combustible materials, and inclement weather. Work involves physical exertion, including lifting up to 75 pounds, stooping, reaching, and climbing.

Disaster Service Worker:

All Central Fire District of Santa Cruz County employees are designated Disaster Service Workers through state and local law. Employment with the District requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Unforeseen Overtime and Unusual Hours:

Due to the emergency nature of the fire service, employees of the Fire District are occasionally required to work extended hours, be called in for overtime, or have adjustments in their regular schedule to accomplish the goals of the District during emergency operations.

THE POSITION

The Human Resources Manager, an at-will position, under general direction of the Assistant City Manager, recommends, develops, implements and evaluates goals, objectives, policies and procedures related to assigned human resource program functions, such as benefits, classification and compensation, recruitment and selection, among others. Consults and collaborates with City departments, employees, labor organizations, commissions, advisory boards and the public on relevant aspects of assigned program area. This is a management classification located in the City’s central Human Resources Division with overall responsibility for the day-to-day operations, which has Citywide impact. The Human Resources Division is comprised of 4.0 FTE (1) Human Resources Manager, (1) Senior Human Resources Analyst, (2) Human Resources Analysts, who come together to support the full-service City-wide efforts of over 200.75 FTE and approximately 30 – 120 PTE.

Duties may include, but are not limited to the following:

• Interview, select, hire, train, supervise, and evaluate program staff.
• Write and review policies, procedures and methods relative to assigned program; formulate, recommend and/or implement actions for program improvement;
• Meet with department management and staff on human resource issues.
• Interpret and explain provisions of applicable laws, rules, policies and agreements to City management, employees, employee organizations and the public.
• Assist in the selection and management of vendors, consultants and service providers; oversee compliance of consultants and vendors with contract provisions.
• Advise managers and employees on City procedures, benefits, and existing policies relative to assigned program.
• Coordinate and administer program activities such as open enrollment, Citywide classification studies, and executive recruitments, among others.

What You’ll Do

• Support the preparation, implementation, and monitoring of a comprehensive risk-based emergency management and community preparedness program.
• Prepare and maintain municipal emergency operations plans, annexes, appendixes, checklists, and other supporting documentation.
• Respond to the Emergency Operations Center when it is activated.
• Design and administer communication plans to enable effective municipal and community response to a disaster situation.
• Continually monitor and assess municipalities’ training programs and research methods to increase community outreach.
• Maintain records of findings and corrective actions identified through After-Action Reports/Improvement Plans, and coordinate development of multiyear Training and Exercise Plans.
• Produce training materials, including written documents, electronic media, and videos; maintain materials, such as props, slides, videos, films, and other educational documents; set up and operate appropriate and different audiovisual equipment. Develop working relationships with and make presentations to representatives of municipal departments, as well as other public and private support relief agencies, businesses, schools, homeowners, non-governmental organizations (NGO’s) and other community groups regarding emergency services.
• Participate in the budget preparation and administration; prepare cost estimates and revenue projections for budget recommendations for designated accounts; submit justifications of program and related activities; monitor and control expenditures.
• Participate in specialized training, conferences and seminars as available and appropriate to maintain technical knowledge.
• Compile and analyze data; prepare reports and make recommendations on the formulation of policy and procedures, EOC and division staffing and organizational changes.
• Participate in administering contracts including those relating to grant projects; monitor programs for compliance with applicable regulations.
• Coordinate and conduct interagency training sessions on NIMS, ICS, and other emergency management topics for municipal personnel to establish and operate an Emergency Operations Center (EOC); maintain records of NIMS/ICS training in compliance with state and federal guidelines.
• Provide oversight and program delivery of the Community Emergency Response Team (CERT) Program.
• Develop training curricula/plans, coordinate logistics, promote and deliver public education programs to civic organizations, religious institutions, businesses, and residents.
• Design, develop and deliver a variety of disaster exercises designed to test elements of the municipalities’ emergency capabilities according to Homeland Security Exercise and Evaluation Program guidance.
• Support facilitation of stakeholders in exercise planning meetings.
• Assist in the development of goals and objectives for the emergency management program.

DEFINITION:

The Administrative Services Technician is a journey level position in which the employee will be assigned a full scope of duties. DISTINGUISHING CHARACTERISTICS:

SUPERVISION RECEIVED/EXERCISED:

This position receives general supervision from the Administrative Services Director. Incumbents in this class do not routinely exercise supervision over other staff.

ESSENTIAL FUNCTIONS:

Duties may include, but are not limited to, the following:

• Processes and distributes payroll including verification of timecards, personnel change orders, vacation and sick leave.
• Receives, researches and responds to questions from employees and supervisors and researches issues related to payroll, leave balances, and deductions.
• Prepares supporting payroll reports and payments to various taxing, financial, insurance, and retirement organizations.
• Prepare agendas and minutes for the Town’s Audit and Finance Committee.

The Department

The Suisun City Fire Department was established in 1861. The men and women of SCFD take great pride in the customer service that they provide to all who live, work and travel through Suisun City. SCFD is a mission-driven fire agency that remains focused on customers and safety. It is our goal that all members strive to attain a synergistic balance of education, training, and experience to provide excellent emergency management on every call. SCFD is a combination agency staffed with both full-time and volunteer fire personnel. The Position

The ideal candidate would know and be responsible for performance of the full scope of assigned fire suppression, fire prevention, emergency medical care responsibilities, and for the protection of life and property. New incumbents may have limited related experience but are expected to learn the full range of duties and responsibilities, perform duties with minimal direct supervision, and exercise sound judgment and discretion in making decisions. Firefighters work a 48/96 work schedule, comprised of two 24-hour shifts followed by four 24-hour days off, averaging 56 hours per week.

The Department

The City’s Volunteer Fire Department is older than the City itself, founded as a volunteer corps in 1861 to replace a U.S. Army fire brigade. The largest volunteer urban Fire Department in California has undergone change to become a combination department, composed of both paid and volunteer staff. In addition, the department provides Advance Life Support (ALS) services and responds to over 3,000 calls for service annually. Staffing includes a Fire Chief, one Deputy Chief, one Fire Marshal, six Fire Captains, six Fire Engineers, an Administrative Assistant and 10 Reserve Volunteer Firefighters. Dispatch is staffed through the Public Safety Dispatch Center housed at the Police Department. Ambulance services are handled through a countywide contract. The Suisun City Department responds to fire, emergency and medical calls, as well as attaching units to wildland strike teams, when possible.

The Position

The ideal candidate will be a team-oriented problem-solver with a focus on public service. Recruits enter a training program to develop skills necessary to demonstrate abilities to respond to emergency fire and medical alarms, to protect life and property, to participate in fire suppression training and emergency medical training, to assist with station, apparatus and equipment maintenance, and to do related work as required. Volunteers are required to participate in a minimum of two 24 hour shifts or four 12 hour day shifts each month and complete assigned training.
