DEFINITION:

To assist in implementing, coordinating, and evaluating recreation and programs and events, including but not limited to Teen Programs, Youth Programs, After School Programs, Aquatic Programs and events, promotional events, special events and excursions.

Ideal Candidate

The ideal candidate is someone who:

• Experience scheduling, organizing, assigns, and monitors program volunteers.
• Is able to creates publications and flyers using Microsoft Office or web-based solutions like Canva.
• Is familiar and able to creates promotional materials, including press releases and social media posts.
• Experience in planning, coordinating, and directing events, programs, and activities.
• Able to work with others and create relationships with partner non-profit organization.
• Experience collecting data and creating reports from all senior programs.

ESSENTIAL JOB FUNCTIONS

Implement, coordinate, and evaluate recreation programs, aquatics programs, special recreation events and services; publicize programs, events and services. Train, schedule and assign program staff and volunteers; assist in the development of staff evaluations. Assist with coordination and scheduling of the recreation or aquatics programs.  Promote and maintain safety in the work place. Maintain records and statistical data on programs. Issue, secure and maintain program equipment and supplies.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that Employee must be present to work to complete assigned tasks.

OTHER JOB FUNCTIONS

Enforce all rules and regulations. Teach aquatic programs as assigned. Work cooperatively with others. Perform related duties as assigned.

QUALIFICATIONS

Knowledge of:

Community resources adaptable to the development of community services programs for specified recreation programs.  Principles of program coordination, training and evaluations.  Emergency procedures, First Aid and CPR.  Safety principles, practices and procedures.

Skill to:

Apply First Aid methods and safety precautions related to assigned programs.  Develop and maintain support for programs from the community and local organizations.  Communicate clearly and concisely, both orally and in writing.  Oversee train and evaluate assigned staff.  Establish and maintain effective work relationships with those contacted in the performance of the required duties.  Operate office equipment, including a personal computer.

Ability to:

Develop cooperative public relations with the general public.  Remain calm in stressful situations.  Be consistent when enforcing rules and regulations.  Maintain authority and control over programs.

Minimum Education and Experience:

Education:

High School diploma or equivalent.  Bachelor's Degree from an accredited college or university with major course work in recreation or a related field is preferred.

Experience:

Two (2) year of increasing responsible experience in the delivery of recreation services. A Bachelor’s Degree may be substituted for one year of experience.

License or Certificates:

When only assigned to recreation duties, the following is required and must be maintained during the course of employment.

• Required upon hire:
  •  Valid California Driver’s license,
• Required within six months of hire,
  • Possession and maintenance of a current American Red Cross First Aid Certificate or equivalent and
  • Current American Red Cross Community CPR Certificate or equivalent

All of these positions are temporary part time. Temporary employees work no more than 960 hours in a Fiscal Year.

The pay cycle is biweekly.  With the exception of worker's compensation coverage and sick leave, no other benefits compensations are provided.  Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.

The City of Brisbane will be sponsoring up to four summer internships this year.  Our internships are project-oriented and designed to give college students a good general overview of future employment opportunities and current issues in the Public Sector.  You will have the opportunity for exposure to various areas of City Administration during your internship and to network with fellow interns and participate in professional development activities in San Mateo County and/or Santa Clara County.

Projects for 2024 include:

• Communications – Assist with developing innovative and relevant content for posting on City-administered social media sites, research and work with departments in developing articles for publication on the City’s website and print newsletter, and assist with aspects of video production including storyboarding, camera work, and script-writing.

• IT – Have some familiarity with programs such as Windows, Active Directory, Office/Microsoft 365. Must be able to disassemble and reassemble a PC. Projects will consist of adding and editing AD and email accounts and sorting and organizing hardware components. Some daily tasks will include responding to help desk requests and making basic equipment repairs and replacements.

• Human Resources - Offering learning opportunities by following a full recruitment and onboarding process. Assist with website updating; maintaining employee records; the conversion of physical records/forms to electronic format; and conducting research and analysis on HR-related topics.

• Public Works (Utilities) – Provide support to the City's Public Works Department - Utilities Division with various engineering projects in drinking water distribution, water resources, sanitary sewer collection, and storm drainage. Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree at an accredited college or university in a related field (e.g. public administration, public policy, business, planning, library science, environmental studies, engineering, sustainability). Undergraduate candidates must have a minimum of 48 semester units or equivalent completed.  Applicants should also be self-motivated, have excellent interpersonal skills, able to use Microsoft Office software, demonstrate good research ability and have the ability to communicate clearly both verbally and in writing. 

SALARY AND HOURS: The salary range for Interns is $20.00 per hour, 15-18 hours per week over a 12-week period.  The start date is flexible depending on the student’s availability.

The Information Technology Manager is a key management position at the City. This individual will lead and promote the technological growth, innovation, and cybersecurity of the entire organization. The Information Technology Manager is responsible for managing the operations of the City’s information technology activities, while delivering excellent customer service and administering comprehensive information technology initiatives to accomplish City goals and technological needs. The Information Technology Manager leads a staff of 8, currently comprised of a Network Administrator, Systems Administrator, Enterprise Applications Administrator, Junior Network and Systems Administrator, GIS Analyst II, Enterprise Applications Support Specialist II, and 2 Information Technology Specialist IIs.

The selected candidate will get to work on the following projects in the coming months:

• Implement Microsoft 365 across the City, working with a consultant to smoothly transition current systems and train staff on best practices
• Continue development of a five-year Information Technology Master Plan to present to City Council for approval and funding needs
• Work with the Police Department to ensure they have the tools they need to operate 24/7
• Review current processes and identify improvements to streamline and improve understanding across the organization

THE POSITION

The Parks and Recreation Department is looking for staff to assist with events at the Rocklin Events Center and other locations in the City. The Events Venue Specialist (Program Assistant) is a temporary position and incumbents work on an as-needed basis, not to exceed 28 hours per week and up to 999 hours per fiscal year. Temporary employment does not provide any guarantee of continued employment and the City of Rocklin may end the assignment at any time. Temporary employees are not eligible for any other benefits except where required by law and there is no guarantee of future permanent employment.

Duties may include, but are not limited to the following:

• Performs light janitorial duties (e.g., empty trash, clean restrooms, and restock supplies) before, during, and after events.
• Sets up audio visual equipment at venue site.
• Checks clients in and out of City venues.
• Takes prospective renters on tours of facilities and answers questions about pricing and equipment at each rental location.
• Ensures client needs are met.

THE  SCHEDULE 

A typical schedule looks like this:  

Evening and Night shifts Sunday through Thursday

Shifts vary from 7am - 1am Friday and Saturday

Night and weekend availability is required.

MINIMUM QUALIFICATIONS

• Must be 18 years of age

Six (6) months of volunteer or work experience in the area assigned is highly desirable

Licenses and Certifications

THE POSITION
Join us this summer season for a fun and engaging employment opportunity as a Senior Lifeguard to support the City of Rocklin's upcoming aquatic program and activities taking place at the Rocklin High School pool.

This class is distinguished from the Lifeguard by overall program responsibilities, training and experience. Senior Lifeguards serve as the Lead Lifeguard in providing technical and functional direction over Lifeguards.

Senior Lifeguards play a critical role in ensuring courteous and professional service to all pool attendees, including:

• Providing surveillance of swimmers and guests during City run swim hours. 
• Enforcing rules and regulation of City run aquatic facilities.
• Responding to emergency situations at assigned facilities. Administering and coordinating emergency first aid, as necessary.
• Providing superior customer service to all guests by assisting in a polite and expedient manner.
• Assisting the Parks and Recreation Supervisor with overseeing the safe and proper operation of assigned pool lifeguards. 
• Maintains order with disruptive patrons and exercises crowd control where warranted; refers escalated issues to the Parks and Recreation Supervisor.
• May be assigned other related duties. 

MINIMUM QUALIFICATIONS
One season of experience performing duties similar to that of a Lifeguard. Senior Lifeguard experience is highly desirable.

Must be at least 18 years of age at time of appointment.

REQUIRED LICENSES AND CERTIFICATES

• Possession of a current American Red Cross Lifeguard certificate, or equivalent, by date of appointment.

THE POSITION

The City of Rocklin is looking for a seasoned IT professional with a passion for leading teams, driving innovation, and transforming City services through technology. The IT Manager will play a pivotal role in shaping and executing the City's strategies and ensuring alignment with the City's mission and objectives. This position will oversee and mentor a team of skilled IT professionals, fostering a collaborative and high-performing culture, but also actively participating in the day-to-day operational tasks and responsibilities of the team.

The IT Manager will be responsible for the following upcoming projects:

• Developing a strategic plan for the IT division to foster transparency, increase operational efficiency, improve staff satisfaction, and to bolster trust.
• Replacing the outdated document management and retention system.
• Investing in technology that supports economic development efforts.

An example of duties are:

• Manages, directs, and organizes projects, activities, and resources for the IT Division, including but not limited to networks, servers, workstations, hardware and software utilized throughout the City, IoT, mobile and telephony infrastructure, security systems, data transmission, telecommunication systems, Geographic Information Systems and full IT support for all areas in public safety.
• Assists the Director of Administrative Services or the Deputy Director of Administrative Services in developing and implementing goals, objectives, policies, and work standards for the City of Rocklin departments and procedures for IT governance, security, and administration.
• Participates in the development and administration of the division budget.
• Plans, organizes, supervises, and evaluates the activities of professional, technical and administrative staff; develops and manages the IT division staff including hiring, education, and training; reviews and evaluates job performance and effectively recommends personnel actions.

MINIMUM QUALIFICATIONS

Possession of a bachelor’s degree from an accredited four-year college or university with major coursework in Computer Science, Information Technology, Management Information Services or a closely related field;

AND

Eight (8) years of increasingly responsible infrastructure and enterprise applications management experience in an IT environment consisting of multiple platforms, large-scale applications with multiple operating systems which included a minimum three (3) years of supervisory experience.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Microsoft Certified System Engineer (MCSE), VMware Certified Professional (VCP), or Project Management Professional (PMP) certifications are highly desirable.

This position receives a 2.5% pay differential in recognition of confidential status. 

THE POSITION

This position is focused on coordinating and monitoring information technology operational systems for the City including analyzing, diagnosing, maintaining, and troubleshooting assigned system areas such as applications, operating systems, and database systems. This position has a wide breadth of responsibility and is the backbone for ensuring the City’s technology systems always stay up and running. An example of duties are:

• Performs configuration, modification, testing and implementation of vendor software; develops, coordinates and implements plans to test business and functional processes during system development and quality assurance testing.
• Assists with the installation of new and existing software; ensures training of staff in the use of new and existing software.
• Conducts systems analysis; develops business and technical requirements; designs functional and technical specifications; writes source code; tests applications.
• Assists with the planning and coordination of migrations from legacy systems and the implementation of ongoing maintenance of new computer systems.
• Performs technical and functional troubleshooting and on-call support; installs and tests upgrades and system patches; tracks problems and requests for system enhancements and upgrades and resolve problems as they occur.
• Installs, configures, and maintains SQL server, including capacity planning, installation and configuration of SQL management tool and client uses.
• Provides support for specific department applications; tests programs and applications from user’s perspective.
• Coordinates, develops, and performs data export and import routines between applications.
• Acts as a technical resource for staff; identifies and suggests alternatives and recommends process changes through information systems; assists in identifying potential and required changes to business processes and/or procedures.
• Performs related duties as assigned.

MINIMUM QUALIFICATIONS

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to a bachelor’s degree with major coursework in MIS, business, management, or a closely related field;

Four (4) years of progressively responsible professional experience in computer technology.

Technical certifications are highly desirable.

MTC’s Technology Services Section (TSS) is a mature IT organization serving approximately 400 customers. The diverse and inclusive section employs a team of dedicated professionals that exhibit outstanding emotional intelligence and outstanding customer service traits. The team provides support to building technology in the 500,000 square foot Bay Area Metro Center. TSS also operates a shared services organization that serves two additional government agencies for a total of approximately 1,000 customers. MTC is seeking an agile and adaptive executive technology leader to take its IT program to the next level. The ideal candidate will be comfortable with ambiguity and able to execute with limited information and evolving prototypes. MINIMUM QUALIFICATIONS

Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.  Alternatively, a Bachelor's degree or equivalent combination of education and experience is acceptable.

Experience: Minimum of six (6) years of increasingly responsible experience effectively leading and managing a division or department doing related work. Experience should include a minimum of four (4) years senior management experience in agency administration, operations, management or similar position. Managing administrative support services; budget development, analysis and management; business or public administration; presenting to boards, commissions and/or committees, responding to public inquiries and requests, reporting to executive management.

Preferred Experience:  At least 5-7 years in IT Management

License/Certificate:  Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

Business Continuity and Disaster Recovery: Develop and maintain robust business continuity and disaster recovery plans to ensure uninterrupted IT operations during unexpected events.

The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking well-qualified candidates for the position of Principal Appraiser.  Principal Appraisers must have thorough knowledge of Property Tax and the Revenue and Taxation Code as it relates to Real Property Valuation, Change in Ownership reassessment or exclusion requirements, New Construction valuation, Decline in Value valuation, Property Classification, etc.
 
The department currently has two vacancies in the areas of Residential and Commercial real property appraisal and assessment.
 
The Principal Appraisers share a critical role in assisting the Chief Appraiser and Deputy Assessor in the completion of the Office's mission to determine the assessed value of all taxable property located in San Mateo County, the creation of the official record of taxable property (approximately 240,000 assessments each year in the local assessment roll), and the sharing of this information with the County Controller and Tax Collector and making it publicly available.
 
This is an exciting time for seasoned Principal Appraisers to join our dynamic team of Appraisal professionals. The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale new generation commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County.  Principal Appraisers may be called upon to provide subject matter expertise in the development of the Assessor's Property Assessment System.

 

Examples Of Duties

The technically-savvy and experienced individuals hired for these positions will have the responsibility to supervise appraisal and exemption staff in the timely collection, processing, and analysis of valuation data for real, personal, tangible, and intangible property for tax assessment purposes, and to manage the impact of the new regulations.
 

Additional responsibilities and duties of these Principal Appraisers will include (but are not limited to):

• Planning, organizing, training, supervising, reviewing, and evaluating the work of appraisal staff
• Providing advanced support in the most difficult, specialized, or high-value or high-risk appraisals
• Fostering professional growth and effective working relationships
• Managing, analyzing, and evaluating special projects
• Providing subject matter expert (SME) advice to IT analysts/team in the development of the new Assessor Property Assessment System

The ideal candidates will possess:

• Knowledge of supervisory principles and practices including work planning, scheduling, assignment, and review, and employee training, evaluation, and corrective action
• Technical and professional knowledge of appraisal procedures for real, personal, and intangible property
• Understanding of California Property Tax laws, State Board of Equalization guidelines, and Uniform Standards of Professional Appraisal Practice; and the ability to read, interpret, and apply these rules, policies, and procedures
• Familiarity with systems, technology, and desktop applications
• Ability to appraise and assess complex property interests as per California statutes and Property Tax Rules and Regulations
• Skill in analyzing information and using sound independent judgment to make decisions and determine appropriate courses of action, including recommending legal actions

THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.
