THE POSITION

Tri-City Mental Health Authority is currently hiring to fill one (1) full-time vacancy for the position of Behavioral Health Specialist within the Mobile Crisis Care Program (MCCP). Tri-City’s MCCP is a 24/7 mobile crisis response team with shifts that may include evenings, weekends, daytime hours, and holidays. Weekend and night shifts will be entitled to Shift Differential Pay of $2.50 per hour on weekdays (Monday through Friday) and $3.50 per hour on weekends (Saturday and Sunday). Holiday shifts will be entitled to Holiday Pay.

The MCCP Behavioral Health Specialist will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Behavioral Health Specialist will report to the Mobile Crisis Care Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, family, and collateral rehabilitative support services to facilitate behavior modification including skill building, needs assessment, self-care/safety, and coping strategies and techniques; may provide case management services in the office and in the field.

• Develops, monitors, and evaluates client rehabilitative and case management goals and increases/decreases in targeted behavior according to client needs; monitors goal
  progress/regression.

• Provides linkages, resources, and referrals to address basic needs and other barriers to wellness and recovery including food, housing, clothing, transportation, and other financial resources.

• Encourages and supports clients to fully engage in services; provides outreach and assists clients in addressing and overcoming barriers to treatment.

• Plans and facilitates and/or co-facilitates group sessions for clients and community members focused on skill building; tracks client attendance and follows up with individual clients, as necessary.

• Provides advocacy for clients to ensure inclusion in all aspects of the community including socialization, employment, education, and housing to meet client needs.

What You’ll Do

The Senior Development Review Technician provides lead direction to technical and support staff; to perform a wide variety of complex and advanced technical duties requiring specialized knowledge related to building permits, planning applications and development; and to provide administrative support to assigned supervisor.  This is the advanced journey level in the Development Review Technician series.  Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the most difficult and responsible types of duties assigned to classes within this series, including providing technical and functional supervision (day to day operations) over assigned personnel and performing the most complex duties assigned to the series.  Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility.

Duties may include, but are not limited to, the following:

• Plan, prioritize, and review the work of staff assigned to a variety of development review support duties.
• Assist the general public with questions regarding building and development review/permit requirements.
• Accept building permit and development review applications; act as lead on complicated plan check input and questions.
• Participate in evaluating the activities of staff, recommending improvements and modifications.
• Provide and coordinate staff training; work with employees to correct deficiencies.
• Compile building related data as directed; prepare various reports.

The Position

Under general direction from the Director of the Human Services Agency, the Director of the Center on Homelessness (COH) leads, plans, develops, organizes, coordinates and evaluates the programs and operations of the Center on Homelessness. This position is responsible for the county’s emergency safety net and homeless services programs with the high-level goal that every person experiencing homelessness in San Mateo County has the opportunity to engage in services and is supported with safe shelter and a pathway to housing. The County’s goal to reach a functional zero level of homelessness incorporates the vision that homelessness will be a rare, brief, and one-time occurrence, and that every unsheltered homeless person in San Mateo County who chooses assistance can be sheltered in an emergency shelter or in temporary or permanent housing.

This position is a member of the leadership team of the Human Services Agency (HSA), and together with the Agency Director, collaborates with the County Executive’s Office, the Board of Supervisors, other County departments, and key community-based organizations to address and respond to issues related to homelessness and housing instability. The Director of COH will provide strategic guidance on policy and program development, organizational and human resource analysis, planning, evaluation, reporting, grant writing and compliance monitoring, and contract management.

COH works collaboratively with stakeholders to ensure that the County has a system to end homelessness in San Mateo County. Through early intervention, stabilization services, and financial assistance for households with housing instability, the goal is to prevent people from experiencing homelessness. Services are in place to engage and support people who are unsheltered to transition to interim housing, permanent housing, or other places where they can access needed services and supports. COH administers contracts with community partners to provide safety net services, homeless prevention and outreach services, interim housing in congregate and non-congregate settings and a continuum of homeless services focused on moving clients into permanent housing, including rapid rehousing programs.

COH serves as the lead for the Homeless Continuum of Care; the Homeless Management Information System (HMIS) System Administrator; grant administrator for the Department of Housing and Urban Development (HUD) Continuum of Care Grant; Community Services Block Grant’s for the Community Action Agency; California Department of Housing and Community Development’s Homeless Housing, Assistance and Prevention (HHAP) and Encampment Resolution Funding (ERF); California Department of Social Services’ (CDSS) Housing Disability and Advocacy Program (HDAP); and homeless programs that are funded by the County of San Mateo’s Measure K sales and use tax revenues. COH is responsible for the federally required One Day Homeless Point-in-Time Count and staffs the County’s Housing Our People Effectively (HOPE) Interagency Council, and the Continuum of Care Steering Committee. Lastly, COH manages operators in County owned facilities, and works closely with other County departments to ensure safe and quality programming.

COH advances equity by identifying and addressing disparities in who experiences homelessness, who accesses the homeless crisis response system, their experiences with the system, and the outcomes of the system. Through a client-centered approach, COH listen and respond to the voices of people with lived experience of homelessness to create solutions.

This is a new position created to provide high-level oversight of the County’s efforts to address homelessness in San Mateo County. This critical role requires a collaborative leader to bring innovative ideas and transform big picture vision and goals into comprehensive plans for implementation focused on long-term solutions to homelessness. The Center on Homelessness unit is comprised of 2 Human Services Managers, 4 Management Analysts, and 12 Human Services Analysts, and one administrative support staff. This includes a blend of permanent and temporary, grant funded positions. This team oversees and administers and implements programs for over $34m of Federal, State, and Local Funding.

 Job Description:  The Children's Fund of San Mateo County is seeking two Part-Time/Temporary interns. This position would report directly to the Children's Fund Program Coordinator and assist with the Holiday Gift program. Each year over 1,500 gifts are distributed to low income/foster youth living in San Mateo County. This is a fun, fast paced, hands on position that requires dedication and flexibility to the job.

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

The City of San Jose’s Department of Planning, Building, and Code Enforcement serves to ensure the orderly and safe development of private properties, compliance with all applicable building, zoning, and quality of life ordinances and regulations, and to promote healthy and safe community standards.  This is accomplished by departmental staff in service to customers by:

The Department is seeking a Deputy Director of Planning who is committed to understanding, executing, and improving the Department’s vision of a well run, professional organization that achieves the above goals and objectives.  This includes providing excellent service and guidance to residents, property and business owners, developers, and other stakeholders throughout the planning processes. The Department has a staff of approximately 300 employees and includes four divisions: 

• The Planning Division administers current development projects, processes development applications in conformance with City policies and objectives and conducts long-range planning such implementation of the Envision San José 2040 General Plan. The Division provides support to the Planning Commission and the Historic Landmarks Commission. The Deputy Director (Planning Official) manages this Division. 

• The Building Division conducts plan review and field inspection of construction projects to ensure conformance with health and safety requirements. The Division operates the City’s Permit Center. The Building Official manages this Division.  

• The Code Enforcement Division utilizes education and enforcement tools to facilitate compliance with Municipal Codes designed to maintain a healthy, safe and clean environment, carry out land use policy, and preserve the quality-of-life standards that residents and businesses enjoy. • The Administrative Division manages the Department’s administrative activities, including budget, fiscal and human resources. The Administrative Officer manages this Division.

The Deputy Director for Planning is a direct report to the Director of PBCE and provides leadership of all Planning functions within the Department. The position also contributes to the overall management of the Department through overseeing various interdivisional project teams. 
  

The Deputy Director for Planning is responsible for the stewardship and implementation of the City's General Plan and zoning policies, the review of applications for planning permits for consistency with the City’s ordinances and polices including California Environmental Quality Act (CEQA), and for engagement with customers, stakeholders and the community on proposed developments.  

The position is supported by three Division Managers and four Principal Planners who take responsibility for day-to-day operations and decision-making and are split between Development Review, CEQA, and Citywide Planning (longer term policy and plan development). The position manages an interdisciplinary team of planners and provides executive direction for specialized professional planning functions, including development review, land use, zoning, urban design, environmental review, historic preservation, housing, transportation, economic development, and data analytics. The position develops and oversees the organizational structure, the annual work program, and the budget and staffing of the Planning Division and assists in the preparation of the Department’s work program and budget.  
 

The Deputy Director of Planning frequently represents the Department and the Director at City Council, officiates public hearings on the Director’s behalf, and represents the Department and the Director at meetings with the public, elected officials, other departments/agencies and various stakeholders. The position includes attendance at evening meetings.  

Essential areas of responsibility include: 

• Oversee the department's planning budgets, ensuring proper allocation of resources, cost recovery, as well as the development and oversight of the divisions fees and charges  

• Ensure all planning activities comply with local, state, and federal regulations. 

• Develop and implement long-term city planning initiatives. 

• Facilitate public meetings and community outreach to gather input and inform the public about planning projects. 

• Provide leadership and guidance for critical housing related issues/proposals ranging from zoning, permitting, infrastructure improvements, community engagement and sustainability 

• Oversee the review of development proposals, zoning changes, and other land use applications for compliance with city codes and policies.  

• Manage complex planning projects and initiatives, including comprehensive plan updates, area plans, and zoning code revisions.  

• Collaborate with the internal development-services partners, elected officials, developers, community groups, and the general public on planning matters.  

• Prepare reports, presentations, and recommendations for the Planning Commission and City Council  

• Assist in the day-to-day operations of the Division. 

• Advise the Director about important and/or sensitive issues; take appropriate action to address them. 

• Represent the Department and City before other government agencies, community groups, citizens, businesses and professional organizations. 

• Provide positive and constructive leadership and management; mentor and motivate staff. 

• Lead organizational review and strategic planning efforts. 

• Continue to stay on the forefront of nationwide trends and initiative. Introduce and implement creative ideas and processes to help the city achieve 
   its economic development, quality of life, and other goals.

DEFINITION:

Under administrative direction, plans, organizes, manages, and provides direction and oversight for all functions and activities of the Planning Department, including current and advanced planning, code enforcement, building permits, economic development, environmental sustainability, open space acquisition and management, and housing; coordinates assigned activities with other Town departments and outside agencies; other assigned duties, and provides complex administrative support to the Town Manager.

DISTINGUISHING CHARACTERISTICS:

The Opportunity: The Town of Los Gatos is recruiting for a Planner at the Associate or Senior level to perform a variety of professional planning work, research and analysis related to the Town’s Planning and Zoning Ordinances and assignments associated with land use, infrastructure, economic development, and the environment. Thorough knowledge of the principles and practices of planning, as well as the physical, social, and economic concepts underlying planning functions, and the ability to present and explain these concepts to the public, is required. Planners are required to attend evening meetings and make public presentations to the Planning Commission, Town Council, and other stakeholders. 

• Associate Planner is the experienced journey level of the Planner series. Incumbents are assigned increasingly complex tasks, including planning projects of moderate complexity and scope. Work is performed in accordance with policies established by the Department Director, but considerable scope exists in which professional judgment may be exercised and technical decisions made. Incumbents are responsible for planning work that is technically difficult and requires the ability to independently interpret policies and to exercise sensitivity to public concerns.  
   
• Senior Planner is the advanced and supervisory classification of the Planner series. Incumbents are responsible for difficult planning work. Work is performed in accordance with policies established by the Department Director, but a great degree of latitude is given to exercise professional judgment and to make technical decisions. The Senior Planner supervises technical staff and manages large and complex planning projects involving difficult and sensitive policy issues. Senior Planners supervise and coordinate the work of assistant planners, planning technicians, and/or interns. 

Schedule: The normal workweek for this position is Monday through Friday, with evening meetings. This position is not eligible for a remote or hybrid work schedule.

THE POSITION

Tri-City is actively recruiting to fill a vacancy for Clinical Supervisor I/II within the Adult Outpatient ("AOP") Program. This position will be a part of the on-call rotation and crisis response and be responsible for supervising, planning, organizing, and directing the work of clinical, professional, & technical staff & providing mental health services to individuals & families. Clinical Supervisor I/II position will report to the Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Coordinate, supervise, and direct the clinical, operational and program activities, inclusive of unit personnel, on a day-to-day basis to meet unit objectives;

• Provide direct services to clients under appropriate scope of practice;

• Consult with Clinical Program Manager regarding program goals, activities, policies, and procedures; make recommendations on programmatic, clinical and administrative policies; regularly update program policies and procedures; and implement and enforce policies and procedures.

• Supervise, train, evaluate, and participate in the selection of student interns, subordinate clinical staff, Mental Health Specialists and Mental Health Workers; and initiate and participate in personnel actions in accordance with the Agency’s human resources practices and procedures.

• Make or review decisions on difficult client assessment and casework matters; supervise the timely and accurate submission of activity logs of assigned staff; and review caseload and task/needs reports for accuracy and timely changes & other duties as assigned.

Tri-City is currently hiring to fill a full-time vacancy for the position of Peer Support Specialist I/II (PSS) within the Children's Outpatient (COP) Department. The PSS position provides peer-to-peer support services in the office and/or in the field including, but not limited to outreach, support, encouragement, guidance, advocacy, and referrals to external resources and services for clients and their families; builds rapport with clients and their families through sharing stories of lived experience and recovery.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Encourages and supports clients to fully engage in services; provides outreach and assists clients in addressing and overcoming barriers to treatment.

• Provides resources and referrals to address basic needs and other barriers to wellness and recovery including food, housing, clothing, transportation, and other financial resources.

• Assists clients with setting, implementing, and tracking wellness and recovery goals; develops individual Wellness and Recovery Action Plans (WRAP); models and shares effective coping strategies.

• Assists clients and families to understand behavioral health problems and steps to recovery.

• Provides support and guidance in navigating systems and obtaining additional support services; attends meetings and therapy sessions with clients (as needed); assists with completing applications and forms; and ensures client concerns are address and processes understood.
